Pursuing development with educational technology standards : complicating narratives of ICTs in the classroom

This dissertation examines stakeholder narratives that surround Information Communication Technologies (ICTs) in education, as well as the gap that exists between this narrative and effective widespread integration of ICTs in the classroom. Popular narratives surrounding ICTs in education often position ICTs as positive and inevitable and as a development strategy that benefits individuals, nations, and the global marketplace. However, ICTs are not equally distributed or enjoyed within or among nations. Technologies, information, and social development efforts are not neutral but are socially constructed and motivated by specific actors trying to achieve certain outcomes. This research, anchored in theories of ICTs in education, globalization, development communication, digital divide, and production of culture, provides a critical perspective to better understand who contributes to the production of the education technology culture and what social development gains are possible through the implementation of such efforts. One major factor contributing to the narrative of ICTs in education is the widespread adoption of education technology standards. This case study examines the stakeholder culture that produces those standards and contributes to the education technology narratives. Through interview and historical organization document analysis, I examine the processes followed to establish the National Education Technology Standards (NETS); the stakeholders that contribute to and operate within a culture of instructional technology that informs the development of technology standards; and how the production of culture surrounding instructional technology standards has been realized internationally. I argue that there is a disconnect between the production of instructional technology culture and the realities facing poor schools and poor nations. Despite the development and widespread adoption of educational technology standards, significant educational gains have largely gone unrealized. While I do not dispute the importance of establishing a minimum set of expectations for ICTs in education, I assert that the focus on standards distracts from more challenging conversations concerning inequities among schools and the deep socioeconomic divisions that continue to reinforce the digital divide and the overall inability to provide equitable opportunities for students. / text

Women and ICT in Muslim countries : policies, practices and challenges

This thesis explores the challenges and barriers that influence women's engagement with ICTs in Muslim countries, particularly in Pakistan. It examines the extent to which ICT policies, plans and strategies for 24 countries refer to women, and the implications that this has for their experience of ICTs. It analyses the cultural and social constraints on women's engagement with ICTs. Empirical research was conducted in five regions of Pakistan using documentary analysis, interviews, focus groups and questionnaires. The research shows that involving women in the ICT policy formulation process does not necessarily guarantee effective and inclusive ICT policies. Supporting Thas et al. (2007) and Chowdhury and Khanam (2005) it suggests that women from diverse sections of society with real knowledge of cultural and social contexts need to be involved in policy making if it is to be of benefit to women. Building on the work of Wanasundera (2006) and Hafkin (2002), the research suggests that ICT policies cannot be gender-neutral in countries such as Pakistan, where prevailing patriarchal social structures limit understandings of the constraints faced by women in effectively utilising ICTs in their individual and collective interests. The use and impact of ICTs depends greatly on class, education and geographical location (Gurumurthy, 2004; Jorge, 2002). ICT policies/programmes appear to cater mainly for the needs of wealthy, upper and middle class educated urban women. Thus ICTs have negligible benefits for the lower class poor, uneducated rural women (Arun et al., 2004). This research also highlights critical gaps in our understanding of the interface between ICTs, women and development (Momsen, 2004). Women face a wide range of social barriers in their use of ICTs, based on their environments, immersed in tradition and cultural norms. This research identifies substantial barriers that appear to be unaddressed in the design of ICT projects and guidebooks.

This thesis is an attempt to search the relationship between development, innovativeness and networking. In recent regional development debates, regional networks of SMEs and regional knowledge potential have been emphasized as important components of development. In the context of the thesis, inter-regional networks of SMEs are analyzed as an alternative approach to the regionally bounded perspective. It is hypothesized that regional and inter-regional networks complement each other, and both of them play an important role in regional development and innovation processes. The thesis acquires the indicators for the increasing importance of external networks and innovation capacity in the globalisation era. Hence, the study explains the relative importance of spatial proximity in different types of networks, the positive and negative contributions of external networks to regional networks, and the contributions of regional, national and global networks to innovation activities of SMEs. The theoretical framework discussed in this thesis is based on the recent regional development models and contemporary networking and innovation studies. The main findings of this study contribute to this debate by modifying some of assumptions related to networking and innovation activities of SMEs. In the thesis, the method used for research is field survey, realized in three industrial regions. 131 SMEs have been involved in this survey in order to obtain a qualitative data about network and innovation behavior of SMEs in the sample regions.

