The study focalizes the constituent elements of the political ethical project professional, that keeps it narrows relationship with the beginnings that base the current Code of the social worker Professional Ethics considering the scenery of transformations by which goes the Brazilian society (immersed in the background of 'globalization') Determinations are macroeconomic and socio-political posing the Service to the test, as far as social demands and political outlook, since social policies represent broad occupational area of the profession. The approach on the rights of children and youth population, is the movement that led to the Statute of the Child and Adolescent - SCA, incorporating it into its doctrinal foundations. Among the rights and the need for 'resistance' training before the cross' global ', stands out in this study that the Service, through the representative bodies of the category in its deliberative body - the National Meetings CFESS / CRESS, is present and active in defending the rights of children and adolescents. Aspects that mark the interface between the materialization of the ethical-political project of Social Service and protecting the rights of children and adolescents. O estudo aborda os elementos constitutivos do projeto ético político profissional, que guarda estreita relação com os princípios que fundamentam o atual Código de Ética Profissional do Assistente Social considerando o cenário de transformações pelo qual passa a sociedade brasileira (imersa no panorama de globalização ). São determinações macroeconômicas e sóciopolíticas que colocam o Serviço Social à prova, no que tange as demandas sociais e perspectivas políticas, visto que as políticas sociais representam amplo espaço ocupacional da profissão. A abordagem sobre os direitos da população infanto-juvenil, corresponde ao movimento que originou o Estatuto da Criança e do Adolescente ECA, contemplando-o em suas bases doutrinárias.Dentre os direitos e a necessidade de resistência profissional diante da cruzada globalizante , destaca-se neste estudo que o Serviço Social, através das entidades representativas da categoria em sua instância deliberativa os Encontros Nacionais CFESS/CRESS, se faz presente e atuante na defesa dos direitos da criança e do adolescente. Aspectos que marcam a interface entre a materialização do projeto ético-político do Serviço Social e a defesa dos direitos da criança e do adolescente. As the basis for the research I have reconstructed my life history, its interconnection with the trajectory of the Brazilian LGBT movement and the construction of identity as a professional and an activist. I have also tried to search for and tell the participation of social workers towards the possibility of enforcing LGBT rights. In order to achieve such purpose I have conducted in-depth reading of theoretical approaches to sexual diversity and discussed themes such as sexuality, heteronormativity, sexual orientation and the ethical/political project of professional social workers. These themes are of high importance to overcome the prejudice that still prevails in society to this day. But, as I believe advancements and achievements have been made, I have organized conceptions, terms and information through a documental and bibliographical research on the history of the LGBT movement, resulting in a database consisting of tables, charts and information concerning the legislation and the Reference Centers currently operating in Brazil. This search has allowed me to find people and their experiences and personal accounts, which then required the use of Oral History methodology. As they express their opinions and experiences I had the opportunity to know the reality of those who fight homophobia. Since the enforcement of rights is a result of the acknowledgment of demands and needs by the State, I listened to the accounts provided by social workers from the Reference Centers in Campinas and São Paulo, as they represent today new places for this professional category. An important aspect of this dissertation is the possibility of integrating the LGBT movement struggle with the agenda of the Social Workers´ Professional Councils statewide and nationwide in regard of the sexual orientation. Thus, I perceived that going beyond the rainbow ideas today is to contribute to overcome invisibility and provide opportunities to build rights that are equal to everyone regardless of their sexual orientation / Esta dissertação propõe ampliar o debate quanto à efetivação de direitos da população de lésbicas, gays, bissexuais, travestis e transexuais, fazendo uma interlocução com a prática interventiva dos assistentes sociais que atuam nos Centros de Referência em Direitos Humanos de Prevenção e Combate à Homofobia. Fundamentando a pesquisa, realizei uma reconstrução de minha história de vida, sua interlocução com a trajetória do Movimento LGBT brasileiro e a construção de minha identidade profissional e militante. Busquei também resgatar a participação da categoria profissional frente à possibilidade de efetivação de