[pt] A eficiência energética (EE) pode ser vista como uma das melhores políticas a serem adotadas pelos países para a redução da emissão de gases de efeito estufa e para a contribuição da economia. O Brasil, apesar de fazer alguns esforços visando o uso racional de energia, ainda está longe de ser um protagonista nessa área. Por outro lado, países como Alemanha, Japão e Estados Unidos vêm adotando políticas que visam melhorar o uso da energia e, assim, mitigar suas emissões de gases de efeito estufa, além de ampliar o escopo dos negócios nessa área. A fim de alcançar um maior destaque no campo da eficiência energética, o objetivo desta dissertação é definir para o Brasil políticas de eficiência energética baseadas em experiências internacionais e medir seus impactos no consumo de energia. Para se chegar o objetivo proposto, são estudadas as principais políticas adotadas pelos países mais eficientes energeticamente. Essas políticas são representadas por curvas de difusão tecnológicas e são avaliados seus impactos na redução do consumo de eletricidade na indústria de alimentos e bebidas. Percebe-se uma redução considerável do consumo de energia e das emissões de gases de efeito estufa quando da adoção de políticas de eficiência energética nesse ramo da indústria, uma vez que políticas de eficiência energética propõem alternativas para o desenvolvimento sustentável. / [en] It is usually sought a way to understand or prove a theory, in the scientific environment. The best way to promote and develop a study, is through mathematical proof, which may be through formulas, often already known, promoting modeling in different scenarios. There are a few different ways to achieve environmental improvements aiming the reduction of greenhouse gas emissions (GHG) in the countries. But is it enough to aim the achievement of a country s targets in a country for the Government to move toward improvements? It is through energy policies that one can achieve the biggest economic gains. The activity of energy efficiency is developed by an ESCO (Energy Saving Companies). These have in their scope to promote technical audits, in order to promote the implementation of energy efficiency measures responsible for the achievement of economic goals in energy consumption. The best way to understand the logic of the development of actions in a country is through its policies and, in this case, the focus is on industrial energy policies. In a global analysis, seeking the understanding of how countries have positioned themselves in the face of these challenges, and comparing with what has developed in Brazil s case, one can come to some conclusions as to what are the best ways, and what are the barriers. In the study developed in this dissertation, while seeking for a better understanding, it was found enough information on energy efficiency policies, understanding that it is an important vector in meeting future energy demand and energy security, reinforcing the comprehension that energy efficiency requires an integrated vision regarding the stakeholders, like the government, the private sector and society in general. Since 1984, Brazil has already been deploying mechanisms and public policies related to promotion of energy efficiency, as the PBE, Procel, Conpet, energy efficiency Law, electric motors regulations, vehicle and construction establishing labeling thresholds for incandescent bulbs and your banishment.

Contribution à l'indicateur de Hicks-Moorsteen et à la théorie de la productivité. / A contrivution to the Hicks-Moorsteen index and productivity theory

Ce travail contribue à la définition des mesures de l'efficacité et de la productivité dans la théorie microéconomique. Il présente des apports théoriques et empiriques. En premier lieu, cette thèse élabore une critique sur certaines mesures classiques de l’efficacité et de la productivité. Il est montré que la mesure directionnelle, sous l'hypothèse de rendements d'échelle constants, pose un certain nombre de problèmes quant à l’évaluation des variations de la productivité. De plus, il est établi que la « slacks-based » et la directionnelle « slack-based » mesures (ou mesures de Färe-Lovell) ne permettent pas de caractériser la technologie de production. Il résulte que ce type de mesure ne permet pas d’évaluer l'efficacité et les variations de productivité. Une approche alternative est proposée qui permet de contourner cette difficulté. Ensuite, cette thèse introduit deux nouveaux indicateurs: un indicateur social de Luenberger-Hicks-Moorsteen et un indicateur de productivité généralisé. Le premier permet d'évaluer l'effet des politiques sur les capabilités au sens d'A. Sen. Il consiste en une transposition des indicateurs de Hicks-Moorsteen en considérant le rôle spécifique d’un sous-vecteur prenant en compte les facteurs sociaux. Le second indicateur généralise les indicateurs standards de productivité. Il permet de retrouver à la fois les indicateurs de Luenberger et le Luenberger Hicks-Moortsteen comme cas spéciaux de cet indicateur généralisé. En considérant la version multiplicative de l’indicateur généralisé, on retrouve comme cas particuliers, les indicateurs de Malmquist et le Hicks-Moorsteen. Enfin, cette thèse présente des applications empiriques qui illustrent la méthodologie. Ces études évaluent et comparent la performance des régions touristiques et plus précisément celle du Languedoc-Roussillon, qui mobilise un cadre d'analyse transfrontalier. / This phd contributes to the definition of efficiency measures and productivity indicator, in the microeconomic theory. It presents theoretical and empirical contributions. Firstly, this phd develops a review on standard measures of efficiency and productivity. It is shown that the directional measure, under the assumption of constant returns to scale, raises some problems in the assessment of productivity changes. Moreover, it is established that the "slacks-based" and directional "slack-based" measures (or Färe-Lovell measures) do not allow to characterize technology. It follows that such measures do not allow to evaluate efficiency and productivity changes. An alternative approach is proposed which overcomes this difficulty. Then, this phd introduces two new indicators: a social Luenberger-Hicks-Moorsteen indicator and a generalized indicator of productivity. The first mesure the impact of publics policies in the line of the capability theory introduce by A. Sen. This indicator consists on a transposition of the Hicks-Moorsteen indicator by considering a sub-vector of social factors. The second indicator generalizes standards productivity indicators. It allows to find the Luenberger and the Luenberger Hicks-Moortsteen as special cases of this general indicator. Considering the multiplicative version of the generalized indicator, on can find the Malmquist and Hicks-Moorsteen indicators, as special cases. Finally, this phd presents some empirical applications to illustrate the methodology. These studies evaluate and compare the performance of the tourist destination, and specifically for the Languedoc-Roussillon, which involves a cross-border analysis framework

