Ensino a distância e conhecimento

Numa perspectiva contemporânea, elegeu-se teorias de aprendizagem que apontam para uma pedagogia crítica assim, Paulo Freire, Jean Piaget, Vigotsky e Haward Gardener constituem referências teóricas que embasam o trabalho. Inicia-se um estudo da Educação A Distância (EAD), modalidade de ensino que a partir do uso das novas tecnologias, apresenta-se renovada e propícia à educação contemporânea. Verifica-se que a educação sofre diretamente as tendências políticas e que essa modalidade de ensino não foge a essa influência, constituindo parte do processo de desenvolvimento social. Constata-se que em suas variadas propostas a EAD propicia oportunidade de aquisição de conhecimentos, influenciando nos processos sociais, no que diz respeito à transformação de pensamento e visão de homem, por sua natureza pedagógica ter o compromisso de propiciar uma forma educativa diferente, capaz de fomentar o desenvolvimento do pensamento próprio, a respeito da sociedade e do contexto sócial. Neste sentido, o ensino a distância constitui instrumento que além de formação, revela-se capaz de permitir constante reciclagem e aquisição de novos conhecimentos. Ainda no campo das perspectivas sociais, cita-se a influência dos programas de EAD voltados para a formação profissional e o aperfeiçoamento da mão de obra. Constata-se que a EAD, vista como objeto de disseminação de ensino, constitui ferramenta de transformação social que, por suas características democráticas, instrui e orienta o indivíduo ao conhecimento de suas necessidades como ser social, colaborando para sua integração a sociedade. Finalmente, constata-se que a EAD constitui ferramenta de difusão do conhecimento que vem influenciando a formação do homem brasileiro, a partir de sua utilização como meio educativo. This study is based on bibliographic research and its aim is to study Distance Education and its influence on the education of Brazilians. In a contemporary perspective, we chose learning theories which lead towards a critical pedagogy. Therefore Paulo Freire, Jean Piaget, Vigotsky and Howard Gardener are theoretical references on which the study is based. We begin a study of Distance Education, a form of teaching which being based on the use of new technology, is up to date and appropriate for contemporary education. It can be seen that education suffers a direct influence of political trends and Distance Education does not escape from this influence, being part of the process of social development. It can be seen that in its various forms Distance Education gives the opportunity to gain knowledge and influence social processes, with regard to the transformation of man's thought and vision, since its pedagogical nature is committed to providing a different educational method, capable of fostering the development of individual thought about society and the social context. In this sense, Distance Education is an instrument which, as well as educating, can be seen to be capable of allowing a constant recycling and acquisition of new knowledge. Also in the field of social perspectives, we can mention the influence of Distance Education programmes for professional training and courses for workers. It can be ascertained that DE, seen as an object of dissemination of learning, constitutes a tool for social transformation which, owing to its democratic characteristics, instructs and guides the individual to the knowledge of his needs as a social being, contributing to his integration into society. Finally, it can be seen that DE is a tool for spreading knowledge which has been influencing the education of Brazilians since it has been used as means of education.

