The role of information in exchange rate policy and the reaction of banks during the 2007/08 crisis

The disclosure of information about the policy making process and the release of new databases may add relevant information about the exchange rate to guide the public's expectation, but may also mislead it. Asymmetric information also reinforces the importance of the learning process for policy makers and financial markets. This dissertation focuses on the role of information in the political economics of exchange rates. The two first chapters provide empirical studies of how access to information shapes and constraints the choice of exchange rate policy (official statement and implemented policy). The last chapter considers the question of whether international banks learn from their previous crisis experiences and reduce their lending to developing countries as a result of a financial crisis. Magister Legum - LLM / This research acknowledges that although literature abounds on development assistance in general, not much has been published yet on Cameroon specifically. Therefore, this mini-thesis seeks to contribute to fill this gap. Moreover, it aims to examine both development assistance legislative frameworks in Cameroon and above all to compare them in order to find out which development assistance approach is the most aligned in terms of international obligations relative to human rights and economic development. The IMF-World Bank’s Comprehensive Approach to debt Reduction, (the HIPC Initiative), and China’s White Paper on Foreign Aid have been specifically chosen for this research for two main reasons: first, these two international instruments are significantly impacting upon and reshaping Cameroon’s political, social and economic development architecture since Cameroon economic crisis exists till today; and secondly, to enlighten the public, academicians, policy makers, on development assistance in Cameroon given that legal sources on the topic exist but mostly unpublished and inaccessible Therefore this research will be restricted to the period from Cameroon’s economic crisis in 1980 up to 2014. Given the limited availability of primary legal sources at both the international and domestic levels, this research will primarily look at HIPC Initiative Agreement and the Chinese White Paper on Foreign Aid. Moreover, this study will be conducted in form of the available HIPC documents and reports on Cameroon regularly published by the staff of IMF and the World Bank and specifically the HIPC Decision Point Document and the HIPC Completion Point Document of Cameroon. In addition, this study will rely on primary legal sources relative to states international obligations regarding human rights and economic cooperation such as, the UDHR (10 December 1948), the ICCPR (16 December 1966), the ICESCR (16 December 1966) and the Declaration on the Right to Development (4 December 1986). In the case of China’s development assistance approach, given that neither China nor Cameroon release specific bilateral treaties or agreements related to their development co-operation and the fact that documents and publications relative to Cameroon’s development assistance are mostly unpublished and inaccessible, this study will principally focus on the Chinese White Paper on Foreign Aid. It will also look, amongst others, at the Beijing Declaration of the FOCAC (2004), the White Paper on China-Africa Economic and Trade Co-operation (August 2013). Moreover this research will be complemented through secondary sources such as books, journals articles, report, working papers, press reviews, drafts, deliberation of international conferences and international summits, and internet sources

Reforma MMF: Posílení rozvojových zemí nebo pouhé gesto? / Reform of the IMF Real empowerment of developing countries or just a gesture?

Recently implemented reform of the IMF was motivated by empowering smaller developing and emerging countries. My work has an ambition to assess the countries were empowered and whether there would be a more efficient way for IMF reform. I analyse of role and power of countries using well-established methodology of Voting Power Indices. Apart from the immediate change a longer perspective covering last 20 years would be implemented. My aim is not only assess the power of countries as isolated variables but also to assess them in context of other indicators such as economic development. Lastly, I would suggest a new way of reform proposal for the IMF. Currently countries are represented in the locus of executive power through constituencies. Constituencies are formed arbitrary often reflecting power-seeking behaviour of developed countries. The result is composition of constituencies that often further marginalize the developing countries. My proposal is to restructure these constituencies in line with regional international organizations, which can enhance the position of developing countries in two ways. The aim of this thesis is to find out how developing countries are involved into the global economy, what are the differences in engagement of different regions, and how international organizations (in particular IMF, WB, WTO and UNCTAD) influence the position of developing countries. The thesis also aims to evaluate conditions and possible developmental strategies, as well as causes of unsuccessful engagement. Further, the critical view on functioning of international organizations is brought. The thesis is divided into two parts; each of them consists of four chapters. The first part as a whole deals with the differentiation among developing countries and ways they are involved into the world economy. The second part shows the role of international institutions in the process of integration of developing countries.