direitos da população LGBT. Para alcançar tal objetivo realizei um trabalho de aprofundamento teórico da temática da diversidade sexual, discutindo temas como sexualidade, heteronormatividade, orientação sexual e projeto ético-político da profissão, temas estes de suma importância para se conseguir romper com o preconceito ainda hoje existente na sociedade. Mas acreditando que ocorreram avanços e conquistas, sistematizei concepções, termos e informações através de pesquisa documental e bibliográfica sobre a história do Movimento LGBT, apresentando um banco de dados composto por tabelas, gráficos e informações referentes às legislações e aos Centros de Referência hoje existentes no Brasil. Nesta busca encontrei sujeitos e, com eles, suas experiências e narrativas, o que me levou à utilização da metodologia da História Oral para ouvir seus relatos. Ao expressarem seus posicionamentos e experiências, tive a possibilidade de conhecer a realidade daqueles que lutam contra a homofobia. Sabendo que a efetivação de direitos acontece a partir do reconhecimento de demandas por parte do Estado, ouvimos relatos das assistentes sociais que atuam nos Centros de Referência de Campinas e de São Paulo, sendo estes hoje novos espaços de atuação profissional para a categoria. Um aspecto importante da dissertação é a possibilidade de integrar a luta do movimento LGBT com a pauta do conjunto CFESS/CRESS quanto à temática da livre orientação sexual. Pretende-se, para tanto, indicar formas de participação e controle social na política de assistência social e identificar o conteúdo ideo-político objetivado pelo assistente social nos momentos de discussões e deliberações desse conselho. Um dos pontos relevantes desse estudo situa-se na abordagem da direção sócio-política da participação do assistente social na proposta de gestão democrática da política de assistência social, advinda da descentralização político-administrativa do Estado Brasileiro, nos anos 1990. É um estudo de abordagem qualitativa, que adotou como procedimento de coleta de dados a revisão de literatura, pesquisa documental e pesquisa de campo - observação direta das plenárias de 2008/2009 e entrevista semi-estruturada, com cinco assistentes sociais que se vincularam ao CMAS como conselheiro governamental, conselheiro não governamental, assessor técnico, secretário executivo e observador. Esse trabalho aponta que o potencial originário que justificou a luta pela criação das instituições democráticas, dentre elas o conselho, encontra vários limites no processo de busca da sua concretização. Tais limites são desde natureza conceitual da categoria participação da sociedade civil, à dimensão técnico-político de construir uma nova e progressista direção social às políticas públicas. Além disso, esses limites suscitam reflexões sobre a necessidade de se repensar as práticas representativas na sociedade, bem como a condição e direção das lutas sociais e institucionais pelo controle da construção da vida societária. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: This paper aims to analyze the inclusion of social workers in the Municipal Council of Social Welfare of Uberaba / MG (1996/2009). It is intended for both, state forms of participation and social control in social welfare policy and identify the contents ideo-political objectified by a social worker in times of discussions and deliberations of this Council. One of the relevant sections of this study lies in the approach towards socio-political participation of social workers in the proposed democratic management of social welfare policy, coming from the political-administrative decentralization of the Brazilian State in the 1990s. It is a qualitative study, which adopted a procedure to collect data and the literature review, desk research and field research - direct observation of the 2008/2009 plenary and semi-structured interviews with five social workers who have joined the CMAS as a government adviser, nongovernmental advisor, technical advisor, executive secretary and observer. This work shows that the potential origin that justified the struggle to create democratic institutions, among them the board, finds various limits in the search process of their implementation. Such limits are provided conceptual nature of the class participation of civil society, the technical-political dimension of building a new and progressive social direction to public policies. Moreover, these limits give rise to reflections on the need to rethink the representative for the company as well as the condition and direction of social and institutional struggles for control of the construction of societal life. Nesse novo contexto, o Agente Comunitário de Saúde (ACS) revela-se como de fundamental importância para a qualidade dessa assistência, uma vez que tem por função básica desenvolver uma aproximação/interlocução entre os serviços oferecidos e os universos cultural, lingüístico e político das comunidades assistidas. Esta pesquisa analisa a dimensão ético-política presente nas práticas dos ACSs, ou seja, observa que tipo