Tem como eixo de interesse a Educação de Jovens e Adultos na perspectiva Histórico-Cultural de base marxista, por compreender a importância da realização de ações para superação do problema aqui levantado. A investigação visa contribuir por meio de práticas educacionais, com a continuidade dos estudos de sujeitos participantes da experiência de alfabetização do Centro de Ensino Fundamental 120 de Samambaia, organizando sua inserção nas Escolas que ofertam a primeira etapa (1º ao 4º semestre) da Educação de Jovens e Adultos na Rede pública de Ensino do Distrito Federal. A pesquisa aponta resultados significativos, tendo, como base fundamental, as falas e narrativas dos sujeitos e os registros do real concreto vivido no CEF 120 de Samambaia, entre os meses de abril a outubro de 2016, destacando a significação de educandas e educandos no tocante à ruptura com o silêncio de vida e classe e a decisão de 90% de continuidade dos estudos nas etapas seguintes da Educação de Jovens e Adultos. Neste sentido, a pesquisa faz emergir novas perspectivas para a transformação da realidade dos sujeitos participantes, à medida que não se caracteriza apenas como investigação, mas como ação concreta de intervenção na realidade social dos sujeitos pesquisados. / The current work aims to analyze thoroughly the relation of all participating subjects at the Government Program DF Alfabetizado with Youth and Adult Education, furthermore, the insertion of the aforementioned subjects at the first level of Youth and Adult Education will be articulated. The current research is integrated with the “School, Learning, Pedagogic Action, and Subjectivity regarding Education” (EAPS) research line, part of the Education Post-Graduation Program at the Faculty of Education at the University of Brasilia and is defined as action research. The interest area radius encompasses Youth and Adult Education under a historical-cultural perspective with Marxist views as foundation, as it is understood a large amount of work will be required to overcome the problem raised herein. The current investigation aims to contribute by means of educational practice and the continuity of studies of participating subjects in the literacy experience at the Basic Education Center 120 in Samambaia, thereafter with their insertion in the schools which offer the first stage (1st to 4th levels) being articulated at Public Basic Youth and Adult Education at the Federal District. The research lays out a significant outcome, using as primary basis the speech and linear narratives from the subjects and records from the concrete reality experienced at the Basic Education Center 120 in Samambaia, between April and October 2016, highlighting the significance atributed by educatees in the rupture from silencing regarding lifestyle, social class and the decision of 90% to keep progressing studies in the following stages at Youth and Adult Education. Therefore, the research brings up new perspectives to the subjects’ reality, as it not only can be regarded as investigation, but also as concrete action of intervention into the social reality of the studied subjects.

Orientada pela perspectiva vigotskiana, investiguei, a importância das interações sociais para o desenvolvimento integral do sujeito surdo. A partir dessa contextualização busquei responder a seguinte questão: Pode a ludicidade ser uma estratégia que facilite a inclusão social do estudante surdo? Pode a Sala de Recursos ser um ambiente capaz de favorecer a interlocução dos muitos atores na escola a fim de favorecer a inclusão? Essa investigação nasceu diante da constatação de que os surdos, em geral, vivem um estado de profundo isolamento social. Esse isolamento afeta diversos aspectos da vida desses sujeitos, inclusive o seu processo de escolarização. A educação de surdos é marcada pelo fracasso ainda que esse grupo seja alvo das políticas públicas de inclusão. De fato, o surdo no decorrer da história da humanidade, tem sido visto sob o estigma da incapacidade e do fracasso. A inclusão social visa estabelecer a visão humana ou antropológica da surdez. Sob essa perspectiva, o surdo é visto como ser humano que não precisa ser “consertado”, mas como um sujeito com plena capacidade. Minha proposta foi investigar a possibilidade de superação dos efeitos de isolamento social e do mutismo no qual os surdos estão invariavelmente imersos utilizando a ludicidade como estratégia. O embasamento teórico está apoiado em autores e pesquisadores que se dedicam ao estudo da educação do surdo: Gesser (2009); Quadros (2008); Sacks (2010); Silva (2002); Skliar (1995) e Strobel (2008), dentre outros. Bem como teóricos no campo da ludicidade: Brougère (2001); Kishimoto (1995, 2005); Luckesi (2002, 2004, 2006, 2014). A metodologia adotada é de cunho qualitativo, e o tipo de pesquisa adotado foi baseado nos princípios da