Évidence génétique de populations sympatriques de la perchaude (Perca flavescens) dans le Lac Saint-Pierre

La perchaude (Perca flavescens) constitue une ressource socioéconomique de grande importance dans le Lac Saint-Pierre (Québec, Canada). Bien que ce lac fluvial soit désigné réserve de la biosphère par l’UNESCO, le statut de la perchaude est préoccupant. Afin de permettre à l’espèce de persister en fonction des diverses pressions anthropiques, il est important de comprendre sa dynamique populationnelle et les mécanismes qui en sont responsables. La perchaude est connue pour sa philopatrie ; le fait de toujours se reproduire à son site de naissance peut entraîner la subdivision d’une espèce en de multiples populations, où chacune pourra être pourvue d’adaptations locales distinctes. Il est possible d’étudier ces processus à l’aide des signaux génétiques associés à la reproduction des individus. Toutefois, une faible différentiation génétique entre les populations du Lac Saint-Pierre est envisagée en raison de la colonisation récente du système (moins de 8000 ans). L’objectif de cette étude est de déterminer s’il existe plusieurs populations de perchaude dans le Lac Saint-Pierre. Les simulations réalisées ont révélé que l’utilisation de marqueurs AFLP (amplified fragment length polymorphism), permettant une analyse globale du génome, affiche une meilleure détection de la différentiation des populations que celle des marqueurs microsatellites. Afin d’associer les individus à leur site de naissance, la méthode d’AFLP et des microsatellites ont été utilisées sur des larves capturées suite à l’éclosion des oeufs. Trois analyses distinctes d’AFLP ont indiqué une corrélation entre la composition génétique des individus et des sites géographiques, confirmant ainsi la présence de plusieurs populations sympatriques dans le Lac Saint-Pierre, découlant vraisemblablement de la philopatrie de l’espèce. L’absence de différentiation génétique relatée par les marqueurs microsatellites vient confirmer l’importance du choix des marqueurs génétiques. Bien que la différentiation génétique observée soit relativement faible, la gestion de la perchaude devrait tenir compte de la dynamique des populations distinctes dans ce système. / Yellow perch (Perca flavescens) is a commercially-exploited freshwater fish species in Lake Saint-Pierre (Quebec, Canada). Even if this fluvial lake is designated as a biosphere reserve by UNESCO, the yellow perch status is of concern. To ensure the persistence of species facing to anthropogenic pressures, understanding dynamics and mechanism that structure populations are of major importance. Because the habitat characteristics are spatially structured and this species is known to display natal site fidelity, a subdivision of the species in multiple populations and local adaptations may occur. It is possible to detect these processes according to genetic signal associated with individuals’ reproduction. However, low genetic differentiation is hypothesised due to the recent colonization of the system (< 8 K years). This study aims at determining if there are multiple populations of yellow perch in Lake Saint-Pierre. Simulations was first performed to confirm that population differentiation is better depicted by amplified fragment length polymorphism (AFLP) than microsatellite markers. In order to associate individuals to their site of birth, larvae captured after hatching were used. A survey of the variation throughout the entire genome was then performed by using the AFLP approach and variations at microsatellite loci were used to further investigate the organization of these populations. Three distinct AFLP analyses indicated a correlation between genetic composition of individuals and spawning sites, and thus confirmed the presence of multiple sympatric populations in Lake Saint-Pierre, resulting likely from natal site fidelity. At the opposite, the lack of genetic differentiation reported by microsatellites markers confirms the importance of the choice of genetic markers. While the genetic differentiation is very low, the management of this species should take into account the existence of distinct population structures in this system.

When water becomes a threat : Risk assessment and risk management plans for floods and drinking water in Swedish practice / När vatten blir ett hot : Riskbedömningar och riskhanteringsplaner för översvämning och dricksvatten i svensk praktik

