Das LfULG nutzt seit mehreren Jahren das Prozessmodell EROSION 3D im Rahmen seiner fachlichen Forschungs- und Beratungstätigkeit zur Untersuchung abfluss- und bodenschutzbezogener Fragestellungen. In einem Forschungsprojekt wurden in der Entwicklung befindliche Prozesskomponenten des Modells EROSION 3D bezüglich der Simulation des hochwasserrelevanten Oberflächenabflusses geprüft. In drei sächsischen Einzugsgebieten wurden der Mehrschicht-Infiltrationsansatz und der Abflussretentions- und -translationsansatz der EROSION 3D-Versionen 3.11 und 3.14 anhand realer Niederschlags-Abfluss-Ereignisse getestet. Gleichzeitig werden Möglichkeiten einer Weiterentwicklung aufgezeigt, um eine operationalisierte Nutzung des Modells in der planerischen Praxis in Zukunft im Bereich der Oberflächenabflussabschätzung zu ermöglichen. Das primäre Ziel der Validierung lag in der Aufdeckung von Modellsensitivitäten und möglichen Fehlerquellen, die entweder durch die Parametrisierung, die Prozessabbildung oder unvollständiges Anwenderwissen bedingt sind. Ein weiterer Schwerpunkt lag in der Optimierung der Modellergebnisse durch Verbesserung der Eingangsdaten. Das vorliegende Heft der Schriftenreihe enthält die Ergebnisse des Forschungsprojektes und wendet sich vorrangig an Anwender des Programms EROSION 3D.

The Diploma Thesis consists of research and design part. The content of research part is description of dry reservoirs and theory of 2D modelling. The design part of the work deals with the hydrotechnical study of possibility of building a dry reservoir Blučina in two variants of designs of reservoir with objects. The design contains simulations of 2D numerical model of reservoir made in program SMS-SRH of both designed variants. The result is evaluation of both designed variants and recommendation of better option for a possibility of construction in the future in terms of the transformation of the century-flood wave.

It deals with the non-compliance of flood protection measures with the local zoning plan, interference of the local zoning plan in recreational facilities, connection of the original state to the solved bypass and last but not least the replacement of two tunnels with lengths of about 800m.

Urban flood risk mitigation : A perspective form urban planningBrandow, Andreas January 2023 (has links)
Due to the global warming and climate change, an increased frequency of high intensity rains and other disasters are expected all around the world. To predict this change in climate the IPCC has created a set of climate scenarios, RCPs, that will try to predict the future climate based on how much we are able to adapt and mitigate the effects we as a species have on the environment. This master thesis will seek to explore the possibility to use urban planning tools to help mitigate the increased effects and sizes of floods due to the global warming. To achieve this, a case study of Luleå is done, where urban indicators are used to improve the resilience of the city. This is combined with a policy study to see how Luleå compare to other cities in their policies that affect flood protection and mitigation. To have a strong flood protection system in a city several factors need to be considered. One of the biggest factors is what type of strategy is chosen. One possible strategy is resilience, this combines seeming paradoxes into a working flood protection and mitigation plan. Resilience improves the flood protection and mitigation by combining and improving the robustness, adaptability, and transformability of the city. This is done by, among other things promoting inter disciplinary cooperation, public cooperation and knowledge of flooding, and promoting the use of water in the city as an asset. Blue and green infrastructure could also be implemented into the city as these measures help improve the resilience of a city in many regards. Not just for flood protection, but it can also help mitigate the effects of droughts or heatwaves and improve the general wellbeing of the citizens. In the policy study it was found that different cities varied in both scale and strategy in their flood protection measures. All the cities that were looked at would also need to increase the scale of their protection and mitigation measures to mitigate the increased size and frequencies that the climate change brings. In Sweden, especially in the northern parts, the increased risk is not as high as in other parts of Europe. This is due to the land rise in Sweden mitigating the sea level rise. In Luleå the sea level and land rise are expected to fully mitigate each other until the year 2100. The policy study also showed that a history of flood related disasters did not necessary guarantee a strong flood protection scheme, but it would increase the probability of one. In the case of Luleå, the city has mostly focused on flood proofing buildings and infrastructure in the high-risk areas or those who are seen as critical to the society. Based on the analysis of the policies and indicators that were developed for Luleå, the city seems to have good protection from the current risks, such as a 100-year flood, flow, or rain. But the systems in place will most likely need to be expanded and developed further to mitigate the rising risk due to global warming. Some measures that can be implemented are related to the adaptability and transformability, like brochures that teaches the public about flood-protection and what to do and how to act in case of a large flood in the city.

