Afirmar que a criação da LAI é uma oportunidade para o fortalecimento do Estado democrático de direito, perguntar sobre as estruturas administrativas e de pessoal para promover a gestão arquivística necessária ao acesso. Parte-se das noções e conceitos de políticas públicas, de acesso, das necessárias infraestruturas informacionais. Utiliza-se como metodologia o levantamento dos concursos para arquivistas no serviço público federal na fonte primária Diário Oficial da União - online, Seção III entre os anos de 2006 a 2014, por meio dos termos de recuperação: “arquivista”, “arquivologista”, “arquivólogo” e “Arquivologia”. Para apresentação dos resultados, são consolidados quadros e gráficos demonstrativos dos movimentos de seleção de arquivistas via concursos públicos. Os resultados detectam maior oferta de vagas nos anos 2006, 2008 e 2009, antes da LAI. As conclusões denotam um movimento de seleção de arquivistas maior nos anos em que a LAI vinha sendo discutida no âmbito da Presidência da República e da UNESCO. / Analyze and measures the possible impacts of the Information Access Act (LAI - Law No. 12,527/2011) through civil public concourse for archivists. Affirm that the creation of the LAI is an opportunity to strengthen the democratic State of law, ask about the administrative structures and staff to promote the archival management needed to provide to access. It starts with the ideas and concepts of public policies, access and the necessary informational infrastructure. It uses as methodology the survey of civil service exams for archivists in the federal public service, and as primary source the Official State Gazette, Section III, between years 2006-2014, through they researched in the online version (http://portal.in.gov.br) the following keywords: "archivist” and "Archival" in Portuguese version. To present the results were consolidated charts and graphs showing the staff drift via civil service exam and compare the enunciation of the needing for archivists. The results detect greater number of places in the years 2006, 2008 and 2009, before the LAI. The results show a selection of archivists move higher in years when the LAI was being discussed within the Presidency of the Republic and UNESCO.

An Investigation into the Use of Mobile Phones for Health Information Delivery to Rural Women in Uganda

The study looked at the viability of using mobile phones by an academic health library to provide health information to rural women. It is understood that Mobile phones have become household items thereby providing an opportunity for organisation to use them for information delivery. Access to information by individuals is essential in reducing people’s levels of uncertainty especially in matters that relate to growth and survival such as health. The central research question upon which this study was based was, “How can an academic library adopt the use of mobile phones as an information delivery device to enhance access to health information for rural women?” with sub-questions focusing on information needs and sources of health information for women and the adaptation of mobile services within the library. It further looked at appropriate partnership needed in developing mobile services for health information delivery. Reviewed literature revealed that mobile phones are already being used by several organisations in making available information. In particular academic libraries have embraced the mobile revolution by creating mobile services for their users. A qualitative approach was adopted for this study and interviews were used for all the three categories of respondents, who are rural women from Buyengo sub-county, health workers from Kakaire health centre iv and librarians from Albert Cook Medical Library. Findings from the study have shown that in the information era where one’s survival is highly dependent upon information, rural women do not have access to credible sources of health information despite the fact that they have high demand for health information because of the soaring disease burden in rural areas. The study without doubt has led to the establishment that the use of mobile phones to fill this gap is a cost effective and life saving venture which if well set up and implemented will add to the global programmes initiated with the aim of reducing child mortality, maternal deaths and combating HIV/AIDS, malaria and other diseases. / Mini Dissertation (MIT)--University of Pretoria, 2015. / Information Science / MIT / Unrestricted

The purpose of this study is to provide knowledge about Cambodian students’ information access and how their information behaviour is affected by floods. The research material consisted of 15 semi- structured interviews of university students in Cambodia. The results concluded that students have an immense difficulty accessing information for their studies. The results also reveal that students change their information behaviour during heavy rain and floods. The students learn to adapt to their environment and develop creative strategies to cope with accessing information during rainfall and floods. The students learn to share information with each other to a greater extent. Primarily they disseminate information through social media and messaging applications. The results were analysed using theories on information behaviour together with proposed categories of information behaviour during a crisis.

