Children of a lesser school : An interdisciplinary study on disability in the Greek educational reality

ABSTRACT What is the situation for disabled children in the Greek educational system today, in the aftermath of the deep-seated socio-economic crisis? The present study is going to give an insight in children disability and how this is handled by the Greek educational system. To specify and illustrate the need for a qualitative perspective, it is necessary to take into consideration not only the exact numbers of disabled students and schools existing for them, along with the usefulness and functionality of their facilities, but also different qualitative aspects and intersecting parameters determining the attitude towards those children, such as gender, sexuality, age and bodily ability; all of them contributing to a specific collective mind-set that has arisen from a nexus of economical, educational, European and local structures, and their upheaval. This is such a study, providing a limited, but qualitative picture of the situation from an intersectional Gender Studies perspective onto legislative documents, the experiences of a few current educational practitioners (herein interviewed), and onto the state of the art of existing research on the topic which is mostly quantitative and statistics-based.  The over-arching question, guiding this investigation, is how the educational rights and well-fare of children with special educational needs, are practiced, cared for and discussed in the present Greek educational system with regard to intersectional gender concerns of inclusion and/or integration. This study hopes thus to provide an interdisciplinary snap-shot of the educational situation for disabled children in a disabled societal context.

Este estudo, bibliográfico e documental, propõe-se a uma reflexão e análise do sistema educacional angolano, desde 1975 a 2005, a partir de uma perspectiva filosófica e política. Com ele pretende-se buscar elementos que permitam compreender as relações e os fatores em torno dos quais se organizou e se desenvolveu a política educacional de Angola; e procura-se analisar as novas perspectivas políticas de reforma do sistema educacional propostas a partir de 2001 (Lei no. 13/01). O trabalho aponta a importância de efetuar-se uma análise dos fatores que determinaram a escolha e as formas de organização do sistema de ensino e sua abrangência nacional. Parte da idéia de que verdades até então incontestáveis não são mais adequadas para justificar os índices elevados de analfabetismo, a não garantia do direito à educação, a falta de acesso e a continuidade de crianças nas escolas, as condições precárias de infra-estrutura educacional, bem como a visão pedagógica que ainda persiste, não obstante o término da guerra (Fevereiro de 2002). Trata-se de uma pesquisa fundamentada em fontes bibliográficas de diferentes autores e documentos oficiais (leis) do ensino angolano e outros documentos pertinentes. O trabalho termina apontando a necessidade de o Estado priorizar um investimento maior para o setor educacional, assim como, para a formação de professores. Aponta ainda a democracia, a liberdade e a autonomia no trabalho educacional como condições fundamentais ao desenvolvimento do ensino e pesquisa. / This bibliographical and documental study aims to reflect about and analyze the educational system in Angola from 1975 to 2005, keeping a philosophical and political view. Its purpose is to bring out elements that will help to understand the relations and factors around which have been organized and developed the educational politics in Angola. Furthermore there is an evaluation of the new political perspectives proposed since 2001 in order to change this educational system (Act 13/01). This dissertation explains how important it is to make a good evaluation of the factors that determined the options and models of educational system organization and its national scope. The starting point is the idea that some truths, until now considered unquestionable, are not appropriate to justify the high levels of illiteracy, the non-guarantee of education to all the Angolan population, the faulty access to education, and the students evasion, the poor conditions of educational facilities, as well as the pedagogical vision still remaining after the war (February, 2002). The research was based in bibliographical resources from different authors, official documents (Acts) about Angolan education system, and other documents. At the end this work shows that the government has firstly to invest more in the educational sector, as well as in the teachers\' background. The final conclusion is that democracy, liberty and freedom in the educational system are basic conditions to develop the teaching and researching fields.

