In 1963 the Wasatch Division of the Thiokol Chemical Corporation, located twenty miles west of Brigham City, Utah employed approximately 6,000 workers. In December of 1963 the Defense Department phased out major activities in which Thiokol was engaged and during the next three-year period about 4,000 workers were laid off. The greatest number of layoffs took place throughout the early months of 1964.

Studiens syfte är att beskriva, tolka och analysera betydelsen av vägledning i den arbetslivsinriktade rehabiliteringen, utifrån ett deltagar- och tjänstemannaperspektiv. För att få svar på detta gjorde vi en kvalitativ intervju med sex personer, tre deltagare och tre tjänstemän på en Arbetsförmedling i en medelstor kommun i södra Sverige. Vi har undersökt vägledningens betydelse vid Arbetsförmedlingens nya program Arbetslivsintroduktion. Vi har valt att använda oss av den kvalitativa metoden i vår undersökning eftersom vår avsikt var att få en djupare kunskap inom det specifika området och för att få tillgång till personliga berättelser genom intervjuer. Med utgångspunkt från intervjuerna har en analys gjorts om deltagarnas och tjänstemännens behov och perspektiv på vägledningens betydelse inom den arbetslivsinriktade rehabiliteringen. Resultatet visar att två av deltagarna inte upplever någon särskild vägledning inom programmet, medan en av deltagarna ser samtalen med handläggaren som upplyftande, positiva och i viss mån vägledande. Uppfattningen som tjänstemännen har om vägledning är att det är svårt att hinna med att utöva professionell vägledning den första tiden i programmet. Den tiden används mestadels åt att kartlägga deltagarnas arbetsförmåga. / The purpose of this study is to describe, interpret and analyze the importance of guidance within vocational rehabilitation. The study is based on the perspectives of participants and organizers. In order to get answers we made qualitative interviews with six people; three participants and three organizers at the Employment Service in a medium sized city in the south of Sweden. The participants are all part of a vocational rehabilitation program where the organizers professionally work. We chose to use a method of qualitative interviews in the study since our intention was to gain a deeper knowledge in the specific area and to get the best access to personal accounts. Based on the interviews we’ve made an analysis of the importance of guidance at the Employment Service from the needs and perspectives of participants and organizers. The result shows that two of the participants don’t think there is any specific guidance in the vocational rehabilitation program. Although one of them believes that the conversations she has had with her administrator has been uplifting and positive. The opinion the organizers have of guidance is that it’s difficult to find time to apply professional guidance during the first three months of the program. Most of that time is used to discover and identify the participants’ needs and qualities.

台灣公立就業服務站三合一就業服務流程及功能之探討 / The research of three-in-one employment service in Taiwan

