A Study of Kaohsiung County Political Factions

Before political party politics was not formed in Taiwan, local factions completely took control of political resources and the directions of political situations. So political factions usually dominated political parties and were the mainstay power that dominated Taiwan politics. In Kaohsiung County, local factions are severely competitive, have their own political territories, and have grabbed political resources. So local political factions are the predominant influencing force in elections for political positions. This study used document method and field research method to explore the origins, development and operating models of local factions and how the local factions of political parties have strengthened or weakened in the wake of the rising to power of Democratic Progressive Party. The study has found out that the Black Faction has remained the largest one despite the shift of national ruling power, followed by the White Faction, the Red Faction, the Yellow Faction, and the Green Faction in order of strength. The votes that the Black, the White, the Red, the Yellow, and the Green faction can control are as follows: about 200,000 to 250,000, about 150,000 to 200,000, about 70,000 to 100,000, about 30,000 to 50,000, and about 30,000 to 40,000 respectively. On May 14, 2005, Taiwan people elected their mission-specified National Assembly representatives, and the turnouts of election verified the conclusions of this research. The Black Faction remained the largest on, grabbing 57.46% of the vote, leading the Red, the White Faction by a margin of 18.65%; the Red and the White Factions scored 38.81%. On June 7, 2005, the mission-specified National Assembly representatives ratified the Constitution Revision act passed in the Legislature. According to the Constitution Revision act, the number of legislators will be reduced by 50% from the 7th Legislature Assembly and their term will be extended to four years. At the same time, a system of one constituency, two votes will be instituted. This constitutional reform will definitely redefine the territories of local political factions. How Taiwan political situations will develop, the directions of political parties, and how local political factions will grow or recede deserve further observation. Distributions of Heavy Metals in Sediments and Bottom Water from the Kaohsiung harbor Areas

The research, first, is to investigate the characteristics and heavy metal content of sediments and bottom water in Kaohsiung harbor by sampling. Second, it is to analyze the correlation of the sediments data by statistics analysis method. According to the correlation ratio, we can try to explain the distribution of heavy metals in the sediments and the water. Finally, it is to analyze the sediments data in Kaohsiung harbor from the year of 2001 to 2004 by principle compounds analysis of multivariate statistical analysis; the purpose is to find out the main reason that causes the variation of the sediments in the harbor area. The result of the sediments analysis shows that, the pollutants in Jen-Gen River, Love River and Canon River deposit in the outlet area and lead to significant difference in spatial distribution of sediments characteristics and heavy metals content in Kaohsiung harbor. The enrichment factors of heavy metals in sediments indicate that, there are enrichments for Hg (EF = 7.9 - 115), Pb (EF = 2.1 ¡V 11.7), Cd (EF = 2.4 ¡V 29.8), and Zn (EF = 1.9 ¡V 19.8) in the harbor area. And there are differences of height in the spatial distribution. The Cr enrichment (EF = 1.1 - 10.9) in the harbor exists only in the nearby area of the river outlet, especially in station KH-10 (EF = 10.9) nearby Jen-Gen River area. There is Cu enrichment in the harbor area (EF = 1.2 - 9.0) except the First and Second Harbor Entrance stations. The correlate tests of the sediments characteristics to the heavy metal concentration show that, volatile solid materials, grease and heavy metals reach significant correlated level (P<0.05); but it is irrelevant between clay and heavy metals (P>0.05). Therefore, the main controlling factor that influences the distribution of heavy metals is not the sedimentary particulates distribution but the organic characteristics. Ni distribution of bottom water in Kaohsiung harbor area, it has higher concentration from station KH-01 to KH-10 (0.4 -1.0£gg/L); and, among them, it has the highest concentration and high variation at station KH-06 (1.0 ¡Ó 1.0£gg/L). The distribution of Cu average concentration is between 1.2 - 2.9£gg/L. There is no absolutely tendency, neither is significant difference. The result of the research on Ni, SiO2 and PO4 correlated analysis is different from the result of Yeats and Campbell (1983), Chung (1995) and Huang (2002). I conjecture that the course could be the different geographic environment (Yeats and Campbell in Atlantic, Chung and Huang in the southwestern waters of Taiwan, the research in Kaohsiung harbor area). The result of sediments principle compounds analysis shows that, the sediment constituents in 2001 and 2002 are high water content, organic and fine-grain organic polluted sediments. The polluted sediments are reduced in 2003 and 2004, and that accords with the time of the harbor area dredges procedures. Therefore, there is causation between them. From PC1 and PC2, we know that Love River (KH-04), Canon River (KH-06) and Jen-Gen River (KH-10) outlet are seriously polluted in the harbor area. The river water that contains the industrial wastewater and municipal wastewater in the upper stream is the most important reason that influences the harbor sediments. The result of the research shows that, the main controlling factor that influences the distribution of heavy metals is the harbor sediment organic characteristics and that could cause the metal ions and organic matter forming into stable organic metals compounds. Its impact to ocean ecosystem is enormous, especially to benthic system. Therefore, I suggest that we should do monitoring analysis on sediment toxicity or toxic organic compounds in order to realize their influences to the ocean ecosystem. And furthermore, we should realize the standing crop and the distribution of the toxic organic compounds so that we can avoid health harming from the accumulation of the ecological food chain returning to human body.

