Impact Of Land Use Changes On The Authentic Characteristics Of Historical Buildings In Bursa Historical City Centre

Historic commercial centres are subject to continuous change and transformation due to the changing socio-economic and cultural structure and relations of production and consumption. Organized within a traditional structure, these spaces have survived until today with their altering meanings and different identities as well as the restructuration they went through because of the socio-economic transformation processes. Besides, they are not only shopping areas or consumption spaces but also urban areas with a traditional style of manufacture and crafts. Theoretical discussions on the conservation of historic city centres focus on issues such as integration of city centres into contemporary life with functions that do not have adverse effects on the authentic characteristics of historic streets and urban fabrics, the role of new functions, activities and structures in the historic fabric, and participation in the conservation process. Historic buildings adopt functions that are different from their original functions due to changing life styles. Having functioned in a well-organized order and shaped by the socio-cultural and economic structure of their eras, they are subject to interventions due to the functions required by the present conditions, such as the addition of a mezzanine or the establishment of a connection between spaces. As a result of these interventions, the original plan schemes and authentic characteristics of historic buildings have changed. This thesis aims at identifying the types of commercial functions that intervene into the authentic design characteristics of commercial buildings located in the historic commercial centre. To this end, the Commercial Centre of Bursa was chosen as the case and the change in the functions of the hans located in this area was examined in detail.

Esta Dissertação cuja elaboração está focada em uma perspectiva histórico-dialética tem por objetivo analisar o processo de consagração do Patrimônio Cultural da Humanidade [UNESCO] e o Programa Monumenta [Municípios / Governo Federal / BID] a fim de identificar, em Diamantina cidade histórica do sertão mineiro através de uma análise crítica, como o par dialético preservação / mercantilização produz o espaço urbano em tela e como transforma a realidade e o imaginário do residente. Denominamos essa contradição como dialética da construção destrutiva, que envolve os bens culturais do mundo, na contemporaneidade. Esta dialética estabelece-se no próprio percurso de consagração do Patrimônio Mundial, quando temos, por um lado, a UNESCO, que luta pela preservação inconteste dos bens culturais e naturais do mundo, em contraposição à tendência contemporânea de mercantilização, banalização e destruição dos espaços da história, da memória, da cultura, da natureza e da vida, quando da implantação de um turismo negligente com a sociedade e com o lugar. Dialética da construção destrutiva que rebate sobre o espaço urbano, a cidade histórica viva enquanto totalidade, ao ser reconhecida, simultaneamente, como símbolo de cultura e de mercadoria. Assumimos uma postura crítica frente a simultaneidade da preservação e da mercantilização do patrimônio um processo contraditório dada a preponderância do caráter estético, fetichista, classista e de cenarização na apropriação das cidades históricas e na refuncionalização dos bens culturais, em detrimento ao seu valor de uso civilizatório. Analisamos esta realidade que se evidencia, incipientemente, em Diamantina (Patrimônio Mundial e mercadoria global), sobretudo, com a conquista da chancela da UNESCO e com a implantação do polêmico Programa Monumenta. Veremos que a cidade histórica, ao ser tomada pela indústria cultural por via de um turismo descompromissado com a sociedade e com o lugar, é destituída de sua particularidade no fortalecimento do sentimento de pertencimento ao lugar e na edificação da cidadania. Ante ao frénésie pela Lista do Patrimônio Mundial, que esboça a lógica mercantil que envolve os bens culturais, na atualidade, urge a implementação da gestão participativa dos lugares do patrimônio e o enfoque no planejamento da cidade histórica enquanto totalidade, não focado nos limites do núcleo tombado. Por fim, é no contexto da dialética entre o uso e a troca que se dá na apropriação do espaço urbano, e entre a preservação e a mercantilização do patrimônio cultural que direcionamos esta pesquisa, que identifica a fragmentação articulada propiciada pela dialética da construção destrutiva que impactua o território urbano de Diamantina, no sertão de Minas Gerais. / This dissertation - whose production is focused on a historical dialectic perspective - aims to analyze the process of consecration of the Cultural Heritage of Humanity [UNESCO] and Monumenta Program [Municipalities / Government / BID] to identify, in Diamantina historical city in Minas Geraiss backwoods through a critical analysis , as the dialectical pair preservation/ merchandising produces the urban space on screen and how changes the reality and the resident imaginary. We call this contradiction destructive dialectic of construction, which involves the cultural goods of the world, in the contemporary. This dialectic establishes itself in the path of the consecration of World Heritage, when we have, on the one hand, UNESCO, which fights for the preservation of cultural and natural worlds goods, as opposed to the contemporary trend of commercialization, trivialization and destruction of space of history, memory, culture, nature and life, where the deployment of a tourism careless with society and with the place. Dialectic of destructive construction that swings on the urban space, the historic city living as a whole, to be recognized as both the symbol of culture and commodity. We assume a critical posture in face of the simultaneity of the \"preservation\" and the commercialization of heritage - a contentious process - given the preponderance of the aesthetic character, fetishist, class and of giving background on ownership of historic towns and of giving refunction of cultural goods, rather than its value in civilization use. We analised this reality that there is, incipiently, in Diamantina (World Heritage and global commodity), especially with the conquest of the seal of UNESCO and with the deployment of the controversial Monumenta Program. We will see that the historic town, when taken by the \"culture industry\" through a tourism uncompromised with society and the place, is devoid of its particularity in the strengthening of the feeling of belonging to place and the edifying of citizenship. In face of the frénésie by the Worlds Heritage List, that outlines the commercial logic that envelops the cultural goods, in the present, urges the implementation of participatory management on places of the heritage and the approach of planning of the historical city as totality, not focused in the limits of the spot listed center. Finally, it is in the context of the dialectic between the use and exchange that occurs in the ownership of urban space, and between the \"preservation\" and the commercialization of cultural heritage that we directed this research, which identifies the articulated fragmentation provided by the dialectic of destructive construction that impacts the municipal area of Diamantina in the backwoods of Minas Gerais.

