Dinâmicas locais da participação social em Segurança Alimentar e Nutricional / Local Dynamics of social participation in Food and Nutritional Security

A pesquisa foi desenvolvida tendo como referencial a ideia de sociedade complexa, caracterizada pela multiplicidade de espaços de vivências; pelo alargamento das possibilidades de ação que superam a capacidade efetiva de ação dos sujeitos e pela alta densidade de informação que provoca uma condição de incerteza permanente nas escolhas dos indivíduos. O Brasil convive com um histórico de desigualdade social e racial, resquício de um sistema político autoritário e que ainda limita a representação social e democrática no país. Nesse contexto social, o reconhecimento da Segurança Alimentar e Nutricional como um problema público envolve a escolha de um conjunto de mecanismos e estratégias capazes de dar consistência e identidade a programas e ações na área. Por isso, é importante conhecer as diferentes estratégias de participação social em Segurança Alimentar e Nutricional e também entendê-las no âmbito das políticas públicas e dos espaços participativos institucionalizados. Dessa forma, este estudo propôs-se a compreender, no âmbito da Segurança Alimentar e Nutricional, as dinâmicas sócio-participativas no município paulista de Registro e adjacências. Foram realizadas entrevistas temáticas semiestruturadas e observação não participante com sujeitos de organizações e grupos que foram identificados pelo sistema de rede e as informações obtidas foram analisadas qualitativamente. Foram descritas as ações e as motivações dos 25 grupos encontrados. A diversidade de motivações aparece como um entrave na formação de um conjunto de ações integrado e favorável à intersetorialidade, assim como questões burocráticas e os interesses específicos das organizações. Os grupos relatam a sobrecarga de trabalho, a falta de pessoas tecnicamente especializadas, a falta ou distanciamento de lideranças comunitárias/políticas e a inexistência de estratégias para a continuidade das ações como dificuldades na atuação dos grupos. Apontam a capacitação e qualificação política como possibilidade de integração entre demandas sociais e políticas públicas já instituídas. Tanto a sociedade civil quanto as instituições governamentais têm grande presença nos espaços institucionalizados de participação. Nem sempre essa participação é contínua, devido a aspectos de disponibilidade e acessibilidade dos grupos participantes e também devido à percepção de pouca efetividade dessas participações para a conformação de um conjunto de ações que beneficiem a sociedade local. A criação de condições, espaços e estratégias para a efetivação da segurança alimentar e nutricional local é um desafio contínuo para a aproximação e o entendimento das pessoas e para a integração de políticas públicas em uma perspectiva de intersetorialidade. / The research was developed under the idea of a complex society, as a reference point. This society is characterized by the variety of social spaces; by broadening the possibilities of actions that exceed the subjects effective capacity for acting, and by the high density of information that causes a permanent condition of uncertainty in the individual\'s choices. Brazil has a history of social and racial inequality that remains from an authoritarian political system, which still limits social and democratic representation in the country. In terms of this social context, recognizing Food and Nutritional Security as a public issue involves choosing a group of mechanisms and strategies capable of giving some consistency and identity to programs and actions in this area of expertise. Therefore, it is important to recognize the different strategies of social participation in Food and Nutritional Security and also look at them in the context of public policies and of institutionalized participatory spaces. Thus, this study proposes to better understand the social-participative dynamics within the context of Food and Nutritional Security, in the city of Registro and the surroundings towns, in the state of São Paulo. Semi-structured interviews were conducted along with non-participative observation of subjects from organizations and groups that were identified by the network system, and the information obtained received a qualitative analysis. The actions and motivations of 25 groups were described. The diversity in motivation appears as an obstacle in forming a set of integrated and beneficial actions to the intersectionality, as well as bureaucratic issues and specific interests the organizations have. The groups have reported the overload of work, the lack of properly trained people, the lack of or the distancing of community/political leadership and the lack of strategies for continuing the actions, as difficulties for the groups performance. They identify the political development and qualification as the possibility for integrating social demands and public policies that have already been established. Both the civil society and the governmental institutions have great presence in the institutionalized participatory spaces. This participation is not always continuous due to the availability and accessibility aspects of the group participants and also due to the feeling that there is little effectiveness of this involvement for assembling a group of actions that benefits the local community. Creating conditions, spaces and strategies for effectiveness of local food and nutritional security is a continuing challenge for bringing people together and for their better understanding, and also for the integration of public policies in a perspective of intersectionality.