Water is an essential but vulnerable resource. A shortage of good quality drinking water is a threat to human health and society as a whole. Abundance of water in the form of floods can also be a serious threat which can have consequences for the drinking water supply. To reduce these risks there is a need for systematic risk reduction. In the last decades a risk management approach has been developed in the management of both flood and drinking water risks. This means that a reactive, ad hoc management is being replaced by a more proactive and systematic approach where risks are analysed and evaluated as a basis for prioritising counter-measures. The complex nature of water issues has also made it evident that there is a need for a holistic view of the management, involving a variety of actors and sectors. An integrated management approach to floods and water resources has emerged. This thesis aims to examine how local level risk management, especially risk assessments, of floods and drinking water supply have been or can be performed in practice in Sweden. The existing practices have been characterised in relation to current risk management frameworks. Furthermore, the thesis aims to investigate how the effects of flood on drinking water supply have been considered in risk assessment methods and in flood risk management plans, as well as whether flood and drinking water risks have been considered in an integrated manner. The studies are based on interviews with flood risk managers in Swedish municipalities and Swedish water producers as well as on document studies of risk assessment methods and flood risk management plans. There are large variations between different municipalities and water producers in how, and to what extent, risk assessments have been performed. Some have performed very little, if any, risk assessment while others have worked systematically. The tools used are often those that are promoted by national agencies and are often less advanced than those described in the literature. The risk assessments do not always cover all relevant aspects of the risk and few actors have discussed an acceptable risk level. Flood risk assessments focus mostly on the exposure of objects to flood and investigate the consequences of such an exposure only to a limited extent. The incomplete risk assessments may result in a biased view of the risk which in turn can lead to poor decision-making. The theoretical knowledge about risk management is in many cases low and there is still often a practical approach. Strategic and holistic approaches are mostly lacking. The consequences of flood on drinking water supply are not known in detail and are not considered in detail in risk assessments commonly used in Sweden. There is an awareness of the need to coordinate the management of flood and water resources. However, despite the good intentions regarding integration, there are few signs in the risk assessments and risk management plans that integration is actually occurring. Both the risk management approach and integrated management have started to be implemented in Swedish flood and drinking water risk management. It is however on a basic level and it is still a long way to go. Further guidance and knowledge about risk management as well as commitment from and collaboration among all actors concerned is needed to make this development possible. / Vatten är en livsnödvändig men sårbar resurs. Brist på dricksvatten av god kvalitet är ett allvarligt hot mot människors hälsa och för hela samhället. Även överflöd av vatten i form av översvämningar kan vara ett allvarligt hot och kan bland annat får konsekvenser för dricksvattenförsörjningen. För att minska dessa risker finns det behov av systematiskt riskreducerande arbete. De senaste decennierna har systematisk riskhantering (risk management approach) utvecklats inom hanteringen av översvämningar och dricksvattenförsörjning. Detta innebär att en reaktiv och osystematisk hantering ersätts med en mer proaktiv och systematisk hantering baserad på analys och utvärdering av risker som stöd för beslutsfattande. Den komplexitet som vattenfrågor omfattar har också gjort det tydligt att det finns behov av en helhetsyn på hur vatten hanteras och att ett flertal aktörer och sektorer behöver involveras. Teorier om integrerad hantering (integrated management) har vuxit fram och börjat implementeras. Syftet med denna avhandling är att undersöka hur riskhantering, särskilt riskbedömningar, på lokal nivå utförs eller kan utföras i praktiken i Sverige. Praktiken har beskrivits och karakteriserats i förhållande till befintliga ramverk om riskhantering. Dessutom är syftet att undersöka hur konsekvenser av översvämningar på dricksvattenförsörjningen behandlas i metoder för riskbedömning och riskhanteringsplaner för översvämning liksom att studera om risker relaterade till översvämningar och dricksvatten har behandlats på ett integrerat sätt. Studierna är baserad på intervjuer med översvämningshanterare i svenska kommuner och svenska vattenproducenter samt dokumentstudier av metoder för riskbedömning och riskhanteringsplaner för översvämning. Det är stora skillnader mellan hur och i vilken omfattning olika kommuner och vattenproducenter har gjort riskbedömningar. Vissa har knappt gjort någon riskbedömning alls medan andra har arbetat mer systematiskt. De verktyg som används är ofta de som finns i handböcker från svenska myndigheter och är ofta mindre avancerade än vad som beskrivs i litteraturen. Riskbedömningarna täcker inte alltid all relevanta aspekter av risken och det är få som har diskuterat vad som är en acceptabel risknivå. Översvämningsbedömningarna har fokuserat på vilka objekt som exponeras vid en översvämning och möjliga konsekvenser på drabbade objekt har undersökts i mycket begränsad utsträckning. Ofullständiga riskbedömningar kan ge en felaktig bild av risken och därmed vara ett inkomplett underlag för beslutsfattande. Den teoretiska kunskapen om riskhantering är i många fall låg och många har en praktisk inställning till riskhanteringen. Det saknas oftast strategi och helhetstänkande. Kunskapen om konsekvenser av översvämning på dricksvattenförsörjningen är begränsad och behandlas inte heller i detalj i de metoder för riskbedömning som är mest vanligt förekommande i Sverige. Det finns en medvetenhet om behovet av att koordinera hanteringen av översvämning och vattenresurser. Trots de goda intentionerna om integrering visar riskbedömningar och riskhanteringsplaner få tecken på att integrering sker i praktiken. Både systematisk riskhantering och integrerad hantering är synsätt som har börjat utvecklas och implementeras inom svensk hantering av översvämningar och dricksvattenförsörjning. Det sker dock fortfarande på en relativt grundläggande nivå och det är en lång väg kvar. Det finns behov av ytterligare vägledning och mer kunskap om riskhantering liksom engagemang från och samarbete mellan alla berörda aktörer för att stödja vidare utveckling.