為了建構完善的就業安全體系,改善以往就服制度僅能發揮消極性失業給付功能的缺失,台灣於2003年實施了就業保險法,並據此具體規劃了三合一就業服務流程,由公立就業服務站以單一窗口的方式提供整合式就業服務。 三合一就業服務流程從2003年實施至今,觀察其歷年實施概況,可看出三合一就業服務流程的實施確實有所成效,求職求才人數、就業推介與職訓安排等方面明顯都比以往提高許多;但是,歷年實施概況也顯示出三合一就業服務流程在實施之後,出現了失業給付、推介就業與職訓安排等三者數據差距懸殊的現象,有整合性不足的問題,應具備的正面成效未能充分發揮,部分職業的勞動市場也出現供過於求的問題,求才機會的開發仍有待加強。 進一步觀察三合一就業服務流程的實際執行現況,其則顯示了流程中各區塊在業務執行方面存在著許多有待改善的問題。接待台缺乏協助減少服務流量的積極性功能,就業資訊區自助式服務成效不彰,綜合服務區出現失業給付認定業務過重所產生的業務排擠現象、簡易諮詢難以確實執行與短期就業方案無法確實發揮成效等問題,諮詢服務區出現個案管理就業服務之落實有待加強、就業促進研習活動成效不彰與職業訓練諮詢服務有待改進等問題,雇主服務區則是出現求才服務過於消極、欲引進外勞的雇主無意進行國內求才、雇主申請僱用獎助津貼與短期就業方案的不當逆向操作等問題。這些流程內部區塊執行業務所出現的問題不只使三合一就業服務流程的各項服務難以發揮功效,也造成就服站內部區塊之間、就服站與相關外部單位之間合作的障礙,其因此進一步延伸出三合一就業服務中失業給付、推介就業與職訓安排之間整合性不佳的現象,並產生失業給付、就業服務與職業訓練整合不佳所導致的種種負面影響。 職訓局當初在規劃三合一就業服務流程的同時,也為其規劃了明確的預定目標,包括整合性、便捷性、全人化、個別化與可近性等五項。不過,檢視研究資料後可以發現,三合一就業服務流程實施至今,其實並未完全達成當初職訓局所設立的五大目標,流程仍有許多方面有待修正。另外,將台灣的三合一就業服務流程與英國就業服務進行對照之後,也可看出流程中其他尚待加強的不足之處。 目前職訓局雖然有意針對三合一就業服務流程進行改革,但其所規劃的「失業認定單一窗口一案到底」作業試辦模式主要僅針對綜合服務區和諮詢服務區的部份業務進行調整,其他區塊的業務內容並沒有變動,可預見目前職訓局所試辦的改革模式並無法完全解決原本三合一就業服務流程的諸多問題。不論是原本的三合一就業服務流程,或是試辦中的失業認定單一窗口一案到底作業模式,在服務內容與運作方式等方面皆存有相當大的改善空間,職訓局有必要全面重新審視三合一就業服務流程在執行上所遇到的各種問題,據此作為流程改革時的參考依據。 / In order to build a complete employment security system, Taiwan implemented Employment Insurance Act in 2003, and changed the original public employment service into the three-in-one employment service in the public employment service station. This research intends to explore the implementation problem of three-in-one employment service. According to the statistical data, the three-in-one employment service has positive effect indeed. However, it is still has problems. Firstly, the integration of unemployment benefit, employment service and vocational training needs to be strengthened. Secondly, the three-in-one employment service has many implementation problems in each service area. These problems weaken the intended function of the three-in-one employment service. So far, the three-in-one employment service hasn’t achieved the goals, as were originally designed by Bureau of Employment and Vocational Training. Nowadays, Bureau of Employment and Vocational Training is undergoing the reform of the three-in-one employment service; with it focuses on enhancing employment counseling service. But the current reform did not go much further. It is necessary that Bureau of Employment and Vocational Training conducts a comprehensive evaluation of the three-in-one employment service as foundation for reforming service in the near future.

Erfarenheter av utveckling inom arbetsterapi vid Arbetsförmedlingen i Sverige / Experiences of development in occupational therapy at The Swedish Public Employment Service