The use of mobile value-added service on effects of news production in Kaohsiung journalists.

ABSTRACT Taiwan privatized the industry of celluar phone in 1998. The number of cellular phones has increased promply ever since. The cellphone density in Taiwan is ranked number one in the world in 2003. As competition increases, telecommunications companies are eager to attract new users by the value-added services like short messages and web-browsing. In the early phase of mobile development in Taiwan, journalists were the main category of heavy users. In the past two years, more creative services with strong promotions have been lauched by telcos, notably the value-added services. This study surveys how journalists in Kaohsiung, a municipal city in southern Taiwan, adopts these new mobile services and functions in improving news coverage, and whether these functions serve as useful assistant tool in reporting. Disseminated to all kins of media reporters in Kaohsiung, this survey finds that more than 50 per cent of sample journalists use value-added services, notably the short message function. Less than 20 per cent of participants use other functions, such as personal information management (PIM), web-browsing through cell phone, image transmission and ¡¥living database¡¦. It suggests that there is potential for further promotion of using the value-added services by phone. A factor analysis suggests that there are eight factors affecting journalists¡¦ technology adoption: time efficiency, dependence, a sense of safety, cost of bearing, function and cellphone brand, interference to work, and helpness to work. A further correlation analysis suggests that the previous six factors are positively correlated with the journalistic covering and editing benefit. Still, this study also suggests that some respondents do not use the value-added servives simply because they feel that basic voice mail function suffices in their work. But 90 per cent of them show strong intention to use it if mobile phone companies lowers prices and adds user-friendly functions. Among them, 40~50-percent are willing to use firstly the function of web-browsing as they see it the most useful in news coverage. Then, it will reach the effect to pursue sightseeing attraction activities both at home and abroad. It will also bring the effect of both tangible and intangible into full play to let countrymen happy to have internal traveling and attract foreigners to Taiwan sightseeing. Kaohsiung has the potential and character to be an international transshipment center of Taiwan and even to be an international city of entertainment and tourism of whole Taiwan. However, if Taiwan wants to like a butterfly emerging from its chrysalis to out from international market with cutthroat competition and attract international tourists come to Taiwan, it is necessary that to improve the strategy and difference of tourist internationalization thoroughly. This article will discuss and find out the direction about the theory and bibliography of tourism internationalization. This research could undertake from 3 ways, discusses from the theory of tourism marketing, development analysis of Kaohsiung city tourist industry and research into evidential area to test and verify. It also hope to understand the issue and policy of Kaohsiung city tourist marketing from concept of tourist marketing, special regional industries of Kaohsiung city, character of nature landscape, Festival activities, artistic cultural atmosphere and city whole image¡K and also from the order and analysis those in-depth interview with representatives of the industrial, governmental, and academic sectors. Then, the next step is drafting the marketing strategy of Kaohsiung city tourism internationalization. First, by collecting collect relevant documents, the researcher probes into teachers¡¦ attitude to multicultural education and meanings and aspects of teaching efficiency and probes into the relation between them. Second, by utilizing questionnaires, the researcher investigates and obtains adult-education teachers¡¦ attitude to multicultural education in elementary schools in Kaohsiung and relevant information of teaching efficiency. After analyzing and discussing investigation results , the researcher makes the synthetical conclusion and proposes the concrete suggestions. The research objects of this research are mainly bases on all the public adult-education teachers in elementary schools in Kaoshiung during the school year 2005. The effective samples amount to 159. The results are analyzed by means of standard deviations, frequency, t-test, one-way ANOVA, Pearson¡¦s product-moment correlation, Scheff&#x00E9; method . The results are as follows: 1. Adult-education teachers¡¦ attitude to multicultural education in elementary schools in Kaohsiung trends to be positive. 2. Different personal background such as Variety of teaching years of each adult-education teacher causes obvious differences of teachers¡¦ attitude to multicultural education. 3. The teaching efficiency of adult-education teachers in elementary schools in Kaohsiung achieves the middle and upper degree. 4. Variety of teaching years of each adult-education teacher and Different teaching classes, as different personal background, have great influence on the teaching efficiency of the adult-education teachers in public elementary schools in Kaohsiung. 5. The attitude to multicultural education of the teachers obviously shows highly positive correlation to their teaching efficiency.