A preocupação científica desta tese é evidenciar as condições que viabilizaram o estabelecimento do espaço de produção da disciplina escolar de Sociologia durante o seu recente processo de reintegração nos currículos do ensino médio entre os anos 1996 e 2008. Este processo é chamado aqui de vir-a-ser disciplina. Ao olhar para esse período, faço uma análise sócio-histórica demonstrando como foi sendo constituído e enredado o espaço de produção da disciplina como um todo, do projeto político ao educativo, do curricular ao acadêmico. A partir de uma análise e reflexão sociológica, buscou-se a compreensão das práticas e significados que estão na raiz desse processo, fato que nos remeteu a investigar tal conjuntura, seus agentes, seus discursos, seus eventos e suas políticas. Com esta pesquisa buscamos aprofundar o entendimento sobre o processo social, político, educacional e acadêmico pelo qual a disciplina escolar de Sociologia foi submetida antes de se tornar um dado atemporal na chamada gramática escolar. A justificativa para isso reside na busca pela compreensão mais aprofundada de um período sui generis da história da disciplina, onde não apenas fora conquistada sua reintegração curricular, mas, sobretudo, representou a retomada do interesse acadêmico e científico sobre a temática, encampando novos padrões de dependência para a disciplina e circunstanciando uma nova fase de desenvolvimento para a mesma. / The scientific concern of this dissertation is to make it evident the conditions that paved the way to make room to produce the school subject of Sociology during its recent process of being reintegrated in the high-school curricula between 1996 and 2008. I call this process come-to-be discipline. Looking back at this period, I conduct a socio-historical analysis in order to demonstrate how the space for the production of such discipline as a whole was made up and weaved, from the political project to the educative project, from curriculum to academic. Based on a sociological analysis and reflection, I have attempted to understand the practices and meanings that can be found in the roots of this process, a fact that that impelled me to investigate such scenario, its agents, its speeches, its events, and its policies. By means of this study, I sought to reach an in-depth comprehension about the social, political, educational, and academic process which the school subject of Sociology has gone through before becoming some sort of timeless data in the so called school grammar. The reason for that lies in the search for a deeper understanding of a peculiar period in the history of the discipline, where not only it was reintegrated to the curriculum, but mainly it represented the resume of the academic and scientific interest about this topic, encompassing new patterns of dependency for the discipline and providing the circumstances for a new phase of its development.

