The study was an assessment to determine the health rehabilitation interventions employed by Zimbabwe health actors between 2009 and 2011. It also was to ascertain the extent to which the interventions met criteria for effective rehabilitation, and that includes, health rehabilitation should ease the transition between health humanitarian and health development. Data was collected through interviewing health actors and review of policy documents while a vulnerability analysis approach was applied. The study revealed that, while the implemented health recovery interventions resulted in halting the health crisis, their role in facilitating progress towards health development was marginal. There were clear humanitarian residual issues and evidence of weak areas of the health system. A clear pathway needed to be mapped by actors, particularly policy makers to ensure effective rehabilitation. However, this seemed to lack in some areas. Developing countries and humanitarian intervention in international society after the Cold WarVirk, Kudrat January 2010 (has links)
This thesis examines the policies, positions, and perspectives of developing countries on the emerging norm of humanitarian intervention after the Cold War, focusing on the period between 1991 and 2001. In doing so, it questions the role of opposition that conventional wisdom has allotted to them as parochial defenders of sovereignty. Instead, the thesis reveals variation and complexity, which militates against defining the South, or the issues that humanitarian intervention raises, in simplistic either-or terms. Part I draws on insights about ‘sovereignty as what states make of it’ to break the classic pluralism-solidarism impasse that has otherwise stymied the conversation on humanitarian intervention and confined the South as a whole to a ‘black box’ labelled rejectionism. It reconstructs the empirical record of developing countries at large on six cases of military intervention (northern Iraq, Somalia, Haiti, Sierra Leone, Kosovo, and East Timor), revealing variation that defies easy categorization. It also charts a cumulative and dynamic trend within the South towards a grey area between pluralism and solidarism that shows how these were not diametrically opposed positions. Following from that, Part II looks in-depth at India and Argentina. Whereas Argentina accepted the idea of humanitarian intervention, India remained reluctant to countenance it and persistently objected to the development of a new rule in its favour. Part II argues that the level of congruence between the emerging norm and the two countries’ prevailing values, aspirations, and historically constructed ways of thinking played a key role in determining the different levels of acceptance that the idea found with them. Part III delves deeper into the substance of their views. It shows how neither country constructed mutually exclusive choices between pluralism and solidarism, sovereignty and human rights, and intervention and non-intervention. Rather, both exhibited an acute awareness of the dilemmas of protecting human rights in a society of states, and a wariness of yes-no answers. Cumulatively, this thesis thus points away from thinking about the South itself as a given category with clear, shared or pre-determined ideas, and towards a more nuanced and inclusive conversation on humanitarian intervention.

