Barnbibliotekskonsulenters arbete utifrån barnkonventionen : en framgång? / Children’s library consultants work with the UN Convention on the Rights of the Child : a success?

Since its ratification in Sweden in 1990, The United Nations Convention on the Rights of the Child (CRC) has become a part of the law of nations and intended to suffuse the public sector. The purpose of this paper is to examine how children’s library consultants work to implement the CRC in children’s library activities in Sweden. We have tried to discover whether the CRC is basic in the work of children’s library consultants or if is rather employed to strengthen certain areas or projects. The Children’s Ombudsman has assembled seven factors of success to implement the CRC in the public sector. These factors formed the basis of the questionnaire survey we sent to children’s library consultants as well as the basis of our tools of analysis. Our results show that the work of children’s library consultants cannot be seen as completely successful in implementing the CRC. We can establish that most children’s library consultants claim that they deliberately use the CRC as basic in their work. We have also considered whether the Swedish Library Association recommendations for public library children activities have had any impact. Children’s library consultants answered that they are well aware of the recommendations, but suggest that they should be rephrased, somewhat. We have chosen the concept “child’s perspective” as our theoretical starting point and suggest that this is a comprehensive point of view found in both the CRC as well as in the recommendations of the Swedish Library Association.

The aim of this Bachelor´s thesis is to describe the phenomenon ofmarketing. Four public libraries in the County of Kalmar have beenstudied in the aim to obtain information on their current marketingin the autumn of 2004, as well as their view of marketing and itssignification in connection to a vision that the Regional Library inKalmar has established. The vision is that the County of Kalmar isgoing to be the best Region of Libraries in Sweden in the year of2010. Target markets for the vision is the general public, studentsand entrepreneurs. The study has done a landing at an early stage ofthe vision, the starting point of which was in the year of 2001. Themethod used has consisted of interviews with four chief librariansof public libraries, and also an interview with the Chief of theRegional Library in Kalmar. The results of the study have shownthat these public libraries do not use any marketing planning.Therefore they lack a complete grasp of their marketing. Even themarketing of the vision lacks marketing planning. This results in agap between the management and the library personnel. Among thekey questions has been how to measure “best” and also if the librariesare ready to meet the needs of the entrepreneurs, a totally newtarget market for these public libraries. In this study our goal is to put together an overview of how the Swedish regional libraries view and work with Video games. We have chosen 5 analytic themes that were constructed by Olle Bergand and Thomas Nyström in their work that was published in 2008. These themes are as followed; Culture, User Orientation, Entertainment, Learning and Social Aspects. With these 5 themes we created an inquiry of questions related to the different parts of subjects. Our questions oversee several areas within our subject, such as competence about Video games and whether the librarians and the staff deem they have enough knowledge surrounding Video games as more than just a type of media. We also explore if the regional libraries view Video games as more than just entertainment, or if they see other uses and aspects for the media. In our inquiry we also determine whether they have or are currently working with projects related to Video games. With this inquiry we create an overview about how Video games are perceived and used in a regional perspective.

Syftet med uppsatsen är att förklara Luleå stad/kommuns biblioteksverksamhet mellan åren 1930 – 1982. Hur påverkades biblioteksverksamheten i Luleå stad/kommun av nationella politiska beslut och styrdokument? På vilket sätt karaktäriserades integrationsprocessen när biblioteksverksamheten skulle organiseras enhetligt i Luleå stad/kommun? Fokus för denna granskning är huvudbibliotek, stadsbiblioteket i Luleå som också fungerade som centralbibliotek för länet, vilket senare kallades för länsbibliotek. Teoretiskt perspektiv som används är Ingemar Norrlids integrationism som används för att mäta graden av decentralisering i politiska system. Texten har en översiktlig, deskriptiv karaktär med inslag av analys och komparation. Biblioteksverksamheten förändrades under den undersökta perioden från att vara relativt fristående från kommun för att knytas närmre till både kommun och stat, genom att dess verksamhet blev beroende av statsunderstöd. Förändringsprocessen pågick som intensivast runt åren efter 1930 och åren efter 1965. Under 1970-talet sker omorganisationer där ledordet är decentralisering. Samtidigt ses en rationalisering och byråkratisering av verksamheten.

The aim of this essay is to investigate and describe some of the important factors which should be taken into consideration when a Swedish interlibrary loan system for the future is discussed. The Swedish interurban lending centres and their tasks are discussed in this context.The method used for this purpose is qualitative. The representatives of the three interurbanlending centres are interviewed.One of the conclusions reached in this essay, is that there are several possible ways to go when creating an interlibrary loan system for the future needs. In the end of this essay, a number of schematic models for this purpose are introduced. Their advantages as well as their disadvantages are discussed in this context.

This master thesis investigates how the Swedish regional libraries are perceived as support for public libraries in their work with competence development and the libraries' ability to utilise this support. It focuses on the strate­gies, and obstacles involved in implementing new knowledge following the activities. The thesis uses mixed methods, including both a quantitative questionnaire and qualitative interviews con­ducted. The questionnaire was aimed towards workers in public libraries while the interviews were conducted primarily with public library managers. Quantitative and qualitative analyses were carried out on the data, which related to 537 questionnaire respondents and five interviews. The theory used in the analysis covers organizational theory and Jay Hall’s model of the competence process. The study reveals that the organisation around competence development varies depending on the type of activity and library. Follow-up is commonly conducted through meeting structures or written reports. Successful implementation strategies include fostering a positive work environment and thorough pre-planning, while major obstacles are primarily resource constraints and a lack of clear alignment with the organisation's goal. Continued education provided by the regional libraries are generally viewed positively, examples that they do not always meet local needs. The regional libraries are described as organising a substantial number of activities, which do not always align proportionately with the worker's capacity to participate. This thesis provides a deeper understanding of the competence development efforts in public libraries and the role of regional libraries as a support function. This is a two years master’s thesis in Library and Information Science.
