Exploring crime in Toronto, Ontario with applications for law enforcement planning: Geographic analysis of hot spots and risk factors for expressive and acquisitive crimes

This thesis explores crime hot spots and identifies risk factors of expressive and acquisitive crimes in Toronto, Ontario at the census tract scale using official crime offence data from 2006. Four research objectives motivate this thesis: 1) to understand a number of local spatial cluster detection tests and how they can be applied to inform law enforcement planning and confirmatory research, 2) explore spatial regression techniques and applications in past spatial studies of crime, 3) to examine the influence of social disorganization and non-residential land use on expressive crime at the census tract scale, and 4) integrate social disorganization and routine activity theories to understand the small-area risk factors of acquisitive crimes. Research chapters are thematically linked by an intent to recognize crime as a spatial phenomenon, provide insight into the processes and risk factors associated with crime, and inform efficient and effective law enforcement planning.

Community-Oriented Policing Strategies When Handling Nonviolent Drug Offenders

In this study, I analyze the responses of police officers to questions regarding their involvement in the use of Community-Oriented Policing strategies. When the officer encounters a drug offender they must decide how to deal with the situation. There are a variety of trained responses and policies available. The data is grouped into nine variables; time in law enforcement, time in department, perceived support, perceived barriers, COP strategy, COP action, prevention, help, and citation. The data is then analyzed using structural equation modeling.

Intellectual Property Protection : an External Factor that Influences a Foreign Company’s Market Entry Mode into a Prospective Market

Intellectual Property Protection is been understood in this paper as IP laws and enforcement of these laws in order to protect intellectual property rights. The goal of this research work is to understand how Swedish companies view issues regarding to Intellectual Property Protection (IPP) and how it influences a foreign company?s market entry mode. In order to achieve this objective, the Nigerian market situation and its? laws that govern IPP will be used to analyzed this issue. This paper argues that IPP is an important factor that influences a company?s entry mode and this argument finds IP laws and enforcement as two variables that influence the market while the market situation influences the foreign company. In carrying out this research literature was reviewed and interviews carried out. The research methodology section has presented a qualitative research and explains the nature of the interview stages that have been used to achieve the goals concerning the findings of the empirical data. A qualitative method was adopted by carrying out in-depth semi-structured interviews. The empirical data collected from the investigation were gathered and analyzed based on the research questions. The findings show that IPP of a host market influences a potential foreign company through the market situation that is also influenced by IP laws and enforcement. The outcome of these findings argues that the Swedish companies that were interviewed in this research will enter the Nigerian market through an intermediary mode. This has been based on the current IPP system of Nigerian.

Discussion of maritime law enforcement strategies of oil discharge pollution from navigating ships

Taiwan is an island surrounded by ocean, where its unique geographical location has placed Taiwan the role of the Asian maritime hub. Heavy traffic is around the surrounding water with thousands of ships passing through each day. The prosperous shipping industrial bring economic benefits, nevertheless, it also enhances the risk of marine pollution. Facing the potential marine environmental impact incurred by shipping, it is imperative to review the current inspection system and related policies designated to the prevention of ship pollution. Currently in Taiwan, Port State Control (PSC) is implemented by the harbor bureaus, who enforce the regulations articulated by PSC. The objectives of PSC are to protect human life and cargo safety at sea, and to prevent the pollution from ships. Due to the lack of dedicated units and personnel, there are no frequent ship inspections and thus less effective PSC operations. In addition, without any appropriate vessel to navigate off coast, the harbor bureaus cannot perform investigations on board for the ships sail around Taiwan waters. It is therefore possible that the ships discharge waste oil and sewage into the sea intentionally or negligently, and cause marine environmental pollution and impact marine ecology. The study has identified the inadequate capacity for maritime enforcement in Taiwan. To improve the current situations, it is necessary to refer to law enforcement experiences from developed countries. After careful review the related literatures, the study has also interviewed several domain experts and presented the results using the SWOT table. In addition, a multi-objective programming (MOP) model has been formulated to suggest the allocation strategies of inspection resources based on the objectives of cost and performance. Finally, the study has analyzed the historical events, enforcement capacities, equipment, laws, and policies, and has proposed the comprehensive suggestions to overcome the current problems and thus improve the supervision of oil pollution from ships. The goals of marine environmental protection and sustainable marine ecology are therefore achievable.

Attitudes and Perceptions of Texas Public Safety Training Officers Regarding the Effectiveness of the National Incident Management System (NIMS).

