Les régions au Conseil de l'Europe de 1957 à 2010 / Regions in the Council of Europe from 1957 to 2010

Ce travail de thèse a pour objectif d’étudier l’évolution de l’« Europe des régions » au sein du Conseil de l’Europe de 1957 à 2010. L’histoire du fait régional au sein de l’Organisation de Strasbourg est caractérisée par trois périodes clés. La première période débute en janvier 1957, avec la première réunion de la Conférence européenne des pouvoirs locaux (CPL) et dure jusqu’en 1975, quand elle devient un organe permanent du Conseil de l’Europe et reconnaît officiellement lesrégions en son sein. Une deuxième période se dessine ensuite de 1975 jusqu’en 1994, date de la création du Congrès des pouvoirs locaux et régionaux d’Europe (CPLRE). Le Congrès a un nouveau rôle politique et une place bien déterminés dans l’architecture institutionnelle du Conseil, et il dispose de deux Chambres, à savoir une Chambre des régions et une Chambre des pouvoirs locaux. Une dernière période s’étale enfin de 1994 à 2010. Il s’agit pour les régions et le Congrès de contribuer à la stabilité démocratique du continent européen par les activités de suivi de la démocratie locale etrégionale, des élections et de la réalisation de plusieurs programmes de coopération. / This research studies the evolution of the “Europe of the regions” in the Council of Europe from 1957 to 2010. The history of regions in the Council of Europe can be divided in three key periods. The first one starts in January 1957, with the first meeting of the European Conference of Local Authorities (ECLA) and ends in 1975, when it becomes a permanent organ of the Council of Europe and recognizes officially the regions. The second period starts in 1975 and ends in 1994, when theCongress of Local and Regional Authorities is created. The Congress has a new political role and status within the institutional architecture of the Council of Europe. Two Chambers are created within the Congress, one for regional authorities and another one for local authorities. The last period spreads from 1994 until 2010. From 1994, the regions and the Congress work to achieve the new statutory role, which is contributing to the democratic stability of the European continent by monitoring local and regional democracy, observing local and regional elections and implementing new cooperation programs.

La crise économique et financière de 2008 a été un moment révélateur pour les collectivités locales et les établissements de crédit dans l’utilisation des produits financiers structurés devenus « toxiques ». Depuis de nombreuses années, ces deux acteurs ont établi des relations contractuelles basées sur la combinaison de produits financiers classiques et de produits financiers dérivés devenus de plus en plus sophistiqués. Or, le contexte dans lequel ces relations s’exercent devient complexe et nécessite une prise de décision immédiate et durable pour encadrer leur avenir. Que ce soit le juge par sa jurisprudence ou l’État et le législateur qui ont mis en place un fonds de soutien, des lois, des circulaires et une charte, chacun a tenté de trouver des solutions aux problèmes rencontrés par les collectivités locales et leurs partenaires financiers.L’objet de notre thèse sera d’expliquer les raisons et les conséquences de l’utilisation, par les collectivités locales, de ces produits d’un nouveau genre proposés par les établissements de crédit. En suivant la chronologie des évènements que les acteurs en présence ont vécu, des réflexions juridiques seront menées autour de ces relations contractuelles passées, présentes et futures. / The 2008 economic crisis was a revealing event for local and regional authorities and credit institutions regarding the use of structured finance products, which had become « toxic ». For many years, both of them have been establishing contractual relationships based on the association of standard structured finance products and increasingly sophisticated derived finance products. However, as the context in which such relationships are taking place is becoming complex, an immediate and a sustainable decision-making is necessary to provide a framework to their future. Whether it is the judge through case laws or the State and the legislator through the development of a support fund, various laws, circular notes and a charter, each of them has tried to find solutions to the problems faced by the local and regional authorities and their financial partners.The object of the thesis is to explain why local and regional authorities used this new type of finance products provided by credit institutions and what the resulting consequences were. Following the chronology of the events experienced by all of these stakeholders, legal considerations on these past, current and future contractual relationships will be presented.

