[pt] A reabilitação de áreas rurais degradadas no Brasil tem como principal obstáculo a revitalização de seus aspectos socioeconômicos e ambientais. Nesse sentido, a partir de um diagnóstico do processo de degradação florestal ocorrido no estado de São Paulo, com ênfase na região do Vale do Paraíba Paulista, este trabalho propõe a concepção de Sítios Florestais de Produção (SFP) como alternativa estratégica para recuperação desses espaços. A característica desta proposta é a reabilitação da vegetação nativa com posterior exploração econômica por meio de Plano de Manejo Florestal Sustentável (PMFS). Nessa perspectiva, a metodologia utilizada nesta pesquisa consiste na apresentação de um estudo de caso que descreve as fases de implantação dos SFP, com respectivo levantamento de custos para sua aplicação no município de Cunha – SP, cujo território abarca vastas extensões de terras com baixa produtividade e uma emergente demanda por reabilitação econômica e ambiental. Os resultados previstos sugerem que o emprego desta proposta na região do estudo é uma opção tecnicamente viável para recuperação produtiva e ambiental de seu território, bem como um mecanismo eficiente para o cumprimento do disposto na Lei nº 12.651 de 2012 que regula a recomposição de Áreas de Preservação Permanente (APP) e Áreas de Reserva Legal Florestal (ARLF) em propriedades rurais do Brasil. Por fim, esta pesquisa pretende colaborar de forma direta para o desenvolvimento econômico, social e ambiental de áreas rurais degradadas do território brasileiro, assim como servir de referencial teórico para futuros trabalhos nesta temática. / [en] The deforestation that occurred in the state of São Paulo-SP, throughout its history, had as its main cause the intense exploitation of forest resources. In addition, the constant expansion of agricultural frontiers and the effects of urban growth over the last decades on their rural areas have also contributed to the reduction of forested areas. Meanwhile, in the Vale do Paraíba Paulista, large areas of native vegetation were replaced by agricultural practices and extensive cattle ranching. These activities were responsible for a wide process of degradation and loss of local biodiversity, with direct consequences for important forest remnants of the Mata Atlântica Biome. In this sequence, in addition to environmental losses, the low productivity of the traditional farming and livestock practices adopted in this region caused the economic and social decline of its population. In this place, the deterioration of land due to land misuse and the process of migration of individuals from the countryside to the city, in search of better living conditions, reinforced the socioeconomic stagnation of their rural areas. In this new scenario, a significant portion of this region presents large extensions of degraded land, with little or no productive applicability. This fact indicates a growing demand for solutions that are responsible for the rehabilitation of the economy of its territory, as well as for the recovery of its environmental quality. In this sense, the use of strategic actions capable of consorting the economic revitalization and the environmental recovery of degraded rural areas in the Vale do Paraíba Paulista represents an important initiative to solve this growing problem. In this way, this research discusses a proposal that seeks to equate these aspects in the municipality of Cunha-SP, as well as to promote in this region the rehabilitation of forest fragments, their conservation and sustainable use.

Plan de gestión integral para reducir daños ocasionados por huaicos, quebrada El Pedregal, Chosica / Integrated Management Plan to reduce damage caused by debris flow, El Pedregal creek, Chosica

La quebrada El Pedregal viene siendo afectada por la generación de flujo de escombros o huaicos que ocasionan pérdida de vida, daños a la infraestructura, a la salud y medioambientales. En 1987 un huaico provocó aproximadamente 100 fallecidos y 1000 viviendas fueron destruidas (Abad, 2009). Los huaicos son originados por las fuertes y/o constantes precipitaciones, el Fenómeno del Niño y condiciones naturales desfavorables de pendiente, geología, drenaje y forma de la subcuenca. Adicionalmente, el establecimiento de población en zonas de riesgo, el déficit de las medidas de prevención y mitigación e inadecuada planificación ante la ocurrencia de huaicos reflejan la vulnerabilidad existente, lo que generan el problema principal que es el alto riesgo que hay en la quebrada El Pedregal por ocurrencia de huaicos. Ante esta problemática, el objetivo general de la presente tesis es formular un plan de gestión integral de riesgo de desastre conformado por medidas de corrección y prevención tanto estructurales como no estructurales, para contribuir a la reducción de daños ocasionados por los huaicos. Para lo cual, se estudió el marco teórico, se recolectó y/o procesó información hidrológica, topográfica, geológica, geomorfológica, geotécnica, climatológica, e información de la ocurrencia de huaicos extraordinarios para el estudio básico de la quebrada. Se analizó la eficacia de medidas estructurales existentes como diques de mampostearía, dique de concreto ciclópeo y barreras dinámicas; y medidas no estructurales como la delimitación de la faja marginal y el sistema de alerta temprana piloto, siendo estas acciones aisladas no conformantes de un plan. Puesto que, no es posible actuar sobre el peligro natural se actúa sobre la vulnerabilidad, revirtiendo o mitigando las causas que la genera y de esta manera reducir el alto riesgo de la zona. En base a este diagnóstico se formuló y evaluó alternativas de medidas de corrección y prevención, para seleccionar y proponer las más adecuadas que conformen el plan. Es así como se realizó un análisis comparativo de cuatro medidas estructurales como la barrera dinámica, el dique de mampostería, el dique de concreto