Modelo de governança aplicado a cadeias logístico-portuárias

Os portos são elementos-chave para a competitividade dos setores exportadores e importadores que deles se utilizam e para o desenvolvimento das regiões em que estão inseridos. Para a adequada gestão portuária, é necessária a compreensão do porto em um sentido mais amplo, considerando o conjunto de atores que participam da cadeia logísticoportuária e as atividades por eles desenvolvidas. Nos últimos anos, vêm se aprofundando os estudos dos portos como aglomerados empresariais e dos mecanismos de coordenação ou governança dos diferentes atores da cadeia logístico-portuária. Nesse contexto, uma questão emergente diz respeito à análise dos modelos de governança e sua relação com a performance portuária. A governança de cadeias logístico-portuárias é um fator-chave para a competitividade dos portos, podendo ser definida como os mecanismos utilizados para coordenar as relações existentes entre os atores da cadeia logístico-portuária, buscando aumentar a eficiência e a eficácia dos fluxos logísticos relacionados e, consequentemente, melhorando a inserção competitiva do porto. Dado esse contexto, esta tese tem como objetivo propor um modelo de governança aplicado a cadeias logístico-portuárias. Para tanto, inicialmente são estudadas as diferentes classificações de portos, sendo considerados os elementos que as compõem e sua relação com a governança; são analisados os processos logístico-portuários, identificando-se possíveis oportunidades de melhoria e sua relação com a governança portuária; e é analisada a evolução dos estudos sobre governança portuária nos últimos anos, identificando-se os modelos de governança existentes e sua relação com a performance portuária. A partir desses elementos, é desenvolvido um modelo conceitual para apoiar a análise da governança em cadeias logístico-portuárias e, tendo como base o modelo proposto, é feita uma análise comparativa da governança das cadeias logístico-portuárias dos portos de Valência e de Santos. Os resultados evidenciam a existência de um modelo de governança mais eficiente e maduro no porto de Valência e revelam oportunidades de melhoria na governança dos dois portos. / Ports are key to the competitiveness of exporting and importing sectors that make use of them and for the development of the regions in which they are inserted. And, for the proper port management, is necessary to understand the port in a broader sense, considering the set of actors included in the port logistics chain and the activities developed by these actors. In recent years, studies have been developed focusing ports as business clusters and addressing the coordination mechanisms or governance of the different actors in the port logistics chain. In this context, an emerging issue concerns the analysis port governance models and its relation to port performance. Governance in port logistics chains is a key factor for the competitiveness of ports and represents the mechanisms used to coordinate relations between the actors of the port community and increase the efficiency and effectiveness of logistics flows related, thus improving the port competitive insertion. Given this context, this thesis aims to propose a governance model applied to port logistics chain. For this, initially are studied the different classifications of seaports, being considered the elements that compose them and their relation to governance; port logistics processes are analyzed, identifying possible opportunities for improvement and its relationship to port governance; and is analyzed the evolution of port governance studies in recent years, identifying the existing governance models and their relation to port performance. From these elements, a conceptual model is developed to support the analysis of governance in port logistics chains and based on the proposed model, is made a comparative analysis of governance in the ports of Santos and Valencia. The results show the existence of a more efficient and mature governance model in the port of Valencia and reveal opportunities for improvement in the governance of the two ports.

The thesis consists of two parts: theoretical part of the thesis aims to define and explain various logistical concepts and terms . Second part describes and analysis the company’s current situation. This part also includes an analysis of a specific business process management. The final part then proposes possible solutions of the problems detected in the analysis, which would lead to business process improvement and more satisfied customers.

In the theoretical part are explained the basic logistic terms. In the analysis of current situation in the company is described a current progress of a contract, an analysis of processes in the company and costs. In the last part of the thesis are final proposals which should help to the better progress of a contract, to save time, costs and to increase satisfaction of a customers and also leadership of the company.

För att arbetsledaren skall utveckla en logistikorganisation som fungerar mer än väl bygger detta alltid på att de interna logistikrutinerna är välfungerande. Rutinerna skall fungera om riktlinjer och stöd för arbetsledaren i alla typer av projekt. Studien syftar att studera NCC-projekt som använder och/eller inte använder det nya verktyget, lossningskalender, för att identifiera dess positiva resultat Studien använder en kvalitativ metod där författaren genomför intervjuer med 4 respondenter inom NCC. Resultatdelen består av tre kategorier efter bearbetning av insamlade data, dessa är: Effektivisering, Dokumentering och Stöd för arbetsledning. Elektroniska logistikverktyg som lossningskalendern är av stor betydelse för arbetsledaren och kan vara avgörande i kvalitén i samtliga byggprojekt. / Logistics has long been a topic for discussion that has recently gained more attention. In order for the supervisor to develop a logistics organization that works more than well, this always means that the internal logistics routines are well functioning. The procedures should work on guidelines and support for the supervisor in all types of projects. The study aims to study NCC-projects that use and / or do not use the new tool, release calendar, to identify its positive results. The study uses a qualitative method in which the author conducts interviews with 4 respondents within NCC. The result consists of three main categories processing collected data, these categories are: Efficiency, documentation and Support for work management. Electronic logistics tools like the unloading calendar are of great importance to the supervisor and can be decisive in the quality of all construction projects.

O presente trabalho de pesquisa apresenta uma metodologia para gestão dos riscos em empresas que atuam cadeia de suprimentos internacional. Apresenta-se um roteiro de analise qualitativa de conformidade e de avaliação qualitativa dos riscos, atendendo aos requisitos da habilitação para a certificação de Operadores Econômicos Autorizados (OEA). A metodologia de gestão de riscos foi modelada a partir de aspectos pertinentes, com os indicadores que são relevantes para os operadores no comércio exterior brasileiro, cujos riscos vão além das operações nas aduanas. O gerenciamento da cadeia de suprimentos e o conceito que encerram os seus riscos foram pesquisados na literatura, em busca modelos de gerenciamento adequados às atividades do OEA. O modelo proposto consiste em uma metodologia de analise quantitativa para a gestão dinâmica dos riscos avançando além dos consagrado método qualitativo de gestão de conformidades. É um instrumento que se presta a atender aos mais variados setores das organizações, que estão comprometidas com a gestão dos seus riscos corporativos. / This research presents a methodology for risk management in companies that operate the international supply chain. A roadmap for qualitative analysis of compliance and qualitative risk assessment is presented, taking into account the requirements of the authorization for the certification of Authorized Economic Operators (AEO). Supply chain management and the concept that curtailed its risks were researched in the literature, in search of management models appropriate to AEO activities. A case study of Operation Iraqi Freedom is used to exemplify the requirements that may be imposed on the logistics chain at the strategic level. Thesis method is description and case study. The case study exemplifies the problems that may arise. Empiric then forms the basis for analysis and discussion and a number of conclusions emerge. The conclusions that meet the purpose of this paper is to call for a precise logistics chain to deliver in time increases this is made available by the requirement of a good logistics management.</p>

The content of this diploma thesis is to create a simulation model of the logistics chain of the production area of an industrial plant in order to design the logic control of material flow. Plant Simulation software from the company Siemens PLM Software is used to create the simulation model. The diploma thesis consists of system analysis of the researched area of the production plant. With the help of the simulation model, simulation experiments and evaluation of the obtained results are made. According to the results, the conclusions are drawn.
