Its social relevance lies at the interfaces of the interdisciplinary knowledge of Psychology, Psychoanalysis and Law, marking its specificity in the psychoanalytic field in the area of Public Health, whose social responsibility it to sustain an ethical-political position of psychological diagnosis, at the tactical and strategic levels, as regards the construction of the social bond of adolescents in situations of vulnerability. The overall goal is to build an ethical-political diagnostic mode that allows the subject, through the narrative, to constitute a singular dimension of the social event. The methodological investigation process was based on psychoanalysis in extension of Lacanian orientation in order to understand the object of knowledge in its ethical-political dimension. Territoriality was bounded by the Institution CREAS and eight teenagers were chosen, and of these, two for analysis of the case institutional politicalclinical. The procedure was carried out by visiting the Fundação Casa, the Institution CREAS observation, analysis of institutional history and interviews articulated under transfer with the memorial of the technical staff (psychologists and social workers), besides the institutional political-clinical case analysis of the teenagers A. e R.In analyzing the results, we could conclude that delinquency is the effect of the unfolding of a social scene that embodies the subject and identifies the acts, being one of the elements that contributes to the institutionalization of the symptom with the production of relapsing.The social, psychological and political vulnerability of this situation has the effect of psychologization of social ties in the individual experience, operated by a capitalist discourse through instruments that do not take into account the context the experience had been built, in an attempt to objectify the subject, turning him into a Thing subject to disubjectivation, a gadget subject. In analyzing the cases of A. e R. it was possible for both subjects, in a unique way, to (re) situate themselves and produce anOther dimension before the social event. The ethical-political psychological diagnosis as a strategy of discourse intervention can operate modes of welcoming suffering by creating new outlets inventing answers to address the malaise of our young and, with the requirements of the contemporary master, producing effects in the construction of the social bond / O problema de pesquisa deste trabalho é o impasse teórico-prático de como diagnosticar o sujeito na sua relação com o contexto de produção sociopolítico e seus efeitos discursivos na construção do laço social. Sua relevância social diz respeito às interfaces do saber interdisciplinar da Psicologia, da Psicanálise e do Direito, marcando sua especificidade no campo psicanalítico, na área da Saúde Pública, cuja responsabilidade social é sustentar uma posição ético- política do diagnóstico psicológico, nos níveis táticos e estratégicos, no tocante à construção do laço social, do adolescente em situação de vulnerabilidade.O objetivo geral é construir um modo de diagnóstico ético-político que possibilite ao sujeito, através da narrativa, constituir uma dimensão singularizável do acontecimento social. O processo de investigação metodológico fundamentouse na psicanálise em extensão de orientação lacaniana, buscando compreender o objeto do conhecimento em sua dimensão ético-política. A territorialidade foi delimitada pela Instituição CREAS, sendo escolhidos oito adolescentes para entrevista, dois dos quais para análise do caso institucional clínico-político. O procedimento incluiu visita à Fundação Casa, observação da Instituição CREAS, análise da história institucional e das entrevistas articuladas sob transferência com o memorial da equipe técnica (psicólogos e assistentes sociais), além da análise dos casos institucionais clínico-políticos dos adolescentes A.e R. Na análise dos resultados pode-se concluir que a delinquência advém do desdobramento de uma cena social que se corporifica no sujeito e o identifica em actos, um dos elementos que contribuem para a institucionalização do sintoma com a produção do reincidente. A vulnerabilidade social, psicológica e política dessa situação produz o efeito da psicopatologização do laço social na experiência individual, operada pelo discurso capitalista através de instrumentos que não levam em consideração o contexto em que a experiência fora construída. Na tentativa de objetivação do sujeito, transforma-o numa Coisa dessubjetivável, num sujeito gadget. Na análise dos casos A.e R. foi possível para ambos os sujeitos, de modo singular, (re)situarem-se e produzirem uma Outra dimensão diante do acontecimento social. O diagnóstico psicológico ético-político como estratégia de intervenção discursiva pode operar modos de acolher o sofrimento criando novas saídas e inventando respostas para lidar com o mal-estar dos nossos jovens e, com as exigências do mestre contemporâneo, produzindo efeitos na construção do laço social

Including the Marxist theoretical framework and the authors linked to it. It features brief historical background of conservative thought and their reproduction within the profession. It addresses some characteristics of the contemporary capitalist mode of production, ie. the flexible accumulation, the foundation support and justification of conservative ideology. It remarks some aspects of neoliberal politics and postmodern thought, as well as coexistence between conservatism and the ethical-political project nowadays. And finally, through field research, it demonstrates and discusses some current characteristics of conservative thought / A presente pesquisa objetiva discutir o conservadorismo na atualidade e seus rebatimentos na direção ético-política do Serviço Social. Ancora-se no referencial teórico marxiano e nos autores a ele vinculados. Apresenta breve contextualização histórica do pensamento conservador e a sua reprodução no interior da profissão. Aborda algumas características do modo de produção capitalista contemporâneo, ou seja, a