ciclópeo y la presa SABO, como alternativas de solución para revertir el déficit de las medidas de prevención y mitigación. Se seleccionó la barrera dinámica como la estructura más eficiente debido a sus características de funcionamiento, construcción, su capacidad de retención y su menor costo por cada m³ de volumen de material de huaico retenido. Asimismo , se estimó el volumen de producción y retención para un futuro huaico y comprobado el predimensionamiento y la estabilidad de las barreras en el software DEBFLOW, se propone como medida estructural de prevención la implementación de dos nuevas barreras dinámicas Nº05 y Nº06. Además se propone como otra medida estructural de prevención la incorporación de sensores de alerta temprana en la barrera dinámica N°03 y N°06. Sobre las medidas de prevención no estructurales para revertir la inadecuada planificación ante la ocurrencia de huaicos se proponen las capacitaciones periódicas de resiliencia, de seguridad y salud, con la intención de preparar a la población para una respuesta más efectiva ante eventos de huaicos y el fortalecimiento de la institucionalidad local y cofinanciamiento para el plan. Respecto a la ocupación del territorio por parte de la población para establecer sus viviendas en zonas de riesgo, se propone como medida no estructural de corrección el desarrollo de charlas de sensibilización y concientización sobre la preservación y cuidado de la faja marginal. Estas medidas se establecieron en el plan de gestión integral que, a su vez, está estructurado por los subplanes de acciones de prevención, de emergencia, de recuperación y rehabilitación y de monitoreo. Esta propuesta engloba la gestión integral y la gestión de riesgo de desastres, que busca la integración, articulación y coordinación de las acciones, recursos y participantes con la finalidad de contribuir a la reducción del riesgo, esperando reducir las pérdidas de vidas (de 100 a 0 fallecidos), daños a la infraestructura (de 1000 a 0 viviendas dañadas) y entre otros daños sociales, económicos y ambientales. La validación para determinar la viabilidad y fiabilidad para la implementación del Plan de Gestión Integral se desarrolló a través del método de juicio de expertos. Asimismo, se realizó una evaluación económica para verificar la viabilidad y factibilidad de la inversión del Plan de Gestión Integral. Y finalmente se realiza la validación del contenido del plan mediante el uso de herramientas modernas de ingeniería que incluyen, entre otras, las experiencias de entidades especialistas que cuentan con leyes, reglamentos, guías técnicas y planes estratégicos a nivel macro. / El Pedregal Creek has been affected by the generation of debris flow that causes loss of life, damage to infrastructure, health and environment. In 1987, one of the most catastrophic landslide in the area appeared, with approximately 100 deaths and 1000 destroyed homes (Abad, 2009). Debris flow are caused by heavy and/or constant rainfall, the El Niño phenomenon and unfavorable natural conditions of slope, geology, drainage and shape of the sub-basin. In addition, the establishment of settlements in risk areas, the deficit of adequate prevention and mitigation measures and uncoordinated and uncertain planning for the occurrence of debris flow, reflect the existing vulnerability, which generates the main problem that is the high risk that exist in El Pedregal Creek. Faced with this problem, the general objective of this thesis is to formulate an integral management plan for disaster risk, made up of structural and non-structural correction and prevention measures, in order to contribute to the reduction of damages caused by debris flow. For this reason, the theoretical framework was studied, hydrological, topographical, geological, geomorphological, geotechnical and climatological information was collected and/or process, as well as a historical series of the occurrence of extraordinary floods the basic study of the stream. The effectiveness of existing structural measures such as masonry dikes, cyclopean concrete dikes and dynamic barriers was analyzed; and non-structural measures such as the delimitation of the marginal strip and the pilot early warning system, being these isolated actions not part of a plan. Since it is not possible to act on the natural danger, vulnerability will be carried out, reversing or mitigating the causes that generate it and in this way efforts will be made to reduce the high risk of the area. On the basis of this diagnosis, alternatives to correction and prevention measures were formulated and evaluated, to select and propose the most appropriate ones to make up the plan. This is how a comparative analysis of four structural measures was carried out, the dynamic barrier, the masonry dyke, the cyclopean concrete dyke and Sabo dam, as solution alternatives to revert the deficit of prevention and mitigation measures. The dynamic barrier was selected as the most efficient structure due to its performance characteristics, construction, its retention capacity and its lower cost per m³ of volume of retained leached material. Likewise, the production and retention volume was estimated for a future shaft and the pre-dimensioning and stability of the barriers in the DEBFLOW software was verified. The implementation of two new dynamic barriers, No. 05 and No. 06, was proposed as a structural prevention measure. In addition, it is proposed as another structural prevention measure the incorporation of early warning sensors in the dynamic barrier N°03 and N°06. Regarding the non-structural prevention measures to reverse the inadequate planning for the occurrence of debris flow, periodic training on resilience, safety and health is proposed, with the intention of preparing the population for a more effective response to debris flow events and the strengthening of local institutions and co-financing for the plan. Regarding the occupation