However, the heavy flow of vehicles in these cities leads to negative impacts for city logistics and for the preservation of its built heritage. These impacts are more perceived in the historical center, which is the oldest place in the cities, usually characterized by narrow streets, winding trails and, in some cases, sloping terrain, in addition to being the place where there is a predominance of commercial and administrative activities. A possible solution to minimize these impacts, particularly those related to freight transport, is the implementation of an Urban Distribution Center (UDC). However, prior to the effective implementation of a UCD, it is necessary to do a study about the conditions that may favor its use and to understand the views of stakeholders involved directly or indirectly in this process. The main objective of the study is to analyse the relevant criteria to be considered in the implementation of a CDU to supply the Brazilian historical cities, taking the example of the historic center of Ouro Preto, which is considered a reference to the other historical cities. For this, based on the perception of sustainability (economic, social and environmental), technical and historical criteria reported in the literature, is done a survey with retailers, carriers, residents, and municipal guards of Ouro Preto. Five semi-structured interviews are also carried out: three with public authorities related to freight traffic in the city, one with a manager of the commercial association and another with the head of the office of Iphan, a Federal autarchy that aims to ensure the preservation of the historical heritage of Ouro Preto. To find the relevant criteria, a descriptive analysis and a factor analysis is applied. Moreover, the qualitative analysis of interviews, and the literature review will be used to correlate the results. It is concluded that residents and municipal guards have similar point of views while retailers and carriers diverge opinions among themselves and among the other agents. The carriers have also shown against the existence of the negative impacts of transport. The variables that presented at least 75% of agreement among all the agents were: increase of the level of service; local prosperity; total investments and costs; use of technologies and vehicle size. The factors found for retailers and residents showed little correlation, reinforcing the different points of view of these agents. However, it should be noted that the most striking factor for both agents was related to the concern for the preservation of historical patrimony, by representing 14.31% of the variance in the set of all variables of the retailers and 21.12% of the common variables of the retailers; in the case of residents, this factor explained 23,38% of the all variance. / As vias das cidades históricas foram projetadas para suportar apenas o tráfego de veículos de tração animal e poucos pedestres. Entretanto, o fluxo intenso de veículos existente nessas cidades acarreta impactos negativos tanto para a logística urbana quanto para a preservação do seu patrimônio. Esses impactos são mais percebidos nos centros históricos, isto é, o local mais antigo das cidades, geralmente caracterizado por ruas estreitas, traçado sinuoso e, em alguns casos, terreno inclinado, além da predominância de atividades comerciais e administrativas. Uma possível solução para conter tais impactos, particularmente aqueles relacionados ao transporte de carga, é a instalação de um Centro de Distribuição Urbana (CDU). Contudo, antes da implantação efetiva de um CDU é preciso estudar as condições que possam favorecer o seu uso e entender a visão dos agentes envolvidos direta ou indiretamente nesse processo. Posto isso, o objetivo principal do estudo é analisar os critérios relevantes na implantação de um CDU para atender cidades históricas brasileiras, tendo como exemplo o caso do centro histórico de Ouro Preto, considerada como cidade referência para as demais cidades históricas do país. Para isso, utilizando como base a percepção de critérios de sustentabilidade (econômicos, sociais e ambientais), técnicos e históricos identificados na literatura, é realizada uma survey com os seguintes agentes: varejistas, transportadoras, residentes e guardas municipais. Também são realizadas cinco entrevistas semiestruturadas: três com autoridades públicas relacionadas ao tráfego de veículos de carga na cidade, uma com um representante da associação comercial e outra com o chefe do escritório do Iphan, autarquia federal que visa assegurar a conservação e preservação do patrimônio histórico de Ouro Preto. Para encontrar os critérios relevantes, é aplicada a análise descritiva e a análise fatorial exploratória. A análise qualitativa das entrevistas, unida ao material bibliográfico foi utilizada para corroborar os resultados encontrados. Conclui-se que residentes e guardas municipais possuem pontos de vista semelhantes enquanto varejistas e transportadoras divergem opiniões entre si e em relação aos demais agentes. Os motoristas de veículos de carga também atenuaram a existência dos impactos negativos do transporte. As variáveis que apresentaram pelo menos 75% de concordância entre todos os agentes foram: aumento do nível de serviço; prosperidade local; total de investimentos e custos; uso de tecnologias e tamanho do veículo. Os fatores encontrados para varejistas e residentes apresentaram pouca correlação, reforçando os diferentes pontos de vista desses agentes. Ressalta-se, porém, que o fator mais impactante para ambos agentes foi o que estava relacionado à preocupação pela preservação do patrimônio histórico, representando 14,31% da variância no conjunto de todas as variáveis dos varejistas e 21,12% das variáveis comuns dos varejistas; no caso dos residentes, este fator explicou 23, 38% da variância.

