Housing support is a service offered by municipalities in Sweden which aim to help people with psychiatric and/or neuropsychiatric disabilities to manage their daily lives, often in their own home. Housing support workers therefore have an important role in supporting people with psychiatric and/or neuropsychiatric disabilities. In certain municipalities in Sweden, housing support with a family-oriented approach has been implemented to help parents with parenthood and to structure their everyday lives with the family as a whole. This study aims to examine the possibilities and challenges that housing support workers face in their work with parents and families receiving family-oriented housing support. A further aim with this study is to understand the conditions that are created during interaction and in relations between the housing support workers and the parents, utilizing an analytical framework derived from concepts within the theory of social responsiveness. The method used in this study is based on semi-structured qualitative interviews with housing support workers working with a family-oriented approach. The empirical data has been analyzed through a thematic analysis, resulting in three main themes to present the result and analysis. The findings of this study show that there are both possibilities and challenges with their work taking place in the family's home environment, such as being where the everyday problems are being manifested, but also handling other family members. Results also show that housing support workers within a family-oriented approach deal with a bigger network as they have to manage the family as a whole. Other challenges were about keeping boundaries between their professional role and being seen as a friend or family member. The main result of this study is that social interaction and relation between the housing support worker and the parent that receives housing support is substantial and inevitable.

Boendestöd för missbrukare och psykiskt funktionshindrade : En undersökning av skälen till att insatserna skiljer sig åt

Boendestöd är en framgångsfaktor i arbetet med att stötta utsatta grupper med att klara ett eget boende inte minst för missbrukare. Det här är en jämförande studie baserad på intervjuer med sex boendestödjare som arbetar med missbrukare och sex boendestödjare som arbetar med psykiskt funktionshindrade. Syftet är att undersöka boendestödjarnas uppfattningar om sitt arbete och deras upplevelser av vad arbetet innehåller. Varför är det vanligt med olika organisationer för missbruk och psykiskt funktionshinder? Vad är det som rättfärdigar indelningen i de två grupperna och vad blir konsekvenserna för brukarna och för de professionella som arbetar med boendestöd för grupperna? Resultatet är analyserat med tidigare forskning kring boende och stöd, forskning om professioner framväxt och teorier om socialkonstruktivism. Resultatet visar att kategoriseringen kan ha med vilket fokus boendestödet får och att boendestöd för missbrukare inriktas mot att missbrukaren skall klara sitt eget boende utan att vräkas. Dessutom finns det ett indirekt tvång inbyggt i boendestödet för missbrukare vilket inte återfinns i arbetet med de psykiskt funktionshindrade. Avslutningsvis är det möjligt att peka på att indelningen medför betydande konsekvenser för missbrukarna i jämförelse med övriga psykiskt funktionshindrade även om grunden för beslutet kring kategoriseringen är osäker. / Daily life support is a key success factor in efforts to support vulnerable groups in managing their own living and this is certainly true for addicts. This is a comparative study based on interviews with six daily supporters who work with addicts and six daily supporters who are working with mentally disabled clients. The purpose is to examine their experiences and their perceptions of what the work contains. What justifies the separation of the two groups and what are the consequences for the clients and for the professionals who work with daily life support for the two groups? The result is analyzed with earlier research in the area of daily life support, research concerning the development of professions and theories of social constructivism. The result shows that the categorization may has to do with the focus of the work with living support and that the daily living support for addicts often is directed towards the addicts ability to manage their own accommodation without risking the tenants to be evicted. In addition, the categorization implicates for addicts in terms of the existence of an indirect constraint embedded in the work of daily life support for addicts which is not found in the work of the mentally ill clients. Finally, it is possible to point to a significant difference in terms of consequences for the addicts in relation to the mentally ill group even if the base for the decision of categorization may be uncertain.

The main objective of diploma thesis is an analysis of the housing policy in the city of Písek, in which I endeavour to evaluate the existing method of its implementation and efficiency. The first part of thesis deals with the development of the housing policy in the territory of the Czech Republic with emphasis on the period since 1989. It includes descriptions of the most significant changes in the field of housing during the transformation period and defines the basic instruments of the state housing support. The second part of the thesis focuses on the role of municipalities in the field of housing and their possibilities in the disposal of the originally state housing stock. It concentrates on the actual situation on the housing market in the city of Písek where there has been a fundamental turn in the approach to the municipal rentable housing this year. It thoroughly examines the executed privatization of the housing stock with aspect to the prices of the sold units and it evaluates the significance of the newly adopted measures.

According to The Swedish act concerning Support and Service for Persons with Certain Functional Impairments (LSS), people with intellectual disability have certain rights. Even if the law does not specifically mention parents with intellectual disability or the right to start a family, it is clear that this law shall promote equality in living conditions and full participation in community life. The Swedish social board (Socialstyrelsen) describes daily life support as a help for people in their daily life. The support is often addressed to people with mental disability but in some Swedish municipalities people with an intellectual disability can receive this support as well. Daily supporters does not only help with practical needs but also with social and psychological needs. This qualitative study aims to capture the respondents perspectives and perceptions on support for parents with intellectual disabilities. Six respondents from three different municipalities in Skåne county has been interviewed. From these interviews four different themes has been selected. All of the respondents has in some way mentioned that alliance/trust/relationship is very important, and that it is necessary for their work to even be possible. They also talk about their work with practical support and their work with clients in supporting them in their self-esteem. Cooperation is according to the respondents necessary in their work with the clients but that cooperation with other professions does not work. When the respondents talk about their views on the target group they often mention that the parents can feel insufficient in their role as parents. They think it could be a result of how people with intellectual disability often is treated and viewed by society. The result of this study shows that daily life support, specifically for parents with intellectual disability, is inadequate. However, the result should be considered in relation to the extent of the study.