de relação esses profissionais têm estabelecido com a comunidade e em que medida sua atuação tem se mostrado comprometida com a transformação das condições concretas de vida da população. Para tal, foi selecionada uma Unidade de Saúde da Família do município de Vitória/ES e realizado o acompanhamento de dez agentes de saúde durante aproximadamente 6 meses (março/agosto 2004). Adota o Método de Observação Participante, que constituiu no acompanhamento das atividades cotidianas dos agentes. Foi utilizada a técnica de grupos focais, como forma de acesso às concepções desses trabalhadores acerca do próprio trabalho e ao conceito de saúde que permeia suas práticas, além de questionários individuais e conversas informais. Analisa os dados a partir de uma perspectiva histórico-genealógica, entendendo-os como efeitos de forças sociais, políticas e históricas. Conclui que a atuação do agente traz avanços, uma vez que possibilita a criação de formas de assistência mais contextualizadas, acolhedoras das reais necessidades da população assistida. Entretanto, verifica que, embora os agentes entendam a saúde como efeito de múltiplas determinações (sociais, biológicas e subjetivas), sua atuação ainda permanece centrada nos sujeitos individualmente, sem propor ações com um caráter mais amplo, que visem a intervir sobre os determinantes sociais e políticos do fenômeno saúde/doença. Essa limitação aparece como fruto de múltiplos determinantes e não simplesmente como uma postura pessoal. A exigência de produção imposta pela Secretaria Municipal de Saúde; a eleição que esta elabora das prioridades, em sua maioria distantes das reais necessidades da população; a desvalorização, por parte dos demais profissionais da equipe, do discurso e do trabalho realizado pelos agentes, entre outros aspectos, indicaram a necessidade de reformulação na forma como a proposta vem se concretizando, para que se torne possível a efetivação do trabalho do agente, como preconizado pelo PSF. Por fim, percebe o quanto as relações estabelecidas entre os profissionais das equipes e o lugar ocupado pelos agentes dentro do Programa têm produzido, nesses trabalhadores, um estado de sofrimento e adoecimento por não terem legitimado o seu papel e discurso dentro do processo de formulação e execução das propostas de intervenção com a população. / The changes that the Brazilian public health went through the last decades, with the Sistema Único de Saúde (SUS) and the Programa de Saúde da Família (PFS), arose big challenges referred to the assistance given to the population. In this context, the community health agent (ACS) is revealed as fundamental importance to this assistance quality, once its basic function is to develop an approximation/interlocution between the offered services and the cultural, linguistic and political universes of the assisted communities. This research analyses the ethical-political dimension present in ACS practices, or rather, it observes what kind of relation these professionals have been establishing with the community and what measure its acting has been shown as engaged to the transformation of concrete life conditions of the population. To make it possible, Unidade de Saúde da Família (Family Health Unity) from Vitória /ES was selected and ten agents were attended. It adopts the Participatory Observation Method that constituted the agents every day life activities follow up. The focal group technique was used in a way to access these workers conceptions about their own work and the health concept that permeates its practices. Data is analyzed through a genealogical-historical perspective, making them to be understood as social, political and historical force effects. It concluded that the agent acting brings progress, once it makes possible the assistance creation ways to be more contextualized, cordial to the assisted population real necessities. However, it ascertains that, even though agents see health as multiple determination effects (social, biological and subjective), their acting is still individually centered on people, proposing action with a broader character, aiming at mediating the social and political determinants of the illness/health phenomenon. This limitation is shown as the result of multiple determinants and not simply as a personal posture. The production demand imposed by Secretaria Municipal de Saúde; the election that elaborates the priorities, most of the time far from the real population necessities; the value not given by the professional team to the discourse and work made by agents, among other aspects, indicated the reformulation necessity just like the propose has been made real, to make possible the accomplishments of the agents work, as determined by PSF. Finally, it notes how established relations between the professional teams and the places occupied by the agents in the Program, have produced, in these workers, a state of suffering and sickness for not have legitimated its role and discourse within the formulation and execution process of the intervention proposes in the population.