The Public Works Tax Deduction Law has been enacted to foster public investment at a local and regional level by including participation from the private sector and through the subscription of agreements with local and regional governments.Nonetheless its noble purposes, in the application field of the Law, normative gaps are put into evidence, which impede its practical application. In the present article, the author shows which are the Law’s deficiencies, while analyzing them and proposing possible solutions. / La Ley de Obras por Impuestos tiene como objetivo principal impulsar la inversión pública de impacto regional y local, con la participación del sector privado, mediante la suscripción de convenios con los gobiernos regionales y/o locales.No obstante su noble propósito, en el ámbito aplicativo de la ley se evidencian ciertos vacíos normativos que dificultan su aplicación práctica. Es así que –en el presente artículo– la autora nos muestra cuáles son estas deficiencias a la vez que, luego de hacer un análisis de las mismas, nos propone posibles soluciones.

Esta tese de doutorado, que se insere no âmbito das pesquisas de comunicação e política, tem como objeto a imprensa regional ou local, a partir de uma questão crucial: teriam os jornais locais deixado de exercer o papel de controle e fiscalização do poder e, portanto, deixado de cumprir a missão de bem informar os cidadãos, acomodando-se a seguir a pauta e o enfoque dos veículos aos quais tomam de empréstimo o noticiário? Por meio de uma investigação da história do jornalismo local, conjugada com estudos empíricos acerca do discurso midiático, o presente trabalho conclui, baseado em estudos de caso e análises quantitativas e qualitativas de uma amostragem significativa de jornais locais e regionais, que a resposta a essa pergunta é \"sim\". O Brasil não conta uma imprensa local forte, o que acarreta implicações negativas para a democracia. O corpus da pesquisa foi recortado de seis veículos locais ou regionais: Comércio do Jahu-SP, Correio do Povo-RS, Diário do Rio Doce-MG, Folha do Estado da Bahia-BA, Jornal do Povo-MS e O Liberal-PA. Foram estudadas edições de cada um desses títulos, publicadas durante as crises políticas de 2015 a 2017. Além disso, profissionais responsáveis por esses conteúdos e representantes de associações de diários dos interiores e agências de notícias foram longamente entrevistados. Os resultados evidenciam o uso excessivo de notícias de segunda mão, isto é, não produzidas por equipes próprias. A análise do discurso aqui empreendida demonstrou que, no caso do impeachment de Dilma Rousseff, os seis jornais reproduziram, com ângulos praticamente idênticos e sem contextualização municipal ou regional, o discurso de Folha de S.Paulo, O Globo e O Estado de S. Paulo. Já sob o governo de Michel Temer, esses jornais procuraram se afastar da narrativa das três grandes publicações, denotando estar a serviço de interesses políticos de suas regiões. / This thesis, which belongs to the field of communication and political research, has as its subject regional or local press. Its crucial question is: would the local newspapers have abandoned their roles as watchdogs and, therefore, failed to properly inform their readers as the free press should do? Have they conformed themselves to the agenda and approach of the national newspapers from which they get the news? We started with a historical investigation of the local journalism, and we continue with empirical studies on media discourse, to conclude, based on case studies and content analysis of a significant sampling of local and regional newspapers, that the response to this question is \"yes\". Brazil does not have a strong local or regional press, which brings negative consequences for our democracy. The corpus of the research focuses on six local or regional vehicles: Comércio do Jahu-SP, Correio do Povo-RS, Diário do Rio Doce-MG, Folha do Estado da Bahia-BA, Jornal do Povo-MS and O Liberal-PA. We studied editions of each of these publications during the Brazilian political crisis of 2015 to 2017. In addition, journalists responsible for these contents and members of newspaper associations and news agencies were interviewed. The complete results show the excessive use of second-hand news, which is not produced by their own teams. The content analysis here showed that, in the case of Dilma Rousseff\'s impeachment, the six newspapers reproduced, with almost identical angles and without local contextualization, the discourse of Folha de S.Paulo, O Globo or O Estado de S. Paulo, the three major national newspapers in Brazil. But under Michel Temer government, these six newspapers sought to distance themselves from the narrative of the three major national titles, giving evidence of serving the political interests of their regions.

