Hybrid War: A Conceptual History Study : The meaning of hybrid war in the scholarly debate between 2008-2021

This thesis examines the meaning and construction of the debated concept of hybrid war/warfare in the existing scholarly literature. The identified research problem stems from the lack of reflection on the conceptual reasoning and thought that underpins the nature of war, which relates to the fact that a historical linguistic perspective is neglected in most studies on war. Through this study, conceptual history theory has demonstrated its utility in War Studies by illustrating the benefit of applying a historically focused lens on debated and contested concepts. Thus, demonstrating how both a synchronic and diachronic perspective is necessary to examine how the meaning and construction of a concept change over time.  The analysis aims to answer the question of how the meaning of the hybrid war concept has developed in the existing body of literature between 2008-2021. Based on the analysis, it was observed that the greatest shift in terms of the meaning and use of the concept occurred after the Russian annexation of Crimea in 2014. The previously optimistic anticipation of hybrid war in future was replaced with a more critical understanding of the concept itself, and the prospect of its future. All in all, the result of this thesis, beside the observed shift in the meaning and construction of the hybrid war concept, is that conceptual history theory can contribute to the understanding of contested and debated concepts related to the nature of war.

Det moderna kriget och de hybrida hoten : Ett problem för Sveriges nationella säkerhetsstrategi?

Under 2014 genomförde Ryssland framför ögonen på resten av världen en annektering av Krimhalvön i Ukraina. Västvärlden var i det som närmast kan beskrivas som en chock över detta offensiva beteende. Utan någon förvarning så flyttade Ryssland med stöd av "små gröna män" fram sina positioner på Krimhalvön. En ny taktik användes och strider blandades med andra medel och metoder i det som populärt kan uttryckas som gråzonen. Denna undersökning besvarar följande problemformulering med stöd av en kvalitativ textanalys i form av en dokumentundersökning. Utifrån ett säkerhetsstrategiskt perspektiv; Hur kan problamtiken med hybrida hot i gråzonen beskrivas och hur omhändertas dessa i den nationella säkerhetsstrategin? Genom att läsa i empiri och teori om gråzon, hybrida hot och säkerhetsstrategier skapar sig författarna en modell för analys. Denna analysmodell används sedan för att analysera den (Svenska) nationella säkerhetstrategin som publicerades 2017. Analysmodellen grundar sig på de av Treverton identifierade hybrida hoten: Desinformation, cyberattacker, ekonomiska påtryckningar, irreguljära beväpnade styrkor, reguljära beväpnade styrkor.Undersökningen visar att den nationella säkerhetsstrategin, trots en bristande tydlighet inom vissa områden och en bristande balans mellan mål, metoder och medel, identifierar och ger styrningar för omhändertagandet av de identifierade hybrida hoten. Vidare visar säkerhetsstrategin på en bred förståelse och tolkning av begreppen hybrida hot och gråzonen, utan att försöka definiera dessa komplexa begrepp. Då analysmodellen appliceras, belyses en möjlig hotbild; miljöhot. Resultaten av analysen visar också att det kan vara klokt att beskriva just de samtida hoten och utnyttjande av dessa, istället för att argumentera avseende definitioner. Författarna menar att det är av större vikt att skapa en större förståelse för fenomenen, i syfte att åstadkomma en allomfattande ansats för att motverka de verkliga effekterna av hoten. / In 2014 Russia, in front of the rest of the world, claimed and performed an annexing of Crimea. The larger parts of the western world were left in shock. Without any acknowledgment Russia moved forward with “little green men” and implied a different tactic. It was not officially war and nor peace, the fighting and the action took place in what was popularly named as the gray zone. This thesis is answering the following questions by using a qualitative document examination. From a strategic security perspective: How can the problem regarding hybrid threats in the gray zone be described and how does the national Swedish strategy respond to these threats? By reading and concluding existing theory about hybrid threats within the gray zone the authors have created their own model of analysis to utilize on the Swedish National Security Strategy. The model of analysis consists of the five main hybrid threats chosen from the theory presented by Treverton: Disinformation, Cyber-attacks, Economic pressure, Irregular armed forces and Regular forces.The thesis concludes that although unclear and found lacking in coherence regarding ends, ways and means; the National Security Strategy addresses and gives guidance on how to counter the effects of the above-mentioned threats. The Security Strategy also shows a consciousness regarding the complexity of the hybrid threats and the gray zone, without trying to define the actual area or methods utilized. When looked at through the model of analysis, it also highlights a possible new threat to be considered; environmental threats. The results of the analysis also indicate that it might be wise to use the term contemporary threats and the utilization of these, instead of arguing about definitions. The authors argue that it is of greater importance to create a larger understanding of the phenomena, in order to counter the actual effects by employing a truly comprehensive approach.

