Perceptions of Texas Public School Teachers and Principals Regarding Recommendations for Educational Reform

The problem of this study was the perceptions of Texas public school teachers and principals regarding recommendations for educational reform made in April, 1983, by the National Commission on Excellence in Education. Purposes included determining those perceptions and investigating differences between them, differences among teachers1 perceptions, and differences among principals' perceptions relative to specific categories of recommendations and specific biographic variables. A random sample of 460 teachers and 180 principals, stratified equally among the state's twenty education regions, was selected from the population of public school teachers and principals on computer at the Texas Education Agency, Austin, Texas. The actual number of respondents included 224 teachers and 91 principals, or 49 percent and 51 percent respectively. The instrument used was an attitude scale developed by the investigator. The thirty-nine original recommendations made by the Commission were converted into 118 specific recommendations, more precise and easier to read according to a jury of experts. An. analysis of variance was calculated for hypotheses one, two, five, and six, and t values were calculated for hypotheses three and four. The study was organized into five chapters including the "Introduction," "Review of the Related Literature," "Procedures for Collection and Analysis of Data," "Analysis of Data," and "Summary, Conclusions, and Recommendations." The Appendix includes a sample of the instrument used, the overall mean scores on each individual item for teachers, principals, and all respondents combined, and the total mean scores.

Vision of excellence in secondary schools leadership in Ekurhuleni East District

This research investigates the vision of excellence in secondary schools leadership in Ekurhuleni East District (Gauteng East District) and the existence of a vision of excellence in schools. A literature study investigated models of leadership related to vision of excellence and aspects of vision of excellence in school leadership. An empirical investigation used both a quantitative and qualitative research design to collect data from a purposefully selected and stratified sample of participants and secondary schools in the Ekurhuleni East District (Gauteng East Education District). A questionnaire and focus group interviews were used to gather data from the respondents. Data were analysed and interpreted using quantitative and qualitative approach. The findings of both the literature study and the empirical research on the above-mentioned vision of excellence in secondary schools leadership in Ekurhuleni East District revealed that there is a lack of support from school leadership and the School Management Team (SMT) in realising a vision of excellence in secondary schools leadership. The main challenges that were identified by qualitative method were the lack of support by both the district office and school management or school leadership. The realisation of the vision of excellence is dependent on how the information is managed and disseminated by the school leadership, principals and SMTs. It appears that the realisation of the vision of excellence would enhance the level of understanding of new developments in the education system including the curriculum change and technological advancement. / Educational Leadership and Management / M. A study of the income factor in the 2006 Kansas Standard of Excellence schools

Heerman / This statewide study examined the relationship between building income level and performance level percentage distribution, using 502 schools that earned a 2005-06 Kansas Standard of Excellence (SOE) building-wide award for reading or math. It originated from the premise that excellence is excellence, no matter the setting or income level of a school. A new baseline of data began in 2005-06 due to changes in the Kansas assessments, including more grades being tested than in previous years. The much larger database more accurately reflected the achievement of low-income students in Kansas. Decades of literature were reviewed, addressing influences on the development of Kansas standards, assessments, and the SOE award; the lifelong significance of income levels and achievement; high achievement for low-income students; and the pursuit of excellence through equitable educational reform. For purposes of this study, SOE schools were sorted into six designated types of buildings based on percentages of students eligible for free and reduced lunches, assessed grade levels, and SOE subject award. Results were reported using aggregate building groups as the unit of analysis. A two-way, repeated-measures, mixed design ANOVA general linear model served as an appropriate method to examine means for significant differences. Low-income SOE schools were noticeably fewer than medium- or high-income schools, especially at the senior high level. Three types of buildings showed some significant mean differences, but generally income did not appear to be a major factor. High-income buildings appeared to have a slight advantage; in the Exemplary category, high-income buildings outperformed the others; in the lower performance categories, high-income buildings had significantly lower means. The mean differences for high-income middle school/junior high buildings showed mainly moderate to large differences; other significant differences were rated as small to moderate. SOE schools of a given educational level and of varying income levels generally had similar performance scores in most of the performance level categories. Overall, major differences in performances were not evident among the different income levels of SOE buildings.

The role of communication in encouraging sustainable behaviour

This aim of this thesis is to contribute to the debate about the best approach to engage citizens with sustainable behaviour. It is generally agreed that „bottom-up‟ approaches, where individuals are actively involved, are more effective than „top-down‟ authority-led projects where they have a more passive role. There is, however, a dearth of evidence from comparative evaluations. This thesis examines six distinct communication activities aimed at encouraging individuals to adopt more sustainable behaviours. Each used a different approach, some participative and others more top-down informational. Two questionnaires were used to gather data. The first was conducted at the time of the activity; the second between four and five weeks later and included questions about behaviour change. Variables from Petty and Cacioppo‟s Elaboration Likelihood Model (ELM), such as perceptions about a message and its source, and variables which Ajzen‟s Theory of Planned Behaviour (TPB) proposes as being key to behaviour change, such as subjective norms and attitudes, were used to see if these identified any difference in outcome. Findings indicate support for the added value of a bottom-up approach compared to other mechanisms and identify that this may be partly explained by the extent to which such activities offer a more supportive environment for behaviour change to take place. The measures used in this study may be useful to others seeking to evaluate behaviour change communication campaigns or those comparing different communicative approaches.

