This diploma thesis put its focus on dealing with risk management issues during the implementation of changes in a particular company with a focus on the human factor. The literature research is devoted to a professional description of topics related to the research issues of this diploma thesis. The following part describes the methods that were used to achieve the goal of the thesis. The next part distinguish the analysis of the current situation of the company, the design of measures that would minimize most of the risk factors and processes of the company. The last part presents a project for which risks are identified and possible measures are proposed in order to increase the probability of success.

Theorizing outliers : explaining variation in IT project performance

IT projects are temporary organizations of strategic importance. Companies invest large amounts of money, time, and resources into business-embedded IT projects in order to change and gain a competitive advantage. Extreme cases of failures were previously only analyzed as case studies, e.g., Denver Airport, London Stock Exchange Taurus, London Ambulance Service. The research poses an important question: What is the risk of these outliers, that is markedly deviant observations of IT project performance? What causes outliers in IT project performance? Only very few studies problematized the frequency of outliers directly. Reported numbers range from 33% to as low as 0.2%. The variation has been explained through biases in planning processes of organizations and as artefact of data collection. An alternative explanation is that the true nature of IT projects contains more variation than commonly assumed. A rich body of organizational, project management, and IT project management literature offers antecedents of outliers. The extant literature falls broadly into three schools of thought: (1) system-centric, (2) event-centric, and (3) process-centric theories of why outliers occurred. System-centric explanations focus on the question of system design, based on theories of normal accidents and high reliability organizations. Event-centric explanations focus on how organizations respond to rare events that impact the organization, based on theories of crisis management, management of organizational turbulence, and strategic surprises. Process-centric explanations focus on the role of managing uncertainty and risk over time, based on theories of man-made disasters, escalation of commitment to a failing course of action, and the normalization of deviance. The study is based on the archival research of 4,307 IT projects from 190 organizations. The findings show that the tail of the cost, schedule, and effort performance distributions is best fitted by a power law, with overwhelming goodness of fit. Moreover, the findings show that system-centric explanations and process-centric theories offer explanations for the thickness of the tail and the odds of an outlier occurring. In particular five variables were associated with outliers: estimated cost and duration, perceived uniqueness of the project, the qualification and motivation of the project team, and the effectiveness of monitoring and controlling. The results show that outliers are not chance events; they follow patterns that are describable. The study showed how design factors, that are often conceptualized as system complexities, and execution factors, that are often conceptualized as the effectiveness of project processes, explain project outliers. Lastly, the thesis draws implications for research and practice.

Modeling Water Reallocation Policies in a CGE Framework: The Impact of Drought on the Kenyan Economy

