Participação e planejamento urbano : o processo de elaboração do plano diretor de desenvolvimento urbano ambiental de Porto AlegrePozzobon, Regina Maria January 2008 (has links)
Esta dissertação trata da participação no planejamento urbano, entendida como processo de tomada de decisão aberto à cidadania envolvendo temas que afetam a vida de grupos e indivíduos no uso e apropriação do espaço urbano. Como estudo de caso, é analisado o processo de elaboração do Plano Diretor de Desenvolvimento Urbano Ambiental de Porto Alegre (PDDUA). A pesquisa identifica e caracteriza seus protagonistas e os espaços de tomada de decisão, situando essa experiência de participação no embate entre abordagens racional-compreensiva e democrático-participativa e buscando qualificá-la como expressão do planejamento urbano efetivamente praticado no país. A pergunta "quem de fato participou da elaboração do PDDUA?" orientou a realização da pesquisa, que empregou diferentes procedimentos metodológicos, quantitativos e qualitativos. A experiência do PDDUA mostrou-se rica para a análise, indicando que a vontade política e o compromisso governamental são elementos fundamentais, porém insuficientes, para a prática do planejamento democrático-participativo. / This dissertation discusses participation in urban planning, understood as a decision-making processes open to citizens and involving issues that affect the life of groups and individuals as to the use and appropriation of the urban space. The case studied is the development process of the Urban and Environmental Development Master Plan of Porto Alegre (PDDUA). The study identifies and characterizes the protagonists and the decision-making spaces, situating this participation experience in the confrontation between rational-comprehensible and democratic-participatory approaches, and characterizing it as the expression of how urban planning is effectively practiced in Brazil. The question "Who actually participated in the PDDUA development?" guided the study, which employed different quantitative and qualitative methodologies. The analysis of the PPDUA experience indicated that political will and government commitment are essential, albeit insufficient, elements for the practice of democratic-participatory planning.

En teknisk undersökning har gjorts i syfte att diskutera konflikten mellan dagsljus ochsolvärmelast i byggnader. I detta arbete studeras konflikten i samarbete med Metod arkitekterför projektet Blå Korset och dess val av solavskärmning som lösning till problemet.Ljusets påverkan har haft en stor betydelse i utvecklingen från hur vi använt ljuset för attbelysa och värma upp våra bostäder till att utveckla solceller och generera förnyelsebarenergi. Den tekniska undersökningen utreder problemet med hjälp av ett metodiskt diagrammed sex olika kategorier som kan tänkas ligga bakom problemet mellan solinstrålning ochsolvärmelast. Studien tar upp ljusets påverkan inom områden som hållbar utveckling,människa och miljö samt hur projektet Blå Korset skapar förutsättningar till att nå betygetGULD inom certifieringssystemet Miljöbyggnad.För att hitta en lösning till problemet krävs det att vi strävar efter hög kvalitativ utformning avljusets påverkan så att vi kan minska miljöbelastningen och effektivisera både byggnaden somprodukt men också byggnadens ändamål med rätt funktionalitet och planering. I resultatetredovisas behovet av att förbättra byggekologin i samverkan med att förbättra hållbartbyggande i större perspektiv än att enbart miljöcertifiera byggnader. Ett lösningsförslagpresenteras senare i kapitlet om Fortsatt arbete. Idén presenteras i syfte att inspirera ochskapa en efterfrågan på marknaden av förnyelsebar energi och produktutveckling inomenergiteknik. / A technical survey has been conducted to discuss the conflict between daylight and solar heatgain in buildings. In this thesis, the conflict is studied in collaboration with Metod arkitekterfor the Blue Cross project and its choice of solar shielding as a solution to the problem.The effect of light has had a significant impact on the development of how we used the lightto illuminate and warm up our buildings to developing solar cells and generate renewableenergy. The technical investigation investigates the problem using a methodological diagramof six different categories that might be behind the problem between solar radiation and solarheat gain. The study addresses the impact of light in areas that affect sustainable development,human beings and the environment as well as how the Blue Cross project creates theprerequisites for achieving the GOLDEN grade within certification system of Miljöbyggnad.To find a solution, we need to strive for high quality design of the light's impact so that wecan reduce the environmental impact and streamline both the building as a product, but alsothe purpose of the building with the right functionality and planning. The result shows theneed to improve building technology in cooperation to improve sustainable construction in abroader perspective than just environmental certification of buildings. A proposal of asoloution will be presented later in chapter “Continued Work”. The idea is presented in orderto inspire and create a demand for the market of renewable energy and product developmentin energy technology.