As mudanças climáticas globais, regionais e locais representam, na atualidade, uma das maiores preocupações da humanidade. Essas mudanças podem ocorrer tanto a partir de causas naturais quanto a partir de causas antrópicas. As áreas das cidades se caracterizam por apresentarem temperaturas mais elevadas quando comparadas com as áreas rurais. Essa anomalia térmica causa a formação de ilhas de calor e esse fenômeno é reconhecidamente importante em estudos de clima urbano. O objetivo do presente trabalho foi, através de técnicas do sensoriamento remoto, identificar e analisar as ilhas de calor do Município de Piracicaba, SP verificando sua sazonalidade, intensidade e morfologia. Para tanto foi necessário realizar uma análise climática regional e verificar a possibilidade do uso do algoritmo de transformação termal do software IDRISI 3.2 nas imagens do satélite Landsat 7. Para validar o algoritmo foram aplicados dois métodos de transformação de temperatura aparente de superfície. Para a análise climática regional foram estudados os principais elementos climáticos do Município de Piracicaba, SP utilizando-se de dados da Estação Meteorológica da ESALQ/USP entre os anos de 1950 e 2005 e estes foram correlacionados com variáveis da urbanização. Concluiu-se, com os dados encontrados, que os elementos temperatura, precipitação, umidade relativa e evaporação tiveram tendência de aumento no período estudado e todos eles foram classificados como tendências climáticas. A temperatura apresentou tendência de aumento mais acentuada e se correlacionou positivamente com o aumento da urbanização. O algoritmo de transformação do software IDRISI 3.2 para o satélite Landsat 7 foi validado, sendo uma importante ferramenta para a utilização de imagens de melhor resolução. As ilhas de calor mais intensas do verão são representadas por locais com excesso de material de construção civil e pouca ou nenhuma área verde. A diferença entre a área urbana e a área rural da cidade ultrapassou 16°C no verão. O Parque da Rua do Porto é uma ilha de frescor e exerce um “efeito oásis” no centro e nos bairros vizinhos. O perfil das ilhas de calor do Município de Piracicaba não segue aquele delimitado por OKE (1974). As ilhas de calor variam sazonal e espacialmente e a intensidade destas, ao longo das estações do ano, está intimamente relacionada com a sazonalidade da cultura da cana-deaçúcar. As ilhas de calor da época da entressafra são, em média, 3.5°C mais intensas que as da época da safra. Por fim, pode-se afirmar que o uso e a cobertura do solo rural e urbano é um dos grandes agentes modificadores do clima local e regional. / Global, regional and local climate changes represent one of the greatest concerns of humanity. Climate changes can occur through natural or anthropogenic causes. Urban areas usually present higher temperatures than rural areas. This thermal effect is called “heat-island phenomenon” and has great importance on urban climate studies. In the present work, we identified and analyzed the heat-islands from Piracicaba, São Paulo using remote sensing techniques. The heat-islands were analyzed according to its seasonality, intensity and morphology using images from Landsat 7 satellite. We performed analysis on regional climate changes and investigated the use of the IDRISI thermal algorithm to convert Landsat 7 infrared thermal data on land surface temperature (LST). In order to transform Landsat 7 infrared thermal data we used two mathematical methods. Climate changes were analyzed by monitoring the climate elements for long periods of time, enabling the visualization of directional or periodical regional changes. The main climate elements were studied using data from ESALQ meteorological station for the last 55 years (1950-2005). Temperature, relative humidity, evaporation and precipitation variation were found to be correlated with urban growth parameters. The results indicated that temperature, precipitation, relative humidity and evaporation increased during the studied period and have been classified as “climate trends”. The temperature presented the more accentuated trend of increase and was positively correlated with the growing urbanization. The software IDRISI 3.2 can be used with Landsat 7 high resolution images, being a useful and rapid tool to study urban heat islands. The most intense summer heatislands were represented by regions with higher amounts of constructed areas and almost any green area. In fact, during the summer the difference between the urban and rural areas was greater than 10°C. The Rua do Porto park was identified as a fresh-island and showed the “oasis effect” to the Center and neighbouring regions. Heat-islands varied according to the season and space and its intensity is intimately related to the sugar-cane seasonality. During the intercrop period the heat-islands were 3.5°C more intense than during the crop period. In conclusion land cover and land use affect local and regional climates.