For such an intention, a methodological chapter was accomplished, in which the focus of nets, its appearance in the Economical Sociology, its different types and properties and its uses in the present research were explained. Initially, the context that the transgenic soy was diffused at the country was expose, as in relation to the general panorama of its conventional cultivation, as in the historical, political, juridical and social context which those discussions and disputes about that genetically modified organism have begun. The analyses of social nets for the years of 2003 (chapter III) and 2005 (chapter IV), have been filled with detailed reports of the average current situation of the subject and, starting from these, the actors that have been part of the process were defined and pointed, and being grouped according to their common characteristics. Having the definition of actors and their relationships, it was possible to accomplish the construction and the analysis of the social net illustration and some of their properties could be applied. By its turn, the analyses of the transgenic soy institutionalization were accomplished based on the institutionalist theory, starting from the application of the social nets methodology. Two hypotheses were confirmed with the research: The first has ratified the usefulness and relevance of social nets methodology to analyze institutionalization processes, since it does not privilege agency to structure. The second has pointed that the deliberations about the use and diffusion of the transgenic soy were economical and political deliberations, in spite of involving studies and scientific decisions. In the research, it was concluded that the institutionalization studied in this dissertation has not finished in the formal and informal processes observed, due to the lack of government structure to accomplish the legislation about the subject, to its ignorance by a great part of the population and to the refusal of another portion of this population, who are against its production and commercialization. This way, the process of transgenic soy institutionalization, in spite of its legalization has happened, is still in course. / Esta disserta??o de mestrado analisa o processo de institucionaliza??o da soja transg?nica no Brasil, a partir da perspectiva das redes sociais, especificamente nos anos de 2003 e 2005. Para tal foi realizado um cap?tulo metodol?gico onde o enfoque de redes, seu surgimento na sociologia econ?mica, seus diferentes tipos e propriedades e, suas utiliza??es na presente pesquisa foram explicadas. Inicialmente, foi apresentado o contexto em que a soja transg?nica se difundiu no pa?s, tanto no que se refere ao panorama geral do seu cultivo convencional, quanto no contexto hist?rico, pol?tico, jur?dico e social em que as discuss?es e disputas a respeito deste organismo geneticamente modificado se iniciaram. Through a critical look at current society and culture, it was possible to examine the transformations that significantly alter the interaction and the relationship between individuals. In the context of social and cultural changes, religion is also affected. For Weber's classical theory, there is a process of institutionalization of religion that goes through three phases: religious experience, the sect is in turn the church, with the charismatic presence. However, today in a liquid, transparent and spectacular society, surrounded by the culture of consumption, the individual and marked by technological advances and the media, the religious field becomes dynamic and unstable. Different religious groups arise and disappear constantly. In this capitalist world, which has the value of competition, religions are given the option of adapting to this new reality; and for this, churches seek resources in business management. Churches are now using modern management techniques, such as: Planning, Management and Marketing. The guiding hypothesis of this research concerns the understanding that churches are born as such and evolve into a religious enterprise, that is, they are born as churches and become companies that manage other companies (Holding). Some neo-Pentecostal churches incorporate management techniques and assume, in all probability, a new format, entrepreneurship as a form of institutionalization of religion. To achieve the desired results, the research methods include theoretical elements and field research. The information serves as a basis for sustaining the object of study. For this, in addition to the bibliographic research from the available records, digital and printed documents, news, information contained in websites and social networks, among others, were. / A presente pesquisa aborda o processo de institucionalização das igrejas pentecostais e neopentecostais, e trata da sua nova configuração como empresarização religiosa. Através de um olhar crítico sobre a sociedade e cultura atual, foi possível examinar as transformações que alteram de forma significativa a interação e a relação entre os indivíduos. No contexto das mudanças sociais e culturais, a religião também é afetada. Para a teoria clássica de Weber, existe um processo de institucionalização da religião que percorre três fases: a experiência religiosa, a seita é por sua vez a igreja, com a presença marcante do carismático. No entanto, hoje em uma sociedade líquida, transparente e espetacularizada, envolvida pela cultura de consumo, do indivíduo e marcada pelos avanços tecnológicos e dos meios de comunicação, o campo religioso torna-se dinâmico e instável. Diferentes grupos religiosos surgem e desaparecem constantemente. Nesse mundo capitalista, que tem como valor a competição, é posto às religiões a opção de se adaptar a essa nova realidade; e para isso, as igrejas buscam recursos na gestão empresarial. As igrejas passam a fazer uso das técnicas modernas da administração, como: Planejamento, Gestão e Marketing. A hipótese orientadora dessa pesquisa diz respeito ao entendimento de que as igrejas nascem como tal e evoluem para um empreendimento religioso, ou seja, elas já nascem como igrejas e se tornam empresas que gerenciam outras empresas (Holding). Algumas igrejas neopentecostais incorporam as técnicas de administração e assumem, ao que tudo indica um novo formato, a empresarização como forma de institucionalização da religião. Para alcançar os resultados desejados, os métodos de pesquisa contemplam elementos teóricos e pesquisa de campo. As informações servem como base de sustentação do objeto de estudo. Para tanto, além da pesquisa bibliográfica a partir dos registros disponíveis, foram usados no decorrer da pesquisa documentos digitais e impressos, notícias, informações contidas em sites e redes sociais, entre outros.

L’institutionnalisation du pilotage par la qualité des établissements scolaires chiliens : La boîte à outils des consultants / The institutionalization of the pilotage by the quality of the chilean schools : The toolbox of consultants