Il cambiamento climatico e la pressione antropica sulle risorse idriche rendono le politiche di gestione dell’acqua primordiali nell'agenda dei policy makers. Nel mio lavoro, inizialmente, presento una rassegna della letteratura in materia di modelli di Equilibro Generale Calcolabile (CGE) che incorporano l’acqua. In tale ambito, propongo la seguente classificazione: (i) la concorrenza tra i settori per l’uso di acqua; (ii) le politiche di prezzo e delle tariffe sull’acqua, (iii) l'acqua e le questioni commerciali, (iv) i modelli CGE ed altri modelli. In secondo luogo, analizzo gli effetti della siccità per l'economia del Kenya attraverso un modello CGE statico, calibrato sulla Matrice di Contabilità Sociale (SAM) del Kenya (2003). Il Kenya è stato scelto perché Paese particolarmente esposto a ricorrenti siccità (ad esempio negli anni 1994, 1998-2000, 2001 e 2003) che hanno duramente colpito le popolazioni più vulnerabili del paese, cioè quelle concentrate nelle zone aride e semiaride (ASAL). Inoltre, propongo l'introduzione di schemi di tassazione, al fine di produrre un extra-reddito che possa essere reinvestito per aumentare l'efficienza del settore idrico in Kenya o per trasferimenti alle famiglie rurali più povere. Infine, riproduco l'attuazione del progetto “Arid Land and Resource Management Project” (ALRMP) di FAO e Banca Mondiale. I risultati mostrano che, in primo luogo, gli effetti di una riduzione della dotazione di acqua sono più robusti di quelli derivanti da un aumento della dotazione d'acqua. In secondo luogo, la simulazione di uno scenario di siccità - in cui non solo la dotazione di acqua, ma anche la disponibilità di terra e la produttività di attività selezionate sono ridotti - fornisce un quadro più coerente dei risultati. In terzo luogo, tassare “raw water” (il fattore di acqua) può influenzare negativamente i redditi degli abitanti delle zone rurali. Infine, Il ALRMP ha un impatto positivo sulla riduzione degli effetti negativi della siccità sulle ASAL in Kenya. / Climate change and human pressure on water resources make water management policies primordial in the agenda of policy makers. I first propose a literature review of the works on Water Computable General Equilibrium (CGE) Models suggesting the following classification: (i) competition between sectors; (ii) water pricing policies and tariffs; (iii) water and trade issues; (iv) CGE and other models. Secondly, the effects of droughts on the Kenyan economy are studied by means of a static CGE model, calibrated on the 2003 Social Accounting Matrix (SAM) of Kenya. As a water scarce Sub-Saharan country, Kenya is among those countries considered particularly exposed to drought problems. This has been witnessed in recent years by several recurring droughts (1994, 1998-2000, 2001, and 2003) which have harshly hit the most vulnerable part of the country, namely the Arid and Semi Arid Lands (ASAL). Besides, I propose the introduction of several taxation schemes in order to produce an extra revenue to be either reinvested in increasing the efficiency of the water sector in Kenya, or redistributed to the poorest rural households. Finally we simulate the implementation of the UN-FAO and World Bank “Arid Land and Resource Management Project” (ALRMP). The results show that, firstly, the effects of reducing water endowment are stronger than when increasing water endowment. Secondly, simulating a drought scenario – where not just water endowment but also availability of land and the productivity of selected activities are reduced - gives a more coherent picture of the outcomes. Thirdly, taxing raw water (the water factor) may negatively affect rural dwellers as they are owners of water resources. Finally, I found that the ALRMP has a positive impact on mitigating the negative effects of droughts in Kenyan ASAL.

To this end, a study was developed in three stages: first observations and Survey evidence on the desktop managers were conducted to understand the shared public projects in their particular circumstances. In the second stage, we applied an exploratory Survey into two groups: a first group of managers from the private sector or other public companies, and the second group, formed only for managers of sponsoring agency, in order to understand how it behaves to view study group compared with other groups on the topics studied. The third step consisted of open and structured interviews with the group of managers and content analysis. The results indicated that: (i) the use of management tools increases the efficiency of project implementation, (ii) the tools used, such as the Logical Framework and some tools suggested by the PMBOK Guide , allowed a clear vision of the project objectives, including regional partners, and ensure greater standardization of procedures, (iii ) the use of management tools has expanded the ability to measure the results of projects, facilitating their monitoring, and (iv) reducing conflicts and regional political interference. / O objetivo da presente dissertação é descrever, a partir da visão dos gerentes de uma agência pública de fomento de infraestrutura social; de que forma os projetos públicos compartilhados podem ser mais eficientes com a adoção de ferramentas de gerenciamento de projetos. Para tanto, foi desenvolvido um estudo em três etapas: na primeira foram realizados observações e levantamento de evidências no ambiente de trabalho dos gerentes visando entender os projetos públicos compartilhados em suas circunstâncias. Na segunda etapa, foi aplicado um Survey exploratório em dois grupos: o 'grupo agência', formado apenas com gerentes da agência de fomento e o 'grupo controle' composto por gerentes do setor privado e de outras empresas públicas, de modo a perceber como se comporta a opinião de cada grupo sobre os temas estudados. A terceira etapa consistiu em entrevistas abertas e semi-estruturadas com gerentes da agência de fomento, e posterior análise de conteúdo das falas, para o entendimento das questões propostas. Os resultados indicaram que: (i) o uso das ferramentas de gerenciamento aumenta a eficiência da execução dos projetos; (ii) as ferramentas utilizadas, como o Quadro Lógico e algumas ferramentas sugeridas pelo Guia PMBOK, permitiram uma visão clara dos objetivos do projeto, inclusive por parte dos parceiros regionais, além de garantir maior padronização de procedimentos; (iii) o uso da ferramenta Quadro Lógico ampliou a capacidade de mensuração dos resultados dos projetos, facilitando o seu monitoramento, e (iv) reduzindo os conflitos e a interferência política regional.

