Ilgalaikių bedarbių integravimo į darbo rinką analizė Klaipėdos apskrityje / Analysis of the long term unemployed integration on Klaipeda district labor market

Magistro darbe nagrinėjami ilgalaikių bedarbių integravimo į darbo rinką aspektai, iš kurių pagrindinis – ilgalaikių bedarbių integravimas per aktyvias darbo rinkos politikos priemones. Pirmojoje darbo dalyje nagrinėjami teoriniai darbo rinkos aspektai: darbo rinkos sampratos ir jos mechanizmo interpretacijos, taip pat daug dėmesio skiriama nedarbui ir jo rodikliams aptarti, analizuojamos nedarbo struktūrinės dalys ir tipai. Kiek plačiau nei kiti skyriai yra išanalizuotos ilgalaikio nedarbo ir ilgalaikių bedarbių sąvokos, šių reiškinių priežastys bei nedarbo mažinimo būdai, kur nukreipimas i aktyvias darbo rinkos priemones – esminis. Antrojoje darbo dalyje pateikiama ilgalaikio nedarbo analizė Klaipėdos apskrityje trimis koncentrais: pirmajame analizuojama ilgalaikių bedarbių dalyvavimo aktyviose darbo rinkos politikos priemonėse dinamika 2005 - 2007m. Apskaičiuoti kitimo ir pokyčio tempai, įvertinti ilgalaikio nedarbo socialiniai nuostoliai. Antrasis analizės koncentras yra plačiausias, nes čia pateikiama giluminė kiekvienos aktyvios darbo rinkos politikos priemonės analizė nagrinėjamu laikotarpiu: pagrindinis analizės komponentas – pokyčio įvertinimas ilgalaikių bedarbių dalyvavimo priemonėje požiūriu ir dviejų grupių – visų papildomai remiamų bedarbių ir ilgalaikių bedarbių – palyginimas apskrityje. Galiausiai pateikiami apibendrinti sociologinio tyrimo, kuris buvo atliktas Klaipėdos ir Palangos teritorinėse darbo biržose, rezultatai. Trečiojoje darbo dalyje kalbama apie... [toliau žr. visą tekstą] / This work is about integration of long term unemployed persons back to the job market using various job market measures. It consist out of three main parts. The first part talks about the theory of jobs market and it‘s components, how they relates to and affects each other. Significant attention is allotted to unemployment and it‘s indicators, structural parts and types. The emphasis is put on long term unemployment explaining those terms, reasons why it exists and what are the ways of reducing it using various active job market measures. In the second part analysis of long term unemployment in Klaipeda region is done in three major aspects: how long term unemployed persons participate in various programs of reducing unemployment in 2005-2007. Second aspect is the most detailed because it talks about each active job market mean in details, about how it changes. Comparison between all and long term unemployment is done. Last chapter summarizes the results of survey made in labour exchange of Klaip da and Palanga. Third part talks about directions of reducing long term unemployment and measures which are used at national, private and non-governmental levels. The work done confirms the hypothesis that long term unemployment is stipulated by objective and subjective reasons, that integration of long term unemployed persons back to the job market can be effectively done by using active jobs market means.

(in English): This thesis is focused on solving life situation of long-term unemployed people through further education. It's based on the current state of active employment policy and on the survey of particular adult education possibilities in the region of Hradec Králové. The actual survey will be made through questionnaires given to job seekers in the Hradec Králové region. The main objective is to answer the question: Which education forms are available to the unemployed dealing with their life situations. The thesis also aims to find out whether they are informed about these forms and whether they are interested in them. The theoretical part deals with general topics of unempoyment and adult education. The research part compiles the results of questionaires which are used to prove or disprove preset hypothesis and to make a conclusion described in the final part.

