L'institutionnalisation de la santé environnementale en France. : D'une approche globale homme / environnement à la sectorisation d'actions de santé publique / The institutionalisation of environmental health in France : From a global approach man/environment to division into public health actions

A partir d'un cadre méthodologique associant analyse de discours, analyse de réseaux et observation directe, la thèse rend compte de l'institutionnalisation de la santé environnementale et défend que l'enjeu central de ce processus se situe dans le passage d'une approche globale de la relation entre santé et environnement, considérant l'individu dans son milieu, à une sectorisation d'actions de santé publique. Pour le montrer, ce travail analyse l'émergence, au cours des années 1990, d'un modèle explicatif environnemental de la santé porté par des réseaux scientifiques pluridisciplinaires. Ce modèle se distingue notamment de l'hygiénisme par la prise en compte de thématiques liées à des dangers sanitaires invisibles (ondes électromagnétiques, perturbateurs endocriniens, nanoparticules...) et par la définition de l'individu en tant qu'être vivant inséré dans des écosystèmes. Il acquiert une certaine reconnaissance, au cours des années 2000, sous l'impulsion de différents réseaux associatifs qui se structurent autour de sa divulgation. La thèse montre ainsi le rôle joué par des associations professionnelles de santé environnementale dans la transformation de revendications locales de riverains et de malades de l'environnement en revendications généralistes de réforme des politiques nationales de santé publique. L'intégration de ces revendications au sein de l'expertise de santé publique conduit à une progressive normalisation de la santé environnementale et à sa sectorisation qui s'accompagne de l'élaboration de nouvelles normes comportementales prescrivant à l'individu de devenir le gestionnaire des risques auxquels il est exposé. / The last fifteen years, debates around environmental health problems increased in the public space. Brought on by heterogeneous social actors (scientists, activists, public health professionals, sick persons...), they highlight new social concerns about environmental and health dangers. Based on a methodology associating discourse analysis, network analysis and direct observation, the thesis examines the institutionalisation of environmental health and argues that its main stake is the passage from a global approach of the relations between health and environment to its division into public health actions. To demonstrate this, our work analyses the emergence of environmental explanations of health constructed by pluridisciplinary scientific networks during the 90s. This approach differs from the sanitary movement by regarding invisible health dangers (electromagnetic fields, endocrine disruptors, nanoparticles...) and defining individuals as living beings evolving in ecosystems. Its social aknowledgement grows during the 2000s as a result of activist networks organised around its divulgation. Furthermore, the thesis shows the part played by professional NGOs of environmental health in the transformation of local and environmental illness claims into public health reform claims more generally. The integration of these claims in public health risk assessment leads to a progressive normalization and division of environmental health (occupational health, habitation, air pollution, endocrine disruptors...). This process leads to definition of new behavioral norms recommending individuals become their own risk managers.

Les énoncés du Surmoi : le Surmoi complexe ou le complexe du Surmoi / The statements of the superego​ : the superego complex or the complex of superego