Situated Information and Communication Moralities : An Investigation into the Personal Use of the Internet in the Office Workplace

Cette thèse remet en question la perception négative, dominante dans la littérature et largement répandue dans les organisations, de l'utilisation personnelle d'Internet au travail. Une étude de cas a été réalisée auprès d’environ 80 d’employés et superviseurs dans un bureau d’un département du gouvernement canadien. La thèse confirme que, non seulement ces employés de bureau transgressaient-ils régulièrement des règles explicites conçus pour cadrer l’utilisation des technologies d’information et de communication (TIC), ces comportements étaient largement tolérés au sein du département. L’analyse des pratiques et interactions quotidiennes a révélé une relation entre des gestionnaires et leur personnel basée sur une confiance réciproque, mais pas absolue. Il ressort une moralité située fondée sur la promotion du professionnalisme et le maintien de la productivité. Le relâchement de contraintes organisationnelles autour de l’utilisation de l’Internet à des fins personnelles est utilisé comme outil de gestion par les superviseurs et cette flexibilité accrue est bien accueillie par les employés pour des raisons à la fois pragmatiques et psychologiques. Une sondage, des entretiens approfondis avec un certain nombre d’employés et gestionnaires et l’observation participante ont révélé un désir de paraître professionnel malgré les activités non liées au travail; une perception généralisée de l’utilisation d'Internet comme compensation informelle pour temps et effort; et un sens partagé de confiance entre des salariés et leurs superviseurs, ce qui favorise la satisfaction au travail et productivité. Avec ces observations, on offre des éléments de réponse pour expliquer comment les employés de bureau négocient ce qui est acceptable en termes de leur utilisation d’Internet non liée au travail, et comment les gestionnaires justifient leur application subjective des règles à ce sujet. Finalement, la recherche montre que l'utilisation personnelle d’Internet au travail peut rapporter des bénéfices et ne devrait donc pas toujours être vu comme du "cyber-loafing" ou du "time banditry" comme la littérature l’a principalement représentée depuis que l’Internet est arrivé massivement sur les lieux du travail. La forme et la faisabilité de restrictions organisationnelles sur ces pratiques devront faire objet de réflexion dans le contexte de brouillage accru de frontières entre le travail et la vie personnelle des employés de bureau du 21e siècle. / This case-study investigation challenges the negative perception by organizations and researchers towards the personal use of the Internet in the workplace. While confirming that office employees in the field site were breaking explicit rules governing the use of information and communication technologies (ICT), this thesis provides evidence of informal relations between managers and their staff built on a tacit toleration of rule-violation. Their daily practices and interactions revealed a relationship that was shown to satisfy the conditions of a situated morality in promoting desired occupational identities and relaxing organizational constraints. Survey results, interview responses and observations of about 80 office workers and supervisors in a Canadian government department uncovered a desire to appear professional in spite of the non-work-related activity; Internet use as an informal compensation for time and effort; and a shared sense of trust to foster job satisfaction and productivity. Through these findings, answers are offered to explain how office workers negotiate what is acceptable in terms of non-work-related Internet use, and how supervisors justify their subjective enforcement of rules. Lastly, the research showed that personal Internet use in the workplace can yield positive outcomes and should not always be seen as “cyber-loafing” or “time banditry” as the literature has predominantly portrayed it since the Internet age entered the workplace. Lastly, this thesis raises questions as to the value of employee monitoring and organizational restrictions amid the increasing blurring of work and personal lives of 21st Century office workers.

