A Preliminary Investigation of Elderly Living Arrangement in Taiwan: A Case Study of Kaohsiung City's Public Servants

Taiwan has entered the aging era, after the post-war baby boomers, it is ready to enter the era of the old generation. In recent years, the official statistic has indicated that the proportions of ¡§parents living with their spouse¡¨ are decreasing. Does the statistic indicate that the acceptance of the old generations to live in the elderly residential or nursing home increased? To revaluate the problem, this study distinguished five kinds of living patterns for the old generations scaling with a quantitative life- style pattern, and distributes 392 valid questionnaires for Kaohsiung City's 40-year-old to 59-year-old middle-aged civil servants and teachers. Not only does the research shows the correlations between demographic variables and the preferences of residential patterns, but it also classifies civil servants and teachers of Kaohsiung into four categories¡G ¡§knowledge-LOHOS Group¡¨, ¡§conservative family group¡¨, ¡§easy-going group¡¨ and ¡§active independent group¡¨ . The results showed the accepted level for the five kinds of residential patterns for the old generations have increased; the most favorite and the most likely living type are ¡§living alone or only living with one¡¦s spouse¡¨ and ¡§with children in the same neighborhood¡¨, ¡§elderly residential¡¨ and ¡§live with their children¡¨ are in the second place, and last is the ¡§nursing homes¡¨. And by the independent samples T-test, one-way ANOVA and two variables correlation analysis showed that the preferences of five kinds of residential patterns have significantly related with the ¡§age¡¨, ¡§gender¡¨, ¡§educational level¡¨, ¡§total household monthly income¡¨ , etc. Besides, ¡§active independent group¡¨ is the most acceptable group to stay in elderly residential and nursing homes, but is unwilling to live in the same neighborhood. The ¡§knowledge-LOHOS Group¡¨ like living with their children in the same neighborhood than ¡§active independent group¡¨ do, and it is more likely for the group to live in the same neighborhood than ¡§conservative family group¡¨ do. Finally, this study proposes some recommendations to the operators of the elderly residential and nursing homes, for instance, when the proportion, ¡§with their children in the same neighborhood¡¨ and ¡§living alone or living with their spouse¡¨, have increased for the middle-aged people, it means that the government should have more active and effective strategies in facing the care network of general residential and community. In addition to regard the ¡§active independent group¡¨ as a target market, it also needs to take other groups¡¦ need into account.

The Cross-Domain Analysis of the Strategies and Decisions of the Industrial Park Sustainable Development of the Kaohsiung Region ¡X the Perspective of the Public Affairs Management Integrated Reference Framework (PAM)

Based on the Cross-Domain Analysis method of the ¡§Public Affairs Management Integrated Reference Framework,¡¨ this study analyzed the the strategies and decisions of the sustainable development of the industrial park of the Kaohsiung Region. It combine the primary data , secondary data and the qualitative research,and compare with the results of the Cognitive Continuum Theory(CCT) and the Interactive Management,(IM), in order to understand the whole picture from some dimensions. At the end of the research, it can be agreed that the Cross-Domain Analysis method of the ¡§Public Affairs Management Integrated Reference Framework¡¨ and solve the multiple opinions of diversified communities, through the ten stages of the method, we can clarified the questions and concluded the strategies. There are the conclusions of the study as the follows: (1) the study concluded the eight questions of the Sustainable Development of the Industrial Park of the Kaohsiung Region; (2) they are the key performance factors to reduce the gap of Kaohsiong and Taipei, and to enhance the relationship with the main-land China, they could promote the effiencies of the Kaohsiong Port and Kaohsiung Airport. (3) to examine the land-use of the industrial parts of Kaohsiong, and to upgrate the industrial typies could create more job opportunities;(4) to import new industries is the most important strategy; and the policy-maketing should add more the elements of the intuition; (5) it can concluded the ten strategies based on the Interactive Management(IM); (6) the first priority strategy is to establish the managerial mechanism of the cross-territories, in order to consolidate the efforts of the Central government and the Local government.

A Study of City Marketing: the case of The World Games 2009 Kaohsiung

In addition to the increase of demand in global tourism, the incorporation of sports and recreation has become a new trend in tourism industry. Holding sports event not only can bring huge tourism earnings to the host city, but also build strong sense of pride and belongingness among local residents. Sport event possesses multiple influences on economical, social, cultural and physical environment. This research is implemented through documentary analysis, case study method, and content analysis method. Using The World Games 2009 Kaohsiung as case study, this research probes into the chanllenges that Kaohsiung City Government implements, the marketing strategies that it implements, along with the benefits that The World Games 2009 Kaohsiung brings to the host city based on the strategic place marketing theory. The research finds that holding international sports event can actually bring the city together, increase city awareness, drive capital development, and generate economic benefits. However, the investment for the international sports event is too huge that requires sustained observations on the longterm effects. Moreover, the host city should strengthen the unique features of the city more in order to differenciate from other cities when using marketing mix to promote the sports event.