Prediction of Energy Use of a Swedish Secondary School Building : Building Energy Simulation, Validation, Occupancy Behaviour and Potential Energy-Efficiency Measures

Residential and public buildings account for about 40% of the annual energy use in Europe. Many buildings are in urgent need of renovation, and reductions in energy demand in the built environment are of high importance in both Europe and Sweden. Building energy simulation (BES) tools are often used to predict building performance. However, it can be a challenge to create a reliable BES model that predicts the real building performance accurately. BES modelling is always associated with uncertainties, and modelling occupancy behaviour is a challenging task. This research presents a case study of a BES model of a school building from the 1960s in Gävle, Sweden, comprising an example of a validation strategy and a study of energy use and potential energy-efficiency measures (EEMs). The results show that collection of input data based on evidence, stepwise validation (for unoccupied and occupied cases), and the use of a backcasting method (which predicts varying occupancy behaviour and airing) is an appropriate strategy to create a reliable BES model of the studied school building. Several field measurements and data logging in the building management system were executed, in order to collect input data and for validation of the predicted results. Through the stepwise validation, the building’s technical and thermal performance was validated during an unoccupied period. The backcasting method demonstrates a strategy on how to predict the effect of the varying occupancy behaviour and airing activities in the school building, based on comparisons of BES model predictions and field measurement data. After applying the backcasting method to the model, it was validated during an occupied period. The annual predicted specific energy use was 73 kWh/m2 for heating of the studied building. The distribution of heat losses indicates that the best potential EEMs are changing to efficient windows, additional insulation of the external walls, improved envelope airtightness and new controls of the mechanical ventilation system. / Byggnadssektorn står för ungefär 40 % av den årliga energianvändningen i Europa. Många byggnader är i stort behov av renovering och en minskning av energibehovet inom den byggda miljön är av stor vikt i både Europa och Sverige. För att undersöka byggnaders energianvändning används ofta simuleringsverktyg, men det kan vara utmanande att skapa pålitliga simuleringsmodeller som tillräckligt noggrant predikterar den verkliga byggnadens energianvändning. Simulering av byggnaders energianvändning är alltid förknippat med osäkerheter och att simulera människors beteendemönster är en stor utmaning. Den här forskningen innefattar en fallstudie med en simuleringsmodell av en skolbyggnad, byggd under 1960 talet och belägen i Gävle, inkluderat ett exempel på en valideringsstrategi och en studie av energianvändning och potentiella energieffektiviseringsåtgärder i byggnaden. Resultaten visar att insamling av indata baserade på evidens, stegvis validering (obemannad och bemannad) och användande av en backcasting-metod (vilket predikterar varierande brukarbeteende och vädring) är en lämplig strategi för att skapa en pålitlig energisimuleringsmodell för den studerade skolbyggnaden. När backcasting-metoden tillämpats i energisimuleringsmodellen, kunde modellen valideras för en bemannad period. Den årliga predikterade specifika energianvändningen för uppvärmningen är 73 kWh/m2. Fördelningen av värmeförluster i byggnaden indikerar att de bästa potentiella energieffektiviseringsåtgärderna är byte till fönster med bättre U-värde, tilläggsisolering av ytterväggarna, bättre lufttäthet i byggnadsskalet och ny styrning av det mekaniska ventilationssystemet.

Energikartläggning av förskola : Underlag för energieffektiviseringsåtgärder av byggnaden Metreven samt fördjupning avseende potential för uppfyllande av Boverkets krav gällande nära- nollenergibyggnad

The Swedish residential sector consumes almost 39 % of Sweden’s final energy consumption. The European Union framework ”Clean Energy for all Europeans package” strives to promote a 32,5 % reduction as a result of energy efficiency measures. The Swedish legislation BBR regulates rules regarding new buildings, extensions and reconstruction of existing buildings. Excerpt 9 regards how energy is being used and determines the demands e.g. for a buildings primary energy use to be classified as a near zero energy building (NZEB). The energy use of a building, located in Västerås, Sweden, is being decided. Various energy efficiency packages are applied to a model in the simulation software IDA ICE. The results are compared with each other deciding the potential benefits of the energy efficiency measures. A substantial decrease of the energy consumption is detected, especially for the energy efficiency packages containing a geothermal heat pump (66 – 78 %). A life cycle cost analysis shows that the package containing a ventilation heat recovery system (FTX) combined with a geothermal heat pump is the optimal solution through an economical point a view. The solution yields a profit after 14 years. The analysis shows that all geothermal solutions, except a system consisting of a geothermal heat pump, FTX, energy efficient windows, rooftop insulation and a photovoltaic system, yields a profit during a 30-year investment period. None of the packages containing a district heat exchanger yield a profit. The simulation results show that by implementing any of the geothermal heat pump packages, the demands for classifying the building according to an NZE building are fulfilled. Regarding the district heating packages, only the package containing all the energy efficiency measures (energy efficient windows, rooftop insulation and PV) meets the demands to be classified as an NZE building. Regarding the environmental impact due to implementing the energy efficiency measures, the results show a reduced impact from applying the geothermal heat pump packages is equivalent to the energy consumption reductions. The results show that by implementing a district heating system, more than one additional energy efficiency measure must be applied to avoid an increased environmental impact. This thesis shows that implementing energy efficiency measures can decrease energy consumption and yield an economical profit to the existing building stock.
