An evaluation of the roles of CHE and the SETAs in the accreditation of NQF Level 5 learning programmes

Thesis (MPA (School of Public Management and Planning))--University of Stellenbosch, 2009. / The Further Education and Training (FET) and Higher Education and Training (HET) bands in South Africa are characterised by major challenges resulting in the high rate of unemployment in the country despite the promulgation of a plethora of transformative pieces of legislation post-1994. These challenges include failure by post-matric applicants to meet minimum university requirements for admission; unemployed graduates; and tension within the higher education and Training (HET) band among various quality assurance bodies and explicit mutual doubt about each other’s capacity to perform quality assurance of HE learning programmes. In an endeavour to find solutions to these problems, the researcher contemplated whether the cause could not be the current system of quality assurance in South Africa. This perception has dominated the current discourse on quality assurance, which has warranted a need for research in this area to find concrete answers to the current problems, as well as potential solutions. In this study, the Council on Higher Education (CHE) and Sector Education and Training Authorities (SETAs) are used as units of analysis to determine the veracity of the arguments pervading the current quality assurance discourse that there are uneven levels for quality and different and presumably inconsistent varying capacities for quality assurance in the current education system. The objective of the study was to test the veracity of this hypothesis for the purposes of making recommendations informed by concrete and scientific empirical data. The major findings of this study are that the South African Qualification Authority (SAQA) policy, requiring CHE and the Higher Education Quality Committee (HEQC) to coordinate the entire HET band, has not been implemented as envisaged. The degrees of quality assurance and capacity for quality assurance in South Africa vary dramatically between the SETAs and CHE and also among the SETAs when compared with one another, and there is a lack of consistency and co-ordination at National Qualification Framework (NQF) Level 5. Furthermore, the current legislative framework underpinning the SETAs and CHE is fundamentally contradictory. On the basis of these findings it is recommended that the current quality assurance and accreditation system be overhauled by bringing about one council responsible for the quality assurance and accreditation of all workplace and vocationally orientated learning programmes in line with international best practices. CHE should concentrate on learning programmes that are academically orientated. Lastly, the current legislative framework governing the operations of SETAs and CHE should be amended.

Opvoeder as leermediator en die haalbaarheid van die nodige kompetensies soos omskryf in die Norme en Standaarde vir Opvoeders

