Approved for public release, distribution is unlimited / The authors examine the history of immigrant military service in the United States, explore the motivations of noncitizen enlistees, and analyze the military performance of noncitizens relative to that of citizen enlistees. Information sources include a comprehensive review of literature, focused interviews with a small sample of noncitizen enlistees, and cohort data files of enlisted personnel who entered the military from 1990 through 1998. The history of noncitizen service corresponds roughly to the nation's history of immigration and naturalization policy, with military service having offered immigrants economic benefits, as well as a path toward assimilation. Service by noncitizens has also provided the country a way to meet its military manpower needs. The results of statistical analyses suggest noncitizens have lower predicted rates of first-term attrition, and higher estimated rates of retention beyond the first term and promotion to E-4. The authors conclude that noncitizens provide a valuable source of manpower, and fulfill important roles as influencers for the next generation. Thus, it may be worthwhile to provide noncitizens more information about enlistment opportunities, and to implement unique reenlistment incentives including expedited green-card status for family members. This thesis examines the Philippine labor diaspora in the United States, both historical and modern, with a specific focus on the modern period of migration to midsize urban places in Indiana. The historical or pre-1965 period is marked by two successive waves of movement to the United States, each of which is based upon different labor demands for unskilled labor. The modern period was initiated by the 1965 United States Immigration and Naturalization Act and is marked by far greater volumes of Filipinos entering the country. This most recent influx is characterized by significant numbers of professionals, an expression of the regional division of `skilled' labor migration flows between developing and developed countries associated with globalization. Quantitative questionnaires and qualitative interviews with 30 FilipinoAmerican professionals in six mid-size cities in Indiana examined topics of labor recruitment practices, secondary migration patterns, and the remittance practices and group formation associated with transnational identities. / Department of Geography

This thesis considers the ways in which Australia has been publicly represented in ten Asian societies in the twentieth century. It shows how these representations are at odds with Australian opinion leaders assertions about being a multicultural society, with their claims about engagement with Asia, and with their understanding of what is typically Australian. It reviews the emergence and development of Asian regionalism in the twentieth century, and considers how Occidentalist strategies have come to be used to exclude and marginalise Australia. A historical survey outlines the origins of representations of Australia in each of the ten Asian countries, detecting the enduring influence both of past perceptions and of the interests of each countrys opinion leaders. Three test cases evaluate these findings in the light of events in the late twentieth century: the first considers the response in the region to the One Nation party, the second compares that with opinion leaders reaction to the crisis in East Timor; and the third presents a synthesis of recent Asian Australian fiction and what it reveals about Asian representations of Australia from inside Australian society. The thesis concludes that Australian policies and practices enable opinion leaders in the ten countries to construct representations of Australia in accordance with their own priorities and concerns, and in response to their agendas of Occidentalism, racism, and regionalism.

La reapertura de Japón y la transformación del período Meiji tuvieron implicaciones
regionales que llevaron al reforzamiento de los vínculos con las colonias asiáticas del
imperio español durante la segunda mitad del siglo XIX. En el marco de las relaciones
iniciadas con el proyecto para la firma del tratado hispano-japonés de 1868, destacaron tres
procesos históricos. El primero fue la incorporación del gobierno español al sistema de
“tratados desiguales” vigente en Japón. En segundo lugar, el papel de las islas Filipinas,
Marianas y Carolinas en la nanshin-ron 南進論 o “teorías del avance hacia el sur” a la hora
de fomentar la penetración de los intereses japoneses en el Nanyō 南洋o región de los
“mares del sur”. Finalmente, destacó la intensificación de las relaciones entre los
archipiélagos japonés y filipino durante la última década de este siglo. El análisis de estos
procesos permite observar cómo el declive de un imperio español que trataba de conservar
sus colonias asiáticas, discurrió paralelamente al ascenso de Japón como una nueva potencia
que exploraba las posibilidades de expandir sus intereses en la región donde estaban
localizadas dichas colonias. / The reopening of Japan and the transformation during the Meiji period had regional
implications linked to the intensification of the relationship with the Asian colonies of the
Spanish empire during the second half of the 19th century. In the context of the
relationships initiated with the project for the Japanese-Spanish treaty of 1868, it is possible
to highlight three historic processes. First is the Spanish project to join the unequal treaty
system established in Japan. Secondly is the role of the Philippine, Marianas and Caroline
islands within the nanshin-ron 南進論 or “theories of the advance towards the South Seas”
to promote the penetration of the Japanese interest in the Nanyō 南洋 or “South Seas”.
Lastly is the process of strengthening linkages between Japan and the Philippines during the
last decade of this century. The analysis of these processes allows us to observe how the
decline of a Spanish empire trying to maintain its Asian colonies was parallel to the rise of
Japan as a new power, which explored new possibilities to expand its interests in the region
where these colonies were located.