acumulação flexível, base de sustentação e justificação da ideologia conservadora. This research aims to expand it into its relevance to think about social exclusion, in order to understand it in its complexity and contradictions, including its transmutation into social inclusion. It it discussed here the perverse dialectic exclusion/inclusion, on the direction to reaffirm its contradictory and ambiguous character. By Socio-Historical perspective of social psychology, it is assumed morality as an historical process, using Vygotsky as the main theoretical framework to guide the understanding of the dialectic between objectivity and subjectivity. Thus, the objective of this research is to make a psychosocial analysis of the presence of morality into the processes of perverse exclusion/inclusion, putting into featured the importance of affection. This research was realized among an inspiration field - the 31st Bienal (in São Paulo, Brazil), in which was presented different forms of arts, representing situations in Brazil -and South America- that morality, exclusion, suffering, invisibilities, are the main factor. As well as contributing to voice an urgency for social change. The art work related to sexuality and gender, on this Bienal, was chosen for this work to illustrate crystallized and moral values, along with Queer Theory by Judith Butler to support it. Besides of observation, it was interviewed curators of the Biennial and a Brazilian artist, who performs a street-art in Paris in order to shake the Parisian morality, with works depicting drag queens and that relates to gender discussion, in which the theory queer proposes as well. The results from these interviews showed art as a way to interfere in the historical and cultural process time, giving visibility to situations of marginalization, inequality and moral matters. This research also approached art as a social instrument of emotions, based on considerations of Vygotsky in Psychology of Arts. It was realized, as well during these interviews, the possible potential of art as transgressive in order to perceive it as a possible way to provoke and contribute to social transformation. It was noticed a possibility of art to exist as a transgression, but not as a duty, imperative. It may be noted that it could not assign an ethical responsibility for being transgressive, but rather to empower an individual and collective look for transformations / O tema da moral percorre diferentes questões atuais e aparece como um conceito pouco aprofundado. Esta pesquisa visa ampliar sua pertinência adentro dos processos de exclusão social, de forma a compreendê-lo na sua complexidade e contraditoriedade, inclusive a sua transmutação em inclusão social. Aborda-se aqui a dialética exclusão/inclusão perversa, a fim de reafirmar seu caráter contraditório e ambíguo. Através da perspectiva Sócio-Histórica da Psicologia Social, admite-se a moral como um processo histórico e cultual, utilizando Vigotski como principal referência teórica para nortear a compreensão da dialética entre objetividade e subjetividade. Desta forma, o objetivo desta pesquisa é fazer uma análise psicossocial sobre a presença da moral em processos de exclusão/inclusão perversa, acentuando, assim, a importância dos afetos para atingir tal dimensão. A pesquisa teve como escopo a 31ª Bienal, que apresentou diferentes formas de inclusão excludente, além de contribuir para dar voz a uma urgência por transformação social. Dentre as questões polemicas abordadas pela Bienal, destacou-se obras de temáticas relacionadas a sexualidade e gênero, para se pensar acerca de uma norma heteronomatizante que promove valores cristalizados e morais. Além da observação da exposição, foram entrevistados curadores desta Bienal e um artista brasileiro que realiza um street-art em Paris, a fim de provocar a moral parisiense com obras que retratam drag-queens e suscitam uma discussão de gênero próxima a que a teoria queer propõe. Os dados destas entrevistas mostraram a arte como uma forma de se entrelaçar ao processo histórico e cultural de um tempo, dando visibilidade a situações de marginalização e desigualdade e a moral. Esta pesquisa, deste modo, também abordou a arte como um instrumento social das emoções, tendo como base as considerações de Vigotski em Psicologia da Arte. Abordou-se nestas entrevistas sobre um possível potencial da arte enquanto transgressora, de forma a percebê-la como uma forma possível de provocar e contribuir para uma transformação social. Percebeu-se uma possibilidade de a arte existir como transgressão, mas não como um dever, imperativo. Pode-se notar que não se poderia atribuir uma responsabilidade ética e transgressora da arte, mas, sim, de potencializar um olhar individual e coletivo para transformações

O presente estudo abordou a possibilidade de materialização do atual Projeto Ético-Político do Serviço Social brasileiro na direção social impressa no trabalho dos assistentes sociais que atuam na Secretaria de Administração Penitenciária do Rio de Janeiro (SEAP), com vínculos trabalhistas precários. Selecionamos os profissionais com contratos temporários, ou seja, precários, por entendermos que a fragilidade do vínculo trabalhista pode ser um importante fator de acirramento e de agudização da tensão inerente ao trabalho profissional do assistente social nesse campo sócio-ocupacional, impactando prejudicialmente não só nas condições de trabalho dos profissionais, mas, de modo importante, na qualidade dos serviços prestados aos usuários e, por conseguinte, nas possibilidades e limites de materialização do atual Projeto Profissional crítico. Daí por que considerarmos necessários estudos que se voltem aos profissionais com vínculos trabalhistas precários, especialmente profissionais que atuam em locais complexos como a Secretaria de Administração Penitenciária. Destacamos a relevância de investigações que se atenham ao trabalho profissional, na medida em que se constitui locus privilegiado de contato entre o assistente social e aqueles que atende, tendo em vista o caráter interventivo