pesquisa-ação. Os sujeitos da pesquisa são estudantes considerados surdos, ou seja, com perda auditiva a partir de 71 db. Foram cognominados Eduardo e Mônica, para garantir o anonimato. A pesquisa indicou que é possível que a Sala de Recurso atue de maneira articulada com os diversos setores da escola. A pesquisa tornou claro também que a ludicidade é uma estratégia que pode promover o desenvolvimento sócio emocional de sujeitos surdos, independente da fase de vida em que eles se encontrem, sendo por esse motivo uma importante estratégia de inclusão social do surdo. / This research was carried out in the context of a public school in the Federal District and aimed to analyze playfulness as a social inclusion strategy for deaf students, especially those who had a late acquisition of language. Guided by the Vigotskian perspective, I investigated the importance of social interactions for the integral development of the deaf subject. From this context, I tried to answer the following questions: can playfulness be a strategy that facilitates the social inclusion of a deaf student? can the resource classroom be an environment capable of facilitates the interlocution of the many actors in the school in order to favor inclusion? This investigation was born from the observation that deaf people, in general, live in a state of deep social isolation. This isolation affects several aspects of these people life, including their schooling process. The deaf education is marked by failure, even if this group is the target of the public policies of inclusion. Indeed, the deaf, in the course of human history has been viewed under the stigma of inability and failure. Social inclusion aims to establish the human or anthropological view of deafness. From this perspective, the deaf is seen as a human being who doesn’t need to be “repaired”, however as a person with full capacity. My proposal was to investigate the possibility of overcoming the effects of social isolation and mutism in which deaf people are invariably immersed using playfulness as a strategy. The theoretical background is supported by authors and researches who are dedicated to the study of deaf education: Gesser (2009); Quadros (2008); Sacks (2010); Silva (2002); Skliar (1995) and Strobel (2008), among others. Theorists in field of playfulness as well: Brougère (2001); Kishimoto (1995, 2005); Luckesi (2002, 2004, 2006, 2014). The methodology is qualitative, and the type of research adopted was based on the principles of action research. The subjects of the research were students considered deaf, that is, with hearing loss from 71 db. They were nicknamed Eduardo and Monica, to guarantee anonymity. The research indicated that it is possible that the resource classroom acts in an articulated way with the various sectors of the school. The research also made it clear that playfulness is a strategy that can promote the socio-emotional development of deaf subjects: children, teenagers, adults and elderly. Indeed, the playfulness is an important social inclusion strategy.

Formando "agentes jovens" : um encontro entre diferentes perspectivas sobre cidadania, inclusão e participação social

Este trabalho tem como foco de análise os "encontros" e "desencontros" entre os sujeitos participantes de uma política pública específica: o Projeto Agente Jovem. Tal política visa o resgate da cidadania, a construção do projeto de vida e a inclusão social de jovens (15 - 17 anos) "em conflito com a lei" e/ou "excluídos socialmente". Centrado na relação entre os sujeitos, este estudo etnográfico busca dar voz aos seus participantes através do diálogo empreendido nas suas interações cotidianas e nas representações que estes agentes constróem acerca das temáticas desenvolvidas ao longo do Projeto. Tendo como pano de fundo a problemática da violência urbana e da crescente exclusão de jovens na faixa etária circunscrita pelo Projeto, busca-se trazer o cenário histórico, social e econômico contemporâneo para dentro da análise, a fim de situar esta política específica que tem sua geração a partir de um processo maior, ou seja, na própria discussão que tem sido feita no país a respeito do "problema da juventude marginalizada". De posse deste panorama, o trabalho procura adentrar no “universo dos sujeitos” para, a partir dele, buscar interpretações que, na maioria dos casos, são buscadas pelo caminho contrário, centradas na configuração de políticas sociais que tendem a subsumir os sujeitos e suas ações a um “tipo” de grupo ou comportamento homogêneo. É objetivo mostrar que tais análises não se anulam, mas se complementam e são importantes para o entendimento das fragmentações de significado, conseqüentes das distintas representações feitas pelos agentes, inevitáveis ao desenvolvimento de uma política social pensada para todo um segmento e aplicada a uma parte dele.

