Concentração fundiária e assentamentos de reforma agrária : uma análise da estrutura agrária na Zona da Mata Pernambucana /

Orientador: João Márcio Mendes Pereira / Resumo: A concentração da terra no Brasil é um grave problema social que se arrasta desde o período colonial. As lutas pelo acesso à terra e pela reforma agrária assumiram outra dimensão a partir dos anos 1980, com o surgimento do Movimento dos Trabalhadores Rurais Sem Terra (MST). O objetivo do presente trabalho é analisar a estrutura agrária da mesorregião Zona da Mata Pernambucana, em Pernambuco. A metodologia se baseou na análise de três fontes principais: os dados do Sistema Nacional de Cadastro Rural (SNCR) e do Sistema de Informações de Projetos de Reforma Agrária (SIPRA), ambos mantidos pelo Instituto Nacional de Colonização e Reforma Agrária (INCRA), e os dados do Censo Agropecuário 2006, realizado pelo Instituto Brasileiro de Geografia e Estatística (IBGE). Foram analisadas as informações dos 43 municípios da região, que foram classificadas em: a) de acordo com o módulo fiscal em minifúndio, pequena propriedade, média propriedade e grande propriedade; b) por classe de área em hectares; e c) em agricultura familiar e não familiar. Cada grande propriedade, por sua vez, foi classificada em produtiva ou improdutiva. Como conclusão, observamos que a região possui 560 grandes propriedades (1,88% do total), que concentram 248 mil hectares (40,05% de todas as terras), das quais a metade (292 grandes propriedades) são improdutivas e concentram mais de 127 mil hectares. It starts from the analysis of the causes of the phenomenon and the profile of the workers involved. Once it has been established that the problem is hegemonic among the rural workers or from the rural milieu, and that it is deeply linked to the history of land concentration in Brazil, it has deepened in the agrarian reform as the measure effectively able to prevent slave labor and the grooming of workers, and the care of the victimized workers. The consolidation of human and fundamental rights implies understanding that forms of slave labor are unacceptable and injure innumerable intrinsic rights of the human being, requiring the adoption of immediate measures for their complete eradication. Examples of the Settlement Nova Vitória, in Piauí, formed by workers rescued from slave labor and their families, and from the Integrated Action Project of Mato Grosso, aimed at prevention and assistance to victims of slave labor, are incorporated into the training of settlements, inspired by the example of Piauí. Also discussed are ways to operationalize this agrarian reform aimed at vulnerable communities and people victimized by work analogous to the slave, including the possibilities of action of the Public Labor Ministry. In the end, it is argued that the deficiency in Brazil of the public policy of agrarian reform, as well as of policies to promote solidarity economy and family agriculture, is determinant for the maintenance of the permanence of contemporary slave labor, and that actions in these subjects are essential to talk about eradicating slave labor in the country. / Esse trabalho se propõe a tratar da insipiência de políticas públicas de prevenção e de assistência às vítimas de trabalho escravo no Brasil, e de possíveis caminhos de solução, à luz da teoria dos direitos fundamentais e de ações iniciadas no país que vêm apresentando resultados positivos. Parte-se da análise das causas do fenômeno e do perfil dos trabalhadores envolvidos. Uma vez constatado que o problema é hegemônico dentre os trabalhadores do campo ou oriundos do meio rural, e que está profundamente ligado ao histórico de concentração de terras no Brasil, aprofundou-se na reforma agrária como a medida efetivamente capaz de prevenir o trabalho escravo e o aliciamento de trabalhadores, e para a assistência aos trabalhadores vitimados. A consolidação dos direitos humanos e fundamentais implica compreender que formas de trabalho escravo são inaceitáveis e ferem inúmeros direitos intrínsecos da pessoa humana, exigindo a adoção de medidas imediatas para sua completa erradicação. Utilizam-se os exemplos do Assentamento Nova Vitória, no Piauí, formado por trabalhadores resgatados do trabalho escravo e suas famílias, e do Projeto Ação Integrada de Mato Grosso, voltado à prevenção e assistência às vítimas de trabalho escravo, que tem incorporado ações pela formação de assentamentos, inspirado no exemplo do Piauí. Discutem-se, ademais, as formas de operacionalizar essa reforma agrária voltada a comunidades vulneráveis e a pessoas vitimadas pelo trabalho análogo ao escravo, incluindo as possibilidades de ação do Ministério Público do Trabalho. Defende-se, ao final, que a deficiência no Brasil da política pública de reforma agrária, bem como de políticas de fomento à economia solidária e à agricultura familiar, é determinante para a manutenção da permanência do trabalho escravo contemporâneo, e que ações nesses temas são imprescindíveis para se falar em erradicação do trabalho escravo no país.