Enabling sustainable growth through the transformation of Sasol Synfuels from good-to-great

Thesis (MBA)--Stellenbosch University, 2005. / ENGLISH ABSTRACT: The current transformation of Sasol Synfuels in enhancing overall business performance and realising organic growth is assessed. The framework for the assessment is based on the ideas expressed by Collins (2001), supplemented by other ideas found in the literature relevant to business performance improvement within manufacturing organisations. Gaps and opportunities are identified within the context of three of the Synfuels strategic elements of operations excellence, worldclass people and leveraging technology. Improvement areas identified are the further development of transformational leadership, reduction in fixed costs to ensure more flexibility and reduction in the current size of Synfuels. The development of transformational leadership needs to be extended to create fanatically driven, sheer workmanlike diligence, as well as determination and tenacity creating a culture of a strong disciplined work and performance ethic. Reducing fixed costs to enhance profitability can be achieved by applying risk-reward agreements and application of value based management principles to enhance the understanding amongst all employees of the value drivers of the Synfuels business model. A reduction in the size of Synfuels to facilitate easier change management and a stronger focus on delivering the same business results through the employment of fewer resources is also recommended. Barriers to achieving operations excellence identified are a lack of management consensus and underestimation of the task required to internalise the change management process. Neglecting the basics in achieving the fundamental manufacturing output elements and resistance to daily discipline are identified as the main focus areas. It is further recommended to establish a culture of discipline where employees are allowed to function effectively within the proposed framework of disciplined people, thought and action in combination with freedom to innovate and achieve growth in the business through constant adaptation as this is fundamental to enhancing the current performance of Synfuels. / AFRIKAANSE OPSOMMING: Die transformasie van Sasol Synfuels om die algehele besigheidsprestasie en realisering van organiese groei te weeg te bring is geevalueer. Die raamwerk vir die evaluasie is gebaseer op idees uitgespreek deur Collins (2001) en aangevul met ander idees soos gevind in literatuur relevant tot besigheidsprestasie verbetering in vervaardigingsorganisasies. Gapings en geleenthede is geidentifiseer om organiese groei teweeg te bring binne die konteks van drie van die Synfuels strategiese oogmerke van bedryfsuitnemendheid, wereld-klas mense en die benutting van tegnologie. Areas wat geidentifiseer is wat tot 'n verbetenng in die prestasie van Synfuels kan lei is die verdere ontwikkeling van transformasionele leierskap, vermindering in die vaste koste om meer buigsaamheid te verleen en om die organisasie se grootte te verminder. Die ontwikkeling van transformasionele leierskap moet uitgebrei word om professionele doelgerigtheid sterker te ontwikkel wat sal lei tot die skep van 'n sterk kultuur van werks-en prestasie-etiek, spesifiek gerig op drie gedragsaspekte om fanaties te dryf vir resulate, toegewyde harde werk en vasberadenheid, asook deursettingsvermoë. Dit word ook aanbeveel om 'n kultuur van dissipline te skep waarbinne werknemers toegelaat word om effektief te funksioneer binne die voorgestelde raamwerk van gedissiplineerde mense, denke en aksie in kombinasie met innoverende denke en deurlopende verbeteringsprosesse groei teweeg gebring deur deurlopend aan te pas aangesien dit fundamenteel is om die prestasie van Synfuels te verbeter.

A History of Roma in the Public Sphere : The social construction of Roma in press and history textbooks after Ceausescu

This study addresses the post-revolutionary history of Roma in the Romanian public sphere by examining the social construction of this minority in press and history textbooks. The objective is to illuminate synchronic and diachronic structural patterns in public texts debating Roma in order to offer a deeper understanding of the Romanian xenophobia assuming that the public debate affects the status quo of Roma. Public texts represent fruitful channels of communication through which selective social realities par excellence, stocks of knowledge and typifications are proclaimed by different societal actors. The press possess a critical function whilst history textbooks a manipulative function advocating normative historical realties par excellence. The modi operandi utilized are quantitative, qualitative content- and critical discourse analysis, which are applied in the monitoring of approximately 6000 newspapers, 197 articles (1991-2012) and 6 textbooks (2008-2014). The results indicate that the media history of Roma resembled police investigations rather than conventional journalism. Manifest and latent stereotypifications have synchronically and diachronically formed uncritical and demonizing stocks of knowledge, whose societal truths sustained the othering of Roma in press and were depicted as a force behind the destruction of [“our”] national self-image. History textbooks have offered an inexistent stock of historical knowledge omitting, e.g. the slavery and deportations of Roma but highlighting ethnocentric perspectives, patriotism and other minorities.