Inclusão de pessoas portadoras de deficiência no mercado de trabalho : desafios e tendências

É difícil o processo de inclusão de Pessoas Portadoras de Deficiência (PPDs) no mercado formal de trabalho. Mesmo com a existência da Lei 8.213/91 (Lei das Cotas para PPDs), determinando que as empresas reservem uma cota de vagas a serem destinadas à contratação de PPDs, o volume de contratações entre profissionais portadores de deficiência não é representativo da população de PPDs. Buscou-se responder à questão de pesquisa: quais os desafios e tendências observados, com base no processo decisório adotado em empresas que se enquadrem no disposto pela Lei das Cotas para PPDs, diante da possibilidade de contratar ou não Pessoas Portadoras de Deficiência? Entre as possíveis causas deste comportamento por parte das empresas indicados na literatura estão a falta de conhecimento do que vem a ser deficiência, os padrões socialmente estabelecidos, que levam à estigmatização destas pessoas, e ainda a lógica de gestão empresarial vigente no mercado competitivo, que tende a dar mais espaço à influência destes padrões socialmente estabelecidos e de aspectos de racionalidade instrumental. O estudo foi dividido em duas fases, uma primeira exploratória e uma segunda analítico-descritiva. Foram aplicadas técnicas quantitativas e qualitativas de coleta e análise. Ainda utilizou-se a Teoria dos Jogos como forma de confirmar a ocorrência de ambas as influências, e de que forma atuam no processo decisório de contratação de PPDs. As empresas foram categorizadas, desde as mais inclusivas até as mais excludentes, tendo ficado esclarecido como se dá o processo decisório de contratação de PPDs nas empresas estudadas, e que aspectos atuam durante este processo. Confirmou-se que a maioria das empresas não cumpre a Lei 8.213/91 e concluiu-se que as PPDs enfrentam os padrões socialmente estabelecidos e a falta de acesso à educação como principais dificuldades, mas contam com um bom desempenho (entre os que conseguem uma colocação no mercado) e o apoio da família como principais facilitadores. Ainda, chegou-se à conclusão de que são ingênuas as empresas que primam pelo uso da racionalidade instrumental em detrimento da racionalidade substantiva, pois ignoram a influência de padrões socialmente estabelecidos e, conseqüentemente, se comportam de forma pouco sustentável ao longo do tempo, preocupando-se desmesuradamente em competir no mercado. Para o futuro, as perspectivas são otimistas, desde que alguns entraves, entre eles o despreparo das empresas, o preconceito, o aumento de desemprego e outros, sejam superados. / In the current days, the inclusion of people with disability in the work market has been a very difficult task. Even after the creation of the law 8.213/91 in Brazil (law of quotas for people with disability), which determined that companies should reserve a quota of jobs to be destined to disabled workers, the number o disable employees is still very low and non representative of the population with disability. Thus, the research question raised from this scenario is: What are the challenges and trends observed, with a basis on the decision making process of the companies that should fulfill the law 8.213/91, when these companies have the possibility to choose hiring or not hiring people with disability? Among the possible causes of the companies’ behavior, according to literature, it is possible to list the lack of knowledge about what disability is, the socially established standards, that lead to the stigmatization of these people, and also the logic of enterprise’s effective management in the competitive market, which tends to give more attention to the influence of these socially established standards and the instrumental rationality. The study was conduced in two different phases, an exploratory one and an analytical-descriptive, where quantitative and qualitative techniques of data collection and analysis had been applied. The Games Theory was also applied to confirm the influences of both aspects, and to investigate how they can drive the decision making process which decides about hiring or not people with disability. The companies had been categorized, from most to less inclusive, and the results clarified how the decision making process works and which aspects have an influence on it. Also, the study confirmed that the majority of companies does not fulfill Law 8.213/91 and concluded that people with disability faces socially established standards and lack of access to education as main challenges, but counts on a good performance (among the ones that get jobs) and the support of their families as main advantages. The research concluded that companies who strive for the use of instrumental rationality instead of using substantive rationality are ingenuous, because they ignore being influenced by socially established standards. As consequence, they act in a non sustainable way, putting excessive efforts on market competition. Concerning the future trends, the perspectives are optimistic for people with disability, although they will have to surpass some constraints, as the growing unemployment, to give an example.