As repercussões territoriais dos assentamentos rurais do município de Eldorado do Sul / RS Joel Luís Melchiors

A presente Dissertação aborda os assentamentos do município de Eldorado do Sul, que faz parte da Região Metropolitana de Porto Alegre (RMPA), município este que possui atualmente sete assentamentos rurais. Para explicar este fenômeno, a Introdução e o Referencial Teórico darão uma breve síntese do que será trabalhado e quais os conceitos chaves da Geografia que serão utilizados – o território e a identidade territorial. Em seguida, será apresentado o caminho metodológico da pesquisa, tendo como técnicas empregadas a observação científica e a entrevista semiestruturada. Na segunda seção, será apresentada a situação atual e o passado dos agricultores assentados, com a demonstração dos seus municípios de origem e o que pensavam e faziam antes de serem assentados no município. Na sequência, a terceira seção abordará os assentamentos rurais de Eldorado do Sul e como ocorre a organização dos assentados em grupos coletivos. Na quarta seção, será apresentada a produção agropecuária dos assentamentos de Eldorado do Sul, com a realização de uma comparação produtiva da produção de todo o município com a produção oriunda da agricultura e da pecuária dos assentamentos rurais deste território. Em algumas das seções partes selecionadas de várias das respostas das entrevistas aplicadas com os assentados serão analizadas e comentadas Na seção de compêndio-análise de resultados haverá uma análise dos resultados levantados durante a pesquisa, com informações de investimentos públicos realizados nos assentamentos e comparação dos índices de produtividade dos assentamentos com o restante do município de Eldorado do Sul. Para concluir, nas Considerações Finais, será realizado um balanço do que foi trabalhado e quais as expectativas para o futuro. Assim sendo, pretende-se evidenciar o quão dinâmicas e impactantes foram/continuam sendo as repercussões territoriais pelas quais passou – e está passando - o município de Eldorado do Sul, desde seus primórdios históricos, quando ainda era distrito do município de Guaíba até passar a ser o município da RMPA com o maior número de assentamentos rurais instalados. / This Dissertation deals with the settlements of the municipality of Eldorado do Sul, part of the Greater Porto Alegre (RMPA), this municipality currently has seven rural settlements. To explain this phenomenon, the Introduction and Theoretical Referential give a brief summary of what is working and what the key concepts of geography that will be used - the territory and territorial identity. Then the Methodological Research will be presented, with the techniques used scientific observation and semi-structured interview. In the Second Section, the current situation and the past of the settled farmers, with the demonstration of their home municipalities and what they thought and did before being seated in the municipality will be displayed. Following the Third Section will address the rural settlements of Eldorado do Sul and how does the organization of the settlers in collective groups. In the Fourth Section, the agricultural production of Eldorado do Sul settlements will be presented with the completion of a productive comparison of the production of the entire municipality with the production from agriculture and livestock of the rural settlements of this territory. In some of the selected parts sections of several of the responses of the interviews applied with the settlers will be analyzed and commented. In the Results Compendium-analysis Section there will be an analysis of the results collected during the survey, with public investment information carried in the settlements and comparison of indices productivity of the settlements with the rest of the Eldorado do Sul. Finally, the Concluding Remarks will be held stock of what has worked and what are the expectations for the future. Therefore, we intend to show how dynamic and impactful were / are still the socioeconomic repercussions through which he passed - and is undergoing - the municipality of Eldorado do Sul, from its historical beginnings, when he was district Guaiba municipality to pass be the municipality of RMPA with the largest number of installed rural settlements.