Debt Crises, IMF Policies and Structural Inequality in the Third World

The neo-liberal policies of liberalization and deregulation, as utilized by the International Monetary Fund (IMF) in its dealings with countries of the developing world, tend to facilitate the conditions for financial crisis. This can be traced by examining the economic crises of Mexico in 1982 and 1994/95, Asia in 1997 and Russia in 1998 and looking at the main causes and triggers of these crises. It is evident that the financial vulnerability that these countries suffered from existed due to, and not in spite of, these policy prescriptions. The IMF continues to present these policies as proven successes - a view that this dissertation contests. Further to this, the policies that the Fund uses are formulated for use in semi-peripheral economies and have little relationship to the actual economic environments of peripheral countries such as those of sub-Saharan Africa or Papua New Guinea. The ideology of free-markets and globalization is seen as unassailable by the IMF. By encouraging countries to remain part of the global financial system through debt rescheduling and open-markets policies, the IMF holds an increasingly fragile economic environment together. This dissertation formulates and tests four hypotheses in relation to Mexico, Asia, Russia and Papua New Guinea and the periphery. These are - (1) If there are periods of 'irrational exuberance' among investors in Third World debt, these are likely to contribute to debt crises. (2) If IMF policies are implemented in the Third World as dictated, then their primary benefits will accrue to the elites in those countries and in the developed world. (3) If Third World countries open their economies to foreign capital, then they are more likely to experience debt crises. (4) If IMF policies are implemented in peripheral countries, then they are even less likely to be successful than in semi-peripheral countries.

Against the Grain: The IMF, Bread Riots, and Altered State Development in the Hashemite Kingdom of Jordan

Since the end of World War II, and especially over the past three decades, there has been a dramatic increase of interactions between international financial institutions (IFIs) and states. This paper will explore these interactions by examining the Hashemite Kingdom of Jordan and the International Monetary Fund (IMF). This paper rests on the assumption that the complex implications of these interactions are not yet comprehensively understood and will move towards that goal by setting forth a collection of new approaches to further understand IFI-state interaction. It will discuss Jordan’s economic and political history, structural adjustment policies implemented by the IMF, and responses and consequences of such policy on economic, cultural, and political dimensions. Then, theories on sovereignty, identity, nationalism and colonialism will be applied to Jordan-IMF interaction in order to suggest new ways of understanding the implications of IFI-state interaction.

Impact of trade liberalization on food security in Mozambique

This study investigates the impact of trade liberalization on food security at both national and rural household levels in Mozambique. Three periods are covered at national level: before trade reforms (1975-1986), after reforms under IMF/WB’s (International Monetary Fund/World Bank’s) period (1987-1994), and after reforms under IMF/WB/WTO’s (World Trade Organization’s) period (1995-2014). The researcher adopted the conceptual framework developed by the FAO (2003:235) according to which a country’s food security status can be influenced by diverse factors, including trade liberalization, through changes in relative prices, in quantities produced and consumed, and in trade volumes. At national level, the evidence suggests that trade liberalization’s impact on food security is both positive and negative. At rural household level, the empirical findings suggest that trade liberalization has no significant impact, either positive or negative, on households’ food security due mainly to poor infrastructure, households’ high dependence on subsistence farming and their lack of purchasing power. / Development Studies / M.A. (Development Studies)

A água, assim como o ar, é vital à sobrevivência dos seres bióticos. Para muitos autores há distinção entre "água" e "recurso hídrico". O termo "água" designa o elemento natural, enquanto a expressão "recurso hídrico" representa o valor econômico; assim, compreendido como direito fundamental e mercadoria, respectivamente. Os recursos hídricos transfronteiriços internacionais (que banham mais de um estado soberano) são classificados em superficiais (rios, lagos, represas, açudes, entre outros) ou subterrâneos (aqüíferos); As reservas hídricas superficiais são de mais fácil acesso, porém escassas; já as reservas subterrâneas são de difícil acesso, mas abundantes; contudo, em ambos os casos a utilização deverá ser racional. A escassez dos recursos hídricos é quanti-qualitativa. O ser humano enquanto pessoa consciente é capaz de alterar o rumo do planeta, por meio da construção de uma nova identidade, influindo na formação de uma nova cultura. Conceitos como supranacionalidade e transnacionalidades passam a ser aceitos em nome da preservação da biodiversidade e conseqüência do próprio homem, enquanto parte do sistema ambiental, ou seja, a sociedade global passa da fase de coexistência a fase de cooperação e solidariedade. Isso porque, as relações econômicas, políticas, sociais, culturas e tecnológicas são hoje transnacionais, assim como os impactos ambientais.
