ICT4D in GHANA The role of conferencing projects for cultural exchange and development

We studied a live video conferencing project based in Ghana, because we wanted to determine whether this is one area where Information Communication Technology (ICT) can have an impact on communication for development. We also wanted to better understand whether live video conferencing is a viable way to go forward with Information Communication Technology for Development (ICT4D) and, if so, what benefits it has to offer. To complement the study, we also looked at two other NGOs which are also using similar technology and have a purpose similar to the WPD live video-conference program, which is to create a space for knowledge and cultural exchange with the help of ICT. The additional programs will add a complementary comparative dimension to the analysis of the case study of WPD. It is important to have these two projects in mind since they use two vastly different methods and can provide a reflective understanding on how WPD can move forward as they are in a transitional phase and are currently exploring different ways to develop the project, mainly involving changes in management structure and technology. We studied the WPD project with the complementary information from the other two projects from an academic perspective to document and analyze the outcomes in order to determine which good practices are available when undertaking similar initiatives. From a theoretical perspective, we analyze the projects using research related to participatory communication, the public sphere, and the digital divide. From a practical perspective, we again examine issues related to the digital divide and the growing influence of communications technologies companies due to public-private partnerships.

Wireless Farming: a mobile and Wireless Sensor Network based application to create farm field monitoring and plant protection for sustainable crop production and poverty reduction

There is a remarkable growth in the field of Information Communication Technology (ICT) in Developing Countries (DCs). Telecommunication is one of the areas where ICT is recording an ongoing rapid change. Mobile phones are becoming pervasive in daily scenario; and among the beneficiaries of this are farmers. Farmers are using mobile phones in executing their farming business and daily life. At the same time, Wireless Sensor Networks (WSNs) are also showing a result in developed part of our world. WSNs potential in sensing various environmental condition, their affordability and applicability motivated conducting of this master thesis. Therefore, the objective of conducting this master thesis is to investigate and identify how the use of mobile phones in conjunction with WSN enable farmers in Ethiopia monitor and control their farm field. We use firsthand qualitative data we gathered during our field work in Ethiopia to design our proposed prototype. Functional requirements and system design guideless are obtained from observation we make and interviews we carry out on irrigation based farmers around town of Meki in region of Oromia. We use our prototype to demonstrate and evaluate how irrigation based farmers benefit from existence of such system.

Creating opportunity by connecting the unconnected : mobile phone based agriculture market information service for farmers in Bangladesh

This thesis is framed within the research area of Information and Communication Technologies for Development (ICT4D), which is concerned with how ICT can make a difference to the lives of the poor. This study focuses primarily on mobile phones and how they can be used as part of an Agriculture Market Information Service (AMIS) in order to provide crucial information to farmers in Bangladesh. AMIS principally collect, manage and disseminate agricultural market prices and related information through various processes and media. These services are mainly used by farmers. The research question of how mobile phone-based AMIS can be designed and deployed in order to improve opportunities for farmers in Bangladesh is investigated through a design science research approach in four steps; understanding the scope and challenges related to AMIS in least developed countries; diagnosing the situational realities of farmers of Bangladesh; understanding the process of adopting mobile phones and investigating market information practices and preferences in a rural context; and finally designing and implementing a mobile phone based AMIS and evaluating the efficiency and effectiveness of it for the farmers of Bangladesh. In this thesis, development is viewed in terms of bringing about an in-crease in farmers’ capability set directed towards the utilization of resources for the purpose of production and trade. Information and knowledge are important drivers of development and poverty reduction: ICT can create new opportunities to expand the availability, exchange, and impact of information and knowledge. This thesis contributes to ICT4D research and practice through empirical findings, the design of an AMIS, test results, and the development of analytical tools. Its major contributions include an increased understanding of farmers’ attitudes and preferences towards the use of technology in general, and mobile phones in particular, and a broader understanding of ICT for human development in the context of poor rural regions. / Informatics or ICT4D

Sensemaking and human-centred design : a practice perspective

This dissertation explores how people address problems of real human concern in situations of complexity, ambiguity, uniqueness, conflicting values and rapid change. Such circumstances stretch formal and idealistic rules and procedures to the breaking point. And yet, people in a variety of fields work through such difficulties in a pragmatic manner, at times finding ways to assert their humanity. Sensemaking and human- centred design are related activities through which many people approach such work. Through cases in digital innovation, global health care delivery and an unlikely voyage of the Amazon River, this portfolio shows that they are relevant to a wide range of settings. Rather than isolating the components or key variables of such work and taking their measure, this research advances a more holistic view of sensemaking and designing as sociomaterial practices. My research is grounded in performing the phenomenon of study, offering insights from complex practice rather than a spectator’s study of it. This ethnographic approach has yielded theoretical contributions related to designing for the emergence of practices, embodied sensemaking, a more substantive notion of what it means to be ‘human’ centred and more pragmatic ways of investigating sociomaterial practices. By discussing sensemaking and human-centred design as antidotes to failures of imagination in global health and development, this dissertation suggests a distinctive perspective on why these topics matter for the health of poor and marginalized people around the world.

