It has been treated of the hypothesis of curricular change, base on reflection of Althusser s Ideological Apparels, combined with the Espírito Santo and Meirelles policelogics studies, among other specialists of the subject. The Community Policing philosophy takes place to sustain the ensurance practice, which can allow a more profuse interaction between the Military Police Corporation and the community. In this way, the ecologics and holistics models are the point of reflections to interpret and to correlate with the Envionment. The objectives of the research, besides the pointed reflections, were also in the sense of proposing the creation of the Program of Environmental Education (PROAMB) to the molds of the Education Program of Resistance to the Drugs and the Violence (PROERD), and the creation of the Course of Specialization in Environmental Education and Sustenable Development, in the extent of the Academy of Military police, with the intention of preparing the public managers' pictures to act in defense of the Environment. The methodology adopted was mainly the descriptive-qualitative, as form of propitiating a more critical and democratic focus, besides the analysis of the evolutionary historical process of the teaching in the Academy of Military Police and of the performance of the Environmental Military Police Battalion among the years of 2002 and 2006. The Matriz Curricular of the Course of Formation of Officials was examined and it was observed that there is an important lack in relation to the contents and to the pedagogic proposals that orientate the studied course, when it related to Ecopedagogic. For effect, with a fragile formation in the told area, an emphasis was verified in the repressive policing, on the part of the Battalion of Environmental Military Police, to the detriment of the preventive, that, consequently, it consecrates the divorce of the main motto of the existence of the Military police in accordance our Federal Constitution, which is the prevention. In conclusion terms, this dissertation work reached their objectives partially, corroborating the hypothesis of being necessary a change in the officials' formation of the Military Police to possibly to cause a different posture in the treatment with the society in the form, for the which, they link with the Environment / Aborda a temática da Educação Ambiental e do Desenvolvimento Sustentável como nova proposta paradigmática para a formação e a atuação policial militar. Propõe a hipótese de uma mudança na Matriz Curricular, sustentada na reflexão dos Aparelhos Ideológicos de Althusser, combinada com os estudos policiológicos de Espírito Santo e Meirelles, dentre outros estudiosos do assunto. Adota como esteio de sustentação da atuação policial militar preventiva, a filosofia do Policiamento Comunitário, a qual pode permitir uma interação mais profusa entre a Polícia Militar e a comunidade, tendo como ponto de reflexão a dimensão pedagógica da prática policial militar com os modelos holístico e ecológico de interpretar e correlacionar-se com o Meio Ambiente. Tem como objetivos da pesquisa, além das reflexões apontadas, propor a criação do Programa de Educação Ambiental (PROAMB) aos moldes do Programa Educacional de Resistência às Drogas e à Violência (PROERD), e a criação do Curso de Especialização em Educação Ambiental e Desenvolvimento Sustentável, no âmbito da Academia de Polícia Militar, com o intuito de preparar os quadros de gestores públicos para atuar em defesa do Meio Ambiente. Destaca que a metodologia adotada foi precipuamente a descritivo-qualitativa, como forma de propiciar um enfoque mais crítico e participativo, além da análise do processo histórico evolutivo do ensino na Academia de Polícia Militar e da atuação do Batalhão Polícia Militar Ambiental entre os anos de 2002 e 2006. Examina a Matriz Curricular do Curso de Formação de Oficiais e percebe que há uma carência importante em relação aos conteúdos e às propostas pedagógicas que norteiam o curso estudado, no que se refere à Ecopedagogia. Assinala que devido a uma formação frágil na área relatada, há uma ênfase no policiamento repressivo, por parte do Batalhão de Polícia Militar Ambiental (BPMAmb), em detrimento do preventivo, que, por conseguinte, consagra o desquite do mote principal da existência da Polícia Militar conforme nossa Constituição Federal, qual seja a prevenção. Conclui que atingiu seus objetivos, corroborando a hipótese de ser necessária uma mudança na formação dos oficiais da Polícia Militar para possivelmente ocasionar uma postura diferente no trato com a sociedade na forma, pela qual, se relacionam com o Meio Ambiente.

