This dissertation is devoted to an approaches, methods and tools for effective use of cultural capital as a source of municipal economic development in historical city. Cultural capital is an important source of region economic development; it is original, unique and part of each country and city wealthy, and that is why its effective use brings considerable economical benefit by increasing the attractiveness for tourists and investors. Cultural capital is the source of small and medium enterprises development. In this thesis is carried out the research of specific problems, to which faced the historical part of Tbilisi; are discussed the managerial and economical procedures which will contribute to the development of the historical part of Tbilisi.

São João Del-Rei: tensões e conflitos na articulação entre o passado e o progresso / São João del-Rei city: tensions and conflicts in the articulation between past and progress

Trata da inserção da cidade de São João del-Rei, Minas Gerais, no processo de construção da identidade nacional, através da ação do Serviço do Patrimônio Histórico e Artístico Nacional (SPHAN). Nesta pesquisa são analisados os conflitos em torno de um casarão remanescente do século XIX, que pertenceu ao Comendador João Antônio da Silva Mourão, disputado de um lado por uma empresa local, a Companhia Interestadual de Melhoramentos e Obras S.A. (CIMOSA) e, por outro, pelo SPHAN. Para tanto, faz-se um retrocesso em busca das formas de representação da cidade. Primeiramente, aquela construída e alimentada durante a primeira metade do século XX, por agentes com capacidade para interferir no seu espaço urbano, de cunho progressista. Em segundo lugar, são investigadas as representações dos modernistas brasileiros que se envolveram com a construção de uma identidade nacional com base no passado, em um período que compreende a viagem de \"(re) descoberta do Brasil\", realizada em 1924, até a criação do SPHAN, em 1937. A partir daí, tem-se a confrontação destas representações e interesses - progressistas e preservacionistas - que culminou com a criação do Museu Regional de São João del- Rei, gerido pelo SPHAN. / This research deals with the insertion of São João del-Rei´s city, in Minas Gerais, in the process of national identity\'s construction through the action of the National Artistic and Historic Patrimony (SPHAN). The conflicts involving a reminiscent house from the 19th century - owned by the Commendator João Antônio da Silva Mourão, disputed in one side by a local company, (the improvement state company - Companhia Interestadual de Melhoramentos e Obras S.A. - CIMOSA) and in the other side by the SPHAN - are analyzed. This way, a retrocession in order to find the city\'s way of representation is proposed: first, that one built and maintained during the first half of the XX century by agents capable of interfering on its urban space, in a progressive perspective. Then, the representations of brazilian modernists who got involved in the construction process of a national identity based in the past - in a period that comprehends the journey of \"Brazil\'s (re) discovery\" in 1924, until the foundation of SPHAN, in 1937 - are investigated. From that period on, there is a confrontation between these representations and interests - progressists and preservationists - which culminates with the creation of São João del-Rei\'s Regional Museum, managed by SPHAN.

Categorising a historic building stock - an interdisciplinary approach

The EU Directive for building energy performance requires all member states to reduce energy consumption and CO2 emissions in the existing building stock. A key instrument in achieving this is using building stock modelling as a tool for planning and development of policies. But since the building stock as a whole is a complex element to study, new interdisciplinary methods are required to facilitate a sustainable management of the built heritage. Moreover, as the goal of energy conservation is brought into a supposed conflict with the built heritage, the field of integrated conservation has a responsibility to be a part of the development of such methods. This thesis accordingly investigates state-of-the-art building stock models from several disciplines with the aim of developing a new method for categorising historic building stocks. The historic buildings in the case study of World Heritage Site Visby, Sweden, were surveyed and triangulated using e.g. on-site inspections, digital cadastre maps, the national EPC database and existing inventories, ultimately leading to 1048 buildings from before 1945 being included in a new inventory. This inventory, along with tools acquired from previous buildings stock models, enabled an iterative process to develop and validate the new categorisation method. The proposed method itself is based on the principal idea of categorisation where the building stock is represented by a limited number of categories which allow for further typology investigations, e.g. energy modelling, and extrapolation back to district level. The results show that the building stock can be represented by nine physical categories covering 86 % of the total number of buildings, and 70 % of the entire building volume. To encompass aspects regarding cultural heritage significance, the respective historic character of the buildings are assessed and described by combining statistical information and the Conservation plan of Visby. In all, the method shows to provide a supportive platform for investigations of a trade-off between energy conservation on one hand and building conservation on the other. / EFFESUS / Spara och Bevara

La plaza en la ciudad histórica. Análisis tipológico de la plaza histórica en la Región de Murcia. Criterios de intervención

[ES] El objeto de estudio de la presente tesis es la plaza urbana en el contexto de la ciudad histórica, entendida como espacio urbano históricamente configurado y aceptado socialmente como tal. El estudio se centra en la plaza como elemento estructurante de la ciudad, relacionada con su constitución, origen y principios organizadores. Se analizan las intervenciones planificadoras sobre la ciudad histórica tratando de descubrir criterios de intervención en el patrimonio urbanístico aplicables al ejercicio y la práctica profesional, en un estudio centrado en los límites administrativos de la Comunidad de Murcia. La práctica del urbanismo se considera en el marco de este estudio, como una actividad necesitada de criterios de actuación al margen de las determinaciones legales y reglamentarias de obligado cumplimiento. No se trata de expedir recetas, sino de encontrar principios y fundamentos para una práctica urbanística responsable. Esta tesis quiere servir también para divulgar los valores del patrimonio artístico, maltratado muchas veces por actuaciones incontroladas de la administración, a quien compete poner en marcha programas de recuperación de espacios públicos como piezas significativas de la ciudad histórica, al tiempo que se potencia una "cultura espacial" que contribuya a enriquecer estéticamente nuestro entorno urbano. / [EN] The subject of this thesis is the urban square in the context of the historic city, understood as an urban space historically configured and socially accepted as such. The study focuses on the square as a structuring element of the city, related to its constitution, origin and organizing principles. The planning interventions on the historic city are analyzed trying to discover criteria of intervention in the urban heritage applicable to the exercise and professional practice, with a focus on the administrative limits of the Community of Murcia. The practice of urban planning is considered within the framework of this study as an activity in need of performance criteria outside the legal and regulatory determinations of mandatory compliance. It is not about using pre-made formulas, but about finding principles and foundations for a responsible urban practice. This thesis also wants to serve to spread the values ​​of artistic heritage, mistreated many times by uncontrolled actions of the government administration, which is responsible for launching recovery programs for public spaces as significant pieces of the historic city, while promoting a "spatial culture" that contributes to aesthetically enriching our urban environment. / Ródenas Cañada, JM.