The thesis focuses on the evaluation of changes in the provision of social benefits for the unemployed, which occurred in the past few years. Specifically, it is mainly changes in the provision of unemployment which have occurred since 2009, and changes in the provision of benefits in material need, effective from 2007. Act No. 111/2006 Coll. providing for the payment of benefits in material joined together with Act No. 110/2006 Coll. the Subsistence Minimum in force from 1.1.2007. Their main task was to motivate the unemployed to actively search for work, and contrary to penalize those who are not interested in finding a job and prefer living on welfare benefits and reduce unemployment. The thesis aims to analyze the impact of these changes on the development of unemployment in the district of Kladno and development spending on social benefits.

In 2006, there were changes in the social security system through the adoption of Act No. 110/2006 Coll., about subsistence level and living wage, Act No. 111/2006 Coll., On assistance in material need and Act No. 435/2004 Coll. on employment. The aim of the newly adopted laws was greater motivation of unemployed persons to find employment as soon as possible and thus to reduce the number of long-term unemployed individuals. At the same time the advantage of individuals who actively solve their situation compared to those who are passive recipients of benefits. With the adoption of these laws was to strengthen the incentive function of the social system, the transition from passive to active solidarity, impaired access to social benefits and avoiding the misuse of social benefits.

Långtidsarbetslösa i Sverige har sämre hälsa och välbefinnande än andra grupper och befinner sig i en utsatt position i samhället. Arbetslösa i allmänhet har en lägre känsla av sammanhang i livet, KASAM. Syftet med studien var att beskriva långtidsarbetslösas livskvalitet samt deras upplevelser och önskemål om stödjande insatser för människor i denna situation. Data samlades in genom semistrukturerade intervjuer med åtta långtidsarbetslösa som var inskrivna i ett projekt i sydvästra Sverige. Resultatet visade att socialt stöd, frihet och kreativitet i vardagen ansågs öka livskvaliteten. Hinder för en god livskvalitet uppgavs vara arbetslösheten, diskriminering, språksvårigheter samt ekonomiska svårigheter. Främjande aktiviteter som praktik, studiebesök, språkträning och hälsoaktiviteter upplevdes positiva och ett ökat utbud önskades. Detta ansågs kunna uppnås genom ökat samarbete med andra delar av samhället som företag, högskolor, föreningar och organisationer. Förslag till vidare arbete inom detta folkhälsovetenskapliga problemområde: Utvärdering av politiska mål kring arbetslösas situation, ökat språkstöd i svenska samt en kvalitativ studie av uppfattningen om stödjande insatser hos de personer som arbetar med långtidsarbetslösa. / The long-term unemployed people in Sweden are feeling unsatisfied than any other population groups and they are in a more vulnerable situation in society in comparison to others. Lowered health status and sense of coherence are often the situation for unemployed people. The purpose of this study was to describe how long-term unemployed people with economic support experience their quality of life and their experience and thoughts of supportive interventions. Data was collected through semi-structured interviews with eight long-term unemployed people who were listed in a project in south-west Sweden. The results showed social support, freedom and creativity in everyday life appears to increase quality of life. Obstacles for quality of life were the unemployment, discrimination, language problems and economic difficulties. Encouraging activities like practical experience, study tours, Swedish language courses and health activities were experienced as positive and an increased selection of some selection was wished for. This could be reached through interventions and local authorities increased cooperation and networking with other parts in society such as companies, universities and non-profit organizations. An evaluation of political implementations and goals for the unemployed, an increased language support in Swedish and a qualitative study with people who work with the long-term unemployed, to get their point of view of supportive interventions, are recommendations for further studies within this health science field.