Its main theme is the authoritarianism and the military discipline in the classroom. Theoretically supported by Michel Foucault s to Discipline and Punish: The Birth of the Prison my aim is to trace a historical panorama of the Military Police to understand this authoritarianism in the classroom. As a hypothesis, I put forward as a starting point for reasoning, the social-cultural evolution in which the responsible institution for the public order had to be inspired by human rights. When dealing with human rights and the dignity of the human being as regards the treatment of police officers as citizens, I have found out that there are evidences of equivocal authoritarianism in the formation of the military officer and I emphasize the idea of having a community police as a contribution to the solving of social conflicts. Consequently, I also propose the formation of officers at the military institutions and, simultaneously, at universities in order to promote the appearance of a hybrid formation of the police cadet adding to it the essence of the hierarchy and military discipline and that coming from the university. This movement will favour his maximum social inclusion, allowing him to solve his problems in a more democratic and humanistic way. Finally, I also take into consideration the curriculum of contemporaneity in which identity, the condition of the orther, diversity, subjectivity, signification and discourse, knowledge and power, knoweledge and culture are all interrelated in the formation of the officer of the Academilia de Polícia Militar do Barro Branco. I also point out thematic areas for implementation in the curriculum of the course in order to extinguish or minimize the authoritarianism in the classroom. Mediation and evaluation of the course are also pointed out as one of the most important aspects to improve the cadet s formation, transforming him into a responsible, democratic and autonomous officer / O presente trabalho apresenta o processo de formação do oficial da Polícia Militar do Estado de São Paulo da Academia de Polícia Militar do Barro Branco, trazendo como tema o autoritarismo e a disciplina militar em sala de aula. Apoiando-se em Michel Foucault (na obra Vigiar e punir: nascimento da prisão), busca-se a compreensão desse autoritarismo em sala de aula a começar pela trajetória histórica da Polícia Militar. Trabalha-se com a hipótese de que, com a evolução históricocultural, a instituição responsável pela ordem pública teve de se forjar nos direitos humanos. Ao abordar os direitos humanos e a dignidade da pessoa humana no trato do policial militar com o cidadão, evidencia-se o equívoco do autoritarismo na formação do oficial militar, e ressalta-se a idéia de uma polícia comunitária como forma de contribuição na resolução dos conflitos sociais. Sustenta-se também, por conseqüência, que é essencial formar os oficiais na instituição militar e simultaneamente na universidade, para ocorrer a formação híbrida do cadete da Polícia Militar, adicionando ao caráter militar da disciplina e da hierarquia a formação universitária que lhe possibilitaria uma maior inserção na sociedade, favorecendo a resolução de seus problemas de maneira mais humana e democrática. Por fim, considera-se o currículo na contemporaneidade, articulando-se identidade, alteridade, diferença, subjetividade, significação e discurso, saber e poder, conhecimento e cultura, na formação do aluno oficial da Academia de Polícia Militar do Barro Branco. Também se propõem algumas áreas temáticas a serem implantadas no currículo do curso, a fim de extinguir ou diminuir o autoritarismo na sala de aula, e aponta-se a necessidade da medição e da avaliação do curso como um dos aspectos fundamentais para a melhoria na formação do cadete, contribuindo para que este possa se tornar um oficial responsável, democrático e autônomo

With respect to Human Rights, the concretion of citizenship in a Democratic State of Law passes by the role of the police - guaranteeing the social stability - in the investigation of criminal offenses, which should perform their duties in accordance with legal requirements, always grounded in the reflections that its actions could cause for the society. Thus, the analysis of the method of ostentatious, community and preventive policing expert, proactive action, consist of operational actions, the result of decomposition of certain criminal situations previously located, which should produce reduced sense of impunity. The studies were inspired by the Constitution of Brazil, in international and infra-constitucional treaties, considering the Fundamental