Met ander woorde, die opvoeder as leermediator word bemagtig deur die Norme en Standaarde om sekere kompetensies te bereik. Onder Norme en Standaarde kyk hierdie studie na die verskillende ratio‟s wat op onderwys betrekking het. Hierdie ratio‟s vorm „n sameloop wat Inklusiewe Onderrig tot so „n mate strem, dat die gewenste kompetensies nie bereik kan word nie. Hoewel Inklusiewe Onderrig nie die enigste faktor is wat Norme en Standaarde bepaal nie, is dit wel „n belangrike een, en hierdie studie fokus dus daarop. Saam met Norme en Standaarde is daar ook sosio-ekonomiese faktore wat Inklusiewe Onderrig strem, en dit word ondersoek. In die lig van die probleme ten opsigte van die leerder:opvoeder-ratio, die leerder:m²-ratio, die woonpersele:skoolperseel-ratio, norme- en standaarde-toekenning, ongelykhede (ekonomiese, ouderdoms- en emosionele en fisiese ontwikkeling), enkelouerskap en fetale alkoholsindroom (FAS), word daar in die verhandeling gekyk na die haalbaarheid van die realisering van die drie kompetensies naamlik die praktiese, fondasionele en refleksiewe kompetensies. Die studie bevind dat die bereiking van kompetensies haalbaar is, mits daar aan die ratio‟s en die sosio-ekonomiese omstandighede gewerk word. Na aanleiding van my navorsing kan die meeste opvoeders verslag doen van hul werksaamhede, maar dit is egter nie die positiewe, progressiewe verslag wat van ‟n leermediator verwag word nie. Norme en standaarde is na my mening nog haalbaar omdat daar bewys is dat leerders, ondanks die negatiewe effek van die ratio‟s, asook die ontoereikende voorsiening (geld, menslike hulpbronne en voorrade) en die ekonomiese en ouderdomsverskille en FAS, tog die potensiaal toon om te leer. Die probleem is egter dat te veel leerders onderpresteer, uit die onderwys- en opvoedingstelsel verdwyn en nie deel raak van die ekonomiese hoofstroom nie. Deur dus aandag te gee aan die stremminge wat ek nagevors het, kan verseker word dat Inklusiewe Onderwys tot sy reg kom, kompetensies bereik word en die opvoeder ‟n suksesvolle leermediasie fasiliteer. SLEUTELWOORDE: Opvoeder, leermediator, Norme en Standaarde, Inklusiewe Onderwys, konseptuele / ENGLISH ABSTRACT: The Norms and Standards for Educators policy states that certain competencies must be achieved. To this end the policy empowers the educator as learning mediator. With reference to the Norms and Standards, this study explores the different ratios applicable to education. These ratios form a combination which hamper Inclusive Education to the extent that the competencies cannot be achieved. Although Inclusive Education is not the only aspect which affects Norms and Standards, it is a very important one, and this study thus explores Inclusive Education. Together with Norms and Standards, there are also socio-economic factors that hamper Inclusive Education, which this study also explores. In the light of the problems with the learner:educator ratio, the learner:m² ratio, the residential erven:school erf ratio, the allocation of norms and standards, unequal economic circumstances, unequal development phases (emotional, physical and age), single parenthood and fetal alcohol syndrome, this thesis explores the feasibility of the realisation of the three competencies namely the practical, foundational and reflexive competencies. This study finds that, providing that attention is paid to the ratios and socio-economic factors, the achievement of competencies are feasible. My research shows that, while most of the educators can report on their activities, it is not the positive and progressive report which one expects from a learning mediator. Norms and Standards, in my view, is feasible since there is evidence to suggest that learners, despite the negative effect of the ratios and inadequate resources (finances, human resources and supplies), economic and age differences, Fetal Alcohol Syndrome (FAS), still displays the potential to learn. The problem, however, is that too many learners underperform, and then leave the school and education system. They then fail to become part of the main economic system. Les crises politiques qui ont secoué la Côte d'Ivoire depuis la mort d'Houphouët-Boigny n'ont pas manqué d'impliquer directement l'éducation, et ce à plusieurs niveaux. Dans le même temps, l'éducation fut un enjeu politique direct et un lieu d'affrontement. Cette thèse s'intéresse à la perception qu'ont les acteurs de la demande et de l'offre en éducation sur le rôle de l'éducation et de l'intervention de l'aide internationale et locale dans le secteur. La démarche empirique adoptée repose sur la méthode de la triangulation qui combine l'analyse secondaire de données, les entretiens et les questionnaires récoltés entre avril 2013 et octobre 2014 à Abidjan, au centre et à l'ouest du pays. Les résultats de ces enquêtes montrent que les acteurs ayant été les plus affectés dans leur scolarité envisagent davantage l'École comme espace de socialisation et participent ainsi au processus de résilience. Par ailleurs, la présence des organisations internationales légitime les actions du gouvernement actuel. Ainsi, l'aide internationale est le plus souvent recherchée et même valorisée. La reconstruction du système éducatif, son développement et sa transformation se font donc sous influence internationale, sans que celle-ci soit perçue comme de l'ingérence par les acteurs de la demande et de l'offre en éducation. / The political crisis that disrupted the country since Houphouët Boigny's death directly involved education on a number of levels. At the same time, Education also became a major political issue, opposing rival factions, and a collateral target of the actors of the conflict. This thesis focuses on the supply and demand education stakeholders'perception on the role of education as well as their representations on the international and local assistance in this domain. The chosen empirical approach uses the triangulation method which combines interviews, questionnaires and existing databases. All these elements were collected from April 2013 and October 2014 in Abidjan and in central and western Côte d'Ivoire. The results of this analysis show that the stakeholders who were the most affected through their schooling are considering School more like a socialisation space and thus participate to the process of resilience. Results also reveal how the presence of international organizations legitimizes the current government's actions. International aid is frequently sought out and highly valued. The education system has been rebuilt, developed and transformed under the influence of international organizations. The public authorities do not perceive this as a form of interference, and nor do demand and offer education actors.