Att skapa strategi i gråzonen : En scenariobaserad intervjustudie om militära råd till politiska mottagare / Creating strategy in the gray zone : A scenario-based interview study on military advice to policymakers

The relationship between a country's political decision-making and top military leadership is central, but also debated. Not least whether the military side should take political life into account and to what extent one should become a part of it. This essay aims to increase the understanding of the challenges of the military-political relationship, focusing on the borderland between peace and war that is usually described as a gray zone. Through scenario-based interviews with senior officials and politicians within the Swedish government and government office, it is investigated what impact a gray zone problem can have on the military advice provided. By combining a future scenario with interviews, an empirical material unique to the research field is created. The results show that the gray zone affects the strategic decision-making process, but not really by adding any completely new challenges, but mainly by strengthening and partly developing existing ones. The logic of peace, rather than war, on strategy should therefore form the basis for how the gray zone is viewed from a decision-making process perspective. The gray zone's character of ambiguity creates and reinforces tensions between different actors in the strategy process, which in turn risks delaying strategic decisions. The ambiguities arise mainly in three areas: the view of the strategic problem, the political consequences and the organization that will deal with the gray zone. Some of the ambiguities are amplified by the opponent, while others are more the result of internal factors. In order to reduce the negative effects of the gray zone problem, a much closer integration between the military and politics is proposed than in peacetime: policy-making must take place jointly and traditional boundaries need to be redrawn. The key is spelled relationships and these must be created and maintained in good time before the gray zone enters. / Relationen mellan ett lands politiska beslutsfattning och högsta militärledning är central, men också omdebatterad. Inte minst huruvida den militära sidan ska ta hänsyn till det politiska livet och i vilken grad man själv ska bli en del av detta. Denna uppsats syftar till att öka förståelsen för den militär-politiska relationens utmaningar, med fokus på det gränsland mellan fred och krig som brukar betecknas som en gråzon. Genom scenariobaserade intervjuer med högre tjänstemän och politiker inom Sveriges regering och regeringskansli undersöks vilken påverkan en gråzonsproblematik kan ha på de militära råd som lämnas. Genom att kombinera ett framtidsscenario med intervjuer skapas ett för forskningsfältet unikt empiriskt material. Resultatet visar att gråzonen påverkar den strategiska beslutsprocessen men egentligen inte genom att tillföra några helt nya utmaningar, utan främst genom att förstärka och till del utveckla redan existerande. Fredens, snarare än krigets, logik på strategi bör därför ligga till grund för hur gråzonen betraktas ur ett beslutsprocessperspektiv. Gråzonens karaktär av otydlighet skapar och förstärker spänningar mellan olika aktörer inom strategiprocessen, som i sin tur riskerar att försena strategiska beslut. Otydligheterna uppstår främst inom tre områden: synen på det strategiska problemet, de politiska konsekvenserna och den organisation som ska hantera gråzonen. Vissa av otydligheterna förstärks av motståndaren, medan andra mer är ett resultat av interna faktorer. För att minska gråzonsproblematikens negativa effekter föreslås en betydligt närmare integrering mellan militär och politik än i fredstid: policyskapandet måste ske gemensamt och traditionella gränser behöver dras om. Nyckeln stavas relati-oner och dessa måste skapas och underhållas i god tid innan gråzonen träder in.

日本產業競爭力強化法之研究—兼論我國金融科技發展與創新實驗條例— / A Study of Japan’s Act on Strengthening Industrial Competitiveness: Focusing on the Comparison of Taiwan’s Act on Financial Technology Innovations and Experiments