Mapping the dynamics of social enterprise and ICTs in Cambodia: a study of perception, use and benefit of ICT in development of the social enterprise space

As Information and Communication Technology (ICT) and social enterprises become drivers of economic growth, the nexus provides opportunities for new models of business to bring benefits to communities in developing countries. Recognising the complex dynamics and range of actors in this diverse and emerging sector, this study chooses to document the external influences, use and impact of ICT on social enterprises. The problem investigated is the potential gap between the rhetoric of the 'promise of e-business' versus the dynamics of enactment and impacts of ICT in practice in the social enterprise sector. The methodology consists of a mixed-method data collection strategy to triangulate data sources from a diverse cross-section of organisations in the social enterprise sector in Cambodia. These include a cross-sectional survey, interviews, observations, document analysis and review of artefacts. It is unclear whether the Cambodian social enterprise sector represents a unique case or is representative of other countries. Regardless, the rich dynamics of the sector and the current lack of understanding of ICT use by this sector in developing countries per se warrant such a study. It fills a significant gap in the field of ICT and development by providing an in-depth overview of the social enterprise sector in one developing country, which may also be applicable in other developing country contexts. The research maps the e-business status of Cambodian social enterprises along a continuum from precursor activity to fully integrated e-services. It finds that Cambodian social enterprises believe ICT adds value to their operation; however access to affordable and reliable local ICT resources is an important factor determining long-term uptake. It also shows that external support is seen as vital to the success of ICT uptake by social enterprises in Cambodia. Donors have the most significant influence on social enterprises' framing of ICT, whilst NGOs, associations and the private sector are also important institutional players in shaping understanding and uptake of ICT. The main contribution of the research is to identify the real development impact of ICT use by social enterprises by measuring the role of ICTs in achieving their goals. Its major finding is that social and business missions are inextricably linked within these organisations, so to measure one in isolation of the other denies the new paradigm that social enterprises present. The most active sub-sector explored that best reflects this unique value proposition is the emerging social outsourcing potential of the IT services sub-sector. The handicraft and processing sub-sectors have yet to fully engage and use ICT to their maximum benefit. The outlook for these sub-sectors is likely to require further support to best harness the potential that ICT can bring developing countries.

Information Communication Technology (ICT) is in the discourse of international development,which is often considered as the key to socio- economic development in the sense that it helps tosolve social problems and increases the rate of economic growth. ICT policies are situated in thiscontext. Many international agencies advocate certain policies in order to accelerate economicgrowth and development in so-called developing countries. In 2009, Bangladesh enacted itsNational ICT Policy setting a broad vision to establish a transparent, responsive and accountablegovernment; developed skilled human resources; and to enhance social equity through anextended use of ICT. Following this vision multiple objectives have been addressed where socialequity and integrity are prioritized in the name of developing a socially equitable and integratedsociety through ICT. The research task of this work is to analyze the discourse of this strategyand to compare it to social reality. A framework for decision-making in ICT4D interventions to enable sustained benefit in resource-constrained environments

In the search to reduce the various divides between the developed and the developing world, Information and Communication Technology (ICT) is seen as an enabler in resource-constrained environments. However, the impact of ICT for Development (ICT4D) implementations is contested, and the ability to facilitate sustained change remains elusive. Sustainability emerged as a key lesson from the failure of early ICT4D projects, and has served as a focal point in facilitating ICT4D success. However, interpretation of the concepts of sustainability and sustainable development seems to be multiple and disconnected from practice, and is rarely translated into a useful construct for guiding project-level actions. The focus of international development is gradually shifting from donated aid towards capability and choice, empowerment, and per-poor initiatives. However, the reality remains that multiple organisations with varying levels of power, resources, and influence determine the outcomes and the sustainability of benefits from a development intervention. This research investigates mechanisms to sustain benefit by exploring the interface between various role players through the lens of decision-making. It builds on the view that the value created by the virtual ‘organisation’ of stakeholders in an ICT4D implementation results from the sum of its decisions, and develops a framework for decision-making with a view on sustaining benefits. The work follows a Design Science Research methodology, comprising an iterative process for the development, testing, and improvement of the framework based on three literature reviews, two case studies, and an expert review. The research answers the primary research question, namely: What are the elements of a framework that support strategic decision-making for the design and implementation of ICT4D interventions in resource-constrained environments, in support of sustained benefit? The knowledge contribution is primarily at the concept and methodological level. In addition to framework development, the decision problem in ICT4D is defined, andthe concept of sustained benefit is proposed as a means of operationalizing sustainability. This research illustrates the role of decision concepts in structuring the complexity of ICT4D problems. Motivating eParticipation in Authoritarian Countries

