Order and Leadership: Case Study Analyses and Typology Development Related to US Civil-Military Relations During the War on Terror

Thesis advisor: Timothy Crawford / This thesis focuses on United States civil-military relations during the first decade of the twenty-first century. It examines interactions between principal-level civilian and top-tier military leadership during three strategic decision-making moments. Each case involves examples of subjective civilian control. The author's goal is to investigate and then categorize the processes that were used, assessing how variables influenced the nature of subjective control. Qualitative process tracing is the primary methodology. The author focuses on available sources from myriad avenues including but not limited to journalism, memoirs, primary documents, and social science literature. Case study analysis identifies numerous variables. Presidential leadership and process organization were found to be the most influential, spanning from engaged to "delegatory" and orderly to ad-hoc, respectively. Correlations are identified between the variables. Then, theories from established literature are reviewed and applied when possible. Research finds that subjective civil-military relations became increasingly moderate and theoretically "pure" over each case, chronologically. The author uses his analysis to create new typologies of subjective civil-military control, focusing on the relationships between presidential leadership and process organization. The resulting typologies are intended to assist political scientists' identification and categorization of varying civil-military relationships on the subjective end of Huntington's spectrum. / Thesis (MA) — Boston College, 2013. / Submitted to: Boston College. O objetivo dessa tese é realizar uma análise geopolítica das operações militares empreendidas no primeiro mandato do Governo George Walker Bush, posterior aos ataques terroristas do Onze de Setembro em 2001. Entendemos que as estratégias adotadas nestes eventos foram resultantes do documento Orientação de Planejamento de Defesa produzido pelo Pentágono em 1992, logo após o fim da Guerra Fria. A hipótese que procuramos defender é de que as formulações geopolíticas que orientaram a Doutrina Truman durante a Guerra Fria estão presentes neste documento e foram mantidas como guias para planos de ação ao longo de toda a década de 90 e utilizadas como ferramentas analíticas na grande estratégia do Governo George Walker Bush. Para demonstrar esta hipótese realizamos primeiramente o resgate do pensamento geopolítico de Halford J. Mackinder e Nicholas J. Spykman, em seguida fizemos as conexões das idéias estratégicas existentes em vários documentos que estavam vigentes na década de 90; e por fim, verificamos como estas idéias puderam ser implementadas nas Operações Liberdade Infinita, na Guerra do Afeganistão, em 2001; e Operação Iraque Livre, na Guerra do Iraque, em 2003. A metodologia utilizada foi a pesquisa em fontes primárias apoiadas em documentos originais do Governo dos Estados Unidos e na literatura bibliográfica das obras basilares de Halford. J. Mackinder, Nicholas J. Spykman e Zbigniew Brzezinski para uma análise crítica dos modelos teóricos geopolíticos. / The objective of this thesis is to achieve a geopolitical analysis of the military operations undertaken in the first mandate of George Walker Bush government immediately after the terrorist attacks on september 11th, 2001. It is understood that the strategies adopted in those events were a result of the document Defense Planning Guidance by Pentagon in 1992, right after the end of the cold war. The hypothesis we intend to defend is that the geopolitical formulations that orientate the Truman Doctrine. In the period of the cold war are present in this document and were maintained as guides for action plans during all the decade of 90 and used as analytical tools in the great strategy of George Walker Bush government. In order to demonstrate this hypothesis, first of all we performed the redemption of the geopolitical thought of Halford J. Mackinder and Nicholas J. Spykman, followed by connections of the strategical existing ideas in several documents which were in effect in the decade of 90 and we finally verified how those ideas could be implemented in Operation Enduring Freedom in the Afghanistan war in 2001; and Operation Iraq Freedom in the war of Iraq in 2003. The used methodology was a research in primary sources sustained by original documents of The United States of America government and in the bibliografic literature of the basiliary work by Halford J. Mackinder, Nicholas J. Spykman and Zbigniew Brzezinski for a critical analysis of the theoretical geopolitical models.

Foreign Policy by Fiat: An Examination of the United States Decision Making Process on Iraq from 1990-1998

This thesis explores how the United States identified Iraq as a threat to its national interest from 1990 to 1998. The international relations literature is heavily skewed toward exploring the question of why states engage in conflict and neglecting how a country identifies a threat. Therefore, this thesis focuses on the threat identification policy process. This thesis examines two security moves – the Gulf War and the Iraq Liberation Act – and uses primary documents to reveal how the foreign policy apparatus concluded that Iraq was a threat. Through the two cases, I found that foreign policy decisions were made on an ad-hoc basis and government officials were much more likely to inflate the Iraqi threat. Future international relation scholars can use my thesis as a guideline when constructing studies on the threat identification process.

This was the first comprehensive doctoral dissertation on the George Bush Presidential Library Center at Texas A&M University. The Bush Presidential Library and Museum was the focal point. The purpose was to describe the global significance, work and educational contributions of the Bush Presidential Library while exploring its partnership with Texas A&M University. The primary data sources were: archival records, museum exhibits, interviews and my field work experiences. Beyond being a descriptive dissertation, this study offered unique hypotheses and conclusions. It examined the higher educational aspects of the Bush Presidential Library Center's operating context within Texas A&M University. These included the educational value of George Bush's career, the Bush Presidential Library's contents, and its benefits and technology use in educational programming. This study answered two unique hypotheses: how President Bush's liberation of Kuwait increased the Middle Eastern funding of presidential libraries and the Corps of Cadets' influence on President Bush's selection of Texas A&M University. George Bush's global presidency, distinguished international public service career and his world-changing, historical presidential achievements gave the Bush Presidential Library and Museum an extraordinary educational value. The data showed the educational value of, benefits of and technology's role in educational programming at the Bush Presidential Library and Museum. The global changes mirrored President Bush's career and his effort to combat terrorism. China's emergence as a world power was attributed to President Bush's career. The Bush Presidential Library and Museum is the core asset of the center. The data showed President Bush's liberation of Kuwait directly influenced the funding of his presidential library and the subsequent ones. The data showed the Texas A&M University Corps of Cadets' influence on President Bush's selection of Texas A&M University as the site for his presidential library. Texas A&M University is the best place for the George Bush Presidential Library Center. A university environment is the best place to host a presidential library.

"In the eye of the beholder- A didactic study of Swedish teachers and textbooks in history’s reasoning about nine eleven and its aftermath" by Emmy Johansson and Emma Svanström aims to show which picture both teachers and textbooks on elementary school and upper secondary school want to mediate on the subject. The study also strives to compare the teachers view with the textbooks. To achieve these goals the study uses materials from eight interviews and fifteen textbooks. The methods are a combination of interviews and textual analysis inspired by the scientist Elizabeth D. Herman. Comparison was also included in order to be able to compare teachers and textbooks. Content analysis and sentence centralization was used in order to analyze the materials. Finally the study used a combination of theoretical concepts which included history didactics, historically consciousness and facts about the production of textbooks. The results show that although there is a great variation in how teachers as well as textbooks reason about the subject there are also many similar thoughts and presentations. This is the case for as well teachers as textbooks and the comparison between them. The study also reveal that although teachers are skeptical about the textbooks they are both needed to form a good education. But such a combination would still leave some effects unmentioned to the students.