Entering this thesis is to design a multifunctional urban / residential building in the complex topographical situation foot street bakery. The aim was to understand the functioning of the organism, its development potential and current problems. Solved plot is located in the heart of Old Brno at the intersection of Pekařská and Anenské. The concept of development should be based on a triangular plot, and its position in relation to the nearby center. The concept of functional layout must respect the basic operational and functional requirements, especially sunlight residential space and solving noise pollution. The aim of this proposal is viable urban area and a functional recovery, which evaluates and develops the character entered. Urban and architectural concept development triangular tip should reflect and complement the character of the site appropriately and its existing buildings.

Pour une patrimonialisation intégrée au développement urbain : élaboration des conditions de conciliations entre obligations de préservation et impératifs de développement à travers l’étude de cas d’Avignon / The integration of heritage designation in urban development : conciliation between preservation and developpement through the case-study of Avignon

La thèse porte sur la patrimonialisation de l’urbain à partir des dispositifs censés encadrer le devenir du patrimoine dans les villes et qui se confronte aux logiques de développement urbain. La posture situe la patrimonialisation de l'urbain dans un processus historique. Initialement centrée sur les monuments, identifiés pour leurs valeurs, la patrimonialisation a englobé les contextes pour ensuite considérer les ensembles comme des patrimoines. La patrimonialisation des ensembles urbains doit prendre en compte les multiples dimensions et acteurs impliqués dans la gestion des villes. Ces évolutions nécessitent la conciliation entre la préservation du patrimoine et le développement urbain. Comment, dès lors, penser concrètement une patrimonialisation, spécifique à l’urbain ?L’étude se fonde sur une reconstruction des programmes de projets dans l’intramuros d’Avignon (France) à partir du croisement de données recueillies dans les documents consignés dans les archives municipales (couvrant la période de 1957-2004) avec des données issues d’entretiens avec des acteurs impliqués (entretiens semi-directifs avec 14 personnes ressources). Ainsi, les sources (orales) de première main permettent d’éclaircir et de compléter les sources écrites (archives). En observant les expérimentations entreprises à Avignon, depuis la Loi Malraux en 1964, nous mesurons la construction sociohistorique des pratiques locales qui se sont structurées autour de la préservation du patrimoine en rapport aux orientations nationales et les difficultés d’une prise en compte de la ville historique dans l'évolution urbaine de la ville d’Avignon.La recherche se concentre sur trois (3) moments : les années 1960, 1970 et 1980. Le premier illustre une prise de conscience de l’urgence de préserver les quartiers historiques par la mise en place des secteurs sauvegardés. Ce dernier reste imprégné par la conservation des monuments comme des objets isolés sans arriver à prendre en charge les ensembles. Le deuxième ancre la préservation des ensembles dans les efforts de développement urbain à travers la mise en place des Contrats Ville-Moyenne sous la supervision de l’État. Enfin, le troisième s’affranchit du contrôle de l’État en instaurant des Zones d’Aménagements différées adossées sur des projets issus d’études insistant sur la dimension patrimoniale. L’analyse de ces trois moments consiste à repérer les orientations prises en faveur, ou non, du patrimoine et à rendre compte des contextes et des acteurs impliqués dans ces prises de décisions. En nous référant à des travaux en sciences humaines (sociologie, géographie, anthropologie) et concernant spécifiquement le patrimoine (Amougou, Davallon, Gravari-Barbas, Rautenberg, Veschambres…), nous avons démontré que les orientations qui compromettent la préservation du patrimoine viennent de l’absence de lien entre trois (3) niveaux, repérés lors de l’analyse : la trouvaille du patrimoine, la mise en politique du patrimoine et l’action urbaine. Pour dépasser ces manques de liens entre les trois, la thèse propose un outil pour penser la patrimonialisation de l’urbain, qui réunit et met en relation les conditions de réussite de la patrimonialisation d’un ensemble urbain historique.La recherche doctorale a ainsi permis de produire des connaissances à visée opérationnelle, en plus d’ouvrir plusieurs pistes qu’il serait pertinent d’approfondir. Sur le plan méthodologique, le repérage des mesures prises en faveur ou contre le patrimoine nécessiterait, compte tenu de la complexité du problème tel que posé, une analyse transversale plus approfondie pour définir des indices en faveur de la préservation ou bien