Two-Dimensional Analysis of Four Types of Water-Filled Geomembrane Tubes as Temporary Flood-Fighting DevicesKim, Meeok 17 March 2003 (has links)
Two-dimensional analysis of four types of water-filled tube dams is carried out: an apron-tube dam, a single baffle tube dam, a sleeved tube dam, and a stacked tube dam. Since the analysis of the water-filled tube dam involves highly nonlinear geometric deformations and interactions with soil, fluid, and structure, it is solved numerically with the explicit finite difference program FLAC.
The tube is numerically modeled with beam elements. The predicted contact regions are modeled with interface elements. The Mohr-Coulomb constitutive model is used for the soil. Water inside and outside of the tube is modeled as hydrostatic pressure and the pressures are continuously updated as the configuration of the tube is changed. The change of the internal water pressure head (IWPH) for maintaining a constant tube area during the deformation is simulated. The simulation is achieved by two iterative procedures, the secant method and the factored secant method.
The numerical analysis results show good agreement with the experimental results overall: the deformation of the tube(s), the IWPH changes, and the critical external water heights. From the numerical simulation of the experiments and the parametric studies, the behavior of each type of water-filled tube dam is clarified. Also, the failure modes of the tube dams are examined. The failure mode of a tube dam depends on the configuration and IWPH of the tube dam and the characteristics of the soil surface. / Ph. D.

The Diploma thesis on the theme "Assessment of flood control measures to protect the population in selected communities of the South Bohemia region in the catchment area of the river Lužnice" is divided into theoretical part and the research part. The theoretical part is a general whole, which in the sections refers to the relevant legislation of the flood problems, it explains the flood as the concept and everything associated with it. In particular it introduces the readers with flood characteristics of the territory of the Czech Republic and with the characteristics of the catchment area of the river Lužnice. It describes the selected municipalities by its flow, which are the subject of the research. It explains the difference between a natural and an extraordinary flood, describes the historic and contemporary floods and their damage. It deals with the protection from natural disasters, characterizes the activities of the relevant organs of the protection flood. In the context of the protection of the population it defines the summary measures that help to ensure the protection of life and health of the people, property and environment in emergencies, which are warning, evacuation, hide and emergency survival of the population and other measures to ensure the protection of life, health and property. The aim of this work is to evaluate the effectiveness of flood control measures from the perspective of the number of the protected inhabitants on the territory. In order to achieve the goals, it was necessary to make several consecutive steps. On the basis of assessed results it could be returned to the research question, whether the built flood protection measures are effective in relation to the protected values of the life, health, property and the environment. For the fulfillment of the objectives of the work and verification of research questions,it was need to be familiar with the relevant legislation of the subject, then with the implemented measures, flood protection plans of the municipalities including analysis of their substantive and organisational components. After that to perform the qualitative processing of the survey, the respondents of which were the statutory representatives of the municipalities, who are in charge of the flood protection, and other charged people (e.g. crisis management staff, officers of the Department of the environment or Building office, etc.). The found facts served to the description, evaluation, comparison and analysis of the flood control measures in relation to the number of the protected inhabitants within the catchment area of the river Lužnice. In this way the concrete results were obtained and discussed in the comments of this Diploma thesis. The submitted Diploma thesis in its research part assesses the effectiveness of the flood control measures in the framework of the protection of the population in the South Bohemia municipalities - Bechyně, Tábor, Planá nad Lužnicí, Soběslav, Dráchov, Veselí nad Lužnicí by the flow of river Lužnice, that touches the ranked in the river kilometres from 10,6 to 77,3 km lines. The inspiration for the processing of this Diploma thesis there were the consequences of disastrous floods in 2002, 2006 and 2013 in these areas, which have caused enormous damage and even loss of life. Then the personal interest of the author, as a resident of the town Veselí nad Lužnicí and respectively the member of the crisis management of this town. The research question and the methodology of the research were designed to be filled the objectives of this thesis, it means the evaluation of the effectiveness of the flood control measures from the perspective of the number of the protected inhabitants on the territory. The thesis evaluated the current status of flood protection, description, comparison and analysis were made. At the beginning of my thesis, the risk of floods in the territory of the Czech Republic is generally characterized which is followed by basic legal documents governing flood protection. The characteristics of the territory on which this thesis focuses is presented in the next section, which is describes in detail the administrative district of the municipality with extended powers (MEP) of Týn nad Vltavou, the basic description of its hydrological basin and waterways and, of course, the flood profile of the individual municipalities. The following section explains the term of flood, classification of floods and a detailed description of flood risks within detail the administrative district of the MEP of Týn nad Vltavou emphasizing the risk of formation a special flood. This is followed a list of complex activities and measures aimed at preventing and eliminating the threats to the health, lives and property of the citizens, society and the environment during floods. It also discusses planning in the field of flood protection and the classification of flood plans. Emphasis is placed on the documentation of flood protection of the administrative district of the MEP of Týn nad Vltavou that is associated with the activities of flood protection authorities. The section discusses in detail their activities during floods as well as when there are no floods. The function of flood committee of the MEP Týn nad Vltavou is mentioned detailing the description of activities of its individual members. The objectives of this thesis were aimed at finding out about the level of prepared flood protection documentation processed, analysing the activities of flood protection authorities and examining their knowledge about the issue of flooding. All the objectives were directed to the administrative district of the MEP Týn nad Vltavou and its flood protection authorities. Through a sociological survey among the flood protection authorities of the administrative district of the MEP Týn nad Vltavou that was conducted in the form of an anonymous questionnaire testing their knowledge in the field of flood protection. The results obtained were subjected to statistical evaluation, which, together with graphical representation, is of part of the thesis.