Au travers de la thèse j’interroge l’instance de Surmoi en insistant sur son aspect processuel. Le processus surmoïque est constant et très complexe. Ce travail dynamique et topique du Surmoi est lié avec le travail économique de constellation des énonces catégoriques surmoïques qui encadrent et réorganise le mouvement psychique. La constellation des énoncés surmoïques comme une sorte de langage interne est construit dans le lien intersubjectif entre des sujets. L’énoncé c’est un message transmis par l’autre. L’autre apparait comme ancien l’énonciateur qui a laissé des traces dans la réalité psychique et aussi comme celui qui énonce et qui existe dans la réalité actuelle. Je propose l’hypothèse du Surmoi comme la modalité de passage entre le sujet et la culture sous angle des énonces surmoïques venu de l’autre dans les liens par le biais du processus d’identification multiple, ce que construit de la toile de Surmoi multiple. Le Surmoi multiple permet de dépasser la problématique de la paradoxalité et de l’ambuiguité du Surmoi et permet de voir sa double inscription, pulsionnelle et culturelle à la fois. L’autre qui est inscrit dans son environnement groupal prolonge mon hypothèse à ce qui se passe entre le sujet et le groupe est véhiculé dans l’espace psychique interne du Surmoi ce que je montre au travers de la clinique des sujets en malêtre et en crise et avec une fragilité identitaire. Je tente une réflexion sur la capacité contenante de l’institution, représentée par un groupe social institué (le groupe des soignants, le groupe des éducateurs, des professeurs) qui sont placés dans une référence culturelle donnée. Je propose de voir le groupe comme espace potentiel constituant la groupalité interne du Surmoi comme une toile signifiant. Le Surmoi multiple est à la frontière psychique et il est aussi la forme potentielle entre ce qui est intrapsychique et intersubjective. La fonction de l’autre à travers ses énoncés liés au contexte d’énonciation, est un fil rouge. La thèse tente de montrer que l’énoncé de l’autre organise une scène fournissant une forme potentielle comme une des traces multiples et surmoïques de l’autre chez un autre. La consciance morale – le sens interne qui guide est situé dans le Surmoi autant que la moralité et la culture interiorisé. Les lois sociales et la métacadre permettant de „vivre ensemble” fondent la condition humaine d’un sujet dans l’intitution. La clinique montre que les sujets qui souffrent déposent leur malêtre dans le groupe, qui s’organise comme une scène. Quand la culture portée par ce groupe possède les principes donnant un dispositif opérant, le cadre acquiert aussi une fonction contenante. Le lien entre le sujet et autrui est vu comme un échange d’une scène à une autre scène, ce qui convoque la figure de l’intrus et de l’étranger. Dans la rencontre avec le sujet il s’agit de transformer l’intrus en étranger familier. Par conséquent la quête du lien d’altérité est mise en question. / Through this thesis I question the Superego instance, emphasising its processing aspect. The Superego process is constant and very complex. The dynamic and topical work of the Superego is linked with the categorical, economic work of togetherness of statements that frame and reorganise the psychological movement. The togetherness of Superego statement as a sort of internal language is built in the inter subjective link between persons. The statement is a message transmitted by the ‹ Other ›. The Other appears as the former speaker who has left traces in the psychic reality of the person and also exists and sets the current reality. I propose the hypothesis of the Superego as a transfer mode between the person and his surroundings culture in terms of Superego statements passed from the ‹ other › within the bounds of multiple identifications. A process that builds the canvas of a multiple Superego. Multiple Superego overcomes the problem of paradoxical and ambiguity of simple Superego and demonstrates its double registrar, both drive and cultural. The Other one, registered in his group environment prolongs my hypothesis of what happens between the person and his group carried in the internal psychic space of the Superego. I demonstrate this with clinical cases, the persons with fragile identity in identity crisis. I try to reflect on the restraining capacity of the Institution , represented by an establish social group (eg the caregiver group, the educator group, the teachers) which is placed in a given cultural reference. I propose to see the group as a potential element (space) that will look into the multiple Superego as a workable canvas. Multiple superego is as the psychological border and it is also the potential form between what is intrapsychic and intersubjective.The mental capacity and the function of the other one through his speaking statements related to his surrounding context is a red string of this thesis. The thesis attempts to show that the speaking statement the other one arrange both groupal and psychic space like an scene providing in potential possibility in a multiple traces of superego of the other in another.The moral consciance - the internal sense which guide is located in the Superego as much as internalized morality and culture. Social laws and meta-framework for "living together" based the human condition of each person in intitution. The clinic case shows the suffering person who deposit their pain and ilness on the group, which get organized as a psychic scene. When the culture carried by this group has the principles giving an operating device, the framework also acquires a containing function. The relationship between two persons or person and the others is seen as an exchange from one psychic scene to another, which is associated with problematic of un intruder and un uncanny. In this case the encounter consiste to transform the intruder in familiar uncanny. Away the quest of otherness (alterity) is in question.