Kaohsiung New Town Development Strategy and Relative Measures Planning Research

The development of renew city needs specified conditions and requirements, including saturated population of the city, the public willing to move to adjacent places, and developing into a satellite town or new town. Also, public construction and all of the needs of the people¡¦s livelihood should be emphasized. Faultless public facilities and convenient living environment can attract the public to live. As for the interests of public and private organizations, it requires a balance. When then government develops the town, it need to solve finance problems. And the government should scheme the development schedule to improve the benefit of development, rather than only pay attention to part of development. Kaohsiung new town locates in the southwest of Taiwan, and is situated at the border district of Kaohsiung metropolis. Kaohsiung new town is at a distance about ten kilometers from the north of Kaohsiung city, and its center is the old Ciaotou town. And it crosses four administration areas, Nanzih District, Ciaotou Township, Yanchao Township, and Gangshan Township. There are three stages in the whole developmental plan. At present, the government encounters problems at the first stage and therefore, influence on the following developmental. The public worries about whether this scheme can be accomplished or not and whether the investment can get the feedback. In order to improve the development of Kaohsiung new town, the researcher investigates the convenience of traffic, the faultless livelihood of new town, economic, social, and so on, all kinds of functions. Besides, exploiting financial resource and whether the government devotes into the development actively are also important. The researcher proposes some modifying measures of Kaohsiung new town, including Sugar Cultural Association, improving life environment, the entertainment of leisure time and community development, traffic reformation, culture promotion, an advance in the whole plan (the development of each areas) and strategies of community renascence. This research analyzes the strength, weakness, opportunity, and threat by understanding the present situation of Kaohsiung new town to understand the problems of slow development. According to the plan which has already drawn up, the researcher claims the analysis and review. In conclusion, the researcher proposes the future developmental strategies of Kaohsiung new town and relative measures. The researcher hope that through interviews analyses and document arrangements, he can proposes appropriate programs for government and other developmental organizations to consult. Moreover, the researcher hopes that the developmental proprietor and the residents can have more confidence and determination to the development.