Urban Renewal Project of Kaohsiung Port Railway Station: The Sustainable Development of Kaohisung Harbor

Port of Kaohsiung is the most important harbor of southern Taiwan and it was once the third biggest cargo harbor in the world. Recently, the ranking of Port of Kaohsiung dropped from the 3rd to the 13th, thus the Central Government of Taiwan has introduced a plan to enhance the situations. ¡§Urban Renewal Project of Kaohsiung Port Railway Station,¡¨ involves the development planning of many sites and the waterfront regeneration along the Kaohsiung Harbor. This paper argues that the sustainability is the key of success of the project. This paper will (1) to discuss the gains from the economic developments, (2) to examine the details and discuss the coming challenges and potential obstacles in pursuing greater socio-economic goodness, and (3) outline the possible solutions, practices, and mechanisms which might be useful in attaining a sustainable development of Kaohsiung Harbor by studying other countries¡¦ success and failures in their waterfront redevelopment projects.

The Legal Analysis of The Financial Incentive Program In Kaohsiung Municipal Hospitals

The constitution stipulates that it is required to establish public health institutions. Among all the public health institutions, public hospital, such as municipal hospital or hospital under Department of Health, Executive Yuan, is mostly closely associated with public health. However, comparing the salaries with other healthcare personnel working in the private sector, it is difficult to attract the top physicians into public hospitals. In order to keep the salaries in public and private sectors in balance, or at least minimize the gap, Department of Health Administration initiated the financial incentive program. There are four municipal hospitals in Kaohsiung City: Kaohsiung Municipal United Hospital, Kaohsiung Kai-Suan Psychiatric Hospital, Kaohsiung Municipal Min-Sheng Hospital and Kaohsiung Municipal Chinese Medical Hospital. Since these four hospitals make distinct profits, the amount of financial incentives the staff received are different. Municipal Hospital pays financial incentives in accordance with the laws and rules passed by the direct authority which is Department of Health, Kaohsiung City Government. In this article, we analyze Kaohsiung Municipal Hospital financial incentive program to discuss the content, defect, suggestions and opinions of the staff, real financial incentive fraud cases, applicable law analysis, and whether or not the program conforms to our current concept of administrative law. This article is divided into seven chapters: prologue, introduction of Kaohsiung Municipal Hospital financial incentive program, real fraud cases, analysis on financial incentive program survey, elaborate on the applicable laws, the financial incentive program and the administrative law concept, conclusion and suggestions. It is hoped to bring up some concrete ideas for improvement, to clarify the applicable laws, to reflect the actual opinions and suggestions of the staff toward financial incentive program, and eventually to perfect the program so it is legitimate under both constitution and laws.

Concentrations and distribution of polycyclic aromatic hydrocarbons(PAHs) and polychlorinated biphenyls(PCBs) in Kaohsiung Harbor

This study investigated the concentrations of polycyclic aromatic hydrocarbons (PAHs) and polychlorinated biphenyls (PCBs) in the particulate and dissolved phase, as well as concentrations of PAHs in the sediment in Kaohsiung Harbor lagoon. Sources of PAHs in the water column were determined by isomer ratios, hierarchical cluster analysis (HCA) and principal components analysis (PCA). The net and annual fluxes of PAHs were calculated after a lagoon-wide water sampling campaign and compared with those found in a previous study (Fang, 2007) in which data from only one water sampling station was used. ¡@¡@In rain season, total PAH concentrations ranged from 21.6 to 36.2 ng/L for water samples, with dissolved and particulate phase concentrations ranged from 15.5 to 27.2 ng/L and from 3.4 to 8.6 ng/L, respectively. In dry season, total PAH concentrations ranged from 13.2 to 31.5 ng/L for water samples, with dissolved and particulate phase concentrations ranged from 8.0 to 21.1 ng/L and from 5.3 to 10.5 ng/L, respectively. Total PAH concentrations were found higher in rain season than in dry season. The highest total PAH concentration in dry season was observed in Chianjen River estuary. Relatively high PAH concentrations were also observed in these southern stations of Kaohsiung Harbor because of their location near Dalin industrial park. Total PAH concentrations ranged from 81.7 to 2279 ng/g for sediment samples, with average of 895 ng/g. The correlations between PAH concentrations and organic carbons, water temperature, salinity and suspended particles were also examined in this study. PAH concentration in dissolved phase was negatively correlated with water temperature (p<0.05). PAH concentration in sediment was positively correlated with organic carbons (p<0.05), and negatively correlated with median diameter (p<0.01). The logKoc¡ÐlogKow relationship in rain and dry season was compared with literature. It was found that the logKoc values were higher than those reported in literature, suggesting that soot particles might play an important role in the transport and distribution of PAHs in the study area. In rain season, PAHs in dissolved phase were mainly from pyrogenic origins; while mainly from petrogenic origins in particulate phase. In contrast, in dry season, PAHs in dissolved phase were mainly from petrogenic origins; while mainly from pyrogenic origins in particulate phase. In addition, it was found, relatively, that petrogenic pollution was introduced maily from the northern area of the lagoon. In rain season, total PCB concentrations ranged from 1.1 to 2.7 ng/L for water samples, with dissolved and particulate phase concentrations ranged from 0.42 to 2.1 ng/L and from 0.24 to 1.4 ng/L, respectively. In dry season, total PCB concentrations ranged from 0.54 to 1.3 ng/L for water samples, with dissolved and particulate phase concentrations ranged from 0.20 to 0.74 ng/L and from 0.32 to 0.76 ng/L, respectively. The direction of net fluxes of PAHs in this study are from water to air (net volatilization) in summer. In winter, however, the absorptive PAH fluxes obtained for four to six-ring PAH, such as fluoranthrene, chrysene + triphenylene and benzo[a]anthracene, indicating that PAHs were absorbed into surface waters. According to our results, it was suggested that the results from previous study (Fang, 2007) might underestimate the net fluxes of Pyrene and total fluxes in dry season. The annual fluxes of PAHs estimated in this study were 212 mg/m2 /year and 5.7 kg of PAHs were emitted annually from the harbor lagoon surface waters to the ambient atmosphere.