Rights and Guarantees, Human Rights aimed at society and individuals that brighten the police actions. The Civil and Military Police, members of government agencies with roles and own specific regulations, are tasked to perform specialized ostensive and preventive policing, reflected on administrative law, stressing the duty of effectiveness and efficiency as the purpose of the public security organ. The proper profile of the acting professional in this procedure was described, highlighting the background and personal qualities necessary for the proper performance of the activity. We conducted, in a shortly panel, the effects of this form of policing in other countries and the relations of the officers responsible for it with the media. Brazil, guided by Democratic State of Law, since 1988, goes in search of a peaceful awareness among all citizens. And also advances in the search for structures, which reassure peace, strong, legalistic and legitimate. One of these structures is the Public Security, in this research highlighted in its operating agencies - Civil and Military Police. The adoption of specialized and intelligent policing, fully compliant and respectful of fundamental human rights standards, has as immediate goal, the reduction of violence, save lives by and large, cause a healthier, more peaceful and more respectful environment. If the institutions fail to function or become part of the problems, or even if the solution they present is not good or healthy, we have to change, replace, and, renew them. In pursuit of this innovation, the most important is the effective involvement of all police officers with Education, respecting the Fundamental Rights, Human Rights because only then you will get success in your institution, briefly, with effective crime prevention. We conclude that all these elements boots to a better, more humane, fairer and social world / Objetivou-se nesta pesquisa a análise sobre os aspectos históricos dos direitos humanos e segurança pública aplicados às atividades das polícias que integram a segurança pública no Estado. Com respeito aos direitos humanos, a concretização da cidadania num Estado Democrático de Direito passa pelo papel da polícia garantidora da estabilidade social na apuração das infrações penais, a qual deve desempenhar suas funções de acordo com as prescrições legais, sempre pautadas nos reflexos que sua atuação pode causar à sociedade. Assim, a análise do método de policiamento ostensivo, comunitário e preventivo especializado, uma ação proativa, consiste em atos operacionais, resultado da decomposição de certas situações criminais previamente localizadas, que deverão reduzir a sensação de impunidade. Os estudos foram inspirados na Constituição Federal de 1988, nos tratados internacionais e na legislação infraconstitucional, considerando-se os direitos e garantias fundamentais, os direitos humanos e os indivíduos que iluminam as ações policiais. As polícias civil e militar, órgãos integrantes da administração pública, com funções e regramentos próprios, são encarregadas de efetuar o policiamento ostensivo e preventivo especializado, refletido sobre o direito administrativo, realçando o dever de eficácia e eficiência como finalidade do órgão de segurança pública. Descreveu-se o perfil adequado ao profissional que atua nesse procedimento, com realce à sua formação e às qualidades pessoais necessárias para o bom desempenho da atividade policial. Um breve painel demonstra os efeitos dessa forma de policiamento em outros países e as relações dos policiais responsáveis por ele com a mídia. O Brasil, norteado pelo Estado Democrático de Direito, desde 1988, caminha em busca de uma consciência pacífica entre todos os cidadãos. Avança na procura de estruturas asseguradoras da paz, fortes, legalistas e legítimas. Uma destas estruturas é a segurança pública, nesta pesquisa, realçada em seus órgãos operacionais polícia civil e polícia militar. A adoção de policiamento especializado e inteligente, inteiramente cumpridor e respeitador das normas fundamentais de direitos humanos, tem por objetivo imediato reduzir a violência, salvar vidas em geral, proporcionar um ambiente mais saudável, pacífico e respeitoso. Se as instituições deixam de funcionar, passam a ser parte dos problemas, ou se a solução que apresentam não é boa, sadia, temos que mudá-las, substituí-las, inová-las. Na busca dessa inovação, o mais importante é o envolvimento eficaz de todos os policiais com a educação, respeitando os direitos fundamentais e os direitos humanos, pois só assim obterá o sucesso de sua instituição com a efetiva prevenção do crime.