Is land reform working? A critical evaluation of the Bergland Development Trust (BDT) land reform project in Porterville, Western Cape

Magister Artium (Development Studies) - MA(DVS) / Land reform is currently high on the agenda of the current government. This is because many people believe that land reform is a valuable tool in addressing the land question and combating poverty in South Africa. It is also evident that government and experts on land reform are clear that in order to enhance land reform in the country, the land must be used to improve the livelihoods of those who need it the most. It is also pivotal that land reform is successful in order to ensure food security. It is important to evaluate these types of land reform models in order to gain valuable insights and lessons that can enhance successful land reform projects in the country that can also serve as a manual for farmers and governments. Although much research focuses on the failure of land reform projects, this research focuses on a successful land redistribution programme that improved the livelihoods of rural people. More specifically, this research critically evaluated the Bergland Development Trust (BDT) land reform project in the Porterville region in the Western Cape province of South Africa. The BDT land reform project is a joint venture between the workers of the Berghoff Farm and their employer, the farmer who also served as a valuable mentor to them. My research found that BDT land reform project improved the livelihoods of the beneficiaries of the project. The BDT beneficiaries earn a sustainable income which, in turn, helps them to buy clothes, vehicles, and enrol their children at the local former ‘Model C’ school. Furthermore, active participation in the project has enhanced the self-image and bargaining power of the beneficiaries which, in turn, extended their livelihoods base. This study is guided by the sustainable livelihoods approach to development. This study critically analysed the factors contributing to their successes and also explored the lessons it holds for other land reform projects. A qualitative research design was employed in order to obtain the necessary data for the research. The data was collected by means of semi-structured interviews and questionnaires with the management of the Bergland Development Trust land reform project. After a critical assessment of the BDT land reform project, the recommendations will be forwarded to the Local Government and other projects that will benefit from the experiences of the BDT land reform project.