A hipótese que guia este trabalho é a potencialidade da convivência, se orientada por determinadas caraterísticas e posturas, de converter-se em um dispositivo de cuidado com um papel estratégico no campo brasileiro da saúde mental. Buscou-se destrinchar este dispositivo de cuidado, do ponto de vista da trama teórica, em três dimensões: ética, política e clínica. As dimensões da convivência são caracterizadas, com a ajuda de diferentes autores, de diferentes campos do conhecimentos e a partir de diferentes experiências no campo da saúde mental. Através de um recorte filosófico, o cuidado é caracterizado em sua indissociável dimensão ética que se desdobra quando o tema é convivência. Esta é analisada, a partir de um recorte sociológico, como um dispositivo de cuidado em seu papel político, isto é, desinstitucionalizador e promotor de cidadania. Em seguida, a convivência é problematizada enquanto um dispositivo de cuidado no campo da atenção psicossocial em sua dimensão clínica. Este estudo foi realizado através de uma pesquisa qualitativa, em particular, uma pesquisa-intervenção, com o objetivo de caracterizar a convivência como dispositivo de cuidado no campo da saúde mental. A convivência, enquanto uma dimensão fenomenológica, foi estudada em um Centro de Atenção Psicossocial (CAPS). A intervenção tem a convivência, ao mesmo tempo, como objeto e estratégia, e foi na convivência pesquisadores-usuários-equipe que as decisões sobre as atividades que compõem a intervenção foram realizadas. As informações qualitativas geradas através de diários de campo, gravações das reuniões com a equipe do CAPS e registros em ata da participação na assembleia do CAPS e das reuniões da equipe de pesquisa, foram analisadas segundo a hermenêutica de profundidade. A análise das intervenções (a atividade de convivência e o grupo de convivência) foi construída em diálogo com as dimensões ética, política e clínica e com as disponibilidades implicadas no cuidado. A convivência se guiada pelas constelações de princípios e características sustentadas pelas dimensões ética e política (afinal não é qualquer encontro humano que é terapêutico) se configura na possibilidade de construir um cuidado privilegiado em saúde mental através das disponibilidades afetivas de estar com, fazer junto e deixar ser. A convivência exige uma disponibilidade ética para estar com outro, sustentada em uma posição política de reconhecer o outro em sua diversidade e alteridade, o que é incompatível com uma formação autoritária e prescritiva. A partir da convivência foi experienciado um combate à formalização, permitindo uma flexibilização e circularidade de papéis entre cuidadores e usuários, culminando na construção de redes solidárias e de relações mútuas de cuidado, marcadas pela afetividade, alegria e espontaneidade, o que resultou na possibilidade de acolher o sofrimento, este marcado também pelos confrontos, desencontros e ambivalências que constituem o humano. Foram apresentadas algumas sugestões para (des)organizar os CAPS a partir da convivência, visando à desburocratização dos serviços e à construção de uma forma de cuidar sob medida e coletiva. / The goal of the research was to articulate care and social inclusion through the idea of coexistence, characterizing it as a device of care in the psychosocial attention context in mental health. The hypothesis that guides this work is the pontetiality of coexistence, if guided by certain characteristics and position, of converting itself into a care device with a strategic role in the brazilian field of mental health. An attempt was made to unravel this care device, from the point of view of theoretical plot in three dimensions: ethical, political and clinical. The dimensions of coexistence are characterized, with the help of different actors, by different fields of knowledge and through different experiences in the mental health field. Through a philosophical profile, care is characterized in its inseparable ethical dimension that unfolds when the subject is coexistence. It is analyzed, through socialogical profile, as a care device in its political role: desinstitutionalizer and promoter of citizenship. Then coexistence can be problematized as a care device in the field of psychosocial care in its clinical dimension. This study was accomplished through a qualitative research, particularly, an intervention-research, with the goal of characterize coexistence as a care device in the field of mental health. Coexistence, as a phenomenological dimension was studied in the Psychosocial Care Center (CAPS, in Portuguese). Intervention has coexistence, equally, as object and strategy, and it was in the coexistence researchers-users-team that the decisions over the activities that compose intervention were accomplished. Qualitative information generated through field diaries, recordings of the meetings with CAPS team and minutes of the participation in the CAPS assembly and meetings of the research team, were analysed by the Depth Hermeneutical. The intervention analysis (the activity of coexistence and the coexistence group) was built through the dialogue with ethical, political and clinical dimensions and with the availability implied in care. Coexistence, if guided through the constelation of principles and characteristics supported by ethical and political dimensions (after all, not every human encounter is therapeutical), sets in the possibility of building a priviledged care in menthal health through the emotional availability of being with, doing together and letting be. Coexistence demands an ethical availability for being with each other, supported in a political position of acknowledging the other in its diversity and otherness, that is inconsistent with a commanding and prescriptive formation. Through coexistence, it was experienced a combat to formalization, allowing an easing and circularity of roles between caretakers and users, culminating in the construction of solidarity networks and mutual relationships of care, defined by affectiveness, joy and spontaneity, which resulted in the possibility of receiving suffering, this also defined by confrontation, mismatches and ambivalences that constitute the human being. Some suggestions were presentet to (un)organize CAPS through coexistence, aiming the reduction of bureaucracy of the services and the construction of a way of custom-made and collective caring.