Planos de manejo de áreas de proteção ambiental e a avaliação ambiental estratégica: diretrizes e procedimentos para uma base metodológica / Management plan of environmental protected areas and the strategic environmental assessment: guidelines and procedures for methodological basis

O estabelecimento e manejo de áreas protegidas constituem importantes estratégias para a conservação e proteção da biodiversidade. Para as Áreas de Proteção Ambiental (APAs), os planos de manejo são essenciais para a consecução dos objetivos. Para melhorar os resultados, alguns países utilizam a Avaliação Ambiental Estratégica (AAE) na elaboração dos planos de manejo. Esta estratégia tem apresentado bons resultados, com a melhora do planejamento e da gestão da área protegida da categoria V da IUCN (equivalente à APA). No Brasil, a AAE não tem regulamentação e os planos de manejo não são submetidos a uma AAE. Para orientar a elaboração dos planos de manejo no Brasil, roteiros metodológicos são utilizados. Contudo, os planos de manejo das APAs têm apresentado uma baixa taxa de implementação. Ao constatar esse cenário, a presente pesquisa propõe diretrizes e procedimentos para a elaboração de planos de manejo de APAs a partir das contribuições da AAE. Para alcançar este objetivo, em um primeiro capítulo, as contribuições da AAE para os planos de manejo da categoria V da IUCN são avaliadas. Este cenário internacional é composto por uma avaliação de oito casos de dois Parques localizados na Escócia, onde os respectivos planos de manejo são submetidos a AAE. Para avaliar as contribuições da AAE para estes planos de manejo, critérios baseados nas diretrizes da IUCN para elaboração dos planos de manejo da categoria V e nas boas práticas da AAE (Diretiva Europeia (2001/42/CE), no Protocolo da UNECE e Therivel (2004) são utilizados. Um segundo capítulo avalia o cenário nacional do planejamento de 17 APAs localizadas nos Estados do Rio de Janeiro, São Paulo, Paraná, Pernambuco e no Distrito Federal. Para a avaliação do planejamento destas APAs, a metodologia proposta por Faria (2004), que avalia a eficácia da gestão das unidades de conservação, é adaptada para o contexto do planejamento das APAs por meio das recomendações da IUCN. Os resultados do Capítulo I mostram importantes contribuições da AAE para os planos de manejo, a saber: a compatibilização dos objetivos das dimensões ambiental, social e econômica com a minimização dos conflitos entre estas dimensões; a promoção do acompanhamento da qualidade do estoque ambiental; a identificação e a avaliação do impacto do plano de manejo sobre os objetivos e a base de dados da AAE, com a avaliação de como as ações propostas podem afetar o estoque ambiental; e outros. O segundo capítulo apontou os pontos fracos e os fortes do planejamento das APAs avaliadas, como, por exemplo: a baixa execução dos planos de manejo; os planos de manejo apresentam-se com pouca utilidade prática para o dia a dia da gestão; e o monitoramento e a gestão adaptativa são precários. Em contra partida a estes pontos fracos, o zoneamento apresentou-se como uma ferramenta essencial para a gestão e como suporte às tomadas de decisão. A partir da análise do cenário nacional foi possível verificar de que maneira a AAE pode potencializar os pontos fortes e minimizar os pontos fracos. Com isso, verificou-se que a AAE apresenta potenciais contribuições para o planejamento das APAs no Brasil, como: a articulação e minimização dos conflitos entre os objetivos dos planos de manejo com outras ações estratégicas; a inserção da variável ambiental no planejamento do uso do solo; a avaliação de outras alternativas para alcançar os objetivos do plano de manejo; entre outras. Assim, ao considerar o potencial da AAE para os planos de manejo das APAs, verifica-se que a aplicação da