This thesis analyses the National Innovation System of Turkey. In order to achieve this purpose, on the one hand, &lsquo / catching-up&rsquo / , &lsquo / forging ahead&rsquo / , and &lsquo / falling behind&rsquo / processes of the countries and their relationships with economic growth, long wave theories, and valid techno-economic paradigm have been studied / while on the other hand, the historical evolution of the science, technology, and innovation systems, are investigated together with foresight studies, which are considered as their guide. In conclusion, with appropriate policies and implementations, it is asserted that Turkey could achieve &lsquo / quantum jump&rsquo / by acquiring a number of innovation opportunities, and thus, she could increase her national productivity and subsequently, her competitive power on the international arena.

The most successful mechanism for the prevention of cervical cancer is the Pap test. This popular exam is performed continuously throughout Brazil, and although the Pap test is quick and painless, the results can take as long as up to six months. This ultimately causes many women to give up on the exam. In recent years, science and technology has allowed for the creation of new ways to conduct noninvasive diagnosis. The general objective of this research is to propose a method to reduce the response time in delivering the result of a Pap test through the analysis of information flows and the incorporation of information and communication technologies. The methodology used in this research was exploratory. The literature search was performed through the use of scientific databases, covering books, articles, publications, dissertations, theses, among other sources of information relevant. Data collection was carried out by reading multiple sources and examples of existing models. As a starting point, information from the literature was used to understand the operation of the collection Pap tests and following information about the exam in São Carlos / SP, including the advice of experts. As a comparative object for research, a technological tool that was used in Colombia, optimizes the information flows of the Pap test. The results were obtained in relation to the identification of information flows proposed model of more efficient than traditional models surveyed by data collection and evaluation test. The information flows were analyzed composing the Information System for the realization of the Pap smear, including Galenic Tele Salud software modified to Brazilian conditions and was obtained using the model proposed a time of 76.85 minutes with 20 simulations, demonstrating that the proposed model is more efficient than the traditional models studied. It is believed that this research offers a contribution to enable new studies and new methods to facilitate and improve the activities required for the realization of the Pap smear. / Diversos estudos vêm sendo desenvolvidos a fim de entender o Câncer de Colo de Útero e a melhor maneira de preveni-lo. O mecanismo de maior êxito na prevenção do Câncer de Colo de Útero é o exame Papanicolau, o qual é realizado de maneira contínua em todo o território brasileiro, embora o exame Papanicolau seja um teste rápido e indolor, a demora de até seis meses na entrega do resultado do exame pode fazer com que várias mulheres desistam de realizar o exame. Através da Ciência e Tecnologia é possível criar novas maneiras para conduzir o diagnostico não invasivo na medicina nos últimos anos. O objetivo geral dessa pesquisa consiste em propor um método para a diminuição do tempo de resposta na entrega do resultado do exame Papanicolau através da análise dos fluxos informacionais e a incorporação de tecnologias da informação e comunicação. A metodologia utilizada nessa pesquisa foi exploratória. A pesquisa bibliográfica foi efetuada em base de dados científicas, contemplando livros, artigos, publicações, dissertações, teses, entre outras fontes de informação de acesso pertinentes e reconhecidas. A coleta de dados foi efetuada através da leitura de múltiplas fontes e de exemplos de modelos existentes. Como ponto de partida, foram utilizadas informações da literatura para compreender o funcionamento da coleta de exames Papanicolau e a seguir informações sobre o exame na cidade de São Carlos/SP, incluindo o assessoramento de especialistas. Como objeto comparativo para a pesquisa, foi usada uma ferramenta tecnológica que, na Colômbia, otimiza os fluxos informacionais do exame Papanicolau. . Os resultados foram obtidos em relação à identificação de uma proposta de modelo de fluxos informacionais mais eficiente que os modelos tradicionais pesquisados, através da coleta de dados e teste de avaliação. Foram analisados os fluxos informacionais que compõem o Sistema de Informação para a realização do exame Papanicolau, incluindo o software Galénica Tele Salud modificado para as condições brasileiras e se obteve usando o modelo proposto um tempo de 76,85 minutos com 20 simulações, demonstrando que o modelo proposto é mais eficiente que os modelos tradicionais pesquisados. Acredita-se que a presente pesquisa oferece uma contribuição para possibilitar novos estudos e novos métodos para facilitar e melhorar as atividades necessárias para a realização do exame Papanicolau.