da profissão. A pesquisa empírica foi realizada por meio de entrevistas com assistentes sociais que trabalham na SEAP, com o perfil selecionado, ou seja, vínculo trabalhista precário. Utilizamos, ainda, nossa experiência como assistente social, as observações no campo e as conversas informais com os entrevistados. Esta investigação foi orientada pela teoria social crítica, ou seja, o materialismo histórico e dialético. / The present study addressed the possibility of realization of the current Project Ethical-Political Brazilian Social Work in social direction printed on the work of social workers in the Department of Penitentiary Administration of Rio de Janeiro (SEAP) with precarious labor ties. Selected professionals with temporary contracts, ie, slums, because we believe that the weakness of the employment relationship may be an important factor intensification and aggravation of the tension inherent in the professional work of the social worker in the socio-occupational, detrimentally impacting not only working conditions of professionals, but, importantly, in the quality of services provided to users and therefore the possibilities and limits of materialization of critical current Project Professional. Hence, because we consider necessary studies to turn to professionals with precarious labor ties, especially professionals working on complex sites like the Department of Penitentiary Administration. We underscore the importance of research that should attend to professional work, in that it constitutes a privileged locus of contact between the social worker and those it serves, in view of the character of interventional profession. The empirical research was conducted through interviews with social workers in SEAP with the selected profile, or precarious employment relationship. We use also our experience as a social worker, field observations and informal conversations with the interviewees. This research was guided by critical social theory, ie the dialectical and historical materialism.

Por meio de nosso estudo pretendemos verificar se as ações realizadas pelos assistentes sociais em tal projeto contribuem para a reprodução da dominação capitalista meramente, uma vez que auxiliam no processo de reprodução da força de trabalho, evidenciando a promoção/legitimação da conformidade, ou se buscam a garantia dos direitos dos usuários, captando a contradição e promovendo formas e estratégias profissionais que viabilizem a resistência a tal dominação. Além disso, pretendemos perceber se pela forma inconsistente da captação das contradições inerentes à realidade social e institucional, os profissionais têm ações caracterizadas pela ambiguidade. Para tanto, foi necessário perceber a direção social da ação desse profissional, ou seja, o significado dessa ação, sua direção ético-política; se ocorre e em que medida é possível ocorrer a materialização dos atuais princípios ético-políticos do Serviço Social brasileiro no cotidiano do trabalho profissional. Isto por que, considerando o conservadorismo que nos parece caracterizar a instituição, entendemos que pode haver distinção entre os objetivos institucionais e profissionais e, que também há uma significativa tensão entre o atual Projeto Ético-Político do Serviço Social brasileiro e o fazer profissional, devido às novas configurações da sociedade capitalista, mediadas pela ideologia neoliberal, que se reportam cada vez mais ao (neo)conservadorismo profissional. A pesquisa foi realizada por meio de entrevistas com os profissionais e, como dito, objetivou enfatizar a compreensão da direção social, do significado e das implicações do fazer profissional dos assistentes sociais inseridos no projeto Agência de Famílias. A análise é baseada nos objetivos propostos pelo estudo, tomando como referencial o materialismo histórico e dialético, elaborado por Marx. / The present study aims to analyze the social direction of the action of social workers that participate in the Families Agency project, which is developed by the Bank of Providence. Through our study we attempted to verify if the actions taken by social workers in this project merely contribute to the reproduction of capitalist domination, since they support the process of workforce reproduction, emphasizing the promotion / legitimation of compliance, or if they seek to guarantee the service users' rights, perceiving contradictions and promoting ways and professional strategies that enable the resistance to such domination. Furthermore, we sought to see if the professionals' actions were characterized by ambiguity due to the inconsistent way of perceiving the inherent contradictions to the social and institutional reality. Therefore, it was necessary to verify the social direction of this workers' action, ie, the meaning of this action, its ethical-political direction, if it occurs and to what extent is it possible the materialization of the current ethical-political principles of Brazilian Social Work in everyday professional work. This is because, considering the conservatism that seems to characterize the institution, we understand that there may be distinction between the institutional and professional goals, and there is also an expressive tension between the current Ethical-Political Project of the Brazilian Social Work and the professional activity, due to the new configurations of capitalist society that are mediated by neoliberal ideology, which is increasingly related to the professional (neo) conservatism. The research was conducted by the means of interviews with the professionals and, as said, aimed to emphasize the understanding of the social direction, the meaning and implications of the professional practice of social workers participating in the Families Agency project. The analyzed data are also the result of field observations within the occupational space of the social workers interviewed, and also of institutional documents, records and reports. The analysis is based on the objectives of the study, taking as reference the historical and dialectical materialism by Marx.