The use of information and communication technologies for accessing HIV and AIDS information by healthcare professionals in Zimbabwe

Philosophiae Doctor - PhD / This study sought to investigate the information needs of selected HIV and AIDS health organisations in Zimbabwe with a view to proposing a framework for developing an information access platform. ICTs can play a pivotal role in improving access to HIV and AIDS information and in coordinating HIV and AIDS activities in Zimbabwe. However, the development of ICTs in Zimbabwe’s health sector has been haphazard and idiosyncratic to a plethora of HIV and AIDS organisations operating in Zimbabwe. This study proposes a framework for the development of ICTs for accessing HIV and AIDS information in Zimbabwe. The needs-based framework was proposed after evaluating the information needs of healthcare workers and current health information technologies. An integrated theoretical framework incorporating the General System Theory, the Social Construction of Technology theory and the HOT-fit model was used to frame the study.

The initiation and duration of exclusive chest/breastfeeding are important health determinants and a key focus of existing public health policy and programs. Despite the demonstrated benefits of chest/breastfeeding and focus on interventions, overall rates of initiation and exclusivity in Ontario remain low. The purpose of this study was to describe how midwifery clients in Ontario - a population credited with high rates of exclusive chest/breastfeeding - access information to support infant feeding decisions. A descriptive, cross-sectional online electronic survey was conducted using the Midwifery Infant Feeding Information Survey questionnaire which was locally developed for this study. A total of 235 midwifery clients who were either in or recently discharged from midwifery care at the time of the survey completed the questionnaire. Data analysis was completed using descriptive statistics with total counts and content analysis for open-ended questions. This research contributes new knowledge about infant feeding information access including the reported usefulness and preferences of various information sources across the continuum of care; the importance of the midwife-client relationship and the online information environment; potential communication gaps in the delivery of comprehensive prenatal infant feeding information; and self-reported infant feeding patterns suggesting midwifery exclusive chest/breastfeeding rates may not be as high as previously thought. Further research to improve information access is needed in order to identify barriers midwives face in discussing infant feeding with clients; explore the effect of health literacy in an online information environment to support the potential development of evidence-based, midwifery-specific online/digital tools. The study findings are relevant for both the academic and clinical midwifery community in developing effective strategies to further support midwifery clients in meeting their infant feeding goals. This study will further inform researchers, public health practitioners, policy makers, and other stakeholders representing all childbearing families in Ontario. / Thesis / Master of Public Health (MPH) / The goal of this study was to examine how midwifery clients in Ontario access information about infant feeding throughout the pregnancy and postpartum period. An online survey of 235 current and former midwifery clients identified why some information sources were more useful than others, and how infant feeding information could become more accessible. The midwife-client relationship and use of online/digital media were identified as important information sources. However, a number of information gaps were identified that suggest not all clients benefit from comprehensive discussions with their midwife in preparation for infant feeding. Further research is needed to understand barriers midwives may face in discussing infant feeding with their clients, and the use of online/digital tools to support midwifery clients to meet their infant feeding goals. The results of this study may benefit all childbearing families in Ontario.

In-house indexing of periodical literature : a study of university libraries in Kenya

The present study investigated identification, access and usage of periodicals in university libraries in Kenya, with a view of recommending a tool for assisting users to identify information. Using questionnaires completed by 316 university library users and 27 librarians, backed with participant observations, document analysis as well as interviews, it was found that usage of periodicals was low as most users browse through periodicals to identify information, a method that is not effective. In-house indexing was investigated and found to be an effective tool in facilitating access to relevant information. The study recommends establishment of in-house indexing programs and databases in university libraries; formulation of consistent indexing policies to achieve quality indexing; and that indexing should be focused on both content and user requirements by specifying points- of- view, and study methodologies to enhance retrieval of relevant information. / Information Science / M. Esta dissertação de mestrado se destina a analisar as bibliotecas digitais apresentando, de início, um breve retrospecto histórico e social sobre a importância do livro e o surgimento das bibliotecas como centros de armazenamento do conhecimento humano. Nesse sentido, serão apresentados os caminhos que levaram o mundo a viver atualmente a realidade da chamada sociedade da informação. Após a análise dos conceitos, características e funcionalidades das bibliotecas digitais, serão apresentados alguns exemplos de experiências concretas bem sucedidas nessa área para, em seguida, discutir os dois outros elementos que compõem esse trabalho: a busca pelo acesso à cultura e os limites a ele impostos pela proteção ao direito de autor. O objetivo final é colaborar com a busca de respostas que representem o equilíbrio entre o direito coletivo, representado pelo interesse social de livre acesso ao conhecimento e à cultura, e o interesse individual dos titulares de obras, protegido pelo direito de autor. / This masters dissertation aims to analyze the digital libraries presenting a brief history and social retrospect about the importance of the book and the creation of libraries as storage centers of human knowledge. In this sense, the paths that led the world to live the reality of the currently called information society will be presented. After analyzing the concepts, features and functionality of digital libraries, some examples of successful experiences in this area will be presented, and then discussion of two other elements of this work: the search for access to culture and the limits imposed on it by the protection of copyright. The ultimate goal is to collaborate with the search for answers that represent the balance between the collective right represented by the social interest of free access to knowledge and culture and the individual interests of the holder´s works protected by copyright.

