FundaÃÃo de Amparo à Pesquisa do Estado do Cearà / Com o avanÃo da humanidade em direÃÃo à industrializaÃÃo e modernizaÃÃo tecnolÃgica, criando novos processos de produÃÃo que sÃo potencialmente nocivos ao meio ambiente, passa-se tambÃm a haver uma preocupaÃÃo crescente da humanidade em relaÃÃo ao mesmo. Devido Ãs pressÃes exercidas pela sociedade, organizaÃÃes antes consideradas poluidoras, passam a gerir de forma mais eficiente os aspectos ambientais de seus processos, atravÃs da implantaÃÃo de Sistemas de GestÃo Ambiental (SGA). Uma importante ferramenta para construir, consolidar informaÃÃes e promover a melhoria dos Sistemas de GestÃo Ambiental à a utilizaÃÃo de indicadores ambientais. Com a implantaÃÃo e manutenÃÃo do seu SGA, visando a melhoria contÃnua do mesmo, as organizaÃÃes podem tentar obter a certificaÃÃo ISO 14001, reconhecida internacionalmente como padrÃo de excelÃncia em gestÃo ambiental. O presente trabalho apresenta um estudo da utilizaÃÃo de indicadores ambientais baseados nas normas ISO 14031 e ISO 14001 em 10 empresas prestadoras de serviÃo de engenharia em SÃo LuÃs, MaranhÃo, que nÃo possuem Sistema de GestÃo Ambiental implementados. Foram utilizados questionÃrios extensos abordando itens das normas acima citadas. Foi dado tratamento estatÃstico nos dados com o intuito de saber o Ãndice de utilizaÃÃo dos indicadores por cada empresa. Analisaram-se os dados compilados e a partir dos mesmos recomendouse a 7 empresas que implementem o SGA, por ter obtido um percentual de utilizaÃÃo igual ou acima de 40% / With the advance of mankind towards industrialization and technological modernization, creating new processes that are potentially harmful to the environment, a growing concern about the environment also comes from mankind. Due to pressures coming from the society, organizations considered before as polluters, start to manage the environmental aspects of their processes in a much more efficient way, through the implantation of Environmental Management Systems (EMS). An important tool to build, consolidate information and promote the improvement of the Environmental Management Systems is the usage of environmental indicators. With the implantation and maintenance of its EMS, seeking its continual improvement, organizations can try to obtain the ISO 14001 certification, internationally known as an excellence standard on environmental management. The present work presents a study of the usage of ISO 14001 and ISO 14031 based environmental indicators on engineering companies in SÃo LuÃs, MaranhÃo, that have no environmental systems implemented. Questionnaires approaching items from the ISO guidelines above described were used. A statistical treatment was realized on the data gathered in order to know the indicators usage rate of each company. The data compiled was analyzed, and from them, 7 companies were recommended to implement an EMS, for obtaining 40% or more of indicator usage

Die ökologische Bewertung von Prozessen gewinnt zunehmend an Bedeutung. Der Betrachtungsgegenstand dieser Arbeit ist der Prozess Reinigen, der in der Oberflächentechnik breite Anwendung findet. Mit einer Systematisierung und Wertung der Bedeutung der Hauptverfahren wird sich dann auf den Prozess des wässrigen Reinigens konzentriert, der den größten Anteil der Anwendungen ausmacht. Die Analyse des Technologiefeldes ergab ein breites Spektrum möglicher Verfahrensvariationen. Dies hat zur folge, dass fast jede einzelne Reinigungsanlage auf den jeweiligen Einsatzzweck mit Hilfe der möglichen Anwendungsparameter optimiert werden kann. Ziel dabei ist es, die Anlagen ökonomisch-ökologisch optimal zu betreiben. Dieses Ziel kann durch Investitionen in bereits angebotene Umweltschutztechnologien auch mit Kostenvorteilen erreicht werden. Die in der Arbeit vorgestellten und systematisierten integrierten Umweltschutztechnologien sind geeignet, die ebenfalls dargelegten ökologischen Schwachstellen des Prozesses auszugleichen. Mit dem Einsatz dieser Technologien steigt die Komplexität der Prozessführung, so dass sich daraus Forschungsbedarf zur automatisierten Überwachung und Regelung dieses Prozesses unter Einbeziehung neuer Sensorik ergibt. Weiterhin wird die Norm DIN ISO 14031 zur Umweltleistungsbewertung vorgestellt und ein Vorschlag für potentielle prozessorientierte Umweltziele sowie entsprechende Kennzahlen unterbreitet. Die kritische Betrachtung des Reinigungsprozesses aus ökologischer Sicht hat gezeigt, dass bereits ein hohes Aktivitätsniveau bei der Forschung zu diesem Prozess zu verzeichnen ist und somit dessen Bedeutung für Wirtschaft und Umwelt unterstreicht.