Information and Communication Technologies (ICT) can enrich the ways in which citizens participate in civic and political matters. Indeed, many theorists on online participation, or eParticipation, proclaim the potential of digital technologies to empower citizens with convenient ways to participate in democratic processes and to hold leaders to account. However, it is not clear if and how digital technologies, notably social media, can contribute to a more democratic system and engaged public in a country where open expression is limited. This thesis studies Social Networking Sites (SNS) as Information Systems (IS) artefacts, including individuals’ motivation for using them, how their features enable participation - or not - and the impacts of their use in an authoritarian country. Through personal interviews and focus group discussions in Uganda, this thesis finds that the common enablers of online participation in often-studied, mostly Western democratic countries are rarely translated into the offline world in an authoritarian country with one president for the last 30 years. The thesis proposes ways to increase eParticipation in authoritarian contexts, citing the social accountability sector (where the thesis shows evidence of eParticipation working) as a pathway to greater citizen participation and government responsiveness. Findings also contribute to the Information Systems artefact discourse by illuminating the political, social, technological, and information artefacts in SNS when used for eParticipation. Moreover, the thesis shows how, in contexts with a democracy deficit, resource-based theories such as the Civic Voluntarism Model (CVM) fall short in explaining what motivates political participation. It also explains how social networks contain the various constitutive aspects of the IS artefact – social, technical, informational and political - and how these various aspects need to be aligned for eParticipation to work.

Learning to learn in e-Learning : constructive practices for development

This thesis concerns technology use in distance educations and learning practices related to this use. The research was carried out over the period 2005 to 2009 in Bangladesh and Sri Lanka and has been reported in 6 published papers. The research is situated within the field of Information and Communication Technologies for Development (ICT4D) and within this field e-learning. Education is important for development and for many students in developing countries distance education is often the only option to get educated. The research question is if the use of Information and Communication Technology (ICT) in distance education can contribute to development, and if so, how? This question is explored through two case studies in Sri Lanka and Bangladesh. A variety of data collection methods have been used: interviews, questionnaires, participant observations and document review. The research approach is interpretative and findings are analyzed using Structuration Theory. Initial findings showed that a major challenge for students was the change of learning practices that distance education required. Findings also showed that new constructive learning practices emerged through the use of ICT. For development to take place the learning practices of students are important. Students used to learning practices based on uncritical memorization of facts will not easily take initiatives for change, whereas students used to constructive learning practices will.  Notwithstanding the fact that most students found this transition challenging, it was found that by introducing technology into long-established transmission structures, changes towards constructive learning practices occurred. A major contribution of this thesis is to increase the understanding of how ICT in distance education can facilitate constructive learning practices. By arguing that constructive learning practices are conducive to societal change this finding also has implications for development. The thesis also makes a theoretical contribution by extending Structuration Theory’s applicability in demonstrating its explanatory power in settings where researcher and informants are geographically and socially distant.

Interpreting ICT policy processes in developing countries : a case study of Uganda

Several studies suggest that the diffusion of information and communication technologies (ICTs) in developing countries (DCs) can help such countries achieve national development goals - especially if accompanied by appropriate government policies designed to regulate and promote the use and the diffusion of ICTs in the national context. Over the past few years 'ICT policy' has thus become something worthy of academic attention, in particular in the ambit of ICT-for-development (ICT4D) literature. Scholarly studies on the subject have so far focused however primarily on policy content, and have often been prescriptive and/or evaluative in nature. Relatively less attention has been paid instead to the processes by which ICT policy is made in DCs - a lacuna reflected also in the relative scarcity, in the realm of ICT4D literature, of detailed theoretical frameworks with which to study ICT policymaking practice in DCs. This study intends to help fill this lacuna, by proposing an innovative framework for the analysis of ICT policy processes in DCs, and subjecting such a framework to a first 'proof of concept', through its application to a particular case (ICT policymaking in Uganda). In recognition of the importance of the cognitive aspects of policy practice, the framework proposed is interpretive in nature, and is organised around three 'movements', or steps: an analysis of the linguistic and non-linguistic constructs employed by policy actors to articulate discourse on ICT policymaking; an analysis of the key discourses around ICT policy constructed by policy actors in specific settings; and an analysis of the composition and the strength of the 'alliances', or coalitions, of actors that construct and propagate specific discourses in such settings. The ultimate purpose of this type of analysis is to understand how specific discourses on, or 'versions' of the ICT policy process gain particular purchase and acceptance in given national settings, thereby providing ICT policy actors with elements for reflection on the practices they are involved in. The framework proposed is particularly innovative in that integrates elements derived from mainstream political science and policy analysis literature - thus going some way in solidifying theorization in the ambit of ICT4D research. The study draws conclusions at two levels: at case level, findings indicate that Ugandan discourse around ICT policymaking appears to be constrained by the existence of a powerful, overall political discourse that defines ICT policy as necessarily 'participative'; at the level of theory and method, findings suggest that the framework proposed appears to be a viable and useful one for research on ICT policymaking practice in DCs.