This thesis sought to understand reasons for noncompliant respondents and ineffective leadership in the National Incident Management System (NIMS) by Texas public safety training officers. Research has been conducted on the policies and their implications for NIMS, organizational culture and its impact on NIMS, and the hierarchy network of the Incident Command System (ICS). However, research evaluating the attitudes and perceptions regarding the effectiveness of NIMS is scarce. Training officers from rural fire departments, emergency medical services, and law enforcement agencies were the population for this study (n=33). The results of this study have implications for combined fire department, emergency medical services, and law enforcement training (interoperability), simplification of the management structure, and a mentoring program. This study should be explored further in an urban setting, based on this model. This study showed that respondents agreed that rural emergency responders tend to be noncompliant with NIMS. Respondents mentioned that rural emergency responders disagree with the effectiveness of NIMS. This study showed that a correlation occurred between the effectiveness of NIMS and the number of times a respondent was involved in a formal NIMS incident command. The following recommendations were made based on the findings and conclusions of this study. Researchers should continue to look at what public safety training officers believe affects the adaptability of NIMS. Training officers should consider contributing to the future NIMS curriculum. Training officers should focus on interoperability issues through increased field exercises. Research should be conducted to determine what improvements to curriculum effect future NIMS compliance. Further research should be conducted on the effectiveness of individual compliance, and achievement.

The Study on the Problems Related to the Jurisdiction of Maritime Zone

Maritime law enforcement is the fundamental issue for the national security as well a great component for the social and economic stability. This is the trend of international society, especially on the aspects of the highly advancement of scientific technology and the upward surge of human right. People become non-passive on the carrying-out of .law enforcement without contortion and actively conform to the quality and standard of laws by the institutional performance. It is noted that people have serious considered their individual rights, especially to the limitation or prohibition of their rights after the release of 535 th solution by the grand justice. It is the obligation of law maker or practitioner to carefully examining people¡¦s right. Coast Guard Administration of Executive Yuan is the sole institution responsible for maritime law enforcement. Its maritime law enforcement scope consists of internal waters, the territorial sea, the contiguous zone, the exclusive economic zone, the continental shelf and the high seas. The CGA enforce the laws and conform to not only the nation, but also the international jurisdiction rights. The present study has identified following issues for the improvement of current maritime law enforcement; 1) a lack of proper laws for authoring the coast guard administration on maritime enforcement, 2) a need to revising and formulating the laws related to the tasks of the coast guard institution, 3) a proper law to integrate, reform and unify or amend the laws or acts among the different government departments. 4) the unfitness of the function of 535 th solution to meet with the maritime law enforcement, 5) the problem of penalty and fine on the prohibited waters, 6) the future direction and its capacity for international and cross-channel activities related to cut-down the domestic criminal cases. These issues are imperatively needed to improve the governmental effectiveness on the development of resources and manpower in order to enhance the capability of coast guard institution to apprehend smugglers and arrest sneaking people. Furthermore, the laws shall be able to provide the power to maintain fishery resources, protect sea environment, and perform the safe and rescue on the sea. Thus, the nation can be in competitive pace with the international advanced countries in regard to the law system.

A Multilevel Model of Police Corruption: Anomie, Decoupling, and Moral Disengagement

Police corruption is a primary concern for law enforcement agencies. The purpose of this study was to identify factors that could predict the likelihood of police officer susceptibility to corruption. Data was collected through surveys of 1083 officers within eight U.S. police agencies that were participating in the National Police Research Platform funded by the National Institute of Justice. The data were analyzed using multilevel structural equation and base multilevel models. The theoretical model for this study addressed susceptibility to corruption on both the departmental (clusters) and individual officer levels. Four main constructs were utilized in this study. Acceptance of deviant norms was the outcome variable operationalizing susceptibility to corruption. Anomie was a departmental predictor operationalizing expectations that socially accepted goals could not be accomplished through socially acceptable means. Decoupling was a departmental predictor measuring the extent to which departmental pragmatic goals were out of alignment with official ethical codes. Moral disengagement was the individual predictor operationalizing the ability to use cognitive mechanisms to excuse unethical decision-making. Departments higher in anomie and decoupling were hypothesized to have higher acceptance of deviant norms that condone corruption. Officers with higher levels of moral disengagement were also expected to have a greater acceptance of deviant norms. The departmental environment was expected to have more influence than individual officer traits such that anomie and decoupling would moderate the effects of moral disengagement within departments. The results demonstrated the promise of the multilevel theoretical model. Anomie was a strong predictor of acceptance of deviant norms. Moral disengagement was also a moderately strong predictor of acceptance of deviant norms in the base multilevel models. Anomie moderated the effect of moral disengagement to some degree, although it had no impact on the slope between acceptance of deviant norms and moral disengagement. Differences between departmental subgroups indicated how officer assignments and demographic characteristics may impact susceptibility to corruption. Study limitations related primarily to the multilevel structural equation model, scale construction, and sampling. Limitations are addressed as regards their general relevance to theory and methodology. Implications of the results for policy and future research are discussed.