Investissements directs étrangers et sécurité alimentaire dans les pays en développement / Foreign direct Investment and food security in developing countries

Les pays en développement (PED) enregistrent un taux de croissance démographique particulièrement élevé et une forte demande alimentaire. Par ailleurs, l’investissement direct étranger (IDE) est au centre des politiques d’investissement de ces pays. Les PED attirent l’IDE pour améliorer la croissance économique. Cette vision optimiste est contredite par des effets négatifs sur leur économies. En se basant sur trois facteurs que nous jugeons très importants pour la sécurité alimentaire (SA) : la production agricole, la qualité institutionnelle et la dépendance en importation alimentaires, nous investiguons les effets de l’IDE sur la SA.Les résultats montrent que l’IDE agricole améliore la SA et l’IDE secondaire améliore la production agricole grâce au transfert technologique et du savoir-faire avec des effets nuisibles qui peuvent apparaitre comme la pollution de l’environnement. L’IDE tertiaire a tendance à baisser la main d’œuvre dans l’agriculture et à augmenter la demande alimentaire dans les zones urbaines. En ajoutant l’institution locales à l’analyse, les résultats montrent qu’à partir de certains seuils de qualité institutionnelle, l’IDE primaire et secondaire améliorent la SA. L’intérêt des PED est d’améliorer leur qualité institutionnelle et de cibler l’attraction de l’IDE. / Developing countries (DCs) have a high population growth and food demand. Moreover, foreign direct investment (FDI) is in the heart of investment policy. DCs attract FDI to improve their economic growth. This optimistic view is contradicted by negative effects on their economies. We based our analysis on three important factors: agricultural production, institutional quality and the food import dependency, we investigate the effects of desegregated and aggregated FDI on the food security. The results show that agricultural FDI improves food security and secondary FDI improves agricultural production through technology transfer and know-how with harmful effects that may occur as the environmental pollution.The tertiary IDE tends to decrease labor in agriculture and increasing food demand in urban areas. By adding the local institution to the analysis, the results show that from certain institutional quality thresholds, primary and secondary IDE improves food security. Our recommendation is that DCs has the interest to improve their institutional quality and targeting the attraction of FDI. Finally, aggregated FDI tends to deteriorate the ability to import food in countries with low and lower middle income. These countries have an interest to attract export-oriented FDI.

Lorsque la Colombie s’émancipe de la Couronne d’Espagne en 1819, elle doit consolider son indépendance et faire face à divers obstacles qui s’opposent à l’instauration d’un enseignement scientifique et technique stable. En prenant en compte ce contexte postcolonial et en se concentrant sur le Colegio Militar de Bogota, une école d’ingénieurs civils et militaires, entre 1848 et 1884, ce travail retrace le processus ayant conduit à la mise en place d’un tel enseignement et suit son évolution au cours de la deuxième moitié du XIXe siècle. L’influence du pouvoir s’avère alors constante et fait ressortir des caractéristiques de l’établissement telles que l’enseignement mixte, militaire et civil, la recherche d’utilité ou l’absence de sélection. Par ailleurs l’étude du curriculum du Colegio Militar indique dans quelle mesure la vision institutionnelle influencée par les idéologies des partis transparait dans les enseignements. Elle fait apparaître également la capacité des différents acteurs à modifier à leur niveau ce curriculum et parvient à suivre son histoire dans sa continuité, malgré l’hétérogénéité de ces interventions.L’analyse des notions scientifiques et techniques transmises par ce curriculum, montre également comment, en s’adaptant au contexte, la mise en place d’une diffusion des savoirs s’accompagne d’une production scientifique. Le décentrement du regard qu´implique cette étude, nous invite à aborder la question du transfert de connaissances, en montrant comment l’étude d’une institution éducative permet d’appréhender ces mécanismes dans leur complexité. Ces circulations seront considérées à différentes échelles au niveau local en lien avec la fonction régulatrice de l’établissement dans le champ éducatif, au niveau du continent sud-américain et vers les centres de production scientifiques d’Europe et d’Amérique du Nord. Enfin, ce travail permet d’apporter des éclairages sur la constitution et l’émergence en Colombie d’un groupe professionnel – les ingénieurs civils – étroitement lié à celui des enseignants de sciences. En suivant le parcours des anciens élèves du Colegio Militar, il révèle les stratégies adoptées par ce groupe social pour faire reconnaître à la fois sa profession et sa légitimité à l’exercer. / As Colombia becomes emancipated from the Spanish Crown in 1819, it has to strengthen its independence and is thus faced with a number of obstacles which come in the way of a stable scientific and technical education. By taking into account this postcolonial context and by focusing on the Colegio Militar of Bogota, a school of civil and military engineering between 1848 and 1884, this study describes the process which led to the foundation of such teachings and follows its evolution during the second half of the 19th century. The influence of power proves to be constant at the time and brings out such specificities as its mixed education curriculum, military and civil, its quest for utility or the absence of a selection process. Furthermore, the study of its curriculum reveals how its institutional vision influenced by party ideology shows through the teachings. It also demonstrates the ability of the various players to alter, at their level, this curriculum and manages to establish the continuity of its history despite the heterogeneity of their actions. Similarly, the analysis of the scientific and technical notions conveyed by this curriculum illustrates how, by adapting to the context, the diffusion of knowledge comes with scientific production. The decentralization entailed by our study leads us to consider the issue of transfer of knowledge, by showing how the study of an educational institution allows to tackle these mechanisms in their complexity. These circulations will be considered on different levels, locally with the regulating function of the school in the educational field, within the South American continent and toward the main hubs of scientific production in Europe and North America. Finally, this study sheds some light on the constitution and emergence of a professional group in Colombia namely, civil engineers, which is tightly linked to that of science teachers. By following the trail of former students of the Colegio Militar, we become acquainted with the strategies they adopt to ensure that both their profession and the right to practise it is acknowledged.