The diploma thesis focuses on the assessment of the current state of the Svratka watercourse and of the capacity of the existing objects on the course, which is partially modified in the solved locality and includes both â intravarian and extravarian areas of the town. Within hydrotechnical calculations, the 1D mathematical model HEC-RAS version 5.0.6 was used to determine the course of levels. The thesis focuses also on suitable design of flood protection measures on the river Svratka with protection for design flow Qn = Q20 = 28,6 m3 / s.

The object of this dissertation is to describe the influence of water works on the outflow from a watershed through the Hydrologic Modelling System Hec HMS. It is a direct application to the particular watershed of the Bílský Stream. In the theoretical part about relevant literature, solutions to the topics related to this issue are found. It focuses especially on the water balance in the watershed; the outflow from the watershed and other factors by which the watershed is influenced; extreme flows and flood activity with appropriate security steps such as water basins. At the end of the part on the literature, there are five different systems for creating hydrologic models with the specialisation on the Hec HMS model. The practical part is about preparing input data for the hydrologic model and its subsequent creation. Particular runoff from different N-year precipitation (N = 2, 10, 50 and 100) are compared. Two hydrologic models have been created for comparison, one with the watershed without a reservoir and the second one with a reservoir included. The resultant part is about watching flows, volumes of runoffs and the tranformation of the flood wave in a reservoir between N-year precipitation and two different models of watershed.