Plus de vingt-six ans après la publication de l’Agenda pour la paix par les Nations-unies, les opérations de stabilisation et de reconstruction menées en Afghanistan et en Iraq marquent une plus grande implication des forces armées dans les opérations de consolidation de la paix. De la conduite des hostilités au maintien de l’ordre dans le cadre de la stabilisation, à la fourniture de projets d’assistance et de développement à la population et de reconstruction de l’État, le rôle des armées s’est avéré central. Dans des situations, où l’État souverain connaît une transformation et une reconstruction de ses institutions, les forces intervenantes endossent un double rôle de « belligérant » face à des insurrections contestant la légitimité du nouvel ordre politique établit après les interventions, et de « souverain » prenant en charge les prérogatives souveraines tant sécuritaires que providentielles des États hôtes. À travers une étude des doctrines et pratiques américaine, britannique et française de ces opérations en Afghanistan et en Iraq, cette thèse a pour objet de définir les défis au droit international créé par ce double rôle des armées lors de situations transitionnelles entre guerre et paix. Face au constat d'’incertitude tant opérationnelle que juridique caractérisant ces opérations, la thèse propose de construire un cadre juridique régulant les activités des forces armées sur ces terrains, fondé sur le droit des droits de l’homme comme lex favorabilis. A partir de cette proposition, des lignes de conduite sont déduites pour traduire les obligations juridiques découlant de l’application des droits de l’homme en règles opérationnelles / More than twenty-six years after the United Nations' released the "Agenda for peace", stabilisation and reconstruction efforts in Afghanistan and Iraq have been marked by a greater involvement of armed forces in peace enforcement and peace building operations. From the conduct of hostilities to law enforcement operations to stabilise the country, to the provision of assistance and development to the population as well as State reconstruction, the role of the military became central. In situations where the sovereign state is undergoing a transformation and a reconstruction of its institutions, the intervening forces assume a dual role of “belligerent” in the face of insurrections challenging the legitimacy of the new political order established by the interventions on one hand, and of “sovereign” role taking over the host States' responsibilities in both its security and welfare functions. Based on a study of “post-conflict stabilisation and reconstruction” doctrines as interpreted and implemented by the armies of the United States of America, the United Kingdom and France in Afghanistan and Iraq, this thesis aims to define the challenges to international law created by this dual role of the military in transitional situations between war and peace. Faced with the operational and legal uncertainty characterising these operations, this thesis proposes a human-rights based legal framework to regulate armed forces activities, using human rights law as a lex favorabilis. The aim of this thesis is to discuss the concepts of humanitarian intervention and the responsibility to protect (R2P), and; to investigate how best to apply the concepts in the face of humanitarian crises, in order to address concerns about their implementation. The failure of the Security Council to react to grave human rights abuses committed in the humanitarian crises of the 1990s, including Iraq (1991), Somalia (1992), Rwanda (1994), Bosnia (1993-1995) Haiti (1994-1997), and Kosovo (1999),triggered international debatesabout: how the international community should react when the fundamental human rights of populations are grossly and systematically violated within the boundaries of sovereign states, and; the need for a reappraisal of armed humanitarian intervention. Central to the debate was whether the international community should continue to adhere unconditionally to the principle of non-intervention enshrined in Article 2(7) of the UN Charter, or take a different course in the interest of human rights. The debate culminated in the establishment of the Canadian International Commission on Intervention and State Sovereignty (ICISS) in 2000, with the mandate to find a balance between respect for sovereignty and intervention, for purposes of protecting human rights.
Much of the scholarly literature on military intervention for human protection purposes deals with the legality and legitimacy of the military dimension of the concepts. The significance of the thesis is that: it focusesthe investigation on the potential abuse of the use of force for human protection purposes, when moral arguments are used to justify an intervention that is primarily motivated by the interests of the intervener, and; the propensity to use disproportionate force in the attainment of the stated objective of human protection, by powerful intervening states. The central argument of the thesis is that there are double standards, selectivity, abuses, andindiscriminate and disproportionate use of force in the implementation of R2P by powerful countries, and; that, whether a military intervention is unilateral, or sanctioned by the UN Security Council, there is the potential for abuse, and in addition, disproportionate force may be used.The thesis makes recommendations to address these concerns, in order to ensure the survival of the concept. / Public, Constitutional and International Law / LL.D.

Applying the Care Group Model in relief contexts : case studies in South Sudan and SomaliaDamaris, Peter 11 1900 (has links)
Text in English / This study analyses the application of a community based intervention, the Care Group (CG) model, in relief work in Somalia and South Sudan. On the basis of expert interviews and a variety of documents it was researched whether the CG model is applicable to the context mentioned or if adaptations would be necessary.
An increase in prolonged crises challenges humanitarian action to adapt relief work to longer-term interventions. The concept of combining the strengths of development cooperation and humanitarian action - Linking Relief, Rehabilitation and Development - is looked at in this study. Furthermore, for example, the asset-based community development approach, humanitarian work and characteristics of a protracted crisis were explored as the theoretical back-ground.
The findings and the conclusion of this research may provide inputs for other humanitarian NGOs that are working in chronic conflict situations and being confronted with the need to introduce a long-term method for Behaviour Change Communication. / Development Studies / M.A. (Development Studies)