Le système scolaire chilien a été parmi les premiers à instaurer un « pilotage par la qualité ». La Fondation Chili a été l’un des principaux acteurs de cette institutionnalisation. Le but de cette recherche doctorale est de découvrir comment les consultants en qualité de la Fondation Chili ont utilisé les objets techniques (Simondon, 1989) de leur boîte à outils pour influer sur l’implication des chefs d’établissements et de leurs équipes dans le processus d’institutionnalisation du pilotage par la qualité. Le champ de cohérence scientifique de cette recherche est celui de l’analyse institutionnelle (Lamihi & Monceau, 2002). Sept des dix anciens collègues du chercheur, toujours actifs comme consultants ont participé à cette recherche. Le dispositif de recherche a eu pour objectif prioritaire de permettre l’expression individuelle et collective des consultants pour faire émerger leurs implications en provocant des transductions dans leurs discours. La collecte des données empiriques a été effectuée à travers des entretiens individuels et collectifs, enregistrées en vidéo (Pesce, 2017). Le dispositif filmique a facilité la mise en réflexivité (Lallier, 2009 ; Rouch, 1979) des consultants sur leurs parcours et leurs pratiques au sein de la Fondation Chili. Pour élargir le champ d’analyse, quelques outils propres à l’analyse institutionnelle ont été intégrés au dispositif. Il s’agit tout d’abord de l’utilisation des analyseurs qui ont surgi des entretiens, ce que Lourau (1978) nommait des analyseurs naturels. J’ai également effectué une restitution des résultats avec celui des participants qui a été mon informateur privilégié, ceci afin d’affiner mes analyses. Enfin, l’écriture d’un journal de recherche a été essentielle pour l’analyse de mes propres implications primaires et secondaires en tant que praticien-chercheur. / The chilean school system has been among the first to introduce a « pilotage by the quality ». The Foundation Chile was one of the main actors of this institutionalization. The purpose of this doctoral research is to discover how the consultants in quality of the Foundation Chile have used the technical objects (Simondon, 1989) of their toolbox to influence the implication of school principals and their teams in the process of institutionalization of the pilotage by the quality. The field of scientific coherence of this research is that of the institutional analysis (Lamihi & Monceau, 2002). Seven of the ten former colleagues of the researcher are participated in this research. The research apparatus had for priority objective to allow the individual and collective expression of consultants, to make emerge their implications and by provoking transductions in their discourse. The collection of empirical data has been carried out through individual and collective interviews, all recorded in video (Pesce, 2017). The film apparatus facilitated the reflexivity (Lallier, 2009 ; Rouch, 1979) of consultants on their backgrounds and their practices within the Foundation Chile. To broaden the field of analysis, a few specific tools of the institutional analysis have been integrated to the research apparatus. The use of the analyzers which arose from interviews, that Lourau (1978) appointed of natural analyzers. I have also carried out a restitution of the results with that of participants who was my informant privileged, this in order to refine my analyzes. Finally, the writing of a diary study has been essential for the analysis of my own primary and secondary implications as a practitioner-researcher.

O presente trabalho elabora uma biografia coletiva dos professores e alunos da Universidade de São Paulo, que, em 1958, começaram a ler O Capital de Karl Marx. Contrastadas as leituras esparsas anteriores e posteriores à constituição desse grupo, esta se caracteriza pela convergência de esforços de áreas diferentes, pela insubordinação à disciplina partidária e às vulgatas dela decorrentes pari passu a adesão e defesa da disciplina scholar; pela ênfase em questões de método e pendor teórico, mobilizadas, segundo a área de cada um dos participantes, para a elaboração de teses que dialogam entre si. A reconstituição das linhas de força condicionantes dessa inovação pressupõe acompanhar percursos de mobilidade social, filiações magistrais, tensões geracionais, gradiente de autonomização, profissionalização e diferenciação disciplinar. A cristalização das relações horizontais com os amigos de seminário; e verticais com os catedráticos a que estão ligados encontra-se em seus doutoramentos. Para que a análise realçasse tais dimensões, refizemos o percurso dos seminaristas, da graduação ao doutorado, acompanhando rotações institucionais que marcaram o itinerário coletivo. O exame se concentra mais detidamente entre o início das atividades e a publicação da última tese oriunda desses estudos (1958-1978). / The present work develops a group biography of the professors and students from the University of São Paulo which started to read Karl Marxs Capital. Having contrasted the sparse readings made before and after the constitution of this group, this study is characterized by the converging of endeavors from different areas, by the insubordination to the party discipline and to the vulgates due to them simultaneously to the adhesion and support of the scholar discipline, by the emphasis in questions of method and theoretical penchant, mobilized, according to the area of each of the participants, to the elaboration of thesis which dialogue among themselves. The reconstitution of the conditioning lines of force of this innovation assumes following trajectory of social mobility, magisterial affiliations, generational tensions, gradient of empowerment, professionalization and discipline differentiation. The crystallization of horizontal relations with friends from the seminar; and verticals with the professor who they are connected with is present in their doctorate works. In order to enhance the analysis of such dimensions, the trajectory of the seminar students was retaken, from the undergraduate course to the doctorate, following institutional rotations which marked the group itinerary. The examination concentrates itself more accurately between the beginning of the activities and the publishing of the last thesis originated from these studies (1958-1978).