金融科技在近年來已成為企業界與學術界所討論的顯學,但如何有效兼顧監理、法令遵循與促進產業發展,並因應創新商業模式,設計出法規與監理措施,已成為一道難題。基於上述背景,監理沙盒的概念與制度應運而生。我國版的金融監理沙盒,已於2018年1月31日公布。然而,除了金融科技創新,其他產業同樣有創新的必要,在面臨既有法規的限制,同樣有所掣肘。金融科技以外的領域,是否有類似「監理沙盒」的機制,在不分產業別的狀況下,應用在創新的實驗?日本在2014年1月20日起施行的「產業競爭力強化法」,用於創新技術或服務的「企業實證特例制度」及「灰色地帶消除制度」兩項機制,即為不限金融科技領域,適用於各個產業的沙盒制度。 本研究透過檢視日本產業競爭力強化法,深究其內容及機制的優缺點,與推行實績及具體的兩個個案後,據以反思我國是否可透過參考「灰色地帶消除制度」、「企業實證特例制度」的運作,與各產業內的潛在創新者更緊密合作,以有利於未來當主管機關面臨創新與法規的衝撞時,掌握對於各產業的影響。回歸我國法制,本研究針對「金融科技發展與創新實驗條例草案」,包括立法目的、概要,條例中的申請及審查、監督及管理,及實驗期間法令之排除適用及法律責任豁免等議題進行研析,並針對日本推動新事業活動特例措施,與我國金融科技發展與創新實驗條例,進行比較。同時亦將監理沙盒模擬演練的過程中,針對演練的架構、步驟、實際狀況、回饋與心得,提出歸納成果,並針對業者與主管機關進行協商與溝通的階段,歸納出具有邏輯性與合理性的執行步驟與方法論,做為當業者在準備階段與主管機關往返溝通與提案時的參考。 本研究認為,當創新與科技在與金融結合時,創新服務與法規監管的本質不同,所造成的緊張與衝突在所難免,也因此更應該體認到數位時代下主管機關對於法規調適與鬆綁之必要性。在臚列我國於發展第三方支付立法的經驗作為前車之鑑,及剖析日本產業競爭強化法的制度與實績作為他山之石後,本研究認為新創事業無論在籌備階段、實驗階段、營運階段,對於法規的特例需求的確不同於一般事業。因此政府應秉持以下三項原則予以協助:(一)法規對新創企業應更友善且主動輔導、(二)抱持產業永續發展的思維看待新創產業、(三)消費者權益維護與企業營運必須兼顧。 本研究的另一研究結果為,經過個案模擬演練的操作後,歸納並提出七個執行步驟,並建議業者可針對此七個步驟進行腦力激盪與預先演練模擬,在有限的時間內以最高的效率備齊相關文件,以減少審核等待期。最後,本研究認為,業者與主管機關在議題協商時須充分考量有關於創新、業務、消保、法遵等四個面向的議題,且以公私協力的前提下,隨時調整並良性溝通。而主管機關更應加速金融科技的法規革新速度,並適度鬆綁不適用的法規,創造一個對於新創產業相對友善的法規環境,協助新創業者在業務上的發展,使我國能在金融科技戰場上決勝。 / In recent years, financial technology, aka FinTech, has become a significant study discussed by industries and academics. However, how to effectively manage supervisory, compliance with laws and promote industrial development, and how to design regulatory and supervisory measures in response to innovative business models have become a big challenge. Based on the abovementioned facts, the concept of Regulatory Sandbox came into being. Taiwan’s Act on Financial Technology Innovations and Experiments was released on January 31, 2018. Besides FinTech, innovation is equally necessary and indispensable for other industries that also restrained by the limitations of the existing laws and regulations. Are there any mechanisms similar with Regulatory Sandbox for those innovators in other industries? Japan released the Act on Strengthening Industrial Competitiveness on January 20, 2014, which provided two mechanisms, Special System for Corporate Field Tests and System to Remove Gray Zone Areas, for innovative technologies and services for all industries. This essay targets Japan’s and Taiwan’s Acts on Financial Technology Innovations as research objectives, discusses the investigations in both countuires, and provides suggestions for future works. Firstly, this study explores the strengths and weaknesses of its contents and mechanisms by examining Japan’s Act on Strengthening Industrial Competitiveness, and aims at extending the practical angle to Taiwan for the future when facing the conflict between innovation and regulation. Secondly, the essay aims at studying Taiwan’s Act on Financial Technology Innovations and Experiments, and comparing the differences between Japan’s and Taiwan’s Acts. Finally, by observing the results of sandbox simulation exercises, this study elaborates implemental procedures, and logical methodologies as a reference for practitioners to communicate with and submit proposals to the authorities during the preparatory phase. Due to the nature difference of innovation technology and financial supervision, it is considered that the tensions and conflicts are inevitable. Therefore, it is more necessary to amend the existing regulations or even deregulate for start-up. Furthermore, by learning from Taiwan's experience in developing third-party payment legislation and Japan's legislations and actual practices released, this study obtains that deregulation and coordination from government agencies considered highly important to startup operators in every stage. In terms of industry development, further suggestions are concluded in this research for government agencies, including (1) laws and regulations should be more friendly for new start-up, (2) to maintain the sustainable development of start-up industries and operators, and (3)-to achieve balance between the protection of consumer rights and business continuity. After conducting sandbox case simulation exercises, this essay proposes seven procedures for start-up to efficiently go through with internal brainstorming while in preparation stage under a limited time. The last part of the study sets out four topics for practitioners and the competent authorities that are related to innovation, business, consumer protection and law compliance when negotiating the regulatory issues during experiments, hoping to provide a solid methodology beneficial to FinTech practitioners.