Neste contexto a reforma agrária, enquanto política pública de desenvolvimento, juntamente com as políticas agrícolas e sociais poderia desencadear em nosso território um processo de desenvolvimento rural sustentado não apenas de desenvolvimento agrícola. No entanto, sabemos que as opções sociais, políticas, econômicas, portanto históricas que perpassaram os governos brasileiros, em torno da reforma agrária resultam na atualidade em uma “não reforma agrária”, nos termos de Oliveira (2011). Assim, para que se possa dirimir a desigualdade social engendrada no país desde sua constituição pressupõe-se muito mais que um a política de desapropriação, mas sim políticas públicas que contribuam e fortaleçam para permanência dos assentados e assentadas nos assentamentos rurais do Brasil. Nesta tese visamos problematizar, discutir e refletir se a reforma agrária em curso em Uberaba se caracteriza enquanto política pública de desenvolvimento ou se torna cada vez mais uma política social seletiva, focalizada e compensatória. Para tanto, realizamos pesquisa bibliográfica, documental que possibilitaram aprofundamento teórico prático essencial para o processo reflexivo das informações obtidas na pesquisa de campo e na observação participante. Entrevistamos os assentados e as assentadas da reforma agrária que residem nos assentamentos rurais em questão, Liderança política, o Secretário de Agricultura, Pecuária, Pesca e Apicultura de Uberaba e o Superintendente Estadual do Incra de Minas Gerais, por meio da entrevista semiestruturada. A análise dos dados foi pautada na metodologia qualitativa e o método materialista histórico dialético de apreensão da realidade possibilitou sucessivas aproximações à particularidade estudada. Podemos apreender que a constituição dos assentamentos rurais estudados possui muitas contradições que impuseram muitos desafios ao cotidiano dos assentados e assentadas na atualidade. A Reforma Agrária em curso nestes assentamentos ainda se constituí um processo em construção perpassado por elementos estruturais da realidade brasileira que diariamente inviabilizam a reforma agrária enquanto política pública de desenvolvimento neste território. No entanto, a tônica da luta de classes dos camponeses, trabalhadores e trabalhadoras sem-terra nestes assentamentos é o horizonte que pode se traduzir em melhores condições de vida e trabalho. / According to Barbosa (2012), Brazil has one of the biggest land concentration in the world. Only 0,8% of land owners have possession of 31,6% of arable lands. It is estimated that promoting a land reform, which would raise the decentralisation of land structure in Brazil, would directly benefit 2,5 million of landless families. Land reform, thus, as a public policy of development, together with either agricultural and social policies, could trigger a rural development process in Brazil, sustained not only by an agricultural development. On the other hand, it is known that the social, political, economical, therefore historical options made by the earlier Brazilian governments on land reform now lead to a “non-land reform”, according to Oliveira (2011). Thereby, much more than a dispossession policy is expected for solving the social inequality that follows the rise of the country, with public policies that may contribute and enhance the sojourn of settled people in the rural settlements. In this thesis, we aim to question, discuss and think over the land reform ongoing in Uberaba, and if it can be whether characterized as a public policy of development or becomes an increasingly selective, focused and compensatory social policy. Therefore, a bibliographic, documental research was made, which enabled a theoretical practical essential improvement for the reflective process of the information obtained on field research and on participant observation. The following settled people of land reform who live in the rural settlements were interviewed by semi-structured interviews: Political leadership, Uberaba’s secretary of agriculture, livestock, fishing and apiculture and the state superintendent of Incra of Minas Gerais. The data analysis were based on qualitative methodology and the materialistic historical dialectic method of apprehension of reality enabled consecutive approaches to the unique situation studied. It allowed us to seize that the constitution of the rural settlements studied has many contradictions that enforced numerous challenges to the settled people current routine. Thus, the ongoing land reform in the settlements is still a procedure that is in force and is affected by structural elements of Brazilian reality, which daily invalidate the land reform process as a public policy of development. However, the tone of class struggle for peasants and landless workers in these settlements is the promise for possible better conditions of life and work. / La concentración fundiaria en Brasil según Barbosa (2012) es una de las mayores del planeta. Apenas 0,8% de los propietarios rurales ocupan 31,6% de las tierras agricultables. Es estimado que la realización de la reforma agraria, promoviendo la desconcentración de la estructura fundiaria en Brasil, beneficiaría directamente 2,5 millones de familias sin tierra. En este contextos la reforma agraria, mientras política pública de desarrollo, junto a las políticas agrícolas y sociales podría desencadenar en nuestro territorio un proceso de desarrollo rural sostenido no apenas de desarrollo agrícola. Entretanto, sabemos que las opciones sociales, políticas, económicas, por lo tanto históricas que atraviese los gobiernos brasileños, en torno de la reforma agraria resultan en la actualidad en una “no reforma agraria”, en las palabras de Oliveira (2011). Así, para que se pueda obstruir la desigualdad social engendrada en el país desde su constitución se presupone no solo una política de desapropiación, pero mucho más: políticas públicas que contribuyan y fortalezcan la permanencia de los asentados y asentadas en los asentamientos rurales de Brasil. En esta tesis visamos problematizar, discutir y reflectar si la reforma agraria en curso en Uberaba se caracteriza mientras la política pública de desarrollo o se torna cada vez más una política social selectiva, focalizada y compensatoria. De esta forma, realizamos una pesquisa bibliografía, documental que posibilitó profundización teórica practica esencial para el proceso reflexivo de las informaciones obtenidas en la pesquisa de campo y en la observación participante. Entrevistamos los asentados y las asentadas de la reforma agraria que residen en los asentamientos rurales en cuestión, Liderazgo político, el Secretario de Agricultura, Pecuaria, Pesca y Apicultura de Uberaba y el Superintendente Estadual do Incra de Minas Gerais, por intermedio de la entrevista semiestructurada. El análisis de los dados fue pautada en la metodología cualitativa y el método materialista histórico dialectico de aprensión de la realidad posibilitó sucesivas aproximaciones a la particularidad estudiada. Podemos aprehender que la constitución de los asentamientos rurales estudiados poseen muchas contradicciones que impusieron muchos desafíos en el cuotidiano de los asentados y asentadas en la actualidad. Effect of land restitution programme on households' food security in Limpopo Province of South Africa : a case study of Waterberg District