Vigilância da fluoretação da água de abastecimento público no Município de São Paulo, no período 1990-2011 / Health surveillance of drinking water fluoridation in the City of Sao Paulo, Brazil, in the period 1990-2011

Introdução - A política de fluoretação das águas de abastecimento público requer aplicação contínua desta medida em níveis adequados de flúor. O controle operacional é realizado pelas empresas de saneamento ao adicionar flúor às águas, cuja medida deve ser complementada pela ação dos sistemas de vigilância segundo o princípio do heterocontrole. Sistemas de vigilância lidam com informações de interesse público, nos marcos legais desenvolvidos pelos Estados. No mundo contemporâneo, tais marcos implicam contemplar o direito de acesso à informação. Objetivo - Descrever o sistema de vigilância da fluoretação da água no município de São Paulo, no período 1990-2011. Método - Pesquisa baseada em dados secundários disponibilizados pela Secretaria Municipal de Saúde de São Paulo, no período 1990-2011. Os teores de fluoreto nas amostras foram classificados segundo as dimensões de risco e benefício para fluorose e cárie dentária, avaliados concomitantemente. Adicionalmente, realizou-se revisão bibliográfica do marco legal brasileiro que trata da Lei de Acesso à Informação (LAI), tendo em vista que dados produzidos pelos sistemas de vigilância em saúde são de interesse público. Resultados - Foram analisadas 19.071 amostras. A média anual de registros identificados no período de pontos fixos atingiu 647 amostras, correspondendo a um valor acima do necessário para a cobertura total do sistema (n=180). A média anual de registros foi ainda maior para o período de pontos variáveis, com 1.340 amostras. A média geral dos teores de flúor foi de 0,66 mg/l. Com relação à prevenção da cárie, 44 por cento das amostras representam benefício moderado e 54 por cento benefício máximo. Quanto à fluorose dentária, 99 por cento das amostras representam risco mínimo. Com relação à LAI, o período histórico contemporâneo se apresenta, no Brasil, como um cenário de possibilidades e desafios aos avanços dos modelos de vigilância em saúde, incluindo a qualidade da água, com potencial para ampliar as possibilidades de controle sobre as políticas públicas. Conclusão: O benefício preventivo quanto à cárie não foi aproveitado em seu potencial pleno. O risco para fluorose dentária foi baixo. O número de amostras anuais coletadas apresentou tendência de aumento no período estudado, registrando-se variações que se situaram, contudo, sempre acima do limite inferior capaz de assegurar a cobertura total do sistema. Tendo em vista as disposições da LAI, dados e informações produzidos pelos sistemas de vigilância da qualidade da água são de interesse público e, portanto, devem estar disponíveis integralmente / Introduction - The policy of community water fluoridation requires continuous application of this measure by the adequate use of fluoride levels. Operational control is carried out by drinking-water suppliers to add fluoride to the water, which measure must be complemented by action of surveillance systems on the principle of external control. Surveillance systems deal with information of public interest, within the legal frameworks developed by the States. In the contemporary world, such landmarks contemplate the right of access to information. Objective - To describe the surveillance system of drinking-water fluoridation in the city of Sao Paulo, in the period 1990-2011. Method - Research based on secondary data provided by the Municipal Health Secretary of Sao Paulo, in the period 1990-2011. Fluoride levels in the samples were classified according to the dimensions of risk and benefit related to fluorosis and dental caries, concurrently assessed. Additionally, it was carried out a literature review of the Brazilian legal framework that deals with the Law on Access to Information (LAI), considering that data produced by health surveillance systems are of public interest. Results - It was analyzed 19,071 samples. The average annual records identified between fixed points period reached 647 samples, corresponding to a value higher than necessary to cover the entire system (n = 180). The average of the variable annual record points was even greater for the period, with 1,340 samples. The overall average fluoride concentration was 0.66 mg/l. With respect to the prevention of caries, 44 per cent of the samples represent moderate benefit and 54 per cent maximum benefit. As for dental fluorosis, 99 per cent of the samples represented minimal risk. With respect to LAI, the contemporary historical period presented in Brazil, as a scenario for possibilities and challenges to the improvement of health surveillance models, including water quality, with the potential to expand the possibilities of control over public policies. Conclusion: The preventive benefit concerning dental caries has not been tapped into its full potential. The risk for dental fluorosis was low. The annual number of collected samples showed a tendency to increase during the study period, registering variations which remained, however, always above the lower limit to ensure full coverage of the system. In view of the provisions of LAI, data and information produced by drinking-water surveillance systems are of public interest and therefore should be integrally available