Stories of masculinity, gender equality, and culinary progress : On foodwork, cooking, and men in Sweden

The general aim of this thesis is to use foodwork and cooking in Sweden as a way to better understand theoretical questions about men and masculinities. Paper I discusses how an increased public interest in elaborate cooking and gastronomy in Sweden, a country with a cultural idealization of gender equality, could explain why men in Sweden assume responsibilities for domestic cooking without feeling emasculated. Papers II, III and IV draw on interviews with 31 men from 22 to 88 years of age and with different levels of interest in food. Paper II shows how domestic foodwork and cooking are associated with ideas of Swedish progress in terms of gender equality and culinary skills. Paper III demonstrates further that domestic cooking is not only a responsibility which men assume, but also a way of being sociable with friends, partners and children. Thus, both papers II and III challenge the idea that men only cook at home if they enjoy it. The data rather indicate that domestic foodwork responsibilities are a cultural expectation of men in Sweden, ingrained in desirable masculine practices. Paper IV explores men’s responses to media representations of food. The interviewed men responded to these representations with indifference, pragmatism, irony, and at times even hostility. In general, the responses are based on gender and age-differentiated taste distinctions and notions of masculine and culinary excess. Paper V uses a mix of texts (81 online texts and two magazines) and observations from the food fairs GastroNord (2014 and 2016), Mitt kök-mässan (2014) and the chef competition Bocuse d’Or Europe (2014) complemented with pictures and videos. I argue that a Swedish culinary community that promotes Swedish culinary excellence is constructed by drawing on preestablished national (self-)images. This culinary community is constructed as open and tolerant, with ethical concerns for the environment and for nonhuman animals. Its culinary icons are represented by chefs in whites and the leading restaurants. In sum, this dissertation provides empirical and theoretical contributions to both food studies and gender studies that critically scrutinize men and masculinities. Food-issues are permeated by gender, both in people’s everyday life and in the gastronomic elite.

Teachers’ perceptions of the influence of awards received for excellence in teaching early in their careers

Doctor of Philosophy / Department of Curriculum and Instruction Programs / Janice Wissman / This study sought to provide insight regarding how novice teachers perceive the influence of receiving an award for excellence early in their careers. The questions guiding this study focus on the perceptions of the respondents regarding whether or not they perceived that the award was motivating; whether the award influenced them personally, professionally, and organizationally; and whether they perceived an increase in commitment to the profession. This quantitative study gathered data from an on-line questionnaire sent to teachers who received the Kansas Horizon Award from 2003 through 2011. The study used exploratory factor analysis, descriptive statistics, and analysis of variance procedures to ascertain whether or not there was any significance regarding the way awardees responded to 15 Likert items. The data were compared to six demographic variables: year of award; age of winner at the time of the award; level taught – elementary or secondary; location of school – urban, suburban, or rural; gender; and teaching status. Each of the 15 Likert items were aligned with one of the four factors identified by the factor analysis – internal influence, expectations, external influence, and commitment to the profession. The significant statistics from the factor analysis ranged from .506 through .900. The analysis of variance showed significance for three factors and variables.(1) The most recent awardees (2009-2011) perceived a greater influence from the award regarding expectations (p = .03) than did those teachers who won the award in previous years. (2) Teachers from urban schools perceived a greater significance from the award regarding external influence (p = .05) than those from suburban schools. (3) Females perceived a greater influence from the award than did males regarding commitment to the profession (p = .03). Recommendations for practice include the need for increased awareness of administrators regarding the importance of awards and recognition for teachers, increased support for teacher attendance at the state conference, and increased leadership opportunities for awardees. Recommendations for further research include studies of how administrators choose nominees for awards and why some never nominate anyone, the relationship between leadership opportunities and awards, and retention of award-winning teachers.

Processarbete inom den offentliga sektorn : En kvalitativ studie om implementationen av ett processtöd på en statlig myndighet

The County Administrative Board of Västerbotten is a complex organisation with ties to both the nearby municipal offices and the Swedish government. The government put high demands on the County Administrative Boards in the country when it comes to the time of processing different cases. During October 2017, a suggestion was submitted to the parliament considering the Boards’ processing times of cases being too long and sporadic, where they proposed that continuous work regarding effectivity in their work processes would help reduce the time and irregularity. The County Administrative Board of Västerbotten, with the help of the Bitstream project, decided to implement a new unit, a type of Project Management Office (PMO), in 2018 which was tasked to offer support and tools for the other units’ work processes. Bitstream is a Swedish-Norwegian project, which includes a collaboration between Umeå University, as well as several municipalities in northern Sweden, with the purpose of creating innovations in business modelling within the public sector. The unit, called process support, contains six employees whom originated from the unit for regional growth, and their task is to help the Boards’ units determine their processes during cases to resolve which sub processes are not time efficient. They also help identify the processes that are valuable for the client, which processes are necessary but does not create value, as well as those that do neither. While the implementation and the results of the process support have been fairly successful, the enforcement of the unit proved to be ineffectual, with several complications occurring. This study aims to research the best possible prerequisites to productively implement and administer a Project Management Office in the public sector. Due to most research on PMOs being focused on businesses and not state organisations, the need for such a study is present. Through interviews with five of the County Administrative Board of Västerbotten’s employees, documents from the Board and Bitstream project, and related research on PMO, we display several proposals of change the Board should apply as well as the prerequisites needed to effectively implement and administer a PMO in a state organisation.