Creating community structures for sustainable social reintegration of child soldiers in LiberiaMutiti, Alfred Stuart 21 August 2014 (has links)
The study is about how to work with and create community structures for effective and sustainable social reintegration of Children Associated with Armed Forces and Armed Groups (CAAFAG), also called child soldiers in Liberia. It analyses the community structures which were engaged in the Disarmament, Demobilisation, Rehabilitation and Reintegration processes and questions whether these were premised on community values and norms. The study challenges some of the existing practices of working with community structures in reintegration programmes.
The Structural-functionalist perspective is used as theoretical framework of the study based on the notion that social events, like DDRR programmes can best be explained in terms of the functions they perform or the contributions they make towards stability and continuity of societies where child soldiers are to be reintegrated.
The study adopts a qualitative methodology to investigate community structures to reintegrate child soldiers in an effective, sustainable way. Different related research techniques, or triangulation, are used referring to a combination of mainly qualitative methods of data collection and analyses. Focus group discussions, in-depth interviews and documentary sources have different complementary strengths which are more comprehensive when used together.
The findings indicated that children of all ages were “recruited” by armed groups and forces for diverse reasons. The findings confirmed children going through difficult experiences as they participated and supervised over violence. The war disoriented children‟s socialization processes. In some situations they returned to dysfunctional communities, without adequate support systems. The humanitarian led community approaches delivered results, however, these were short-lived. The engagement of the community structures was not based on clear community analysis. The intended manifest functions of the DDRR programmes and reintegration objectives for sustainability were eventually dysfunctional in most cases.
The study‟s major recommendation is that a careful analysis of existing community structures, identification and engagement of positive community networks be made and that comprehensive capacity building programmes, built on societal values and norms nested within a National Planning Policy framework, will deliver durable and sustainable social reintegration of child soldiers in Liberia. / Sociology / D.Litt. et Phil. Assessment of the availability of public health services in humanitarian responses in Gambella, EthiopiaDeng Chuol Yiech 06 1900 (has links)
The purpose of the research was to assess the availability of public health services in response to humanitarian crises in Gambella, Ethiopia. This informed the development of a public health service protocol for humanitarian emergency responses in Ethiopia. The objectives of the study were explored and identify current humanitarian health emergency needs and responses, describe the availability of public health services required for humanitarian emergency responses, study and critically analyse different humanitarian responses in respect of health care services and related protocols in other countries, develop a context-specific and needs-based protocol for humanitarian emergency responses in Gambella, Ethiopia, clarify the policy and programme implications of such a protocol.
A mixed-method research design was used to conduct the study. Data were collected from 32 health facilities to assess the availability of required resources and public health services. A checklist and in-depth interview guide were used to collect the data.
The quantitative data were analysed using simple descriptive statistics using frequency distribution tables and graphs. Thematic analysis was employed to analyse the qualitative data.
The study revealed a lack of resources which threatened the availability of public health services in humanitarian emergencies. The ever-increasing number of refugees overstretched the limited resources, leading to stockouts of medicines, other health commodities and equipment. The absence of emergency preparedness, poor coordination of services, coupled with a lack of integration of services exacerbated public health service delivery.
The study findings informed the development of a public health service protocol for humanitarian responses in Ethiopia. The study further recommended further research on other factors that might affect humanitarian responses and coordination. / Health Studies / Ph. D. (Public Health)

Yet, the Red Cross Society of the Republic of China is not a member of the International Committee of the Red Cross (ICRC). After the 921 earthquake in 1999, International Federation of Red Cross and Red Crescent Societies not only offered emergent aid to Taiwan but also helped develop the “Disaster Preparedness Project of the Red Cross Society of the Republic of China.” The recovery program for the Tsunami in South Asia in 2004 is the first time that The Red Cross Society of the Republic of China participated in international humanitarian actions. In recent years, the number of humanitarian NGOs in Taiwan is rising and flourishing. Meanwhile, the Red Cross Society of the Republic of China is facing a lot of challenges.
This thesis will first analyze the strategy of the Red Cross Society of the Republic of China in carrying out humanitarian assistance. Then, the effectiveness of this strategy will be evaluated. Finally, the thesis will examine the challenges that have confronted the Red Cross Society of the Republic of China.

EU Actorness with and within Southeast Asia in light of Non-traditional Security ChallengesMaier-Knapp, Naila January 2013 (has links)
Nearly four decades of the Association of Southeast Asian Nations (ASEAN)-European Union (EU) relationship have witnessed the importance of ideas and identity alongside the economic interests in shaping the behaviour of the two sides. The study takes interest in understanding the EU’s actorness and the EU as a normative actor with and within Southeast Asia through a reflectivist lens. The thesis is an attempt to provide a new perspective on a relationship commonly assessed from an economic angle. It outlines the opportunity of non-traditional security (NTS) challenges to enhance EU actorness and normative influence in Southeast Asia.
Against this backdrop, the study explores the dialogue and cooperative initiatives of two regions, which attach relatively little salience to each other. The study employs a NTS lens and draws upon the case of the Asian Financial Crisis of 1997-98, the haze in relation to forest governance, the Bali bombings of 2002 and the political conflict in Aceh. The study assumes that these NTS issues can stimulate processes of threat convergence as well as threat ‘othering’. It argues that these processes enhance European engagement in Southeast Asia and contribute to shaping regional stability in Southeast Asia. Furthermore, NTS crises present situations, where norms can become unstable, contested and substituted. This allows us to better examine the EU as a normative actor.
To establish an understanding of the EU’s actorness and the EU as a normative actor, the empirical evidence will focus on the threat perceptions, motivations of action and activities of the EU and its member states. For the purpose of differentiating the EU as a normative actor, the study will also include the discussion of the normative objectives and behaviours of the EU and its member states and apply a reflectivist theoretical framework.
Hypothetically, NTS crises trigger external assistance and normative influence and thus, they offer an opportunity to establish a more nuanced picture of the EU in the region. At the same time, the study acknowledges that there are a variety of constraints and variables that complicate the EU’s actorness. The thesis seeks to identify and discuss these. So far, scholarly publications have failed to apply the NTS perspective systematically. This thesis provides the first monograph-length treatment of the EU in Southeast Asia through a NTS and reflectivist lens.