Panorama do acesso à informação nos portais web de legislação dos municípios do Rio Grande do Sul

O objetivo da pesquisa é avaliar o acesso à informação legislativa digital dos municípios do estado do Rio Grande do Sul. Em revisão de literatura, aborda a importância da informação legislativa no que concerne ao ordenamento jurídico como um todo, à segurança jurídica, ao acesso à informação e à inflação legislativa. Para realizar a avaliação, estabelece checklist e, posteriormente, aplica o instrumento aos portais de legislação das Câmaras de Vereadores e Prefeituras Municipais dos municípios selecionados por amostragem aleatória simples estratificada e na capital do Estado. O checklist é fundamentado em literatura acerca da avaliação de portais da web e da avaliação de portais de legislação em específico, sendo composto por 26 requisitos básicos desejáveis para os portais de legislação, divididos em 5 parâmetros: Usabilidade, Cobertura, Acessibilidade, Relacionamentos e Ferramentas Ao todo, analisa 62 portais de Prefeituras Municipais e 62 portais de Câmaras de Vereadores. Os resultados demonstram falta de planejamento e de profissionalismo na concepção e manutenção dos portais. Demonstram, ainda, não haver grande preocupação por parte dos gestores dos portais de legislação em garantir a completude do portal, a acessibilidade das normas, disponibilizar o texto atualizado (alterado e consolidado), facilitar o acesso à informação concernente à normas relacionadas, fonte, projeto de origem e ADIN, prover espaço com conteúdo de ajuda, bem como em gerar confiança a partir da disponibilização de informações sobre a responsabilidade do portal. Conclui que o acesso à informação legislativa dos municípios do Rio Grande do Sul é precário. / This research aims to evaluate the access to digital legislative information in municipalities of Rio Grande do Sul. The literature review explains the importance of legislative information to the legal order as a whole, to the legal certainty, access to information and legislative inflation. To concrete the evaluation, it establishs a checklist and applies the instrument to the Câmara de Vereadores’s and Prefeituras Municipais’s legislation websites selected by simple stratified random sampling and state’s capital. The checklist is based on literature about general websites and legislative websites evaluation, consisting on 26 basic requirements of legislative websites, sectioned in 5 parameters: usability, coverage, accessibility, relationships and features. In total, it analise 62 Prefeituras Municipais’s websites and 62 Câmaras de Vereadores’s websites. The results demonstrate lack of planning and professionalism in the design and maintenance of the websites. They also demonstrate that the site’s managers show no great concern in ensuring the completeness of the website, the accessibility to law, in making available the updated text (modified and consolidated), in facilitating access to related law, source, draft project and ADIN, in providing help content, as well as generating confidence from the availability of information on the responsibility of the website. It concludes that the access to legislative information of the municipalities of Rio Grande do Sul is precarious.