Agriculture (Agricultural Economics)) -- University of Limpopo, 2018 / The Land Restitution Programme was designed to assist farmers through support for infrastructure, marketing, finance and extension services. This initiative was intended to support job creation, food security and support agricultural growth. Nevertheless, poverty and food insecurity have profound implications for health and welfare. However, household dietary diversity score has long been recognized by nutritionists as a key element of high-quality diets. This study examined the effects of the land restitution on households’ food security in Waterberg district. The objectives of this study were to profile households’ socioeconomic/ demographic characteristics, assess the food security status of land restitution beneficiaries and non-beneficiaries, examine the effects of Land Restitution Programme on food security and investigate the challenges faced by smallholder farmers in accessing land and other inputs for agricultural purposes in Waterberg district. Primary data was collected from 110 smallholder farmers using purposive and random sampling techniques. Dietary diversity score was used to assess the food security status of land restitution beneficiaries and non-beneficiaries while logistic regression model was used to examine the effect of Land Restitution Programme on their food security status. The results of dietary diversity score revealed that 70% of the households were food secure while 30% of the households are food insecure. The age of the household head, access to the market and land size were found to be positively significant at 10% level while beneficiary status was found to be positively related to food security status and significant at 5% level. Variables which were found positively significant at 1% level are gender of the household head, off-farm income and access to credit. Problems affecting households differs from lack of access to credit facilities to lack of grazing land. Based on the findings the study recommends prioritisation of women agricultural projects; diversification of income; provision of smallholder credit facilities in rural areas and provision land to farmers so that they increase their production which give them an advantage to become food secure. The socio-economic outcomes of the Fast-Track Land Redistribution Program (FTLRP) : with special reference to Kippure-Iram Resettlement Scheme in Masvingo Province, Zimbabwe

Thesis (M.A. (Sociology)) -- University of Limpopo, 2014 / The problem investigated in this study relates to the socio-economic outcomes that the Fast-Track Land Redistribution Programme (FTLRP) produced. The study focused on the voices of the newly resettled farmers because the socio-economic outcomes of the FTLRP have been analyzed at a high level (government, NGOs and international organisations), thus ignoring the voice of the people at the grassroots. For example, scholars like Moyo (2004) asserted that the land question has generated a lot of emotional debate and there is a general consensus that it represents the dimension to the crisis the country is going through. On the other hand according to Mukamuri (2000) land is a very crucial factor in the eradication of insecurity and rural poverty. The study focused on the socio-economic outcomes of the Fast-Track Land Redistribution Programme (FTLRP) in Kippure-lram Resettlement Scheme, Masvingo province, Zimbabwe. The research employed qualitative research methods which were descriptive. The population of the study was constituted by the beneficiaries of the Kippure-lram Resettlement Scheme. Data collection in this study was done through the use of focus group discussions and secondary data was collected from government (Zimbabwean Government, 2003 and 2005), NGOs (FAO, 2003), international organisations (Oxfam International, 2002 and 2003) and literature from various scholars. The population comprised of all the newly resettled farmers of the Kippure-lram Resettlement scheme. Thirty (30) out of forty (40) respondents were interviewed and the researcher made use of non-probability sampling, which was purposive. Ten (10) of the farmers were not interviewed because they were not true representation of the beneficiaries of the FTLRP because they were not active in the programme. iii The researcher divided the participants into five groups. Each group had six participants. Each group of participants was interviewed on three different sessions; each session had its own thematic question. Totally, fifteen sessions were conducted during the focus group discussions. The discussions were carried out at Kippure-Iram Resettlement Scheme from the 10th to 15th of December 2010. Each session of the interviews lasted for two hours. The researcher made use of pseudo names during the interviews, a way of protecting the identity of the participants. Analysis of data in this study was carried out through the use of content analysis. Seventy-six percent (76%) of the participants observed that the FTLRP’s outcomes in Kippure-Iram Resettlement Scheme were positive to a larger extent, mainly because they can now practise various farming projects to earn a living on their new land and the programme has managed to distribute land to its rightful owners. On the other hand, twenty-four per-cent (24%)) of the participants indicated that the results of the FTLRP were negative because after the FTLRP they were left unemployed.

