As políticas de emprego, trabalho e renda no Brasil: uma análise da estratégia de integração no município de Osasco no período 2005-2010

In general, it can be divides into three main stages: 1) in the 1930s, policies of economic recovery, 2) the post-war mid-1970s, or the golden years, policies ancillary to macroeconomic policies and 3) half of the 1970s onwards, policies strictlty focused on the labor market. This work intends to analyze a specific example of implementation pf the last case in Osasco-SP in the period 2005 to 2010. In this city, the City Hall adopted a strategy of integration not only of policies related to the Public Employment System, Work and Income SPETR between themselves, but those with the policies of social inclusion, particularly the income transfer. In this regard the analysis is made based on available literature, the description of the programs implemented and the data provided by the Department of Labour and Inclusion Development SDTI/PMO and the bases extracted from the Ministry of Labour and Employment MTE / Da década de 1930 à de 1990, as políticas de emprego passaram por metamorfoses de forma e conteúdo devido ao contexto histórico no qual estavam inseridas. Grosso modo, podem ser dividas em três momentos principais: 1) nos anos 30, as políticas de recuperação econômica; 2) do pós-guerra a meados de 1970, ou anos dourados, as políticas acessórias às políticas macroeconômicas e 3) da metade da década de 1970 diante, políticas estritamente voltadas para o mercado de trabalho. Este trabalho pretende analisar um exemplo específico de implementação, do último caso, no município de Osasco-SP, no período de 2005 a 2010. Nessa cidade, a prefeitura adotou uma estratégia de integração não só das políticas ligadas ao Sistema Público de Emprego, Trabalho e Renda SPETR entre si, mas destas com as políticas de inclusão social, sobretudo as de transferência de renda. Para isso é feita uma análise com base na bibliografia disponível, na descrição dos programas implementados e nos dados fornecidos pela Secretaria de Desenvolvimento Trabalho e Inclusão SDTI/PMO e extraídos de bases do MTE

La Stratégie Européenne pour l'Emploi ˸ quels enjeux pour le Royaume-Uni ? (1997-2017) / The European Employment Strategy ˸ which implications for the United Kingdom ? (1997-2017)

Contrairement à ses homologues européens, le Royaume-Uni n'a pas adopté en 1989, le texte de la charte communautaire des droits sociaux fondamentaux des travailleurs abrégée charte sociale. Il s'est tenu, jusqu'en 1997, à l'écart des décisions européennes en matière sociale. Au lendemain de son arrivée au pouvoir, le gouvernement de Tony blair a mis fin à cette exception britannique. Le parti travailliste, fervent opposant à l'adhésion du royaume-uni au marché commun dans les années 1970, a pu rallier ses partisans au chapitre social de la construction européenne deux décennies plus tard grâce à cette charte. Depuis, le Royaume-Uni a su démontrer son engagement européen par rapport aux politiques sociales. Il a approuvé le traité d'Amsterdam qui a vu la mise en place de la Stratégie Européenne pour l'Emploi. Pour autant, il reste toujours celui qui incarne en Europe, le « modèle libéral anglo-saxon », en vigueur aux États-Unis. Il est vrai que malgré cette adhésion, les politiques thatchériennes n'ont pas été modifiées en profondeur par le New labour mais juste infléchies et il existe toujours en Europe, une spécificité britannique au niveau de la législation du travail et des relations sociales. Paradoxalement, malgré cette spécificité britannique, le Conseil européen, en 2002, a estimé que les programmes mis en place au Royaume-Uni sont compatibles avec les objectifs européens pour l‘emploi.Ce travail de recherche s'intéresse aux enjeux que représente la Stratégie Européenne pour l'Emploi au Royaume-Uni. Notre analyse nous amènera à mettre en évidence la situation britannique par rapport aux recommandations européennes en matière de politiques pour l'emploi. L'intérêt de ce travail de recherche est de souligner un paradoxe : à la fois comprendre les spécificités du marché du travail britannique, occupant une position unique en Europe mais aussi se rendre compte que les politiques de l'emploi menées au Royaume-Uni sont tout à fait compatibles avec les recommandations européennes et compatibles avec la Stratégie Européenne pour l‘Emploi. / Unlike her European counterparts, Britain did not sign the Social Charter in 1989 and benefited from an opt out of the social rights included in this Charter until 1997. When the first New Labour government came into office, Tony Blair put an end to this British opt out. The Labour Party, which had been against the British entry into the EEC in the seventies, managed to convince its members to change their views on the European Union two decades later thanks to this Charter. By signing the Treaty of Amsterdam in 1997, the UK adopted the Social Charter and accepted the changes brought by the “Social Chapter” included in the Treaty. The Treaty of Amsterdam also introduced the European Employment Strategy. Since then, the UK has endorsed the Social Charter and implemented a range of UE social measures. Despite social policies, the UK compared to its European partners is considered as “the Anglo-Saxon model” available in the US because Margaret Thacher's economic policies have not been deeply modified and at the European level, there are British particularities as far as labour law and industrial relations are concerned. Yet despite such disparities, the European Council considered in 2002 that the employment policies carried out in the UK were in accordance with the European Employment Strategy. This thesis examines how the European Employment Strategy is operating in the UK. The analysis focuses on how the European guidelines are implemented in the UK labour market regulation. The aim is to shed light on a paradox: on the one hand, the UK labour market has its own specificities which are not similar to other European countries; and on the other, the employment policies pursued in the UK comply with the European guidelines within the European Employment Strategy.

En Belgique, 85% des chômeurs sont affiliés à une organisation syndicale. Cette situation inhabituelle est principalement due à la fonction d’organisme de paiement des allocations de chômage que remplissent les trois syndicats interprofessionnels. L’objet de la thèse est d’examiner les origines de la relation particulière qui découle de cet état de fait et de questionner ses implications tout à la fois pour les syndicats et pour les chômeurs.<p><p>Les développements théoriques se penchent sur le mode de fonctionnement et sur les déterminants de l’action des organisations syndicales, sur les causes du chômage et ses conséquences pour les travailleurs salariés et leurs organisations, ainsi que sur les obstacles et les incitants à l’action collective contestataire des sans-emploi.<p><p>Ces outils d’analyse sont ensuite utilisés pour examiner, depuis l’origine des organisations syndicales contemporaines et de l’indemnisation du chômage, au XIXe siècle, jusqu’à la réforme du mode de contrôle des chômeurs en 2004, les fondements et l’évolution de la relation que les syndicats belges entretiennent avec les questions de l’emploi et du chômage d’une part, avec les chômeurs d’autre part.<p><p>In Belgium, 85% of the unemployed are unionised. This peculiar situation is mainly related to the specific position of the trade unions, as the jobless can choose to receive their benefits through the intervention of one of the three national unions. The Ph.D. dissertation aims at examining the origins of that specific relationship and its implications on both the trade unions and the unemployed.<p><p>The theoretical part explores the features of union action and functioning, the causes of unemployment and its consequences for the workers and their organisations, as well as the impediments and impetus to the contentious mobilisation of the unemployed.<p><p>Based on that theoretical framework, the Ph.D. dissertation then examines the origins and the evolution from the 19th century till 2004 of the union positions on the issues of employment and unemployment on the one hand, and their links with the jobless on the other.<p> / Doctorat en sciences politiques / info:eu-repo/semantics/nonPublished