Project management has shown to be a critical component to any organization success, as the projects are directly related to a set of activities resulting into organizational innovations such as products, services and processes; and its improvement is directly aligned with the strategic management. Methodologically, this paperwork uses both a quantitative and qualitative approach that will be applied to the coordinators, sub-coordinators, and directors of the Regional Offices of the State Department of Taxation. In the theoretical reference it is about the public management and analyzes the strategic management in contemporary public administration. Presents the maturity in project management is by discussing the main models: CMM, Capability Maturity Model; PMMM, Project Management Maturity Model; OPM3, Organization Project Maturity Model and the Prado-MMGP, Modelo de Maturidade em Gerenciamento de Projetos. From this analysis, considering attributes as an aid in taking strategic positioning, access to the model, possibility of benchmarking and continuous improvement, the Prado-MMGP model was the most appropriate for this research process. It has been proved that the State Department of Taxation shows a very low project management maturity level. Regarding the acceptance of the maturity dimensions by the State Department, it is still in an early developmental stage, as one of the dimensions showed a poor performance while the rest showed a regular one. In contrast with similar organizations, the maturity results have shown to be below the national average. The maturity assessment enables in the institution the implementation of a plan for institutional growth with the creation of sector strategic and project management / O presente estudo objetiva mensurar a maturidade no gerenciamento de projetos na Secretaria de Tributa??o do Rio Grande do Norte. A gest?o de projetos tem se evidenciado como um fator cr?tico para o sucesso de qualquer organiza??o, pois este diretamente relacionado ao conjunto de atividades que resultam em inova??es organizacionais como produtos, servi?os e processos e que a melhoria da gest?o de projetos se encontra diretamente alinhada com a gest?o estrat?gica. Metodologicamente, trata-se de uma pesquisa de natureza quantitativa de car?ter descritivo que foi aplicada entre os coordenadores, subcoordenadores e diretores de Unidades Regionais de Tributa??o da Secretaria de Tributa??o. Hybrid Gates approach for R and D product portfolio management

Companies today are aggressively finding ways to improve top-line growth by introducing innovative products faster to the market. To achieve both innovation and accelerated rollout, many are turning to techniques such as Stage Gate approaches to improve engineering and marketing collaborations to clarify short term resource allocations (day to day plan with employee assignment). While Stage Gate approaches have been shown to result in better project coordination and faster time to market by doing projects right, research also indicates the need to ensure alignment to company strategy by doing the right projects within the allocated annual budget through medium term (rough cut capacity plan with employee requirements) and long term resource allocations (business / strategic plan with funding requirements). Today, such medium to long term resource allocation methodologies tend to be broadly consolidated under Research and Development (R&D) product portfolio management. We argue that there is value in a philosophical change in viewing R&D product portfolio management from the context of (1.) long and medium term resource allocation phases separately, (2.) focusing on the overlapping regions between long and medium term and between medium and short term resource allocation phases and (3.) the evolving resource allocation perspective (monetary to headcount to skillset) through these phases. Cooper et al note that for R&D product portfolio management and the Stage Gate process to work together, one can expect one of two scenarios - a gates dominated approach (where the prioritization and resource decisions are made at short term focused Stage Gates) or a portfolio reviews dominated approach (where the prioritization and resource decisions are made at the long term focused portfolio reviews). We propose that with appropriate focus given to the medium term phase, a third approach that we call a Hybrid Gates approach can exist in a "gates dominated" environment. A case study on Freescale Semiconductor was used as an empirical inquiry to gain deeper understanding on the perceived value of this approach within a real-life context. Triangulating between structured surveys, unstructured surveys, and focused interviews; we were able to show perceived value to the organization in the following areas: (1.) Enhancing the understanding of decision maker's decision and solution spaces, (2.) Clarifying strategic expressions and "stress testing" new strategies, (3.) Improving horizontal and vertical communication within the organization and (4.) Aiding in objectivity in R&D investment allocation. Furthermore, we were able to conceptually show how this approach retains the advantages of the gates dominated and portfolio dominated approaches while minimizing their respective weaknesses. This research is novel and unique as we have not found any research literature that focuses on a Hybrid Gates approach perspective or studies where the implementation of MO-ZOLP is: (1.) this large in scale and (2.) designed specifically to support a Stage Gate dominated environment. We believe that this research contributes to the practising educator and researcher by providing them with an alternative approach on R&D project portfolio management in complex organizations that are using a Stage Gate process. We also believe that this research is valuable to the practitioner by providing them with a practical process and methodology in which change management for such activities can be achieved. In addition, we assessed the on-going value added to the organization, thus linking theory to practice and finally, to outcome.