The institutionalization of multilevel politics in Europe

This thesis addresses the question as to why multilevel politics is becoming an integral part of politics in Europe. Multilevel politics is conceptualized as a system which functions through a complex web of political relations within and across levels of decision making. The thesis argues that the rise of multilevel politics can be explained by its institutionalization in terms of the emergence, the evolution and especially the effects of relevant institutions. Based on a mixed-method research project, the influence of European institutions on subnational actors and the alignment of actor motives with institutional characteristics are empirically shown. The first chapter of the dissertation establishes the centrality of institutions for political transformation, examines the role of transnational and domestic institutions for multilevel politics, and contextualizes the research question in terms of institution-actor relations. The second chapter develops a new-institutionalist theoretical framework that explains the emergence, the evolution and the effects of the institutions, and formulates a series of hypotheses with regard to freestanding institutional influence, power distribution, material benefits and political identification. The third chapter outlines the mixed-method research design which addresses individual-level and institutional-level variations through a Europe-wide survey and a comparative case study. The fourth chapter on survey results shows generally favourable views on multilevel politics, and strong associations of these views with the independent variables under scrutiny. The fifth chapter specifies a multivariate model which includes all posited variables and confirms the majority of the hypotheses. Therefore, the new-institutionalist argument is broadly confirmed, while there is relatively weak evidence to sustain sociological explanations. The final chapter compares the Committee of the Regions and the Congress of Local and Regional Authorities, and examines the institutional characteristics which correspond to the hypothesized variables. It is then concluded that the two institutions share several overarching similarities, and display complementarity in other aspects.

Cette étude archéozoologique porte sur les variations morphologiques de différents éléments du squelette porcin (Sus scrofa domesticus) et s’appuie sur deux présupposés majeurs : (1) les changements morphologiques de l’animal sont le reflet des évolutions du contexte socio-économique ; (2) il existe une grande diversité des formes porcines, conditionnée par différents facteurs d’influence (environnement, stratégies agropastorales, habitudes culturelles, etc.). L’analyse menée, sur la base de tels postulats, tend à mesurer puis décrire ces changements et cette diversité pour tenter d’en comprendre l’origine et les mécanismes de progression. Pour cela il a fallu observer les restes dentaires et osseux de plus de 600 sites archéologiques, situés sur les territoires gaulois, français et italien, datés de La Tène moyenne à la période moderne, à l’aide de différentes méthodes de morphométrie géométrique et traditionnelle. De cette manière, il a été possible de constituer un solide référentiel ostéométrique pour le porc et d’atteindre ici une meilleure compréhension des pratiques d’élevage aux périodes gauloise, romaine et médiévale / This archaeozoological study investigates morphological variations in different skeletal parts of the pig (Sus scrofa domesticus) according to two main assumptions: (1) the morphological changes of the animal reflect socio-economic changes; (2) there is a great diversity of pig’s forms, driven by different factors (environment, agropastoral strategies, cultural habits, etc.). Our analysis, based on these assumptions, tends to quantify and describe these changes and this diversification to try to understand their origin and mechanisms. For this we have observed the dental and skeletal remains of more than 600 archaeological sites, located on the Gallic, French and Italian territories, dated from La Tène moyenne to the modern period, using different methods of geometric and traditional morphometrics. In this way, we were able to build a strong osteometric framework for pigs and get new clues to a better understanding of farming practices for Gallic, Roman and medieval periods

Krasnoiarsk, 1917 : the making of Soviet power in central Siberia

This thesis investigates the formation of power structures in a revolutionary setting. It takes as a case study the central Siberian city of Krasnoiarsk, in which a powerful Soviet of Workers’ and Soldiers’ Deputies emerged during the period March-October 1917. The Krasnoiarsk Soviet was an elective council established during the overthrow of Tsarist authorities. Throughout 1917, it became a vital component of an emerging local and regional power structure, assuming growing responsibility for a number of core state tasks. As well as providing a new empirical case study to English-language literature on 1917, the thesis employs a nuanced analytical approach which challenges existing conceptualisations of state power in revolution and the role played by local soviets. State power in revolutionary Russia has often been viewed as something to be contested between different political groupings and organisations seeking to assert their own outright control. This view is captured neatly by the formulation of “dual power”, in which soviets and Provisional Government organisations constructed alternative power bases in an attempt to wield outright control. Accordingly, the soviets’ growing political strength indicated an ability to marginalise other groups and organisations seeking to wield power. By contrast, this thesis does not seek to explain how power in revolutionary Krasnoiarsk was “captured” or otherwise controlled by the Soviet alone. Instead, it applies a critical interpretation of state power proposed by Bob Jessop and other theorists, who view the state as a site of interaction and negotiation between multiple autonomous organisations and social actors, all of which have a stake in the way it operates in practice. It focuses on the emergence of a “soviet power” writ small, in which the Krasnoiarsk Soviet became an authoritative organisation within a broader constellation of revolutionary actors. Without denying the Soviet’s centrality within this power structure, the thesis does not explain its role simply as the monopolisation of authority over other would-be contenders. Rather, it sees the Soviet’s importance in its ability to establish itself as a focal point for interactions between multiple actors which, collectively, shaped state power at a local and regional level. It considers how the forms and practices of revolutionary power developed through these interactions and how these interactions in turn transformed the roles of actors and organisations engaging them. In order to unpick the complex and dynamic processes of revolutionary power, the thesis employs three core methodological concepts: institutions, mobilisation, and ideology. It makes several important and original arguments. Firstly, it emphasises the autonomy of social actors which supported the Soviet and engaged in its politics, demonstrating the extent to which they were able to shape its political functions and structures according to their own concerns. Secondly, it reveals the importance of skilled administrative personnel to Soviet work, highlighting the invaluable practical roles they played in the regulation of provisions and their ability to influence Soviet policy measures on this issue. Thirdly, it demonstrates the close cooperation between the Soviet and other local governmental and administrative bodies, including the city Duma and provisions regulatory organisations, which remained vital to fulfilling state functions throughout 1917. Finally, it discusses how the Soviet and socialist activists challenged established power relationships between Krasnoiarsk, as a locality, and all-Russian state authorities, revealing the growing importance they attached to securing greater local autonomy in revolution and the changing ways local actors viewed their role in wider all-Russian politics.