AAE para a elaboração dos planos de manejo das APAs é necessária para otimizar potencialidades e minimizar fraquezas. Sendo assim, com base nos resultados e discussões obtidas no capítulo I e II, um terceiro capítulo é apresentado com as diretrizes e os procedimentos para uma base metodológica para a elaboração de planos de manejo de APAs com a avaliação da AAE. / The plans establishment and management for protected areas are key strategies for biodiversity protection and conservation. The management plans are essential to achieving the goals for Environmental Protected Areas (EPA), one of the conservation areas types in Brazil (equivalent to IUCN category V). Some countries use Strategic Environmental Assessment to make management plans and they are getting good results. On the other hand, in Brazil, the management plans preparation applied in EPAs follow a specific methodological guide and the SEA is not applied in the context of protected areas in Brazil. However, the management plan of EPA have shown low implementation rate. In this context, the present research proposes guidelines and procedures for the preparation of EPAs management plans from the contribution of SEA. To achieve this goal, the first chapter evaluates the SEA contribution to management plans of IUCN category V protected areas. This international scenario consists of an evaluation of eight case studies of two parks of the Scotland, where theses management plans are subject to SEA. To evaluate the contributions of SEA for theses management plans, criteria based on the management guidelines for IUCN category V protected areas and on the best practice of SEA (European Directive (2001/42/EC) in the UNECE Protocol and the Therivel author (2004)) are used. The second chapter evaluated the planning of 17 EPAs in Brazil located in the States of Rio de Janeiro, São Paulo, Paraná, Pernambuco and Distrito Federal. The method used to evaluate the planning of these 17 EPAs was proposed by Faria (2004) and adapted for planning context of EPAs in accordance with the recommendations of IUCN. The results show SEA important contributions for plans management, namely: the compatibility of the objectives of environmental, social and economical and the minimizing conflicts between these dimensions; the monitoring the quality of the environment stock; the impact assessment of the management plans on the objectives and baseline SEA, with the evaluation of how the management plan\'s actions can affect the environment stock. As a result of the second chapter showed the weaknesses and the strengths of the planning of the evaluated 17 APAs, such as: the low implementation of management plans; management plans present with little practical use for day to day management; and monitoring and adaptive management are precarious. In contrast to these weaknesses, the zoning is a good tool for the management and support decision-making. Based on these analyzes it observed how SEA can maximize the strengths and minimize the weaknesses. Thus, it was found that the SEA has potential contributions to the EPAs planning in Brazil, as an example: reconcile conflicts between the objectives of the management plan with other strategic actions; the integration of the environmental issue in land use planning; and the evaluation of other alternatives for achieving the objectives of the management plan. Considering the potential of SEA to EPAs management plans, it is found that the application of the SEA for the preparation of the APAs management plans is needed to optimize strengths and minimize weaknesses. Therefore, based on the results obtained and discussions in the first and second chapter, a methodology basis with guidelines and procedures for the preparation of EPAs management plans with the evaluation of SEA is presented.