This work aimed to investigate how social workers have contributed to the participation of users in Centros de Atenção Psicossocial (CAPS) of Aracaju and other spaces in society, taking as reference the precepts the ethical-political project that guides your professional practice. Therefore, it was necessary: to know the practice of social workers working in CAPS; identify the strategies used and contribute to stimulating the participation of users; and identify which elements of the Ethical-Political Project reference participatory practices in CAPS. It is an exploratory research, qualitative approach that uses the dialectical method for interpreting reality. The county of Aracaju has a total of 06 CAPS, where development of various activities takes place, with the presence of professionals from different areas of knowledge, including the social worker. The research was conducted in CAPS serving adults with mental disorders, once others do to care for children and adolescents. To collect the empirical data we used semi-structured interviews conducted with professionals of Social Services, in addition to consulting the minutes of the meetings held with users. The results indicate that there is a predominance of field activities, so those carried out in an interdisciplinary way. Specific activities undertaken by social workers are focusing on citizenship workshops, meetings with families and guidelines regarding social rights. The assembly of members is the more intense the level of participation of these. Clearly the involvement of social work at CAPS Aracaju, compliance with provisions contained in the documents that give concreteness to Ethical-Political Project, to the extent that your professional attitude, even fraught with difficulties and specificities, aims to promote opportunities that may take these subjects to feel participants from different sectors of society. The assembly of members is the moment of greatest intensity of the level of participation of these. The main topics discussed at the meetings brought to the guidelines involve holding festivals and events, behavior, autonomy, physical structure and quality of services and benefits that can be accessed by users. Part of the guidelines is directed to other instances, required to solve your claim, and its fundamental analysis to the perception of user participation in CAPS. / Este estudo teve como objetivo investigar como os assistentes sociais têm contribuído para a participação dos usuários nos Centros de Atenção Psicossocial (CAPS) de Aracaju e em outros espaços societários, tendo-se como referência o que preceitua o projeto ético-político que norteia o seu exercício profissional. Para tanto, foi necessário: conhecer a prática dos assistentes sociais que atuam nos CAPS; identificar quais as estratégias utilizadas e que contribuem para o estímulo à participação dos usuários; e identificar quais elementos do Projeto Ético-Político referenciam as práticas participativas nos CAPS. Trata-se de uma pesquisa exploratória, de abordagem qualitativa e que utiliza o método dialético para interpretação da realidade. O município de Aracaju possui um total de 06 CAPS, onde acontece o desenvolvimento de diversas atividades, com a presença de profissionais de diferentes áreas do conhecimento, entre eles o assistente social. A pesquisa foi desenvolvida nos CAPS, que atendem adultos com transtorno mental, já que os demais fazem atendimento a crianças e adolescentes. Para a coleta dos dados empíricos foi utilizada a entrevista semiestruturada, realizada com profissionais de Serviço Social, além da consulta às atas das assembleias realizadas com os usuários. Os resultados indicam que há uma predominância das atividades de Campo, ou seja, aquelas realizadas de forma interdisciplinar. As atividades específicas desenvolvidas pelas assistentes sociais estão centradas nas oficinas de cidadania, reuniões com as famílias e orientações quanto aos direitos sociais. Fica claro o envolvimento do Serviço Social nos CAPS de Aracaju, o cumprimento de preceitos contidos nos documentos que dão concretude ao Projeto Ético-Político, na medida em que seu fazer profissional, mesmo permeado de dificuldades e especificidades, tem como objetivo favorecer oportunidades que possam levar esses sujeitos a se sentirem partícipes das diferentes instâncias da sociedade. A assembleia dos usuários é o momento de maior intensidade do nível de participação destes. Os principais temas discutidos nas assembleias trazidos para as pautas envolvem a realização de festas e eventos, comportamento, autonomia, estrutura física e qualidade dos serviços e benefícios que podem ser acessados pelos usuários. Parte das pautas é dirigida para outras instâncias necessárias à resolução de suas reinvindicações, sendo sua análise fundamental para a percepção da participação dos usuários nos CAPS.