Acolhimento institucional na assistência à infância: reflexões a partir da experiência de um abrigo / Institutional care in the assistance to childhood: reflexions from the experience of a shelter

Tendo como referência o trabalho desenvolvido em uma instituição de acolhimento para crianças e adolescentes, esta pesquisa faz uma reflexão sobre o cotidiano desses serviços a partir da discussão sobre o lugar no discurso social em que são colocadas as crianças e suas famílias, bem como a instituição e seus agentes. É realizada uma retomada histórica das práticas de assistência à infância, bem como uma contextualização do acolhimento institucional no âmbito político-jurídico e de sua situação atual no Brasil e em São Paulo, de modo a problematizar como esse contexto atravessa a prática diária. A hipótese trabalhada é de que os diversos momentos do cotidiano dessas instituições são constituídos por modelos de práticas que formaram a assistência à infância a caritativa, a filantrópica e a do Estado de Bem-Estar Social-, cada uma atribuindo, em seu discurso, posições e funções específicas às famílias e aos agentes institucionais. A partir de cenas desse dia a dia, é discutida essa hipótese, à luz da psicanálise, de modo a pensar nas implicações subjetivas dessas diferentes posições discursivas, tendo como eixo as relações de reconhecimento, bem como suas fricções. O conceito de narcisismo e a noção freudiana de Inquietante (Unheimlich) ganham destaque nessa análise ao auxiliarem na compreensão dos afetos e complexidades envolvidos nas relações de alteridade desse campo. A partir dessas discussões, procura-se apontar para alguns eixos pelos quais pode se orientar o fazer psicanalítico nessas instituições, ressaltandose a importância da consideração da singularidade, bem como dos impossíveis desse trabalho / This research brings a reflexion on daily children and adolescents care based on the work developed in an institution (shelter). It is based on the emplacement of children and their family, as well as the institution and their agents, into the social discourse. It is carried out a historical resume on the practice of childhood assistence and a political-legal contextualization on institutional care and its current situation in Brazil and São Paulo to discuss how these features affect daily practice. The hypothesis adopted here is that several routine procedures in these institutions consist on practice models that framed childhood assistance the charitable, the philanthropic and the State of Social Welfare -, each one assigning specific positions and functions to families and institutional agents. This hypothesis is discussed from the psychoanalysis point of view using information from these day-to-day events in order to consider the subjective implications of different discursive positions based on recognition relationships and their frictions. The concept of narcissism and the freudian notion of Uncanny (Unheimlich) are highlighted in this analysis as they support the understanding of affections and complexeties involved in alterity relations. As a result, this research aims to point out some psychoanalysis guidelines in these institutions, emphasizing the importance of considering the singularity as well as the impossibilities of this work

A preocupação científica desta tese é evidenciar as condições que viabilizaram o estabelecimento do espaço de produção da disciplina escolar de Sociologia durante o seu recente processo de reintegração nos currículos do ensino médio entre os anos 1996 e 2008. Este processo é chamado aqui de vir-a-ser disciplina. Ao olhar para esse período, faço uma análise sócio-histórica demonstrando como foi sendo constituído e enredado o espaço de produção da disciplina como um todo, do projeto político ao educativo, do curricular ao acadêmico. A partir de uma análise e reflexão sociológica, buscou-se a compreensão das práticas e significados que estão na raiz desse processo, fato que nos remeteu a investigar tal conjuntura, seus agentes, seus discursos, seus eventos e suas políticas. Com esta pesquisa buscamos aprofundar o entendimento sobre o processo social, político, educacional e acadêmico pelo qual a disciplina escolar de Sociologia foi submetida antes de se tornar um dado atemporal na chamada gramática escolar. A justificativa para isso reside na busca pela compreensão mais aprofundada de um período sui generis da história da disciplina, onde não apenas fora conquistada sua reintegração curricular, mas, sobretudo, representou a retomada do interesse acadêmico e científico sobre a temática, encampando novos padrões de dependência para a disciplina e circunstanciando uma nova fase de desenvolvimento para a mesma. / The scientific concern of this dissertation is to make it evident the conditions that paved the way to make room to produce the school subject of Sociology during its recent process of being reintegrated in the high-school curricula between 1996 and 2008. I call this process come-to-be discipline. Looking back at this period, I conduct a socio-historical analysis in order to demonstrate how the space for the production of such discipline as a whole was made up and weaved, from the political project to the educative project, from curriculum to academic. Based on a sociological analysis and reflection, I have attempted to understand the practices and meanings that can be found in the roots of this process, a fact that that impelled me to investigate such scenario, its agents, its speeches, its events, and its policies. By means of this study, I sought to reach an in-depth comprehension about the social, political, educational, and academic process which the school subject of Sociology has gone through before becoming some sort of timeless data in the so called school grammar. The reason for that lies in the search for a deeper understanding of a peculiar period in the history of the discipline, where not only it was reintegrated to the curriculum, but mainly it represented the resume of the academic and scientific interest about this topic, encompassing new patterns of dependency for the discipline and providing the circumstances for a new phase of its development.