It was done a local and time limited study on which would make us able to analyze the relevance of the dynamic of structuring the laws which are related to the right to the education in Brazil, as these legislation can, actually, be applied to provide access to education. It was taken the textual construction of the State Plan of Education in Mato Grosso do Sul - Brazil, by analyzing the characters and political power that took part on debating the framework of this law whose legal determinations started in 1989 and whose text was approved in 2003. From the point of view of the History of Education, it was considered that the Brazil s social aspects in the late 1980´s, in a redemocratization process and the struggle for the citizens rights that reflect themselves and there are reflexes in the formation of the National Plan of Education, it has influenced the local reality of Mato Grosso do Sul, a sub national area where the struggle for citizenship and for defending the duty of the State in assuring the rights has also echoed on the National Plan of Education elaboration. Based on these researches and on the History of Education analyses turned them to the regional field, this dissertation attempts to contribute for a reflection about the Rights to the Education in Brazil, enlightening the construction of the juridical-political structures, which should defend the education as a Brazilian citizen right, and finally, besides analyzing on how this legislation has actually offered tools in order to the State can provide, accomplish or restrict the access to the education / A partir da perspectiva de que o acesso à educação é parte indispensável do processo de integração e cidadania, um instrumento de redução das desigualdades e das discriminações, e de que cabe ao Estado assegurar às pessoas as ferramentas para a conquista da cidadania plena, nos propomos a estudar o tema do Direito à Educação. Para esta dissertação, buscamos fazer um recorte temporal e local que nos permitisse analisar qual a relevância da dinâmica da tessitura das leis que se referem ao direito à educação no Brasil, para que estas leis possam de fato cumprir sua função de oferecer acesso à educação. O recorte utilizado neste estudo enfoca a construção textual do Plano Estadual de Educação do Mato Grosso do Sul, analisando os personagens e forças políticas que participaram da disputa e debate na tessitura desta lei, cujas determinações legais foram iniciadas em 1989 e o texto aprovado apenas em 2003. Partindo do ponto de vista da História da Educação, consideramos que a conjuntura social do Brasil no final da década de 1980, em processo de redemocratização e luta pelos direitos dos cidadãos que se reflete e tem reflexos na construção do Plano Nacional de Educação influenciou a realidade local do Mato Grosso do Sul, um espaço subnacional onde a disputa por cidadania e pela defesa do papel do Estado na garantia de direitos também ecoou na construção do Plano Estadual de Educação. A qualitative study of the perceptions and attitudes of parents regarding parental notification in higher education

The purpose of this study was to examine the attitudes and perceptions of parents through an assessment of their feelings concerning parental notification polices. Participants in this study were selected from a sampling pool of parents that were members of parent associations at 64 college and university campuses throughout the country identified as having a parental notification policy.The project consisted of 5 parents from midwestern universities that were asked a variety of questions concerning: the child's collegiate development, benefits of parental notification, the role of the federal government, and financial dependence stipulations.The interpretation of qualitative data revealed that parents were in favor of parental notification policies and saw the implementation of these policies as a positive step by universities to utilize parental involvement in curbing student misconduct. / Department of Educational Studies

An examination of primary school teachers’ knowledge of the symptoms and management of children diagnosed with ADHD in their classrooms

Magister Artium - MA / There is a high rate of parental referrals by teachers to doctors for children who display symptoms of Attention Deficit Hyperactivity Disorder (ADHD). The symptoms are inattentiveness, impulse control, concentration problems and learning disabilities. Studies suggest that often a learning disability is mistaken for ADHD. ADHD is usually diagnosed from the age of seven, when children start their schooling. In some cases it is identified much earlier in the form of over-activity in children during the pre-school years. Teachers are responsible for creating an environment that is conducive to academic, social and emotional success for children with ADHD. Research suggests that mainstream primary school teachers may lack knowledge regarding ADHD and evidenced-based classroom interventions. This study therefore intended to determine primary school teachers’ knowledge of the symptoms and management of children diagnosed with ADHD in their classrooms. A quantitative approach with a cross-sectional research design was used to conduct the study. A selfadministered questionnaire, the Knowledge of Attention-Deficit Disorder Scale (KADDS), which measures the misperceptions and understanding of the disorder, was used to collect data from a sample of 200 teachers at 28 public schools in Kimberley. The data was analyzed by making use of frequencies and mean scores. The data obtained was useful in describing the knowledge base of teachers and in identifying the strategies that teachers mostly agreed to in managing children who have been diagnosed with ADHD in the classroom. The data was analysed by means of the Statistical Package for Social Sciences (SPSS). The results show that the majority of teachers are knowledgeable about the symptoms and diagnosis of ADHD but less so about the general associated features and treatment. Although the majority of teachers received training on ADHD, their knowledge about evidenced-based classroom interventions for ADHD can be improved.