Les stratégies d’influence des acteurs dans le processus de gouvernance intersectorielle aux niveaux régional et local : le cas de l’Initiative montréalaise de soutien au développement social local

Depuis son introduction en santé publique en 1978 et son intégration en promotion de la santé en 1986 avec la Charte d’Ottawa, la gouvernance intersectorielle (GI) est devenue une des stratégies les plus utilisées en santé publique et en promotion de la santé pour aborder les déterminants sociaux de la santé. La GI met en relation des acteurs de différents secteurs avec des intérêts divers qui décident de travailler ensemble dans le but de réaliser un objectif commun. La réalisation de cet objectif nécessite que les acteurs harmonisent leurs intérêts organisationnels pour aboutir à un intérêt collectif mutuellement bénéfique. Il a été démontré que la conciliation des intérêts est un des facteurs déterminants de l'efficacité des processus de gouvernance intersectorielle. S’il est traditionnellement reconnu que dans un processus de gouvernance intersectorielle les acteurs concilient leurs intérêts organisationnels et collectifs, à notre connaissance, l’étude des stratégies d’influence déployées par les acteurs intersectoriels pour aligner leurs intérêts est un peu négligée. Cette thèse se propose de combler cette lacune. La thèse porte sur un cas de gouvernance intersectorielle aux niveaux régional et local à Montréal : l’Initiative montréalaise pour le développement social coordonnée par un comité de quatre partenaires provenant de quatre secteurs différents. Nous nous intéressons plus précisément au processus de révision du Cadre de référence de l’Initiative montréalaise (IM) qui a été marqué par une crise et qui a eu de grands impacts sur le fonctionnement et la dynamique du processus de gouvernance de l’IM. L’objectif principal de la thèse est d’identifier les stratégies d’influence développées par les acteurs intersectoriels pour concilier leurs intérêts organisationnels et collectifs dans un processus délibératif. Plus spécifiquement, nous nous proposerons i) de retracer et de décrire les évènements critiques qui ont marqué le processus délibératif de révision de l’Initiative montréalaise de 2011 à 2015 ; ii) de caractériser les évènements critiques du point de vue des acteurs de chaque secteur afin de reconstruire les stratégies d’influence déployées pour concilier leurs intérêts et d’examiner les conditions d’utilisation des stratégies d’influence. Pour atteindre nos objectifs, nous avons mobilisé la théorie de l’acteur-réseau (TAR) combinée au modèle conceptuel de Dewulf et Elbers (2018) et de l’approche de Heckscher (2013). Pour la collecte de données, nous avons eu recours à la recherche documentaire, la technique d’incidents critiques, des entrevues semi-structurées et des groupes de discussion. Les résultats révèlent que pour reconstruire à postériori un processus de gouvernance intersectorielle à l’aide d’évènements critiques, il est important d’identifier les évènements en lien avec les controverses survenues au cours de son déroulement. Concernant les stratégies d’influence, l’étude montre que les secteurs ont déployé deux grandes catégories de stratégies que nous avons qualifiées de stratégies intersectorielles et de stratégies intra sectorielles. Les premières comprennent les stratégies communes et les stratégies de médiation. Les stratégies intra sectorielles regroupent les stratégies unilatérales créatives, les stratégies de pouvoir et les stratégies multilatérales. Les deux catégories de stratégies se différencient principalement par leurs objectifs, leur lieu de déploiement et par leurs mécanismes de base. Pour ce qui est des conditions d’utilisation, la recherche indique que : i) le contexte interne de la gouvernance intersectorielle caractérisé par l’existence ou non de conflit entre les intérêts sectoriels et collectifs; ii) les contraintes organisationnelles définies par les valeurs, missions et objectifs de l’organisation d’appartenance des acteurs et iii) les atouts qui désignent les ressources matérielles, la légitimité et l’autorité dont disposent les secteurs constituent les principales conditions dans lesquelles les stratégies d’influence sont utilisées. À noter également que les différents secteurs ont eu recours aux mêmes stratégies d’influence - exception faite des stratégies de pouvoir - dans les mêmes conditions. Ces résultats apportent un nouvel éclairage au fonctionnement interne de la gouvernance