Para tanto, realizou-se um estudo sobre a sua evolução com origem no impresso, em meados de 1898, e as modificações estruturais sofridas diante do panorama atual das tecnologias de informação e comunicação. A pesquisa destaca a evolução da grande reportagem e evidencia o formato multimídia. Influenciada pela convergência, a grande reportagem apresenta características contemporâneas em um formato revisitado. A união do jornalismo com a internet é fundamental para o êxito de uma grande reportagem multimídia, que mantém particularidades do formato tradicional e apresenta, simultaneamente, uma linguagem jornalística reconfigurada por elementos interativos e dinâmicos. O formato está inserido no cenário contemporâneo dos veículos de comunicação. No Brasil, o UOL Tab, desenvolvido pelo portal de notícias UOL, se enquadra no proposto diante da existência de tais particularidades. O presente trabalho assinala de que forma as propriedades definidoras da grande reportagem, como texto longform e abordagem aprofundada dos temas, estão evidenciadas no objeto estudado. Ao longo da pesquisa, observou-se que as características tradicionais do formato não foram extintas, e sim, minimizadas diante das novas qualidades propostas pela convergência. Os itens considerados essenciais para enquadrar um produto à comunicação em rede como multimidialidade, hipertextualidade, customização de conteúdos, interatividade, mobilidade e memória estão presentes no objeto e, independente da representatividade de cada código de linguagem, eles se convergem em um produto singular. Diante disso, o UOL Tab enquadra-se ao formato multimídia por proporcionar a convergência simultânea dos gêneros textuais, visuais e audíveis. / This work is the result of researches on the influence of media convergence in the reformulation of the great report, a consolidated format in the journalistic scenario. For that, a study was carried out on the evolution originated in print in the middle of 1898 and the structural changes suffered in the current panorama of information and communication technologies. The research highlights the evolution of the great report and evidence the multimedia format. Influenced by convergence, the great report have contemporary features in a revisited format. The union of journalism with the internet is fundamental for the success of a multimedia great report, which maintains particularities of the traditional format and simultaneously presents a journalistic language reconfigured by interactive and dynamic elements. The genre is embedded in the contemporary scenario and is a trend in the vehicles of communication. In Brazil, UOL Tab, developed by the news portal UOL, is in line with the proposal given the existence of such peculiarities. The present work shows how the defining properties of the great report, such as longform text and an in - depth approach to the themes, are evidenced in the object studied. Throughout the research, it was observed that the traditional characteristics of the format were not extinct, but were minimized in view of the new qualities proposed by the convergence. The items considered essential for framing a product to network communication such as multimedia, hypertextuality, content customization, interactivity, mobility and memory are present in the object and, independent of the representativeness of each language code, they converge into a singular product. Therefore, UOL Tab fits into the multimedia format by providing the simultaneous convergence of textual, visual and audible genres.