Study of Preventives of Avian Influenza in Taiwan¡Xa Case of Kaohsiung Min-Sheng Hospital

Avian Influenza (AI) has made hundreds of people dead in Europe. The hospital system of Taiwan, standing in the first line of prevention and treatment, has to effectively employ the experience of SARS in order to tackle the new serious challenge of AI. Though Taiwan is not yet an epidemic area of AI, it is important for us to be well prepared to confront it. Given that prevention is more important than treatment. It is essential that we try our best to build up an efficiently preventive system for AI. This study aims to investigate what is most important and critical in the preventive system. More specifically, what is a priority to do in such a preventive system, especially in a limited condition of budgets and human resources? According to the five stages of crisis management proposed by Mitroff (1988) (see page 35), the current study focuses mainly on operations in the second stage, preparation and prevention of crisis. In terms of analytic hierarchy process (AHP), it designs a questionnaire to systematically interview 12 doctors. Since four of them are outliers when the consistency test is considered, results are based primarily on the opinions of the remaining 8 doctors. The results are summarized as follows. 1. Before the crisis comes, both ¡§the training of doctors and nurses¡¨ (weighted value = 0.3195) and ¡§the regularization of preventive process¡¨ (weighted value = 0.2978) are most important. 2. The regularization of preventive process (weighted value = 0.3066) is most economic in the limited condition of budgets that is available to the preventive operations. Accordingly, it is a best way to regularize the individual operations and spread the concept of the regularization. 3. The training of doctors and nurses (weighted value = 0.3513) is most important in the limited condition of human resources, that recently appears gradual reduction among hospitals. That is, by means of rehearsal of related operations and of training courses, the crew in a hospital can have an understanding of AI spreading in a short period of time. 4. In consideration of hard equipments, the doctors to be questioned hold similar opinions, as mentioned above. Apparently, the mastery of various preventive operations in the preventive system plays a critical role in that whether the AI crisis will continue to develop. 5. Only in consideration of the effects of prevention, the training of doctors and nurses is also most important. In conclusion, the experts all think that the training of doctors and nurses is a priority, regardless of in what conditions. The findings of the study hope to provide references for other hospitals by manifesting the order of the importance of different preventive operations in the preventive system.

The government of Taiwan tries to promote privatization of some public sectors. Through the cooperation between public and private sector, win-win-win outcome¡Xa triangular formula for winning¡Xwill be created. Nowadays, many social educational institutes are trapped in some difficulties in budget and human resources. That is why the public sector should reflect on what they have done in order to achieve the sustained management. This case study is based on qualitative analysis. Literatures are reviewed, mainly focused on the theoretical basis of privatization of some public sectors. In addition, the data is collected about how the social institutes comply with the policy of government reform, especially using the mechanisms of elimination of routine government work, deregulation, corporatization, outsourcing, and localization. Under this circumstances, the purpose of the study was to investigate the feasibility of privatizing Kaohsiung Chungcheng Cultural Center. Through the analyses of internal and external environmental factors, the findings are as follows. Kaohsiung Chungcheng Cultural Center has the problem of redefining the business scope. However, there is no need for organization reform through administrative incorporation for total privatization, in order to turn into an international urban resort. This study presents itself as reference in policy making.

Hosting mega events such as athletics and international exposition can brought huge tour business opportunities for the city and also accelerated constructing a modern infrastructure, even promoted a city rank into international fine reputation. Kaohsiung City becomes a host city of world games 2009 luckily which giving the city another transmutes the chance of growth. Kaohsiung City has natural condition to develop sightseeing and tourism, but attaches importance to industry and fishery development as principle over a long period of times. Although the development of light heavy industry has been bringing much employment opportunities for Kaohsiung City, the lack is molding tourism environment, modernizing city construction, internationalization, development of tourism support facilities and city cultural, and haven't had organization and programming of the tourism. The research first reviewed references including the strategic plans used in other countries and then proposed the important factors of tourism development and mega events. Next, it based on the proposal and used Delphi Method to achieve the common consensus of tourism strategy among the government, tourism industries, and the experts in order to develop the complete tourism strategy suitable for Kaohsiung City. The results reveal that the improvement in highest demand for the tourism in Kaohsiung is to integrate the service facilities, transportation services, and marketing individually and to establish cooperative relationship among them. In addition, the related tourism service systems should be well-qualified, enriched, and internationalized. It is also a crucial issue for Kaohsiung city to increase the amounts of visitors for overnight stay. Kaohsiung city government should cooperate with other nearby cities to develop local tour packages for attracting international tourists effectively.