Kaohsiung, developed from many heavy industries, was described as a cultural desert. The Kaohsiung City Government has tried to change the image and to build a civilised city in the recent years by drawing up new policies, including transportation, arts, tourism, film and television. The triumphs of the trendy drama "Black and White" and the film "NO PUEDO VIVIR SIN TI," which won prizes from Golden Bell Award and Golden Horse Award individually, became successful city marketing strategies promoting Kaohsiung through the film and television industry. In order to encourage the cinema culture industry, Information Bureau of Kaohsiung City Governmenat found Kaohsiung Film Archive and held Kaohsiung Film Festival. The goals of this festival are not only to proclaim the art and culture, but also to enhance audiences¡¦ chances to watch different kinds of movies. This study is focused on how to apply the communicate tools to reach these audience and what the strategies to choose. By using "2009 Kaohsiung Film Festival" as a case, this study exam it¡¦s marketing strategy with the theory of integrated marketing communication. Some in-depth interviews are conducted to collect crucial information. The purposes of this study include: (1) to understand the current situation and promotion results of Kaohsiung Film Festival; (2) to analyze "2009 Kaohsiung Film Festival" with integrated marketing communication. After the analysis, it will also provide some suggestions to the festival.

Those tourists, not only bring lots of good business but also been very helpful to our sightseeing industrial Because of those reasons, I decided to discuss : 1.what are the real effects to our tourist business by allowing tourists from mainland? 2. which parts of Taiwan are really gets benefits from them? So in this thesis, only discuss the international tourist hotels. we find out lots of ideas by survey from the internet and, and also understand what the government think about the policy of allowing tourists from mainland by developed of passed issues and policy. The international tourist hotels are the most been helped and gets benefits in this situation by allowing tourists from mainland, we found out the increase of room average, at the same time, hotel stuffs also got the strong feeling about tourists from china bring lots of benefits to them, although they also bring lots of problems in rooms, food and language, but we still found out more benefits than that in this issue. we hope Kaohsiung will become the biggest model of all by allowing tourists from china, and by the changing of the government policy, make the flight in both come and out in Kaohsiung become regular, we believe in the future of Kaohsiung tourist business will be better, not only the hotels been helped but also the economic of Kaohsiung will be better.

Taiwan's government will focus on investment in cultural and creative industries as one of the industries, developed one of the main directions of its development is the development of creative cultural park in this policy, the central and local governments are beginning to operate Cultural and Creative Industry. In Kaohsiung, Kaohsiung City Government Department of Cultural Affairs to use the second channel connecting the third ship of the old quayside warehouse to build the Pier 2 Art Center. Opened nearly a decade, now Pier 2 Art District has become an increasingly diverse field. Pier 2 Art Center from actual observations, the researchers believe that quantitative indicators of the shape the impression is only the creative culture of a small part of the park should take a more open mind, diversity of point of view and to observe the creative and cultural in addition to the economy outside of the park for the inherent meaning and value.

A Study of Cognitive Characteristics of Voters through Analysis of Campaign Advertising - Example of Democratic Progressive Party's Campaign Literature in 2010 Kaohsiung Mayoral Election

Democratic politics is a process where political elites compete for votes (Schumpeter, 1950) and therefore campaign communication is an indispensable area in it. In the beginning, campaign communication focused more on public policy promotion (Peng, 2005) and now is campaign-communication oriented to define communication strategies adopted in election campaign. Election campaign becomes fiercer after party politics takes root in Taiwan and that is where campaign advertising comes in. Purposes of campaign advertising by a candidate or party include image shaping, promotion of campaign issue and statement of political platform and achievements. We examined campaign literature of Democratic Progressive Party in 2010 Kaohsiung Mayoral Election and adopted Cognitive Continuum Theory (CCT) to analyze how appeal of campaign advertising influenced voter. Quasi-experiment was adopted. 45 questionnaires were issued to 45 participants individually due to the nature of the questionnaire. Results indicate that voters in Kaohsiung are more intuitive and support a candidate more because of the candidate¡¦s image than his/her platform. Reflect Kaohsiung voters' cognitive characteristics to be more intuitive. These cognitive characteristics show not only economic but serious social issues in Kaohsiung.