O objetivo desse estudo é refletir sobre questões pertinentes aos limites e às possibilidades que permeiam o exercício profissional de assistentes sociais comprometidos com o que se convencionou chamar, no meio profissional, de Projeto Ético-Político do Serviço Social brasileiro. O que, em nossa compreensão, requer considerar os impactos da intervenção profissional em relação aos diferentes projetos societários. Para a realização desse estudo, retomamos debates que consideramos centrais para pensarmos a intervenção do assistente social, enfatizando os dilemas e pretensões postos a esse profissional, partindo dos interesses burgueses que conformaram o Projeto institucional que lhe traz requisições. Buscamos pensar a tensão presente entre esse Projeto Institucional e o referido Projeto Ético-Político, considerando as relações de oposição e poder, e possíveis negociações estabelecidas entre ambos, pois, assim, pudemos mergulhar nesse universo e avaliarmos o conceito de autonomia profissional, em busca de possibilidades interventivas pertinentes à materialização (ainda que relativa) do Projeto Ético-Político do Serviço Social brasileiro. Para enriquecer esse debate, realizamos uma pesquisa empírica que recorreu instrumentalmente a questionários e a entrevistas. O primeiro teve a finalidade de contribuir para a escolha dos profissionais a serem entrevistados e enriquecer alguns dados de análise. A entrevista foi realizada com assistentes sociais que atuam na área da saúde, empregados pelo Estado, em processo de formação continuada e que alegaram compromisso com o referido Projeto Ético-Político Profissional. / The aim of this study is to discuss issues pertinent to the limits and possibilities that permeate professional practice of social workers committed to what is called, in a professional, Project Ethical-Political Brazilian Social Service. What, in our understanding, requires consideration of the impacts of professional intervention in relation to various corporate projects. To conduct this study, we resumed discussions that we consider central to think the intervention of a social worker, emphasizing the dilemmas and claims made in this work, starting from the bourgeois interests that shaped the institutional design that brings requests. We seek to think the present tension between this project and the Institutional Ethical-Political Project said, considering the relations of opposition and "power", and possible "negotiations" between both established because, well, we dive into this universe and evaluate the concept of professional autonomy in search of relevant interventional possibilities for realizing (albeit relative) Project Ethical-Political Brazilian Social Services. To enrich this debate, we conducted an empirical research which used instrumentally to questionnaires and interviews. The first aimed to contribute to the choice of professionals to be interviewed and enrich some data analysis. The interview was conducted with social workers who work in health care, state employees, in continuous formation process and argued that commitment to that project Ethical-Political Professional.

The research was conducted by the means of interviews with the professionals and, as said, aimed to emphasize the understanding of the social direction, the meaning and implications of the professional practice of social workers participating in the Families Agency project. The analyzed data are also the result of field observations within the occupational space of the social workers interviewed, and also of institutional documents, records and reports. The analysis is based on the objectives of the study, taking as reference the historical and dialectical materialism by Marx.