Purpose: To describe occupational therapists experiences of development in occupational therapy at The Swedish Public Employment Service. Method: The study was conducted using qualitative interviews. Thirteen occupational therapists working at The Swedish Public Employment Service participated. The occupational therapists had a geographical spread throughout Sweden. Collected data was transcribed and analysed according to qualitative content analysis. Result: Data resulted in five categories as follows: To work with development of scientific methods, Importance of feasibility to competence development, Cooperation as a part of the improvement work, Preconditions to be person-centered and Importance of continual evaluation to improve actions. The occupational therapists describes in these categories various supportive and hindering factors at to what extent they had preconditions to carry out and develop occupational therapy at The Swedish Public Employment Service. Supporting factors were described as well-developed methods, a person-centered approach and intern cooperation. Obstructing factors were described as defective coordination between social actors in the community, insufficient evaluations, limited possibilities to competence development and implementation of research. Conclusion: This study contribute to knowledge of occupational therapists preconditions to development of methods and improvement work. The study shows that it is a lack of knowledge and a need of research is required to illustrate the role of occupational therapists within vocational rehabilitation at The Swedish Public Employment Service. / Syfte: Att beskriva arbetsterapeuters erfarenheter av utveckling inom arbetsterapi vid Arbetsförmedlingen i Sverige. Metod: Studien genomfördes med kvalitativa intervjuer. Tretton arbetsterapeuter med anställning vid Arbetsförmedlingen deltog. Arbetsterapeuterna hade en geografisk spridning över hela Sverige. Insamlad data transkriberades och analyserades enligt kvalitativ innehållsanalys. Resultat: Data resulterade i fem kategorier enligt följande: Att arbeta med utveckling av vetenskapliga metoder, Betydelsen av möjlighet till kompetensutveckling, Samverkan som en del i utvecklingsarbetet, Förutsättningar till personcentrering samt Betydelsen av ständig utvärdering för förbättrade åtgärder. Arbetsterapeuterna beskriver i dessa kategorier olika faktorer som stöttade och hindrade i vilken utsträckning som de hade förutsättningar att utföra och utveckla arbetsterapi vid Arbetsförmedlingen. Stödjande faktorer beskrevs bland annat som välutvecklade metoder, ett personcentrerat arbetssätt och interna samarbeten. Hindrande faktorer beskrevs som undermålig samverkan med samhällsaktörer, bristande utvärderingar samt begränsade möjligheter till kompetensutveckling och implementering av forskning. Slutsats: Studien bidrar till kunskap kring arbetsterapeuternas förutsättningar till utveckling av metoder och förbättrande arbetssätt. Studien visar på en kunskapslucka och behov av forskning kring ämnet är nödvändigt för att belysa arbetsterapeuters roll inom den arbetslivsinriktade rehabiliteringen vid Arbetsförmedlingen.

Vägledning inom arbetsförmedlingen

The purpose of this study was to examine guidance activities in an employment office and to explain the significance these activities have for the job seekers' way towards an occupation. The method used was literature studies and qualitative interviews with respondents in three categories: a manager, two workingmediators and three job seekers, all at the same employment service office. The results that emerged was that there are different kinds of guidance in the employment service, both in the narrow sense and broad sense. The different categories of respondents describe and define the guidance activities in different ways and have different descriptions of how these activities can help job seekers into employment. The conclusions drawn where that the manager sees everything on the employment service as guidance, workingmediators differ in their roles as advisers and counselors. The job seekers does not see the activities they had access to as guidance. The employees at the employment office considers that the guidance are more helpful in the process towards finding an occupation than job seekers think. / Syftet med studien var att undersöka vägledningsaktiviteter på ett arbetsförmedlingskontor samt att redogöra för vilken betydelse dessa aktiviteter har för de arbetssökandes process mot en sysselsättning. Metoden som använts var litteraturstudier samt kvalitativa intervjuer med intervjupersoner av tre olika kategorier: en chef på arbetsförmedlingen två arbetsförmedlare samt tre arbetssökande, alla vid samma arbetsförmedlingskontor. Resultaten som framkom var att de finns olika slags vägledning inom arbetsförmedling, både i snäv bemärkelse och vid bemärkelse. De olika kategorierna av intervjupersoner beskriver och definierar vägledningsaktiviteterna på olika sätt och de har olika beskrivningar på hur dessa aktiviteter kan hjälpa arbetssökande till sysselsättning. Slutsatser som dragits är att chefen ser allt på arbetsförmedlingen som vägledning, arbetsförmedlarna skiljer på sina roller som arbetsförmedlare och vägledare. De arbetssökande ser inte de aktiviteter de fått ta del av som vägledning. De anställda på arbetsförmedlingen anser att insatserna och aktiviteterna som finns är till större hjälp i processen mot en sysselsättning än vad de arbetssökande tycker.

