Les relations entre les Etats-Unis et l’Amérique latine entre 1988 et 2008 ont connu de nombreux bouleversements et chambardements. Les nombreuses raisons qui en sont les causes ont été abordées dans cette thèse. Après avoir étudié les enjeux théoriques de leurs relations nous nous sommes demandés si la politique étrangère était une politique publique comme les autres. Suite à une comparaison générale nous avons étudié les spécificités de l’aide publique au développement et le cas d’une théorie promue par George Bush Jr qui est la « diplomatie transformationnelle ». Dans un second temps, nous avons étudié les bouleversements diplomatiques apparus dans un certain nombre de pays de cette région du fait de l’arrivée de gouvernements de gauche. Les pages consacrées aux trois programmes élaborés par Washington dans les années 2000 (MCA, les deux plans Colombie et le Plan Merida) montrent leur originalité mais aussi leur application et leurs résultats mitigés tant du point de vue de l’efficacité, de l’efficience que de la consolidation des relations diplomatiques avec les pays de cette région. Enfin, nous avons décrit et analysé l’importance des enjeux énergétiques avec l’Amérique latine pour les Etats-Unis puis développé les raisons qui les poussent à vouloir constituer la ZLEA. Cela démontre l’imbrication des questions économiques, diplomatiques et sécuritaires pour les décideurs américains. / The relations between the United States and Latin America between 1988 and 2008 had known a lot of upheavals. The different reasons which were at the origin of that were approached in this dissertation. After having studied the theorical stakes concerning their relations we asked ourself if foreign policy was a classic public policy. Then, we studied development aid’s specificities and a theory promoted by George W. Bush which is the « transformational diplomacy ». In a second part, we studied diplomatical upheavals appeared in some countries of the region, consequence of the election of left wing governments. Pages dedicated to the three programs worked out by Washington during the 2000’s (MCA, both Colombian plans and Merida Initiative) showed the originality but also their application and their reserved results so much from the point of view of the efficiency and the consolidation of the diplomatical relations with the countries of this region. At last, we described and analyzed the importance the energy challenges with Latin America for the United States and developed reasons which urge them to want to constitute the FTAA. This show The interweaving of the economic, diplomatic and security questions for the American decision-makers.

布希時期美國外交政策之研究 / The Anlysis of American Foreign Policy During the Bush Era

The Bush administration was at the transition period of the world order: from cold war toward post-cold war era. During this period, many significant international events happened, which caused the structural change of international polictis. The purpose of this thesis is aimed at analysising the foreign policy desision making from 1989 to 1992. Through the building of decision making model, the author try to argure that the policy making pattern and process in this period has its features, and these factors influence the shape of American foreign policy.In this thesis, the author builded up the decision making model of Bush era. In order to test the model, the author put 8 cases to test the model. These cases are: the reunification of Germany; Beyond Containment; Tainanman Square case; the invasion of Panama; Gulf crisis; New World Order; the collapse of USSR; and Yogoslavia case.At the end, the author conclude that the foreign policy decision making is highly concentric, and personal factors influence much on the foreign policy decision making. The rule " Presidential dominant" still exist. Due to President Bush's foreign policy experience, the decision making was mainly made in the white house.

Kiekviena politinės lyderystės apraiška 1990 – 1991 metais vykusio Irako – Kuveito konflikto kontekste buvo skirtinga priklausomai nuo JAV, Didžiosios Britanijos, Prancūzijos ir Irako politinių lyderių asmeninių savybių, lyderiavimo motyvų, nuo skirtingai suvokiamų atskiros visuomenės tikslų įgyvendinimo specifikos, nuo tarptautinės grupės ypatybių ir kitų socialinių, politinių, ekonominių bei kultūrinių sąlygų. Vieni politiniais lyderiais tapo dėl asmeninio patrauklumo, charizmos, kiti atsidūrė tam tikru momentu tam tikroje situacijoje, treti veikė vedini savo asmeninių ambicijų. Kaip tik todėl magistro darbo objektas yra politinių lyderių vaidmuo Irako – Kuveito konflikte. Darbo aktualumas. 1990 – 1991 metais Persijos įlankoje netrūko radikalių permainų: pagrindiniu tikslu buvo laikomas Irako prezidento Sadamo Huseino nuvertimas, o tai reiškė, jog sąjungininkai privalėjo užimti Irako sostinę Bagdadą ir kontroliuoti visus strateginius jame esančius objektus. Būtent šioje situacijoje politiniams lyderiams atsirado puiki terpė pasireikšti. Magistro darbe aiškinamasi apie galingiausių to meto valstybių verbalinį ir fizinį ryšį, jų vykdomus ar ketinamus vykdyti veiksmus. Kadangi nebuvo ir vis dar nėra jokios paprastos lyderystės formulės ar griežtos mokslinės disciplinos, kuria būtų galėję vadovautis nagrinėjami politiniai lyderiai, tai tapo akstinu pažvelgti į šią problemą iš naujo. The conflict between Iraq and Kuwait in the end of XX century is not the exception. Amid growing tension between the two Persian Gulf neighbors, Saddam Hussein concluded that the United States and the rest of the outside world would not interfere to defend Kuwait. On August 2, 1990, Iraqi forces invaded Kuwait and quickly seized control of the small nation. Within days, the United States, along with the United Nations, demanded Iraq’s immediate withdrawal. U.S. and other UN member nations began deploying troops in Saudi Arabia within the week, and the worldwide coalition began to form under UN authority. On January 16, 1991, Allied forces began devastating bombing of Iraq and its forces in Kuwait. The Allied bombing sought to damage Iraq’s infrastructure so as to hinder its ability to make war while also hurting both civilian and military morale. Unfortunately, Allied air strikes and cruise missile attacks against Iraq proved more devastating than expected. When the Allied armies launched the ground war on February 23, the Iraqi occupation forces in Kuwait were already beaten. On March 3, 1991, Iraq accepted the terms of the cease-fire and the fighting ended. So the object of master‘s work has been the evaluation of the role, substantiality and particularity of political leaders during the conflict between Iraq and Kuwait in 1990 – 1991. Blurred (County) Lines: A Comprehensive Analysis of Voting Patterns in Florida at the County and Regional Levels from 1950 to 2012

Over the last sixty years, voting patterns in the United States have changed dramatically, and this is especially true in the state of Florida. Though there is some literature in the field of political science that outlines the voting and election history of Florida and identifies some trends, this literature is extremely limited and is not comprehensive of the data that is available up to the present day. This study seeks to find Florida’s voting patterns and to explain how they can be understood by both the casual observer and the political scientist. To do so, unique methodology was applied that used the "relative margin" of both a county and a region in a particular election to give the Democratic nominee’s performance context both in the election in question and in history, by comparing the actual margin of victory or defeat of the Democratic nominee to the statewide margin of victory or defeat. This was an illuminating process that ultimately revealed some truths about the election history of Florida: the counties and regions most likely to vote for Democratic nominees in the 1950s and early 1960 are now among the least likely to do so, and the counties and regions most likely to vote for Republican nominees in the 1950s and early 1960s are now considered to be "swing" or "tossup" areas that are regularly and alternatively won by Democratic and Republican nominees. Additionally, the pattern of each region in how it voted in presidential elections was compared to forty seven other states in the country to provide further context as to how the election patterns can be understood in context.
