M. Tech. Business Administration / Residents of the municipalities of Soshanguve, Mabopane and Winterveld townships in Tshwane have protested over poor municipal service delivery since 2008. Although attempts have been made by the three municipalities to address complaints made by residents, there are dissatisfactions among ordinary residents about poor service delivery. There are few studies conducted in this regard. The study was conducted in an attempt to identify and quantify factors that are known to affect the quality of municipal services in Soshanguve, Mabopane and Winterveld as a means of assessing and finding out if interventions carried out by local governments have resulted in positive outcomes. The key objective of study was to assess the quality of municipal services that are delivered to residents of Soshanguve, Mabopane and Winterveld municipalities with a view to identify the root causes of dissatisfaction and protests made by residents. The study places a particular emphasis on the delivery of water, power and sanitation services to residents living in Soshanguve, Mabopane and Winterveld.

Government Public Relations: A Quantitative Assessment of Government Public Relations Practitioner Roles and Public Relations Model Usage

This study attempts to identify how public relations are practiced in local governments. Traditional literature has stated that the public information model of public relations is the model of public relations practiced in local governments. This study also attempts to determine which roles are most common for lead communicators in municipal organizations governments. Based on Internet survey research methods, research findings indicated that while most practitioners stated they practiced a two-way communications model, they had the most expertise in the public information and press agentry models. The researcher also found that the role most often held by the highest ranking communicator was that of public relations manager, although they stated there was the most expertise in their department to do the things typical of public relations technicians. Low total population and response rates prevent confident generalization of the results of this study to the entire local government communicator population. The research contributes to the field of public relations in local government.

This thesis examines how local leaders in Detroit, Michigan attempted to use the Detroit Tigers' World Series victory in 1968 to repair the city's image following the 1967 riot. First, this study looks at the history of race relations in Detroit, beginning with the founding of the city in 1701. Second, it analyzes the 1967 riot, which, up to that point, was the most destructive urban riot in American history. Finally, this thesis examines the public relations campaign of local leaders in 1968. They tried, unsuccessfully, to convince the public that Detroit's race relations could be healed through a sense of unity that the Tigers' success brought about. This study argues that Detroit's racial problems ran too deep and lasted for too long for a single, transient sporting event to have any sort of permanent effect. / Department of History

本文旨在探討政府公關對記者間日常互動與危機運作,雖以政府公關為研究角度,然互動過程是你來我往的動態過程,不應只從單一面向研究,必須知曉雙方的立場與看法,才能較宏觀瞭解消息來源與記者兩者互動的情形。鑑於過去研究不是單從消息來源就是從記者角度出發,本研究以政府公關與記者為研究對象,探討政府公關日常對記者的互動關係與行為模式,而這些關係在危機時是否能為政府公關所用。 本研究以政府公關與記者的互動為分析資料,探討四個面向:第一,政府公關如何與記者互動,並且管理維繫雙方善意的關係;第二,政府公關影響新聞產製的方式;第三,政府公關與記者之間關係如何轉化為人脈、人情與信任而為之所用;第四,政府公關對記者日常互動往來,當政府公關面臨危機運作產生的效用或影響。 本研究採用深度訪談法,訪問政府公關與記者各三位,從中歸納出政府公關對記者的日常互動與危機運作,包括「政府公關與記者互動影響因素」、「政府公關操縱新聞產製」、「政府公關運用人際關係」以及政府公關面臨危機個案之運用。 / This study aims to analyze interactions of government public relations officers with journalists and crisis management. Although this study takes the viewpoints from the government public relations officers, as the interaction is a two-way dynamic communication process, we should examine the positions and perspectives of both parties so as to understand the real situations between them in a macroscopic method. Since the past studies take viewpoints from either sources or journalists, this study takes both government public relations officers and journalists as study objects, and discusses their behavior to see if the government public relations officers are able to utilize the relationships when crises take place. The study includes four aspects: (1) How government public relations officers interact with journalists and manage to maintain a fine relationship. (2) How government public relations officers affect the news production. (3) How the relationship between both sides converts into personal connections, sympathy and trust, which then can be utilized. (4) How the daily interactions benefit or impact crisis management of the government public relations officers. This study employs in-depth interview as the study method. The interviewees are three government public relations officers and three journalists. The study results indicate that the daily interactions between the two sides and crisis management can be divided into four parts: “the necessary elements of the interactions between government public relations officers and journalists”, “government public relations officers’ manipulation of news production”, “government public relations officers’ utilization of interpersonal connections”, and “the government public relations officers’ utilization of relationships when crises arise”.

Community development corporations : can local government do more towards building the capacity of their CDCs?

This thesis examines a comprehensive planning model to determine the level of citizen participation The purpose of this thesis was to document ways in which a local government can be a partner with its community development corporations (CDCs) rather than an obstacle. The paper used Indianapolis' CDCs and their support network as a case study. The research identified four needs of a CDC to build capacity: funding, technical assistance, political networking, and internal management. This document intended to find the sources of support to meet these needs in Indianapolis. In the end, the primary focus was not necessarily what local government gave to the CDCs, but how they delivered the needed resources.Interviews were conducted with several individuals in Indianapolis to explore the support network available to CDCs. Members of the Indianapolis support network included the Department of Metropolitan Development--Division of Community Development and Financial Services, the Indianapolis Neighborhood Housing Partnership (INHP), the Local Initiative Support Corporation (LISC), and the Indianapolis Coalition for Neighborhood Development (ICND). The questions asked of these individuals focused on how they fulfill the needs of the CDCs, and their perspective on the efforts of the local government.There are several characteristics and components to this support network in which another city could learn from or replicate. For instance, the local government should not be a reluctant supporter of it's CDCs. Building trust and long term relationships benefits the partnership between the city and CDCs. It is in the best interest of the CDCs if a local government encouraged a charitable environment. The local government needs to realize that the partnership with a CDC only works if there is a shared vision between the two. Finally, each member of the support network for the CDCs need to define what is really meant by the concept of partnership. / Department of Urban Planning