The Employment Demands for Female Immigrants in the Transnational Marriages in Kaohsiung County

Due to the prevalence of transnational marriages, the issues related to foreign spouses have become a focus of the government, a wide variety of related organizations, media and academia in Taiwan. Some people within these groups mentioned that the relevant issues were, in fact, over discussed. Actually, according to the statistics of the Ministry of the Interior, before the Interview System was established in 2004, transnational marriages were only 31.39% in 2003; most of the immigrants were foreign spouses (mainly females). The numbers were higher than those of foreign laborers, and even higher than the total numbers of aboriginal peoples. The foreign spouses have become the fourth group in Taiwan. As a result, studies on female immigrants are worthy of research. There has been less research concerning employment rights and demands, and in particular there¡¦s almost no quantification study. Because of the difficulties in determining vocabulary designed for the questionnaires and interviews with the foreign spouses, the employment demands can only be studied after receiving assistance from the related sections/departments of Kaohsiung County. The study aims to understand the professional trainings and employment demands of female immigrants as well as the remuneration, work hours and humiliation in Taiwan. Based on the collected literature reviews and the workshops on employment promotion, their work experiences and language preferences were understood. Surveys were carried out by 28 counselors of the Veterans Affairs Commission and the study subjects were foreign spouses in the 27 villages/townships of Kaohsiung County. Interviews were held at the Immigration Service Center of Kaohsiung County, and foreign spouses from China were excluded. 1180 questionnaires were sent and 932 were received. Valid questionnaires were 900. The study result shows that: there¡¦s significant influence of age, education level, number of children and husbands on the employment demands. 50% of the foreign spouses from China cannot write Chinese, the official language in Taiwan. Many of them have no knowledge that there are professional training and employment provided by the Service Center; there are no preferred training classes arranged by the Center in which they can participate, such as babysitter training. The present trainings were often merely cooking and housework courses. Regarding the humiliation their reaction is quite diverse; either it is absolutely agreed or disagreed with. Transportation is also a main problem. Almost all foreign spouses have a heavier workload in housework than the ordinary Taiwanese housewives. They work more than 8 hours a day and receive less remuneration. Proposals: (1) foreign spouses from China or Southeast Asia should be separated in the related researches; (2) foreign spouses from China should be differentiated between wife of veteran or non-veteran; the variation of their education level and age should be analyzed; (3) a Simplified Chinese should be designed for the foreign spouses from China; (4) try to avoid the humiliation; particularly the labor condition that is worse than the condition regulated in the Labor Law; (5) encourage enterprises to pick up the workers from home to the company in order to solve the problem of transportation; (6) open babysitter or nursing classes so that the care quality can be enhanced; if the related professional trainings can be continued, the lack of man power problem can be solved and (7) according to the Employment Services Act issued by the Ministry of the Interior that relates to courses lasting for 18 hours: the participants are mostly females at middle age or older; participating in courses is free of charge; and a living allowance can be applied for. But in the questionnaire, it indicated that a participating fee would be charged.

Arbetsförmedlingens kulturpolitiska betydelse : En idéanalys av den svenska kulturpolitikens roll inom arbetsmarknadspolitiken / The cultural political meaning of the Swedish Employment Office : An analysis of ideas of the culture political role in the labour market policy

The aim of this paper is to research and discuss the role the cultural politics play for the Swedish employment office (Arbetsförmedlingen) and the meaning culture politics have within the labour market policy. A research has shown that Arbetsförmedlingen evaluates unemployed cultural workers differently than regular registered jobseekers. From an instrumental perspective on political implementation this can be considered as an anomali. Arbetsförmedlingen’s mandate derives from the government and its authority is a tool for carrying out state policy. A study, conducted on how Arbetsförmedlingen handles matching of culture jobseekers in the labour market can therefore be utilized as guidance towards possible answers regarding the state’s cultural policy in general. The problem formulation presented above led to the following inquiry: Does Arbetsförmedlingen have a cultural political assignment appointed by the government? Furthermore, what does the answer to the question imply regarding the Swedish cultural policy? A descriptive analysis of ideas are applied in order to examine governmental political documents and Arbetsförmedlingen’s regulations. The inquiry has generated a no answer for its question.  Arbetsförmedlingen does not have a cultural political assignment. The governmental organization has primarily a labour market political mission and in this context it signifies that it balances the cultural labour market. The result indicates that the Swedish cultural policy are presently diverting from the traditional Swedish model, where the state had a closer relationship to the culture and the culture workers.