捷運系統具有運量大及快速的特性,且大部分路線位於地下,一旦發生意外,可能造成很大的災難,國外捷運發生災難的例子常從媒體報導中看見。國內台北捷運雖尚無發生人員重大傷亡的災難,但過去發生的許多事件往往是媒體報導的新聞焦點,有些事件的危機處理也廣受批評,因此,捷運的危機管理機制及危機處理是值得關注與探討的課題。 本研究是透過文獻探討及案例分析的方法,探究捷運的危機管理問題。以危機管理的理論模式檢視現行台北捷運的危機管理機制,另外發展危機個案分析的檢視準則,分析與檢視過去台北捷運發生的危機案例,經由深入的探討與檢視,最後針對捷運的危機管理提供適當的建議。 本研究對台北捷運的危機管理之建議有以下幾項: 一、台北捷運的危機管理計畫,應該涵蓋所有的危機類型。 二、台北捷運應設立一個恆常性之「危機管理小組」編組。 三、台北捷運應充實危機管理知識庫。 四、台北捷運應成立編組關心發生意外的當事人,並邀請消基會代表、消保官、律師及學者專家等公正人士介入協調。 五、新聞處理首重掌握正確且即時的事件資訊,新聞聯繫採取誠實面對、主動說明、統一對外發言之積極作為。另平時應強化表達組織重視公益且要表現正義、與新聞記者互動坦誠互信,建立記者的信賴與信心。 / Owing to the characteristics of high riderships and rapidity, and the fact that most lines are routed underground, a small accident happened in Metro system may cause grave disaster. So far there hasn’t been any accident with severe injuries happened in Metro Taipei; however, crisis management is still an important topic worth further discussing, for accidents happened before have caused media criticisms and been put under intense spotlight. With literatures reviews and case studies, the study probes into the problems behind Metro Taipei crisis management system. To provide the most adequate suggestions for the future, cases are re-analyzed, a crisis management model is also applied to examine the current crisis management system. Several suggestions are proposed from the study for future Metro Taipei crisis management. 1. Metro Taipei crisis management plan should cover all types of crises. 2. A standing “crisis management group” should be established in Metro Taipei. 3. A crisis management knowledge base should be set up in Metro Taipei. 4. The “Casualties Care Team” should be set up in Metro Taipei to take care of the casualties and fair and honest social figures (e.g., Consumers’ Foundation, consumer ombudsman, lawyer, professor) should be invited for reconciliation mediation. 5. The most important thing in news management is to obtain the most current information which are firmly based on facts. News correspondence with media should be honest, active and unified. Value welfare service and social justice. Maintain an honest and mutual trusted relationship with news reporters.

Évidence génétique de populations sympatriques de la perchaude (Perca flavescens) dans le Lac Saint-Pierre

La perchaude (Perca flavescens) constitue une ressource socioéconomique de grande importance dans le Lac Saint-Pierre (Québec, Canada). Bien que ce lac fluvial soit désigné réserve de la biosphère par l’UNESCO, le statut de la perchaude est préoccupant. Afin de permettre à l’espèce de persister en fonction des diverses pressions anthropiques, il est important de comprendre sa dynamique populationnelle et les mécanismes qui en sont responsables. La perchaude est connue pour sa philopatrie ; le fait de toujours se reproduire à son site de naissance peut entraîner la subdivision d’une espèce en de multiples populations, où chacune pourra être pourvue d’adaptations locales distinctes. Il est possible d’étudier ces processus à l’aide des signaux génétiques associés à la reproduction des individus. Toutefois, une faible différentiation génétique entre les populations du Lac Saint-Pierre est envisagée en raison de la colonisation récente du système (moins de 8000 ans). L’objectif de cette étude est de déterminer s’il existe plusieurs populations de perchaude dans le Lac Saint-Pierre. Les simulations réalisées ont révélé que l’utilisation de marqueurs AFLP (amplified fragment length polymorphism), permettant une analyse globale du génome, affiche une meilleure détection de la différentiation des populations que celle des marqueurs microsatellites. Afin d’associer les individus à leur site de naissance, la méthode d’AFLP et des microsatellites ont été utilisées sur des larves capturées suite à l’éclosion des oeufs. Trois analyses distinctes d’AFLP ont indiqué une corrélation entre la composition génétique des individus et des sites géographiques, confirmant ainsi la présence de plusieurs populations sympatriques dans le Lac Saint-Pierre, découlant vraisemblablement de la philopatrie de l’espèce. L’absence de différentiation génétique relatée par les marqueurs microsatellites vient confirmer l’importance du choix des marqueurs génétiques. Bien que la différentiation génétique observée soit relativement faible, la gestion de la perchaude devrait tenir compte de la dynamique des populations distinctes dans ce système. / Yellow perch (Perca flavescens) is a commercially-exploited freshwater fish species in Lake Saint-Pierre (Quebec, Canada). Even if this fluvial lake is designated as a biosphere reserve by UNESCO, the yellow perch status is of concern. To ensure the persistence of species facing to anthropogenic pressures, understanding dynamics and mechanism that structure populations are of major importance. Because the habitat characteristics are spatially structured and this species is known to display natal site fidelity, a subdivision of the species in multiple populations and local adaptations may occur. It is possible to detect these processes according to genetic signal associated with individuals’ reproduction. However, low genetic differentiation is hypothesised due to the recent colonization of the system (< 8 K years). This study aims at determining if there are multiple populations of yellow perch in Lake Saint-Pierre. Simulations was first performed to confirm that population differentiation is better depicted by amplified fragment length polymorphism (AFLP) than microsatellite markers. In order to associate individuals to their site of birth, larvae captured after hatching were used. A survey of the variation throughout the entire genome was then performed by using the AFLP approach and variations at microsatellite loci were used to further investigate the organization of these populations. Three distinct AFLP analyses indicated a correlation between genetic composition of individuals and spawning sites, and thus confirmed the presence of multiple sympatric populations in Lake Saint-Pierre, resulting likely from natal site fidelity. At the opposite, the lack of genetic differentiation reported by microsatellites markers confirms the importance of the choice of genetic markers. While the genetic differentiation is very low, the management of this species should take into account the existence of distinct population structures in this system.