Thesis (MBA) -- University of Limpopo, 2008 / Land reform is divided into three sub-programmes, which are redistribution programmes, restitution and tenure reform. The redistribution programme consists of Land Redistribution for Agricultural Development settlement and non-agricultural enterprises. Land Redistribution for Agricultural Development programme was established to redress the imbalances of land owners aroused from the previous government and its policies. A person who qualifies to purchase farms through the Land Redistribution for Agricultural Development programme is a previously disadvantaged person, that is, an African, Coloured and Indian. If a person belongs to a previously disadvantaged group and that particular person works for the government he/she does not qualify to be funded by the Land Redistribution for Agricultural Development programme. The National Department of Agriculture introduced a new programme called the Comprehensive Agricultural Support Programme. The primary aim of the Comprehensive Agricultural Support Programme is to make provision for agricultural support to targeted beneficiaries of the land reform and agrarian reform programme. This dissertation proposed an investigation of the success factors of Comprehensive agricultural Support programme on the farms allocated under the Land redistribution for Agricultural Development in the Waterberg District of the Limpopo Province. The objectives of study were: i. To determine factors influencing the success of the Comprehensive Agricultural Support Programme projects on farms allocated under the Land Redistribution for Agricultural Development farms ii. To suggest recommendations for the improvement of the implementation of the Comprehensive Agricultural Support Programme. iv A case study approach was used to investigate the Comprehensive Agricultural Support Programme funded projects. Personal interview questions were posed to participants who were the farmers who receiving the Comprehensive Agricultural Support Programme grant and managers who were managing the Land Redistribution for Agricultural Development farms. Open-ended questionnaires were used to collect data and four farms allocated under Land Redistribution for Agricultural Development funded by the Comprehensive Agricultural Support Programme and four municipal managers in the Waterberg District of the Limpopo Province were interviewed. The qualitative approach was used to process the data The chapter layouts of this research are as follows: Chapter 1: Problem Statement, Aims and Objectives of the Study, Chapter 2: Literature Survey, Chapter 3: Research Design, Chapter 4: Analysis of Data and Interpretation, and Chapter 5: Recommendations and Conclusion. The analysis of the data revealed that Comprehensive Agricultural Support Programme is a success on the farms allocated under the Land redistribution for Agricultural Development in the Waterberg District of the Limpopo Province.

Idealised land markets and real needs: the Experience of landless people seeking land in the Northern and Western Cape through the market-based land reform programme.

<p>This thesis interrogates the claim that resource-poor, rural land seekers can acquire land through the land market which constitutes the central mechanism of land redistribution in South Africa&rsquo / s market-based land reform programme. The study explores two key aspects in relation to this claim. Firstly, it provides a critique of the underlying assumptions prevalent in much of the current market-based land reform policy, as advocated by its national and international proponents, and the manner in which the market as a mechanism for land redistribution has been conceptualized and its outcomes envisaged. Secondly, it considers the extent to which this conceptualization - which it is argued, draws on idealized and abstracted notions of land market functioning - is realized and examines the extent to which the espoused outcomes of market-based land reform policy are aligned with or contradicted by the functioning of real markets and the experiences of resource-poor land seeking people in their attempts to engage in the land market with limited state support. The details of the market&rsquo / s operation are analysed, with a distinction made between the operational practice of real markets &ndash / based on direct evidence-based observation <br /> and degrees of policy abstraction and theoretical assumptions regarding how markets should or might operate. The study&rsquo / s methodological framework draws on an agrarian political economy perspective, as used by theorists such as Akram-Lodhi (2007) and Courville (2005), amongst others. This perspective enables a consideration of the various contexts and socially embedded processes involved in land transactions and the extent to which these are shaped and framed by the politics of policy-making. In line with this perspective, the study focuses on the social relations brought to bear on the acquisition of land and the way in which land markets operate. It is suggested that land is not solely viewed as an economic commodity by land-seekers. Furthermore, it was found that markets cannot be understood as neutral institutions in which participants are equal players.</p>