Espera-se ainda, identificar oportunidades de melhoria para a organiza??o em estudo. / The present dissertation aims to analyze the evaluation process of environmental performance inside an organization from the building construction section of civil construction based on the NBR ISO 14031 guidelines, which provide orientation regarding the implementation of this project towards the internal organizational management. The theoretical research has addressed concepts and historical development of environmental management inside organizations, from the emergence of the first models to the strengthening of environmental management through the standardization of the Environmental Management System caused by the publication of ISO 14001. It has also addressed the evaluation of environmental performance, the NBR ISO 14031 (concepts, types of indicators of evaluation of environmental performance, the elaboration process of such indicators, as well as its use and evaluation by the high administration). The research has an applied character, with exploratory and descriptive goals, and a qualitative approach based on case study. The data collection will be made through questionnaires, interviews, and documental analysis. Through the present research project, one expects to learn the elements taken into consideration by the organization for the elaboration and selection of indicators; to identify which interested parties contribute in the aforementioned process; to discover which sources are taken into consideration by the organization while establishing its environmental performance goals; to learn how the different kinds of environmental indicators are handled by organizations on daily basis, considering the existence of interferences on the decision making process, whether or not the interested parties are integrated, and if there is an periodical evaluation of environmental performance and how it is handled. One also expects to identify the opportunities for improvement regarding the organization that is object of study.

A presente pesquisa procura contribuir para a Gestão Ambiental Municipal através dos seguintes objetivos: a investigação dos problemas ambientais em uma cidade de médio porte, São Carlos, e a viabilidade de aplicação do modelo de Sistema de Gestão Ambiental proposto pela ISO 14001, na Prefeitura da mesma cidade. O levantamento dos problemas ambientais munucipais foi feito através do uso de indicadores ambientais, baseados em algumas diretrizes estipuladas pela ISO 14031 - Avaliação do Desempenho Ambiental (ADA). Esta etapa do estudo foi comprometida pela carência de valores de referência, para a maioria dos indicadores urbanos, considerando as particularidades das cidades. Apesar disto foi possível conhecer a dinâmica e alguns problemas ambientais municipais. Já a viabilidade de aplicação da ISO 14001 na Prefeitura, foi estudada através da aplicação de questionário em diversas Secretarias Municipais, abordando procedimentos comuns em um Sistema de Gestão Geral e um Sistema de Gestão Ambiental. Foi constatado que apesar da existência de alguns procedimentos bem desenvolvidos na Prefeitura de São Carlos, a maioria não está completamente implantada. / The goal of this work was to contribute to Municipal Environmental Management assessing the following aspects: the investigation of the environmental problems of a medium sized city, São Carlos, and determining if an environmental management system based on ISO 14001 could be applied to the Prefecture of this city. The investigation of the environmental problems was carried out using environmental indicators, based on guidelines stated in the ISO 14031 - Environmental Performance Evaluation (EPE). This stage was compromised by a lack of reference values, for most urban indicators, considering cities\' particularities. But this stage allowed us to know the process of some environmental problems. The application of ISO 14001 at São Carlos Prefecture was assessed using a questionnaire addressing common procedures of both the General Management System and the Environmental Management System. Although the existance of some well implemented procedures in São Carlos Prefecture was detected, the majority of then was not fully implemented.