A management plan for locally generated economic development in South Africa

Local authorities in South Africa need to compile and implement local economic development plans. These plans are not only required by law as a component of integrated development plans, but also emanate from the pressing needs of many communities for development, job creation, and greater welfare and prosperity. A review of the historical and theoretical background reveals changing approaches and different theories to defend the actions taken. A critique of typical strategies and processes reveals that no one strategy or process can be universally applied, but that these should be adapted to the community's unique circumstances. Shortcomings and appropriate applications are indicated. The management plan presents a process to enable local authorities in partnership with the community to compile a plan for locally generated and directed development. This plan can, but need not, be a component of an integrated development plan and is thus compatible with integrated development planning and the formulation of local development objectives. The plan draws on a number of planning methodologies including urban planning, city marketing, strategic planning and neuro-linguistic programming approaches. Techniques from these and community development methodologies are included to guide the community through the process of creating a vision, analysis, goal setting, plan and strategy formulation, implementation and review. This management plan is designed as a generic process that can be applied to a variety of circumstances. The flexible nature of the process permits innovation and adaptations to local needs and other fields of planning. Food defense management plan implementation intention: an application of protection motivation theory

Shanklin / Protection motivation theory (PMT) was used in this study to investigate food service directors' food bioterrorism risk perception and their intentions to implement a food defense management plan in their operations. A cross sectional study using the self administered survey was conducted to test hypotheses. All measurement items for the construct of interests were assessed using a 7-point Likert type scales. Questionnaires were mailed in March 2007 to a national sample of 2,200 randomly selected on-site food service directors employed in school districts and healthcare operations. A total 449 usable completed questionnaires were received. Descriptive statistics were performed to investigate directors' perceptions, motivations and intentions independently. Before testing the actual hypotheses, confirmatory factor analysis was conducted to assess reliability and construct validity of the measurement model. Food service directors perceived that the result of a food terrorist attack would be severe but the chances it would occur in their operations is limited. They agreed that implementation of a food defense management plan would be effective to address food terrorism issue in their operations. They were highly motivated to protect the operation from an attack and to avoid the risk of terrorism and intended to implement a food defense plan in their operation. Based on the hypotheses testing, results revealed that motivation to protect the operation against food bioterrorism is higher when directors perceived a higher level of risk (severity and vulnerability), rated the effectiveness of a food defense management plan in protecting the operation high, and perceived that their operations were able to implement it. In turn, high level of motivation to protect the operation led to higher level of implementation intention. Results of the study can be used to design communication resources developed to enhance food service directors' intention to implement a food defense management plan. Educational and informational resources related to intentional food contamination and its defense should emphasize response efficacy and possibility perception.

An integrated tourism management framework for the Kruger National Park, South Africa, 2003