intersectorielle pour la santé. Ils mettent en évidence l’importance des stratégies d’influence des acteurs dans la conciliation des intérêts et du même coup dans la dynamique interne de la gouvernance. À ce titre, nous pensons que les chercheurs gagneraient à inclure le concept de stratégie à la liste des facteurs qui favorisent ou qui entravent le fonctionnement de la gouvernance intersectorielle régionale/locale en promotion de la santé. / Intersectoral governance (IG) has become one of the most widely used strategies in public health and health promotion to address the social determinants of health since its introduction into public health in 1978 and its integration into health promotion in 1986 formulated/highlighted in the Ottawa Charter. Intersectoral governance brings together actors from different sectors with diverse interests to work together to achieve a common goal. Achieving this goal requires that actors align their organizational interests to achieve a mutually beneficial collective interest. It has been shown that the reconciliation of interests is one of the determining factors in the effectiveness of cross-sectoral governance processes. While it is traditionally recognized that actors in an intersectoral governance process reconcile their organizational and collective interests, to the best of our knowledge, the study of strategies deployed by intersectoral actors to align their interests is somewhat neglected. This thesis proposes to fill this gap. The thesis focuses on a case of intersectoral governance in Montreal: the Montreal Initiative for Social Development coordinated by a committee of four partners from four different sectors. Specifically, we focus on the process of revising the Montreal Initiative's (MI) Terms of Reference, which was affected by a crisis and had major impacts on the functioning and dynamics of the MI's governance process. The main objective of the thesis is to identify the strategies developed by intersectoral actors to reconcile their organizational and collective interests in a deliberative process. More specifically, we will propose to a) reconstruct and describe the critical events that marked the deliberative process of revising the Montreal Initiative from 2011 to 2015; b) characterize the critical events from the point of view of the actors in each sector in order to reconstruct the strategies deployed to reconcile their interests and to examine the conditions of use of the strategies. To achieve our objectives, we mobilized the actor network theory (ANT), using the conceptual model of Dewulf and Elbers (2018) and the approach of Heckscher (2013). For data collection, we conducted literature review, critical incident technique, semi-structured interviews, and focus groups. In terms of critical events, our results reveal that it is important to identify events related to controversies that occurred during the process. Regarding influence strategies, the study shows that the sectors have deployed two main categories of strategies including, intersectoral strategies and intra-sector strategies. The former includes joint strategies and mediation strategies. The latter, intra-sectoral strategies consist of creative unilateral strategies, power strategies and multilateral strategies. The two categories of strategies differ mainly in their objectives, their place of deployment and their basic mechanisms. Regarding the conditions of use, the results indicate that: i) the internal context of intersectoral governance are characterized by the existence or not of conflict between sectoral and collective interests; ii) organizational constraints are defined by the values, missions and objectives of the organization that the actors belong; and iii) assets, which refer to the material resources, legitimacy and authority available to the sectors, constituting the main conditions under which influence strategies are used. It should be also noted that the different sectors used the same strategies - except for power strategies - under the same conditions. These results shed new light on the internal workings of intersectoral governance. This study highlights the importance of the actors' strategies in reconciling interests and, at the same time, in the internal dynamics of governance. As such, we believe that researchers would benefit from including the concept of strategy in the list of factors that promote or hinder the functioning of intersectoral governance in health promotion.