Hegemonicamente foram adotadas explicações segundo as quais tal crise teria origem no modelo de gestão burocrático do Estado e, dessa forma, para sua superação seriam necessárias medidas de reformulação do modelo de gestão do Estado. No Brasil, tal movimento foi marcado pelo Plano Diretor de Reforma do Aparelho de Estado (PDRAE), lançado em 1995 que adotou um modelo de gestão estatal "gerencialista". Os direitos civis, políticos e sociais, destacadamente, o direito à educação, amplamente assegurados na Constituição Federal da República Federativa do Brasil de 1988, sofreram diversos impactos na forma como o Estado passou a garantir-lhes. Desta combinação de fatores, o Estado vem realizando diversas parcerias público-privadas para a prestação do direito à educação, dentre elas, a compra de sistemas apostilados de ensino privados por municípios paulistas. Esta dissertação identificou e caracterizou a atuação do Ministério Público (MP) para fiscalizar e intervir nos contratos entre prefeituras paulistas e empresas educacionais, para aquisição de sistemas de ensino apostilado privados, entre os anos de 2003 a 2010. Para tanto, mapeou-se os municípios paulistas que tiveram atuação do MP, com aprofundamento em Barueri e Vinhedo, mediante entrevistas semi-estruturadas com os Promotores Públicos locais que atuaram no caso. O MP vem agindo sobre estas parcerias, destacadamente, sob a perspectiva da área do Patrimônio Público, já que há indícios de Improbidade Administrativa pelos gestores públicos quando destas parcerias. Entretanto, apesar de pouco explorada pelos promotores públicos, há indícios de que esta atuação possa ser feita mediante o Direito à Educação. A aquisição de sistemas apostilados de ensino pelas prefeituras paulistas desafia a atuação da instituição, seja pela novidade em si, seja pela formação dos promotores públicos. Nesse sentido, há movimentação interna ao MP paulista para estimular a atuação dos promotores, à luz do Direito à Educação, inclusive mediante cursos de formação e produção do Plano Geral de Atuação de 2012, especificando este tema / Abstract: The crisis of the capitalist economy identified at the end of the 20th century was hegemonic explained as a consequence of the management model adopted by the States. Therefore, many countries adopted new forms of State administration based on characteristics of the private companies. In Brazil, it was performed by the "Plano Diretor de Reforma do Aparelho de Estado (PDRAE)" published in 1995. The civil, political and social rights presented changes in the form how the Brazilian state granted them. As one of the consequences, the State perform some public-private partnerships like the municipality¿s purchase of "private educational systems" with consequences to the educational right. This thesis identified and characterized actions taken by the public prosecutors regarding the acquisitions of "private educational systems" by some mayor's offices in the São Paulo state, between the years 2003 and 2010. Therefore, the cities that had public prosecutors actions upon these acquisitions were mapped, and then the analysis was focused on the cities of Barueri, Vinhedo and Itirapina by using "semi-structured interviews" with the public prosecutors that were involved in the cases. The state's prosecutors of São Paulo are acting upon these acquisitions under the perspective of the laws that regulates the public properties and the service's that concerns the Public hiring. However, there are laws, that concerns to the Brazilians educational rights, that the public prosecutors aren't neither acting nor even looking at. These partnerships challenges the institution of the state because they are novelty, because the public prosecutors aren't well formed to act upon the 1988¿s Constitutionals educational rights and because they haven't enough personal or material that the quantity and quality of their job demands. 戰後台灣國民中小學教師教材選擇權發展之研究1945~2010 / The development of teacher’s option in teaching materials for elementary school and junior high school in Taiwan after World War II (1945-2010)

1966年聯合國教科文組織通過《關於教師地位之建議書》,肯定教師為一專門職業,並表示:「在執行其專業任務時,教師應享有學術自由。由於教師特別有資格去評估最適合學生的教學輔助方法,他們應當在如教材的選擇及修正、教科書之評選及教學方式之實際應用等方面,擔負決定性的角色。」然而戰後台灣中小學的教育內容長期由教育部掌控,統編本教科書、禁止使用參考書及測驗卷,都是許多台灣中小學生求學時的共同經驗。在種種政策的限制下,教師長期欠缺教材選擇權。 本論文從教師教材選擇權的理論出發,透過政府公報、報紙等史料的瀏覽以及相關法令的分析,嘗試呈現戰後台灣國民中小學教師教材選擇權的發展脈絡及面貌。國民中小學教師的教材選擇,包括教科書選擇與補助教材選擇。在教科書選擇方面,深受教科書制度影響,而影響戰後台灣教科書政策的主要因素有蔣中正的強人意志、升學主義和解嚴後對教育開放多元的訴求。而在補助教材的選擇上,同樣受到政府的限制。其中參考書和測驗卷的使用,教育部更始終採取禁止的態度。 / In 1966, United Nations Educational, Scientific and Cultural Organization (UNESCO) adopted “Recommendation Concerning the Status of Teachers” agreed that teaching should be regarded as a profession and said, “The teaching profession should enjoy academic freedom in the discharge of professional duties. Since teachers are particularly qualified to judge the teaching aids and methods most suitable for their pupils, they should be given the essential role in the choice and the adaptation of teaching material, the selection of textbooks and the application of teaching methods.” This thesis starts from theoretical studies, through analyzes in government published gazette, newspaper, and related law and ordinance, and then attempts to present the development of teacher’s option in teaching materials of Elementary School and Junior High School after the Second World War in Taiwan. The teaching materials include textbooks, reference books, and supplementary materials. The educational policy and school system effect deeply to the selection in textbooks. The Chiang Kai-Shek’s determination, the Obsession, and demands of open and diversification of education after martial law lifted are all the major causes to define the textbook policy in Taiwan after WWII. In the selection of supplementary materials, it is also under government’s restriction. The usage of reference books and test paper are complete prohibited by Ministry of Education in Taiwan.