[pt] O cenário de crise sanitária provocado pela pandemia da Covid-19, assolou a população mundial a partir do ano de 2020, impondo desafios às Instituições de Ensino, quanto à organização dos processos de ensino, pesquisa e extensão. Docentes, discentes e assistentes sociais que atuam em Instituições concedentes de estágio, se viram impelidos a enfrentar um contexto adverso, de agudização das expressões da questão social, que influenciaram diretamente a rotina do exercício profissional, bem como de ensino-aprendizagem das/dos discentes em processo de formação acadêmica. A presente dissertação, ancorada em correntes teóricas críticas, tem como objetivo principal analisar a formação acadêmica, com ênfase na experiência de estágio curricular, de discentes do curso de graduação, em Serviço Social, da Pontifícia Universidade Católica do Rio de Janeiro (PUC-Rio), ante a pandemia da Covid-19. Para tanto, apontamos, a trajetória da Educação Superior no Brasil, a partir da década de 1990, bem como os marcos na história do Serviço Social, a partir da recusa ao conservadorismo e a construção do Projeto Ético-Político da profissão, que constitui a base para a formação e exercício profissional, o que consequentemente influencia diretamente o processo de estágio. Trata-se de uma pesquisa com abordagem qualitativa, cujo principal instrumento para a produção de dados, consistiu em 27 (vinte e sete) entrevistas, realizadas com 20 (vinte) discentes do curso de graduação em Serviço Social da PUC-Rio, 04 (quatro) assistentes sociais que realizam supervisão de estágio em Serviço Social, em instituições conveniadas com a PUC-Rio, 02 (dois) docentes que ministram disciplinas de estágio no curso de graduação em Serviço Social da PUC-Rio e com a coordenadora de estágios do Departamento de Serviço Social da PUC-Rio, nos meses de novembro e dezembro de 2022. Ao final desse estudo foi possível delinear o perfil das/os discentes que realizaram estágio no primeiro semestre do ano de 2020 e analisar a experiência de estágio, tendo em vista a implantação do Ensino Remoto Emergencial e o distanciamento físico de suas/seus respectivos supervisoras/es e Campos de Estágio, o que gerou desafios inéditos a serem enfrentados pela categoria, tendo como norteador o Projeto Ético-Político do Serviço Social, materializado nas normatizações que regem a profissão tais como, Lei de Regulamentação da Profissão (n 8.662/93), Código de Ética (1993), Diretrizes Curriculares de 1996 (ABEPSS) e demais regulamentações específicas para o estágio em Serviço Social no Brasil. Os resultados foram analisados a partir das fundamentações teóricas que basearam esse estudo, considerando as principais categorias de análise – Ensino Remoto Emergencial, Estágio em Serviço Social, Projeto Ético-Político – que nortearam a pesquisa. / [en] The health crisis scenario caused by the Covid-19 pandemic has devastated the world population since the year 2020, imposing challenges to educational institutions regarding the organization of teaching, research, and extension processes. Teachers, students, and social workers who work in Institutions that grant internships have been forced to face an adverse context of worsening expressions of the social issue, which directly influenced the routine of professional practice, as well as the teaching-learning of students in the process of academic education. The present dissertation, anchored in critical theoretical currents, has as its main objective to analyze the academic education, with emphasis on the experience of curricular internship, of undergraduate students in Social Work at the Pontifical Catholic University of Rio de Janeiro (PUC-Rio), in the face of the Covid-19 pandemic. For this, we point to the trajectory of Higher Education in Brazil, from the 1990 s, as well as the milestones in the history of Social Service, from the refusal of conservatism and the construction of the Ethical-Political Project of the profession, which constitutes the basis for professional qualification and practice, which consequently directly influences the internship process. This is a research with a qualitative approach, whose main instrument for the production of data consisted of 27 (twenty-seven) interviews, carried out with 20 (twenty) students of the undergraduate course in Social Work at PUC-Rio, 04 (four) social workers who supervise Social Work internships in institutions associated with PUC-Rio, 02 (two) professors who teach internship disciplines in the undergraduate course in Social Work at PUC-Rio, and with the Coordinator of Internships of the Department of Social Work at PUC-Rio, in the months of November and December 2022. At the end of this study, it was possible to delineate the profile of the students who did their internship in the first semester of 2020 and to analyze the internship experience, considering the implementation of Emergency Remote Teaching and the physical distance from their respective supervisors and internship fields, which created unprecedented challenges to be faced by the category, guided by the Ethical-Political Project of Social Service, materialized in the norms that govern the profession, such as the Profession Regulation Law (no. 8. 