de la détérioration. Dans ce sens, les résultats dégagés à partir du cas d’Avignon gagneraient à être confrontés à d’autres terrains. Par ailleurs, l’arrimage de ce travail aux derniers développements en matière de conservation urbaine portés à l'échelle internationale, par ICOMOS et par l’UNESCO, paraît porteur / The preservation of historic cities requires on behalf of the actors committed to the urban development of the urban historic ensemble (EUH) additional efforts to extend their actions beyond isolated buildings. In practice, when developing historic urban ensembles, the conservation of the urban heritage seems to be relegated to an external if compulsory constraint which has to be overcome. This situation often results in the opposition of two aims: development versus conservatory.The question of how can the conservation of urban heritage be better considered is debated on international, national and local scales. By joining this current debate, our thesis aims to answer the following question: how can we improve the management of the imperatives behind urban development in historic cities, when tied to patrimonial obligation towards urban ensembles?The literature review helped us show that the notion of urban heritage, which justifies the urban preservation, was born in the minds of planners confronted with urban development, linking the notion of the urban heritage more closely to that of development than to conservation. In the absence of one that would move towards urban heritage preservation and confronted with the dominant if opposite postures, we realized, based on the literature review, that the opposition shared anchoring elements: the preservation paradigm of actions, centered on buildings and unsuitable in the case of ensembles, this paradigm supported by divergent institutional cultures and strengthened by an opposition between the modes of local implication.Considering the well-known difficulties and the contributions of the literature review, which clarifies the nature of the opposition between heritage conservation and development, how can the preservation of historic urban ensembles be thought differently? To answer that question, we propose reflecting on urban preservation as integrated to urban development.On the methodological level, the nature of the opposition between development and conservation sends us back to the analysis of what takes place on the field. We chose to look at the historic center of Avignon, where various actors have attempted to exceed this opposition. Avignon, as a mid-sized city of the South of France, is endowed with one of France’s biggest protected areas which cover the entire historic center. The history of the actions carried out in the intramural brings out archetypical situations which illustrate the opposition between development and conservation. The case study allowsus to intellectualise the mobilization of urban heritage on 3 levels: Institutional, Find and Urban action. Each of these levels distinguishes itself by the nature of the mobilization and by the point at which are made manifest the mobilization of the material and symbolic dimensions of urban heritage. Starting with the case study, we have conceptualised a model which goes beyond a restricted reading focused on the opposition to think out urban development within the context of urban conservation. The model brings into the urban development the notion of urban heritage designation as a succession of actions which qualify urban historic ensemble as heritage and preserve them. On the scientific level, the model mobilizes notions, borrowed from sociological, communicational, ethnological and geographical approaches of heritage designation. It proposes a new analytical framework for thinking about the actors involved in the urbanistic management of the historic urban ensembles, so as to exceed the oppositions and guarantee a sustainable creation of urban heritage which does not constitute an obstacle for the imperatives of development. The model helps us see the roles at stake and organizes the various actions undertaken by the various actors in favour of both heritage and development to come up with an integrated urban heritage designation

Centrum trvale udržitelného rozvoje / Place of Sustainable Development

Ostrava city as lost it's relationships to the medieval history of the city centre. There are not any historical places, spaces or palaces, with free public spaces like the old castles and palaces in the cities. In the place of the former German House, destroyed after the the World war II is a rest of public space, which could be a part of the city sustainability concept. The project let's the rest of the historcial garden there like a countryard between two houses of the new Sustainable Development Centre. The sustaiable concept is to let there be a free space in the highly dense block structure of the modern city.