A sociedade brasileira, e ressalto neste texto a paulistana, é culturalmente híbrida, plurilíngue e oblíqua (CANCLINI, 2007). Aqui designo-a como mares ao referir-me ao tecido social da cidade que tem sido navegada por incontáveis imigrantes das mais remotas partes do planeta. Tal fluxo de imigrantes resulta em complexidade de acomodação (BAENINGER, 2012), ocasionando aos imigrantes que possuem razoável poder aquisitivo ou conhecimentos técnicos especializados a reserva invariável de espaços sociais inclusivos, ao passo que os em desvantagem social são apenas integrados a um sistema que os deixa à mercê de toda uma estrutura social segregacionista (HORKHEIMER; ADORNO, 1985; GUEBERT, 2012). São feitos invisíveis socialmente, embora não o sejam, de fato, no cotidiano da cidade; são apenas alocados numa lógica binária de normalidade e anormalidade. Entendo que tal evento afeta de forma nevrálgica a identidade de tais imigrantes, envolvidos nessa diáspora internacional (SILVA, 2014; HALL, 2008), pois são confrontados com a composição de uma nova identidade de espectro binacional sofrendo com esta construção que se dá em detrimento de sua identidade primeira visto que almejam ser aceitos socialmente. (RAJAGOPALAN, 2003; SILVA, 2008). Diante desse cenário, meu foco principal nesta pesquisa reside nos imigrantes bolivianos residentes no bairro Bom Retiro na capital paulista. Objetivo identificar na análise desta pesquisa de cunho etnográfico balizada nos princípios dos estudos linguísticos críticos e transgressores (PENNYCOOK, 2008), levada à termo em um grupo focal por meio de vídeos, fotos e histórias de vida contadas por meio de narrativas escritas e visuais. Pretendo verificar como tais imigrantes são afetados individual e coletivamente por esse tsunami social a partir do enfeixamento dos objetos de estudo: inclusão e identidade. Por fim, dadas as constatações daí advinhas, proponho estudos mais aprofundados sobre essa temática desde uma ótica mais específica e de cunho social. / It’s my personal belief that all immigrants should be granted a truly equal and inclusive social reception based upon the universal rights of equality with no excluding paradigms wherever they journey to. The Brazilian, specially the paulistana, society is well-known for its cultural hybridism, obliquity and plurilingual organisation (CANCLINI, 2007). I hereby ascribe it as seas when referring to the city’s social network always sailed by countless immigrants from all over the world. Such influx has resulted in a huge accommodation complexity (BAENINGER, 2012) whose aftereffect is that those immigrants possessing either outstanding financial resources or specialised and technical knowledge have inclusive social spaces guaranteed in the local society whereas those monetarily impaired are barely integrated and left to the mercy of a notably segregationist social structure (HORKHEIMER; ADORNO, 1985; GUEBERT, 2012). These socially invisibilised, though visible in the daily life of the city itself, are only placed upon a binary logic of normality and abnormality. In order to be socially accepted, my grasping is that such an occurrence neuralgically affects the identity of these immigrants who are part of these international diaspora (SILVA, 2014; HALL, 2008) since they ought to face the construction of a new identity which has got a binational composition thereupon built up to the detriment of his own first identity. (RAJAGOPALAN, 2003; SILVA, 2008). Given such a scenario, my main research focus lies on the Bolivian immigrants dwelling in Bom Retiro neighbourhood of the capital city of São Paulo. Based upon an ethnographical-like research, grounded on the principles of critical and transgressive linguistic studies (PENNYCOOK, 2008), it is carried out through a focal group by means of videos, photographs and life histories narrated both visually and in written which can help me bundle the constructs inclusion and identity. I, therefore, aim at identifying how much affected are those Bolivian immigrants both individually and collectively by such a social tsunami. Eventually, I shall propose further and deeper studies over this subject from a more specific, acute and social perspective.