Shaping the Identity of the International Business School : -Accreditation as the Road to Success?

<p>Internationalization is an important strategic issue for survival for most business schools of today. Following this, various international accreditation bodies have in recent years been very succes­s­ful in promoting accreditation as a means of gaining status and prove high quality. These business school accreditation schemes clearly state their targets against top quality international schools and programs. Internationalization of the business school opera­tions can thus be stated to be of vital impor­tance for schools aiming for one or more of these accreditations. The intention of this study is to turn the issue around and explore to which extent, and with what kind of impact, the accreditation processes in turn have on the area of interna­tiona­li­­­zation within the business school organization.</p><p> </p><p>The theoretical framework consists of three main areas: ’The Business School Environment’, ‘Strategy as Practice’ and ‘Institutional Theory’. The first part aims to reach an understanding for the environment and situation that business schools of today are facing. It also highlights major challenges for the future. In the second part, Strategy as Practice research theories are used to gain understanding for strategy behaviour and strategy creation within plu­ra­listic organi­zations, such as the higher education insti­tution. The third part deals with issues on Quality Frameworks with the aim to reach understanding for the im­pact such processes can have on the organization. Sensemaking Theory is further used to illustrate the rational behind decision making of busi­ness school leaders and the concluding part connects theories on quality frameworks to Identity Creation, linking together identity with culture and image.</p><p> </p><p>The research approach for this qualitative study is the abductive one and the empirical data is collected through a number of semi-structured interviews with business school repre­sen­tatives at various levels working in the area of international relations.</p><p> </p><p>Main findings are presented within the framework of a time structured (past, present, future) model connected to the study’s five objectives: The development of internationali­zation within the school; the view on internationalization among organizational members; the charac­teristics of decision making and implementation processes; the main impact factors of accreditation and the expectations of major future challenges.</p><p> </p><p>The results indicate that although accreditation has shown to have had a substantial impact on the success of business school operations in an international perspective, it is to a much lesser extent a concrete tool for change and improvement within the area of internatio­nali­zation as such. Accreditation has shown to be strongly connected to previous develop­ment and view on internationalization within the organizations. Also, a strong belief in, and commit­ment to, internationalization among influential organizational members has proved to be vital for the accreditation processes. Furthermore, a number of unique charac­teristics connected to the identities’ of the organiza­tions studied, showed to have notable impact on the success of the schools’ international opera­tions, so also the accreditation processes. This includes organiza­tional culture and tradition; working methods; dissemi­nation of information; strong social connections; knowledge, dedication and commitment by individuals and management’s ability to provide organizational members with trust, respect, autonomy and encouragement.</p>

Kvalitetsidén möter praktiken : institutionalisering, meningsskapande och organisationskultur

<p>In the new millennium the ideas of New Public Management (NPM) have become more and more popular within the public sector and its health care. NPM is a management philosophy that, among other things, aims at making public organizations more business like. The study explores the encounter between the organizational practice and an NPM idea, the idea of quality, at Landstinget in Värmland (LiV). More precisely the study aims at contributing to the discourse on effects of institutionalization as well as to knowledge on the process of local institutionalization. Another purpose of the study is to contribute to quality development in organizations.</p><p>In order to do this, a project of quality (LiV 2002) at LiV is followed in time and space. In the empirical section three actor groups are identified, the new management, the old officials and the health care personnel. Between the old officials and the new management, and between the health care personnel and the new management conflicts burst out. The reason for these conflicts is, among other things, the actor groups’ diverging cultural conceptions.</p><p>In the conclusion the idea of quality is, to a certain extent, found to be institutionalized in the formal structure of LiV. But the greater part of the actors’ action and thought schemes are unaffected. However, the actors at LiV are not fully unaffected by the idea of quality. It is argued that the cultural conceptions of the old officials and the health care personnel are reproduced during the work on quality. In the discussion concerning contributions, a model for studying local institutionalization from the perspective of sensemaking is put forward. It is argued that the model enables students of local institutionalization to focus on the cognitive micro processes of institutionalization. In the discussion on quality development, the focus is on difficulties and obstacles with quality development. These are found to be cultural conceptions, preservative sensemaking, processes of translation and that most public organizations are arena organizations.</p>