The main research problem in this thesis is how unemployed individuals experience and handle the situation of unemployment and how their actions are related to their action possibilities. These are determined by factors like level of education, vocational training, age, citizenship, handicap and level of unemployment on the local labour market. A common assumption is that search behaviour of unemployed individuals strongly affects their possibility to find a job. A central question in this thesis is if individuals’ behaviour has been overemphasised at the expense of real employment opportunities. The empirical part of this thesis is based on longitudinal data collected during a period of high unemployment. The sample is a national random sample existing of 3 500 Swedes interviewed by telephone in the beginning of 1996 and in the end of 1997. The results show that the expectations of the unemployed to find a job as well as their actual search behaviour are shaped by the situation they are in. The unemployed have job expectations that co-vary with their action possibilities, but as many as 31.3 per cent overestimate their chances and 10.5 per cent underestimate them. This result is based on questions about expectations to obtain a job related to the actual employment situation nearly two years later. Unemployed individuals’ job expectations co-vary with their experiences of the unemployment situation. Those who believe that their job chances are bad have a low mental sense of well-being, while the opposite is found among those who believe that their job chances are good. The sense of having control over the situation is important for an individual’s mental sense of well-being. Both strategies of activity and adaptation occur among the unemployed. Strategies that are meant to change the situation in an objective are most common, only a minority of the unemployed seem to have adapted to the situation of unemployment.

In der qualitativen Forschungsarbeit wird die Frage bearbeitet: "Wie interpretieren sich von Langzeitarbeitslosigkeit betroffene Menschen hinsichtlich ihrer sozialen Anerkennung in einer Arbeitsgesellschaft, in der Arbeit als verpflichtender Wert eine zentrale Stellung einnimmt und in der aber zugleich nicht genügend Arbeitsmöglichkeiten zur Verfügung stehen?". Dazu wird zuerst das Verhältnis von Erwerbsarbeit und Arbeitsgesellschaft diskutiert, um so ein begriffliches Verständnis von Erwerbsarbeit herauszuarbeiten. Anschließend werden Wandlungsprozesse der Arbeitsgesellschaft betrachtet, um einen Bedeutungszuwachs von Erwerbsarbeit im Zuge dieses zu verdeutlichen und um das Konzept der Ökonomisierung des Sozialen und der ökonomischen Einstellung einzuführen. In das bis dahin Skizzierte, soll dann über den Zwischenschritt der Einführung eines Konzeptes von sozialer Anerkennung ein Verständnis von Arbeitslosigkeit und Langzeitarbeitslosigkeit platziert werden. Aus den dadurch deutlich werdenden Schnittflächen, Kontrasten und Querverbindungen, kann dem dann anstehenden Forschungsvorhaben eine Form gegeben werden. Das Konzept der sozialen Anerkennung ist dabei bewusst zwischen den Betrachtungen zur Arbeitsgesellschaft und denen zur Arbeitslosigkeit platziert. Denn dieses soll bei der Explikation des Begriffsverständnisses von Langzeitarbeitslosigkeit, schon als Hintergrundfolie mitgedacht werden können. Daran anschließend wird eine theoretische Verknüpfung von Langzeitarbeitslosigkeit und sozialer Anerkennung vorgenommen und mit einem Blick auf den aktuellen Forschungsstand zur Thematik der Übergang zum Forschungsteil geschaffen.

Poverty is one of the most oppressive topics all over the world. It is being fought both in developed and developing countries. As for the Czech Republic, poverty is associated with unemployment, especially with the long-term unemployment. On 1st January 2007, two new acts have come into effect; Act no. 110/2006 about minimum and living wage and Act no. 111/2006 about help in substantial shortage. These acts newly regulate the conditions of social benefits and its income with the objective of lowering the long-term unemployment. They incorporate elements that would sanction those who are unemployed and passive in search of a new job, and on the other hand should give advantage to those seeking actively. The purpose of my work is to examine the impacts and consequences of these two acts, and whether these has been any change in the long-term unemployment rate, positive change in its absolute values or positive change in its structure.

In 2007 came into force amendments to the social security system in the Czech Republic. Agreed amendments aim to strengthen the motivation to enter and remain in the labour market, favouring those who seek to improve their situation through their own effort and unfavouring people living just on welfare benefits. There was thus a redefinition of the social benefits and their construction. And there was a significant reduction in unemployment in 2007. This thesis entitled "Developing long-term unemployment in the years 1998 - 2008" assesses the impact of these changes on the level of unemployment, special attention is paid to long-term unemployment. The work is not overlooked by the economic situation of the Czech Republic in the years 1998 - 2008.