Esse módulo é composto de serviços e relatórios gerenciais que têm por finalidade subsidiar a gestão escolar e a macrogestão da SEDUC/AM, nas tomadas de decisão sobre o público-alvo da Educação Especial. A partir de capacitações ministradas aos gestores escolares, percebi que estes não só não tinham acesso a todos os serviços desse como módulo, como sequer o conheciam na íntegra aqueles aos quais tinham acesso. Considerando esses fatores como condicionantes para o pleno uso do sistema, o objetivo geral deste trabalho é pesquisar os fatores que limitam a utilização do Módulo Especial pelos gestores escolares, para promover intervenções pedagógicas e administrativas. Tal cenário despertou o interesse desta pesquisadora, levando a debruçar-me sobre o tema. Percorri os caminhos históricos dessa temática no Brasil e descrevi esse percurso. Consultei a legislação sobre o tema e destaquei os marcos legais mais relevantes. Voltei-me para a minha realidade, estudando esse contexto na rede estadual de ensino de Manaus. A partir da aplicação de questionários com roteiro semiestruturado e de entrevistas com os principais atores da Educação Especial em Manaus, examinei, de modo mais aprofundado, por meio de uma revisão teórica da temática Educação Especial, com foco nas NTICs, principalmente sob a ótica de Almeida (2007), Moran (2007), Mantoan (2006), Sassaki (2005), as possibilidades advindas da utilização de sistemas informatizados de gestão, com foco na gestão da Educação Especial. Por fim, os achados dessa pesquisa trouxeram informações para a proposição de um Plano de Ação Educacional (PAE) que possibilite à SEDUC/AM ser mais assertiva nas políticas implementadas na área de Educação Especial. / The State Education and Quality Secretariat of Amazonas (SEDUC/AM) developed and implemented the Amazon Educational Management System (SIGEAM). It integrates this system, among several others, a module called SPECIAL. This module is composed by services and management reports that aim to subsidize the school management and the macro management of SEDUC/AM, in the decision making about the target audience of Special Education. According to the research, from the training provided to the school managers, I realized that they not only did not have access to all the services of this module, but they also did not know the full ones to which they had access. Considering these factors due to this research, as conditioners for the full use of the system, the general objective of this work is to investigate the factors that limit the use of the Special Module by school administrators to promote pedagogical and administrative interventions. So, such a scenario aroused the interest of this researcher, leading me to look at the subject. I went through the historical paths of this subject in Brazil, and I described this path. I consulted legislation on the subject and highlighted the most relevant legal frameworks. I returned to my reality, studying this context in the state school system of Manaus. Concerning this context, from the application of semi-structured questionnaires and interviews, with the main actors of Special Education in Manaus, I will examine in a more detailed way, through a theoretical revision of the Special Education theme, with a focus on ICT, mainly from the perspective of Almeida (2007), Moran (2007), Mantoan (2006), Sassaki (2005), the possibilities that come from the use of computerized management systems, focusing on the management of special education. Finally, the findings of this research, provided information for the proposition of an Educational Action Plan (PAE), which allows SEDUC/AM to be more assertive in the policies implemented concerning Special Education.

The technological and methodological aspects have been investigated through a comparative analysis of the ICT resources and methodology used in this course along with the criteria listed in the reference frameworks of Doughty and Long (2003) and Basturkmen (2006, 2010). This is a qualitative research, evaluative in type, with descriptive exploratory objective. Our research was based on a literature review on teaching ESP for health professionals in the digital context. The esp-t course was selected because it is a free ESP course, available online with open access to therapists and to health professionals aiming at language improvement for certification purposes. The researcher has enrolled herself in this course so she could live the experience of studying IFE in an open virtual platform and could develop a reflective diary, composed of personal notes and screenshots of the course attended. The data were analyzed based on reference frameworks and the results have shown that although the platform has the potential for the use of interactive activities, there is a predominance of exercises aiming at the development of reading and listening comprehension language skills. / Esta pesquisa teve como objetivo geral analisar o curso esp-t da plataforma online Erasmus destinado a profissionais da saúde. Foram investigados os aspectos tecnológicos e metodológicos, através de uma análise comparativa dos recursos de TDICs e metodológicos empregados nesse curso com os critérios elencados nos quadros referenciais de Doughty e Long (2003) e Basturkmen (2006, 2010). Este estudo configura-se como uma pesquisa qualitativa, do tipo avaliativa, com objetivo descritivo exploratório. Nossa pesquisa foi fundamentada em uma revisão de literatura sobre ensino de Inglês para Fins Específicos para profissionais da saúde em contexto digital. O curso esp-t foi selecionado por se tratar de curso de IFE, disponibilizado gratuitamente online e de acesso aberto para profissionais terapeutas da saúde que visam aprimoramento linguístico para fins de obtenção de certificação. A pesquisadora matriculou-se nesse curso para que pudesse vivenciar a experiência de estudar IFE em uma plataforma virtual aberta e pudesse desenvolver um diário reflexivo, composto por anotações pessoais e capturas de tela do curso frequentado. Os dados obtidos foram analisados com base nos quadros referenciais e os resultados mostraram que apesar de a plataforma ter o potencial para a utilização de atividades interativas, há um predomínio de atividades que visem ao aprimoramento de habilidades linguísticas de leitura e de compreensão oral.