This essay researches institutional diversity in the unlikely combination of institution and feminist organization, Museum Anna Nordlander (MAN), a contemporary art museum with a gender and identity focus in Skellefteå, Sweden. Using mostly theories presented in Sara Ahmed’s work, On Being Included: Racism and Diversity in Institutional Life from 2012, this essay examines the museum’s preconditions for successful diversity work, how diversity is understood and made, and, finally, how diversity is expressed in its exhibitions. The essay finds that the museum’s biggest challenges to successful diversity work lie in the insufficient diversity displayed in its exhibitions and the homogenous internal representation, and that the key might lie in the selection process.

Internal tide generation by tall ocean ridges

Tall ridges that are nominally two-dimensional (2-D) are sites of particularly strong generation. The subsequent dissipation of internal tides contributes to ocean mixing, thereby playing an important role in the circulation of the ocean. Strong internal tides can also evolve into internal wave solitons, which affect acoustic communication, offshore structures and submarine navigation. This thesis addresses the generation of internal tides by tall submarine ridges using a combined analytical and experimental approach. The first part of the thesis is an experimental investigation of a pre-existing Green function formulation for internal tide generation by a tall symmetric ridge in a uniform density stratification. A modal decomposition technique was developed to characterize the structure of the experimental wave fields generated by 2D model topographies in a specially configured wave tank. The theory accurately predicts the low mode structure of internal tides, and reasonably predicts the conversion rate of internal tides in finite tidal excursion regimes, for which the emergence of non-linearities was notable in the laboratory. In the second part of the thesis, the Green function method is advanced for asymmetric and multiple ridges in weakly non-uniform stratifications akin to realistic ocean situations. / (cont.) A preliminary investigation in uniform stratification with canonical asymmetric and double ridges reveals asymmetry in the internal tide that can be very sensitive to the geometric configuration. This approach is then used with realistic topography and stratification data to predict the internal tide generated by the ridges at Hawaii and at the Luzon Strait. Despite the assumption of two-dimensionality, there is remarkably good agreement between field data, simulations and the new theory for the magnitude, asymmetry and modal content of the internal tide at these sites. The final part of the thesis investigates the possibility of internal wave attractors in the valley of double-ridge configurations. A one-dimensional map is developed to identify the existence and stability of attractors as a function of the ridge geometry. Analysis of 2-axis pencil beam sonar microbathymetric measurements of mine burial at the Martha's Vineyard Coastal Observatory