O objetivo desse estudo é refletir sobre questões pertinentes aos limites e às possibilidades que permeiam o exercício profissional de assistentes sociais comprometidos com o que se convencionou chamar, no meio profissional, de Projeto Ético-Político do Serviço Social brasileiro. O que, em nossa compreensão, requer considerar os impactos da intervenção profissional em relação aos diferentes projetos societários. Para a realização desse estudo, retomamos debates que consideramos centrais para pensarmos a intervenção do assistente social, enfatizando os dilemas e pretensões postos a esse profissional, partindo dos interesses burgueses que conformaram o Projeto institucional que lhe traz requisições. Buscamos pensar a tensão presente entre esse Projeto Institucional e o referido Projeto Ético-Político, considerando as relações de oposição e poder, e possíveis negociações estabelecidas entre ambos, pois, assim, pudemos mergulhar nesse universo e avaliarmos o conceito de autonomia profissional, em busca de possibilidades interventivas pertinentes à materialização (ainda que relativa) do Projeto Ético-Político do Serviço Social brasileiro. Para enriquecer esse debate, realizamos uma pesquisa empírica que recorreu instrumentalmente a questionários e a entrevistas. O primeiro teve a finalidade de contribuir para a escolha dos profissionais a serem entrevistados e enriquecer alguns dados de análise. A entrevista foi realizada com assistentes sociais que atuam na área da saúde, empregados pelo Estado, em processo de formação continuada e que alegaram compromisso com o referido Projeto Ético-Político Profissional. / The aim of this study is to discuss issues pertinent to the limits and possibilities that permeate professional practice of social workers committed to what is called, in a professional, Project Ethical-Political Brazilian Social Service. What, in our understanding, requires consideration of the impacts of professional intervention in relation to various corporate projects. To conduct this study, we resumed discussions that we consider central to think the intervention of a social worker, emphasizing the dilemmas and claims made in this work, starting from the bourgeois interests that shaped the institutional design that brings requests. We seek to think the present tension between this project and the Institutional Ethical-Political Project said, considering the relations of opposition and "power", and possible "negotiations" between both established because, well, we dive into this universe and evaluate the concept of professional autonomy in search of relevant interventional possibilities for realizing (albeit relative) Project Ethical-Political Brazilian Social Services. To enrich this debate, we conducted an empirical research which used instrumentally to questionnaires and interviews. The first aimed to contribute to the choice of professionals to be interviewed and enrich some data analysis. The interview was conducted with social workers who work in health care, state employees, in continuous formation process and argued that commitment to that project Ethical-Political Professional.

O caminho teórico metodológico utilizado consiste em pesquisa bibliográfica a partir de referenciais teóricos vinculados a tradição marxista que abordam e articulam as temáticas acerca dos fundamentos do Serviço Social, exercício profissional e o Projeto Ético-Político, e pesquisa qualitativa a partir de entrevistas com 16 assistentes sociais que exercem a profissão em 05 (cinco) dos 09 (nove) CRAS’s do município de Juiz de Fora/MG. A exposição e organização da pesquisa está composta em três capítulos. O capítulo I realiza um retrospecto das bases sócio-históricas do Serviço Social e sua vinculação com o Projeto Ético-Político; o capítulo II aborda o exercício profissional do assistente social, as suas dimensões constitutivas e as implicações para o agir profissional que se desenvolve e materializa na esfera do cotidiano, bem como as possibilidades de suspensão temporária da cotidianidade que corroboram para a efetivação do Projeto Ético-Político. No capítulo III é realizada a apresentação e análise dos dados obtidos a partir da pesquisa de campo. O resultado desta pesquisa nos possibilitou compreender os limites, desafios e possibilidades presentes no exercício profissional para a efetivação do Projeto Ético-Político da profissão. / The purpose of this dissertation was to analyze the professional practice of social workers in the Centers of Reference in Social Assistance (CRAS) of the city of Juiz de Fora / MG, as well as to know the possibilities of making the Ethical-Political Project in the professional routine. The theoretical methodological approach used consists of a bibliographical research based on theoretical references linked to the Marxist tradition that approach and articulate the themes about the foundations of Social Work, professional practice and the Ethical-Political Project, and qualitative research, with interviews with 16 social workers who practice the profession in 05 (five) of the 09 (nine) CRAS's of the municipality of Juiz de Fora / MG. The exhibition and organization of the research is composed of three chapters. Chapter I presents a retrospective of the socio-historical bases of Social Service and its connection with the Ethical-Political Project; Chapter II deals with the professional practice of the social worker, its constitutive dimensions and the implications for the professional activity that develops and materializes in the sphere of everyday life, as well as the possibilities of temporary suspension of daily ife that corroborate for the implementation of the Ethical- Political. Chapter III presents and analyzes the data obtained from the field research. The result of this research allowed us to understand the limits, challenges and possibilities present in the professional exercise for the implementation of the Ethical- Political Project of the profession.