This study sets out to address problems caused by the lack of an integrated tourism management framework that would give a strategic direction to the delivery of tourism services in the Kruger National Park (KNP). The lack of tourism management plans and capacity in protected areas can be traced back to the classic management approach that concentrates exclusively on biodiversity conservation while paying superficial attention to other equally important management elements such as tourism, community participation, financial viability and governance matters. As a result of such management deficiencies, protected areas are unable to raise sufficient revenue from their tourism business to adequately meet obligations of their conservation mandate, community expectations and maintenance of the tourism facilities. Financial problems lead to over-dependence on diminishing and inflation-eroded state subsidies, thus compromising the effective management of parks. A management approach that does not balance the elements that constitute the management function of a protected area has the potential to destroy the resource base on which the attractiveness of a protected area as a holiday destination hinges and risks alienating tourists. The practice of 'fortress conservation' with protected areas treated as distinct units from their surrounding communities is being challenged worldwide. Protected area managers are now constantly looking for management paradigms that can harmonize the fundamental functions of conserving biodiversity, delivering tourism services and ensuring financial viability whilst contributing to the socio-economic development and benefits for local people balancing conservation and socio-economic needs. This is the situation in which the KNP finds itself. Gestão de resíduos sólidos de serviço de saúde : estudo comparativos em unidade hospitalares de Aracaju/se

The object of this research was to analyze the waste management of health services in hospitals located in the city of Aracaju/SE. Specifically, sought to describe the procedures for segregation, packaging, collection, storage, transportation, treatment and final disposal of the solid waste management, analyze the degree of officials knowledge of the hospitals on the management of such wastes and perform comparative analysis of management practices in hospitals RSS, verifying their compliance with Resolution No. 306/2004 of ANVISA. This is a descriptive and exploratory study, whose research strategy adopted was multiple case study. Data collection was conducted through semi-structured questionnaire application, on-site observation, with the help of script and document analysis. The research population consisted of 285 professionals from the clinical staff (doctors, nurses, technicians and nursing assistants) and hygienist of the three hospitals studied, defined by non-probability sampling by quotas. Data were analyzed with SPSS software, content analysis and triangulation of data. It was found that all healthcare facilities searched showed problems related to inadequate segregation of waste. The three hospitals surveyed have the same procedures with respect to segregation, packing, collection, storage, transportation, treatment and final disposal of the solid waste management. In two establishments, the locations used for external storage of waste do not meet current standards. Private hospitals had the solid waste management plan duly updated and structured and seek to meet current standards and their applicability correct. It was noted, however, that the respondents, in all hospitals, have low level of knowledge about issues related to the management of solid waste management held by health facilities. In general, it was found that establishments assessed implement a policy requiring training, using attractive and efficient mechanisms for training of professionals involved in the management of solid waste management. / O objeto central desta pesquisa é analisar a gestão dos resíduos sólidos de serviços de saúde (RSS) em unidades hospitalares localizadas na cidade de Aracaju/SE. Especificamente, busca: descrever os procedimentos de segregação, acondicionamento, coleta, armazenamento, transporte, tratamento e disposição final dos RSS; analisar o grau de conhecimento dos funcionários das unidades hospitalares sobre a gestão desses resíduos e efetuar análise comparativa das práticas de gestão dos RSS nas unidades hospitalares pesquisadas. Trata-se de uma pesquisa descritivo-exploratória, cuja estratégia de pesquisa adotada foi estudo de casos múltiplos. A coleta de dados foi realizada através de aplicação de questionário semiestruturado, observação in loco, com auxílio de roteiro e com análise de documentos. A população pesquisada é formada por 285 profissionais pertencentes à equipe clínica (médicos, enfermeiros, técnicos e auxiliares de enfermagem) e higienizadores dos três hospitais analisados, definidos através da técnica de amostragem não probabilística por cotas. As técnicas utilizadas para a análise dos dados foram o software SPSS, a análise de conteúdo e a triangulação dos dados. Verificou-se que todas as unidades de saúde pesquisadas apresentaram problemas com relação à segregação inadequada dos resíduos. Os três hospitais pesquisados apresentam os mesmos procedimentos com relação à segregação, acondicionamento, coleta, armazenamento, transporte, tratamento e disposição final dos RSS. Em dois estabelecimentos, os locais utilizados para o armazenamento externo dos resíduos não atendem às normas vigentes. Os hospitais privados apresentaram o PGRSS devidamente atualizado e estruturado e procuram atender às normas vigentes e sua correta aplicabilidade. Constatou-se, entretanto, que os profissionais entrevistados, em todos os hospitais, possuem reduzido grau de conhecimento sobre as questões relacionadas à gestão dos RSS realizada pelas unidades de saúde. De um modo geral, verificou-se que os estabelecimentos avaliados necessitam implantar uma política de capacitação, com utilização de mecanismos atrativos e eficientes para o treinamento dos profissionais envolvidos no manejo dos RSS.