No Brasil, segundo dados do Instituto Brasileiro de Geografia e Estatística (IBGE) do ano 2002, existem 24,5 milhões de pessoas com deficiência, 14,5% da população brasileira. No século XX, a partir da Declaração Universal dos Direitos Humanos, as pessoas com deficiências começaram a ser vistas de forma diferente, como cidadãos de direitos e deveres. Nessa época, surgiram modelos explicativos, como o metafísico, o médico, o educacional, o da determinação social, o sociohistórico. Finalmente, no século XXI, ocorreu a busca da inclusão socioeducacional das pessoas com deficiência, na tentativa de equiparação de oportunidades, direitos e deveres. No Brasil, as questões sobre a deficiência começaram a ser pensadas e discutidas a partir de reflexões que se iniciaram nos Estados Unidos, por volta dos anos 1960. Mas, só em 1978 a Constituição Federal recebeu a primeira emenda que tratava dos direitos das pessoas com deficiência. O que podemos visualizar é que a trajetória revela que as pessoas com deficiência sempre viveram excluídas da sociedade e que inúmeras leis buscam regulamentar os seus direitos. É imprescindível que todos tenham clareza sobre a história da deficiência, sendo fundamental para a elaboração de políticas públicas adequadas. In Brazil, according to data supplied by the Brazilian Institute of Geography and statistics (IBGE) in 2002, there are 24.5 million disabled people, that is, 14.5% of the population. In the 20th century, since the enacting of the Declaration of Universal Human Rights, handicapped people started to be viewed from a different perspective, namely as citizens entitled with rights and duties. At this time, models explaining the handicapped condition according to metaphysical, medical, educational, social determination, and social historical views came into being. Finally, in the 21st century, the quest for their socio-educational inclusion started to be furthered, in an attempt to grant them equal opportunities, rights, and duties. In Brazil, issues concerning the handicapped condition started to be broached and discussed based on reflections brought up in the United States around the 1960s. But only in 1978 the Federal Constitution enacted the first amendment dealing with disabled people’s rights. What we managed to observe is that such a development shows that disabled people have always lived apart from society and many laws have been enacted aiming at asserting their rights. It is necessary that everyone gets acquainted with the history of that condition and the enacting of adequate public policies is essential to further that process. O acesso aos serviços públicos não se constitui apenas um direito do cidadão e cabe ao Estado promover políticas públicas que garantam a todos o acesso a esse serviço. A Universalização dos serviços de energia elétrica representa uma política pública de caráter social, visando garantir o acesso do cidadão brasileiro à energia de forma gratuita, conforme a Lei nº 10.4382002. De acordo com esse marco legal, estabeleceram-se critérios para a expansão das redes de distribuição de energia elétrica, objetivando aumentar as condições de acesso à energia elétrica para cada uma das regiões brasileiras. A Agência Nacional de Energia Elétrica (ANEEL), órgão que regulamentou a Lei supracitada por meio da Resolução nº 2232003, que estipula as condições e metas gerais para a Universalização do serviço, analisa os planos realizados pelas concessionárias de energia elétrica. A Universalização objetiva garantir o acesso à energia elétrica para as populações pobres e promover por esse meio o desenvolvimento econômico e social de regiões excluídas desse processo. Nesse trabalho é apresentada uma visão sócio-espacial para o planejamento da expansão das redes de distribuição de energia elétrica. Tomou-se como referencial empírico a área de atuação da concessionária CEMIG no Estado de Minas Gerais. Essa área possui, de acordo com o Censo 2000, aproximadamente 170.000 domicílios sem energia elétrica, concentrando-se a maior parte dos excluídos, no Norte do Estado. Na análise dos planos de Universalização elaborados pela empresa, constatou-se que a prioridade para a expansão seguiu uma metodologia que privilegiou municípios que já possuíam um alto índice de atendimento, não se considerando os aspectos sociais dessas localidades, conforme proposto pela política governamental. Nessa pesquisa, foram selecionadas variáveis sócio-espaciais, que ajudaram a caracterizar, sob a ótica social, os municípios. Essas variáveis integradas por meio de técnicas de geoprocessamento, resultaram em um modelo espacial de expansão das redes de distribuição de energia elétrica, gerando um novo mapa dos municípios prioritários para a expansão dessas redes, resultado este que diferiu do apresentado pela CEMIG em seus planos de universalização. Neste trabalho, procurou-se evidenciar a importância de uma metodologia eficiente na elaboração de políticas públicas, objetivando alcançar efetivamente a inclusão social e a melhoria da qualidade de vida da população, priorizando-se a parcela mais pobre da população. ____________________________________________________________________________ ABSTRACT / According to the 2000 Census of the Brazilian Institute of Geography and Statistics (IBGE), there were in this year about 2.4 million of residences in Brazil with no access to electric energy. The access to public services is not only a citizen’s right but an obligation from the State to promote policies that assure everyone the access to electric energy. The Universal access program of energy services is a policy of social character that aims to guarantee the free access to electric energy. In accordance with Law n°. 