Mine Warfare has been proven as an extremely effective means of battlespace control in these waters. Mines can be inexpensively mass produced and rapidly deployed over large areas. The most common type of mine in use is the bottom placed mine, an object with simple geometry that sits on the seafloor. These mines often exhibit scour induced burial below the seafloor, making detection through traditional mine hunting methods difficult or impossible, while the mines themselves remain lethal. The Office of Naval Research (ONR) has developed a computer model that predicts the extent of mine burial to aid mine hunting and mine clearing operations. Investigations under ONR's Mine Burial Program are presently being conducted to calibrate and validate this model. This thesis uses data from the deployment of an acoustically instrumented model mine near the Martha's Vineyard Coastal Observatory in part of a larger, 16 total object investigation. A 2-axis pencil beam sonar was deployed concurrently with the mine to obtain microbathymetric measurements of the scour pit development and the progression of mine burial. Data correction techniques to correct for beam pattern induced bathymetry errors and a transformed coordinate system are detailed within. / (cont.) An analysis of scour pit dimensions includes scour depth, area, and volume as well as a look into percent burial by depth as a characteristic measurement important for operational mine hunting. The progression of mine burial is related to the wave climate, unsteady flow hydrodynamic forcing, and bed-load transport. Single Transponder Range Only Navigation Geometry (STRONG) applied to REMUS autonomous under water vehicles / STRONG applied to REMUS AUVs

Although the concept of navigation with one acoustic beacon is not new, the objective was to develop a computer algorithm that could eventually be integrated into the REMUS architecture. This approach uses a least squares fit routine coupled with restrictive geometry and simulated annealing vice Kalman filtering and state vectors. In addition, to provide maximum flexibility, the single transponder was located on a GPS equipped surface ship that was free to move instead of the more common single bottom mounted beacon. Using only a series of spread spectrum ranges logged with time stamp, REMUS standard vehicle data, and reasonable initial conditions, the position at a later time was derived with a figure of merit fit score. Initial investigation was conducted using a noise model developed to simulate the errors suspected with the REMUS sensor suite. Results of this effort were applied to a small at sea test in 3,300 meters with the REMUS 6000 deep water AUV. A more detailed test was executed in Buzzard's Bay, Massachusetts, in 20 meters of water with a REMUS 100 AUV focusing on navigation in a typical search box. / (cont.) While deep water data was too sparse to reveal conclusive results, the Buzzard's Bay work strongly supports the premise that an iterative algorithm can reliably integrate REMUS logged data and an accurate time sequence of ranges to provide position fixes through simple least squares fitting. Ten navigational legs up to 1500 meters in length showed that over 90% of the radial position error can be removed from an AUV's position estimate using the STRONG algorithm vice dead reckon navigation with a magnetic compass and Doppler Velocity Log alone (DVL). / by J. Self consistent bathymetric mapping from robotic vehicles in the deep ocean

This thesis presents a methodology to produce self-consistent maps and simultaneously improve vehicle position estimation by exploiting accurate local navigation and utilizing terrain relative Measurements. It is common for errors in the vehicle position estimate to far exceed the errors associated with the acoustic range sensor. This disparity creates inconsistency when an area is imaged multiple times and causes artifacts that distort map integrity. Our technique utilizes small terrain "sub-maps" that can be pairwise registered and used to additionally constrain the vehicle position estimates in accordance with actual bottom topography. A delayed state Kalman filter is used to incorporate these sub-map registrations as relative position measurements between previously visited vehicle locations. The archiving of previous positions in a filter state vector allows for continual adjustment of the sub-map locations. The terrain registration is accomplished using a two dimensional correlation and a six degree of freedom point cloud alignment method tailored for bathymetric data. / (cont.) The complete bathymetric map is then created from the union of all sub-maps that have been aligned in a consistent manner.