In der Arbeit werden Möglichkeiten des Einsatzes von Digitalen Geländemodellen (DGM) im Kontext des Hochwasserrisikomanagements aufgezeigt, wobei die Anwendung hochauflösender Laserscandaten im Fokus steht.
Zunächst wird die Notwendigkeit der wissenschaftlichen Auseinandersetzung mit Hochwassergefahren hervorgehoben. Dies schließt die Betrachtung der Bedeutung von Geodaten (insbesondere DGM) im Hochwasserrisikomanagement ein. Es folgt eine Darstellung der verwendeten Daten, begleitet von einer Zusammenstellung von Methoden zur großflächigen Erfassung des Georeliefs und einer kurzen Einführung in die Hochwassermodellierung. Die wissenschaftlichen Arbeitsziele werden im Kontext eines interdisziplinären Projektes zur Hochwasserrisikoforschung definiert, in welchem DGM erstmals auch als dynamische Komponente des Risikosystems aufgefaßt werden. Die Arbeitsziele umfassen in diesem Zusammenhang die Entwicklung von automatisierten Methoden zur Gewinnung von Informationen über Deiche, insbesondere über deren genaue Lage und Höhe, und zur Modellierung von Deichgeometrien.
Nach der Umsetzung und Erprobung der Verfahren in einem Geoinformationssystem wird der Prototyp einer Softwareanwendung vorgestellt, der eine automationsgestützte und nutzerfreundliche Realisierung der entwickelten Methoden erlaubt.
Der Teil Deichmodellierung in Digitalen Geländemodellen beschreibt theoretische Grundlagen zur Realisierung eines speziell auf Hochwasserschutzdeiche ausgerichteten Geoinformationssystems.
Es wird der Begriff des Digitalen Deichmodells (DDM) eingeführt und dessen Modellstruktur sowie Möglichkeiten zu Datenerfassung und -pflege mittels hochauflösender Laserscan-DGM erläutert. Weiterhin werden bestehende Methoden der Objekterkennung in DGM zum Zweck der Deichdetektion und -extraktion adaptiert und ein neues Verfahren entwickelt, das speziell die geometrischen Spezifika von Deichen berücksichtigt. Mit den vorgestellten Verfahren wird deren weitgehend automatisierte Erfassung und Kartierung ermöglicht. Das DDM wird derart konzipiert, daß sowohl Rückbau, Verlegung als auch die Erhöhung von Deichen im Modell umsetzbar sind. Damit wird letztlich die Simulationsfähigkeit bzw. Veränderlichkeit eines DGM als Basis für Hochwassersimulationen realisiert.
Im Kapitel Vereinfachte GIS-basierte Überflutungssimulationen wird ein Konzept zur vereinfachten GIS-basierten Folgenabschätzung von Deichbrüchen vorgestellt. Dafür werden bestimmte Modellannahmen getroffen und zur Überflutungsmodellierung herangezogen. Die Ergebnisse werden im Rahmen der Modellannahmen kritisch als Möglichkeit der Abschätzung von im Extremfall zu erwartenden Wasserständen in Überschwemmungsgebieten bewertet.
Nach der Dokumentation der praktischen Umsetzung der vorgestellten Verfahren werden die Ergebnisse diskutiert und Ausblicke zur nötigen bzw. möglichen weiteren Forschungsarbeiten gegeben.
Der Anhang der Arbeit enthält Karten und eine Dokumentation des Programms Diketools, das als Prototyp einer Deichmodellierungssoftware implementiert wurde. / This study examines possibilities of using Digital Terrain Models (DTM) in the context of flood risk management. Thereby the focus lies on the application of high-resolution laserscan data.
First the necessity of the scientific examination of flood hazards is underlined which implies the consideration of geodata (especially DTM). This is followed by an overview of methods of large-area data acquisition of the earth surface as well as a short introduction into flood modelling. The scientific objectives of this study are defined within the context of a multidisciplinary research project which for the first time considers DTM as a dynamic component in the flood risk system. The objectives resulting from this point of view comprise the development of automated methods of acquiring information on dikes. Here the exact locations of dikelines and their crest levels are of special interest. The modelling of new dike geometries and their implementiation into existing DTM data is also included.
Chapter 4 (Deichmodellierung in Digitalen Geländemodellen, engl.: Dike Modelling in Digital Terrain Models) describes the theoretical fundamentals of the realisation of an information system focused on flood protection dikes. Here the term Digital Dike Model (DDM) is introduced. Accordingly its model structure is defined and possibilities of data retrieval and data management by means of high-resolution laserscan terrain models are shown. The detection and extraction of dikes is accomplished by the adaption of existing object-extraction methods. Also a new procedure has been developed which accounts for dike-specific geometrical characterisations. The presented methods enable the automated identification and mapping of dikes. The Digital Dike Model has been designed to allow the removal and relocation of dikes as well as their heightening within the model. Hereby the desired changeability of Digital Terrain Models is realised as a basis for flood simulations.
In Chapter 5 (GIS-basierte Überflutungssimulationen, engl.: Simplified GIS-based Flood Modelling) a concept for a simplified estimation of dike-breach induced floodings by means of GIS-based procedures is presented. This implies the definition of certain model assumptions which are adopted when performing flood simulations. The results are discussed and the use of this method for estimating maximum flood impacts is evaluated.
These parts of the thesis are followed by the discussion of the results. In the end an outlook for further research is given.
The appendix of this work includes maps and a documentation of the Diketools which has been implemented as a prototype of a dike-modelling software.