662/93), Code of Ethics (1993), Curricular Guidelines of 1996 (ABEPSS) and other specific regulations for the internship in Social Service in Brazil. The results were analyzed based on the theoretical foundations of this study, considering the main categories of analysis - Emergency Remote Teaching, Internship in Social Work, Ethical-Political Project - that guided the research.

Pretende-se, para tanto, indicar formas de participação e controle social na política de assistência social e identificar o conteúdo ideo-político objetivado pelo assistente social nos momentos de discussões e deliberações desse conselho. Um dos pontos relevantes desse estudo situa-se na abordagem da direção sócio-política da participação do assistente social na proposta de gestão democrática da política de assistência social, advinda da descentralização político-administrativa do Estado Brasileiro, nos anos 1990. É um estudo de abordagem qualitativa, que adotou como procedimento de coleta de dados a revisão de literatura, pesquisa documental e pesquisa de campo – observação direta das plenárias de 2008/2009 e entrevista semi-estruturada, com cinco assistentes sociais que se vincularam ao CMAS como conselheiro governamental, conselheiro não governamental, assessor técnico, secretário executivo e observador. Esse trabalho aponta que o potencial originário que justificou a luta pela criação das instituições democráticas, dentre elas o conselho, encontra vários limites no processo de busca da sua concretização. Tais limites são desde natureza conceitual da categoria participação da sociedade civil, à dimensão técnico-político de construir uma nova e progressista direção social às políticas públicas. Além disso, esses limites suscitam reflexões sobre a necessidade de se repensar as práticas representativas na sociedade, bem como a condição e direção das lutas sociais e institucionais pelo controle da construção da vida societária. Nesse contexto, o assistente social enquanto profissional e intelectual, possui inserção privilegiada, já que o Serviço Social tem vinculação histórica... / This paper aims to analyze the inclusion of social workers in the Municipal Council of Social Welfare of Uberaba / MG (1996/2009). It is intended for both, state forms of participation and social control in social welfare policy and identify the contents ideo-political objectified by a social worker in times of discussions and deliberations of this Council. One of the relevant sections of this study lies in the approach towards socio-political participation of social workers in the proposed democratic management of social welfare policy, coming from the political-administrative decentralization of the Brazilian State in the 1990s. It is a qualitative study, which adopted a procedure to collect data and the literature review, desk research and field research - direct observation of the 2008/2009 plenary and semi-structured interviews with five social workers who have joined the CMAS as a government adviser, nongovernmental advisor, technical advisor, executive secretary and observer. This work shows that the potential origin that justified the struggle to create democratic institutions, among them the board, finds various limits in the search process of their implementation. Such limits are provided conceptual nature of the class participation of civil society, the technical-political dimension of building a new and progressive social direction to public policies. Moreover, these limits give rise to reflections on the need to rethink the representative for the company as well as the condition and direction of social and institutional struggles for control of the construction of societal life. In this context, the social worker, as a professional and intellectual integration has privileged, as the Social Service has historical link with public policies.