10.438/2002, some criteria have been established to make possible the expansion of energy distribution nets, aiming to improve the conditions of access to electric energy in all Brazilian regions. The studies held by the concessionaries of electric energy are analyzed by the Brazilian Electricity Regulatory Agency– ANEEL, that has regulated the Law above mentioned and that stipulates the conditions and general objectives to the Universal access program. This paper has attempted to present a social-spatial vision for the planning of expansion of electric energy distribution nets. It has been taken as an empirical reference the area comprised by the concessionary CEMIG – Energetic Company of Minas Gerais. There are in this area, according to 2000 Census, a total of 172.790 residences without electric energy, being in the north region the largest part of the excluded people. By analyzing the Universal access program planning of CEMIG, it has been verified that the priority for the expansion happened under a methodology that has privileged the communities that already had a representative rate of access to energy, not taking into account the social aspects of the districts. This paper selects socio-spatial figures, which have helped on characterizing districts under a social view. Being these figures integrated through geoprocessing techniques, they have resulted in a spatial model that serves to the expansion of energy distribution nets generating a new map of main districts. The result achieved in this paper is different from CEMIG’s one. During the research, it has been given attention to an efficient methodology in the elaboration of public policies, this way the social inclusion project and the improvement population quality of life could be reached in fact, giving priority to the Brazilian poorest population.

Para isso, o trabalho foi dividido em cinco capítulos de forma a privilegiar a discussão sobre Sociedade da Informação, Tecnologia e Inclusão Digital, nos aspectos referentes à tecnologia e à inclusão digital. A seguir foi apresentado o Paradigma Um Para Um, em seus aspectos históricos e características fundamentais, tendo como foco principal a experiência brasileira de implantação do mesmo. No capítulo dedicado ao Colégio Dom Alano Marie Du Noday, foi apresenta o projeto UCA implantado nessa escola, bem como a contextualização e a estrutura físico-administrativa e tecnológica deste colégio. Os procedimentos metodológicos utilizados para a realização deste trabalho foram o estudo de caso e a análise de conteúdo. Ao final deste estudo os resultados mostram que, dos três indicadores de inclusão digital - acesso às tecnologias, capacidade de manejá-las e capacidade de integrá-las aos afazeres cotidianos – os dois primeiros foram alcançados satisfatoriamente, mas o terceiro, possivelmente o mais importante, não atingiu o mesmo patamar. Esses resultados apontam a necessidade de mudança na utilização das tecnologias, com vistas a transformar informação em conhecimento e utilização em apropriação, o que leva à consecução do terceiro indicador e à efetiva inclusão digital. _________________________________________________________________________________________ ABSTRACT / This work aimed to study the UCA project implemented in the State College Dom Alano Marie Du Noday, in Palmas - TO and find out if it is providing the digital inclusion of students of this school. For this, the work was divided into five chapters in order to privilege the discussion about Information Society, Technology and Digital Inclusion, aspects relating to technology and digital inclusion. In sequence was presented the One For One Paradigm, in its historical and fundamental characteristics, having as main focus the brazilian experience of implementing the same. In the chapter dedicated to the College Dom Alano Marie Du Noday, was introduced the UCA project implemented at the school, as well as the background and the physical and administrative and technology structure of the school. The methodological procedures used for this work were the case study and content analysis. At the end of the study the results show that the three indicators of inclusion - access to technology, ability to manage them and the ability to integrate them into daily chores - the first two were achieved satisfactorily, but the third, possibly the most important, left to be desired. These results highlight the need for change in use of technology, in order to transform information into knowledge and used in ownership, which leads to the achievement of the third finger and the effective inclusion.