The Development of Curriculum-based Measurement Local Norms in the Area of Written Expression

This project used Curriculum-Based Measurement (CBM) in the area of Written Expression to establish district norms for Bowling Green City Schools. CBM uses brief fluency measures as indicators of students' academic performance. With the use of CBM, it is possible to identify students who are considered to be at-risk for educational performance. AIMSweb probes were used to assess 1,565 first through fifth grade students from five elementary schools within the Bowling Green Independent School District. Performance was scored using the three most common scoring indices: Total Words Written (TWW), Words Spelled Correctly (WSC), and Correct Word Sequence (CWS). Data collected from this study are presented as norms at the building and district-wide levels. Each table (see Tables 2 -16) indicates student performance from each school on TWW, WSC, or CWS for a specific grade level. The tables illustrate what raw score corresponds to percentile ranks at the 10th,16th, 25th, 50th, 75th, 84th, and 90th percentiles. The 50th percentile would be considered typical performance for an "average" student at that particular time of year and grade level. Findings from this study will be beneficial in making educational decisions regarding students potentially at risk for difficulties in the area of written expression.

The purpose of this study was to look at how principals and educators managed and experience the implementation of Quality Assurance policies in secondary schools in KwaZulu Natal focusing on the bttegrated Quality Management System that is currently in place. This study was designed as a qualitative exploratory and descriptive survey. Data was collected in 2007 by visiting schools and conducting interviews with the principals and educators. School managers fell into two groups. One group was positive about Integrated Quality Management System and other group negative. Even though there were differences, all agreed that lntearated Quality Management System was good if it was to be introduced at a pace suitable to the educators. Educators preferred Integrated Quality Management System to systems that were not transparent. They then recommended that Integrated Quality Management System should not be linked to the educators' remuneration as this destroys what could be good about IQMS / Educational Studies / M.Ed. Provision of school libraries in public high schools in the Limpopo province, South Africa

Well-resourced and functional school libraries are important resource centres for teachers and learners, particularly in historically disadvantaged communities where other information services such as public or community libraries and multipurpose centres are few or virtually non-existent. However, only a minority of the schools in South Africa have well-stocked and well-staffed school libraries. In the Limpopo Province, the situation leaves much to be desired because only 2.3 % of the state schools have well-resourced and functional school libraries. Importantly, for the different school library facilities to be functional, an approved school library policy with endorsed school library standards and models is essential. Amazingly, there is no approved and legislated national school library policy in South Africa to support a progressive, constructivist and resource-thirsty curriculum. The purpose of the study was to investigate provision of school libraries in the Limpopo Province. The purpose of the study was to investigate provision of school libraries in the Limpopo Province. With well-stocked and functional school libraries, teachers and learners can access the library-based resources for curriculum support. The study was limited to public high schools only in both urban and rural communities of the province. The study is based on the constructive teaching and learning theory which emphasises the use of different resources to stimulate progressive and constructivist teaching and learning styles in schools. A multi-case study research design was adopted for data collection. Qualitative and quantitative research approaches were adopted in the study to investigate the focus of the study in-depth and intensively. Data were collected through questionnaires administered to 163 teacher-librarians or principals of the sampled 306 public high schools. The education officials, that is, the senior manager and two chief education specialists were interviewed face-to-face using an interview schedule. The findings of the study established that more than 33% of the public high schools in the study had a library facility. However, the findings indicated that the majority of the school library facilities were non-functional because the fundamentals of school library development such as a legislated school library policy are not in place. The absence of an overarching library policy leads to, lack of strategic direction, inadequate provision of resources, compromised functionality as well as the poor standing and value of school libraries. The study recommends that the newly launched National Guidelines for School Library and Information Services (2012) be legislated to become school library policy so that school library standards can be implemented in different school library models to enable teachers and learners to have access to library resources to support the constructivist and resource-based curriculum. / Information Science / D. Living kidney donor follow-up in a statewide health information exchange: health services utilization, health outcomes and policy implications

Indiana University-Purdue University Indianapolis (IUPUI) / Living donors have contributed about 6,000 kidneys per year in the past 10 years, but more than 100,000 individuals are still waiting for a kidney transplant. Living kidney donors undergo a major surgical procedure without direct medical benefit to themselves, but comprehensive follow-up information on living donors’ health is unfortunately limited. Expert recommendations suggest capturing clinical information beyond traditional sources to improve surveillance of co-morbid conditions from living kidney donors. Currently the United Network for Organ Sharing is responsible for collecting and reporting follow-up data for all living donors from U.S. transplant centers. Under policy implemented in February of 2013, transplant centers must submit follow-up date for two years after donation, but current processes often yield to incomplete and untimely reporting. This dissertation uses a statewide Health Information Exchange as a new clinical data source to 1) retrospectively identify a cohort of living kidney donors, 2) understand their follow-up care patterns, and 3) observe selected clinical outcomes including hypertension, diabetes and post-donation renal function.