Social workers who working with housing support through the Social Services Act (SOL) has in their profession several factors to take into account to create influence for the individual users. They are governed by the rules of the local organization, their own valuations as well as the users will and needs which constitutes their discretion. The aim of this study was to investigate how professionals experience and act to realize users influence as well as which difficulties they may meet and how they handle them. In order to fulfill the aim qualitative interviews have been used and subsequently analyzed by the theoretical frameworks “empowerment” and “discretion”. The result showed that professionals wants to meet the users requests but they use their discretion in different ways. For example follow the rules of the organization, ignore them or find ways to go around them. The financial constraints of the organization, the fact that they have more users in need of support and that their assignments are more micromanaged are factors that limit user influence.

Silencing the voices of women : a case study on the effects of the "Supporting People" programme on survivors of domestic abuse in a support and housing association

For centuries women have experienced domestic violence from men they know, as a consequence of which many turn to public services for support. Traditionally, these services have failed to provide adequate support, yet it is through these interactions with the services that abused women's lives are shaped and defined. Service providers therefore need to hear their voices in order to develop effective support services that enable survivors to 'move on' with their lives. A government initiative ¬- the Supporting People Programme (SPP) - has the potential to ensure that housing support providers develop their services in this manner. The main aim of the SPP is to place service users at the 'heart' of the system through user participation. Whilst this is certainly a step in the right direction, my concern is whether this actually happens or whether services adopt a tokenistic approach to user participation that marginalises and silences women survivors. My primary research question, therefore, is: 'What is the impact of the SPP on women survivors of domestic abuse?' Using a research design that included document analysis, observation and semi-structured interviews, I argue that the SPP has the potential to improve the lives of survivors and even to ameliorate, if not eradicate, domestic abuse. However, far from achieving this, the SPP through lack of commitment to ensuring that services actually meet the funding requirement of user participation continues to marginalise and silence the voices of women survivors.

Delaktighet på gruppbostäder enligt LSS : Boendestödjares perspektiv / Participation in group husing according to LSS : Housing supporters perspective

Studien syftar till att undersöka vilka uppfattningar personal inom funktionshinderområdet har om begreppet delaktighet, samt att få ta del av vilka framgångsfaktorer och hinder personalen möter i arbetet att skapa delaktighet för personer i behov av stöd. För att kunna svara på dessa frågor har en intervjustudie genomförts. Intervjustudien har genomförts med fem boendestödjare på gruppbostäder inom Lagen om stöd och service till vissa funktionshindrade (LSS). Resultatet av studien visar att begreppet delaktighet är ett svårtolkat begrepp som tolkas olika i olika sammanhang och att det därför är viktigt med ett gemensamt språk för att lättare kunna arbeta med delaktighet. I resultatet framkommer även flera framgångsfaktorer som är viktiga i arbetet mot delaktighet. Att ha stor kunskap om funktionsnedsättningarna man möter är av stor vikt, men att ha kunskap om personen man möter är avgörande för att kunna stötta personen i delaktighetsprocessen. Två andra viktiga framgångsfaktorer är att skapa en bra relation till de man möter och att det framförallt ligger hos personalen att vilja skapa en bra relation. För att lyckas med delaktighet krävs ett stort engagemang från organisation och chef, det är de som måste visa vägen. Resultatet i studien visar på att man i arbetet med delaktighet även stöter på hinder som kan påverka möjligheten till delaktighet. Det kan handla om långa processer där förslag och åsikter stannar på vägen och även att det ibland blir viktigare att uppnå resultat än delaktighet. / The study aims at investigating the perceptions of disability staff about the concept of participation, as well as finding out what success factors and obstacles the staff encounter in the work of creating participation for people in need of support. In order to answer these questions, a qualitative research has been conducted. The qualitative method has been conducted through five interviews with staff in group homes under the Support and Service Act for Disabled People (LSS). The results of the study show that the concept of participation is interpreted differently in different contexts, and therefore it is important to have a common language in order to facilitate participation. The result also reveals several success factors that are important in the work towards participation. Having a high level of knowledge about the disabilities you face is crucial, but knowing the person you meet is crucial in order to support the person in the participation process. Two other important success factors are, to create a good relationship with those you meet and to create a good relationship it needs to start with the staff. To success in participation requires a lot of commitment from organization and manager, they are the ones who have to show the way to participation. The result reveals some obstacles that can be encountered in the work.

Boendepedagog: strävan från yrke till profession : En kvalitativ studie om implementeringen av boendepedagogik / Housing support: pursuit from a job to a profession : A qualitative study on the implementation of work methods

The aim of the study was to look at a particular work group of housing supporters, whomhave implemented two special working methods in their work. The methods have been implemented by two of the housing supporters that also have special education in the methodsSOC (Sense of Coherence) and solution focused brief therapy. The study is based on anethnographic observation and analysis of documents that are used in the implementation. To analyse the information that was given at the observation and in the document I´ve used a theory which illustrates the significance of developing professions so their knowledge become legitimate. I´ve also used a theory that illustrates the importance of implementation and how it´s done at its best. In conclusion, the study shows that the work group have the will to implement new methods in their work. The working group also has the ability to carry out the implementation, butthey are not aware of their own expertise, which should be clarified in order to achieve successful implementation. Difficulties have been demonstrated in terms of the understanding of the new working methods. These difficulties with the understanding of the methods can be a barrier to successful implementation or do so the implementation will take longer time to become successful. The two colleges with specified knowledge became leaders to the group and steered the work group to make decisions based on the methods of SOC and solution focused brief therapy. The investment in providing the housing supporters with special education, space to implement these two working methods also gave effects on the organization.