of the territory by the population to establish their homes in risk areas, it is proposed as a non-structural measure of correction the development of talks of sensitization and awareness about the preservation and care of the marginal strip. These measures were established in the integral management plan which, in turn, is structured by the sub-plans of prevention, emergency, recovery and rehabilitation actions and monitoring. This proposal encompasses integrated management and disaster risk management, which seeks the integration, articulation and coordination of actions, resources and participants in order to contribute to risk reduction, hoping to reduce loss of life (from 100 to 0 deaths), damage to infrastructure (from 1000 to 0 damaged homes) and among other social, economic and environmental damage. The validation to determine the viability and reliability for the implementation of the Integral Management Plan was developed through the expert judgment method. Likewise, an economic evaluation was carried out to verify the viability and feasibility of the investment of the Integral Management Plan. And finally, the validation of the content of the plan is carried out through the use of modern engineering tools that include, among others, the experiences of specialized entities that have laws, regulations, technical guides and strategic plans at the macro level. / Tesis

Propuesta de mejoramiento integral para el tratamiento y uso de aguas residuales para reducir la contaminación proveniente de PTAR “El Pedregal”, Chincha / Proposal for a comprehensive improvement for the treatment and use of wastewater to reduce pollution from the WWTP "El Pedregal" in Chincha

El presente trabajo de investigación es una propuesta de solución para el mal funcionamiento de la planta de tratamiento de agua residual denominada “El Pedregal”, localizada en el departamento de Ica, provincia de Chincha. Según análisis hechos por el ANA (Autoridad Nacional del Agua), la PTAR (Planta de Tratamiento de Aguas Residuales) “El Pedregal” no cumple con los parámetros de agua saliente según la norma OS 090. Por esta razón se tendrá que identificar los principales causantes del mal funcionamiento, además de plantear soluciones efectivas y que estén en el alcance de la empresa encargada de la planta “SEMAPACH S.A” (SERVICIO MUNICIPAL DE AGUA POTABLE Y ALCANTARILLADO DE CHINCHA S.A.). Uno de los principales problemas en la PTAR es su incapacidad actual de captación de agua, siendo insuficiente para la cantidad que recibe. “El Pedregal” es abastecido por 4 distritos de Chincha y abastece de agua tratada para riego a parte del distrito de Chincha Alta. Es por esto que, se plantearon propuestas de solución a esta contingencia para trasladar una proporción del agua residual a una nueva planta de tratamiento. Otro problema que se presenta la deficiente filtración del ingreso de materiales de gran tamaño a la planta, influyendo negativamente en el rendimiento y provocando obstrucciones en algunas zonas de la planta. Se plantearon propuestas con el diseño de algunas obras de arte que ayuden a disminuir el ingreso de estos materiales. Asimismo, se presentó un diseño para la construcción de un cerco perimétrico que no permita el ingreso de personas y agentes externos que puedan convertir la planta en un foco infeccioso. Se identificó que la PTAR no contaba con personal operacional y de mantenimiento, esto provocó que el ingreso de materiales de gran dimensión u otros factores externos deterioren la estructura de la PTAR, afectando su rendimiento y funcionalidad. Además, se detectó que el canal que transporta el agua desde la salida de la PTAR no soporta esta cantidad de agua. Es por ello que se diseñaran alternativas que cumplan la correcta condición de caudal, que sean económicas y sustentables. Todas las propuestas serán evaluadas y se elegirán las que obtengan mejores resultados para combinarlos en un aporte conjunto que cumpla con los objetivos planteados y que de la mejor solución integral del problema. Por lo antes mencionado, se propuso contemplar planes de gestión operacional, de limpieza y mantenimiento, añadiendo la implementación diseños, técnicas y metodologías que mejoren la productividad y eficiencia del agua tratada. Finalmente, solucionando los puntos ya explicados se espera que el agua tratada saliente de la PTAR cumpla con los parámetros establecidos por la norma para su correcto uso de riesgo y así poder disminuir la contaminación ambiental que emite la planta. / The present research work is a proposed solution to the malfunctioning of the wastewater treatment plant called "El Pedregal", located in the department of Ica, province of Chincha. According to the analyses carried out by ANA (National Water Authority), the "El Pedregal" WWTP (Wastewater Treatment Plant) does not comply with the parameters of the output water according to the OS 090 standard. Therefore, it will be necessary to identify the main causes of the malfunctioning, as well as to propose effective solutions that are within the reach of the company in charge of the plant "SEMAPACH S.A." (SERVICIO MUNICIPAL DE AGUA POTABLE Y ALCANTARILLADO DE CHINCHA S.A.). One of the main problems of the WWTP is its current inability to capture water, being insufficient for the amount it receives. Therefore, it was proposed as a solution to this contingency to transfer part of the wastewater to a new treatment plant. Another problem is the poor filtration of large materials entering the plant, which has a negative impact on performance and causes clogging in some areas of the plant. The design of some artwork was proposed to help reduce the entry of these materials. A design was also presented for the construction of a perimeter fence to prevent the entry of people and external agents that could turn the plant into an infectious focus. It was identified that the WWTP did not have operation and maintenance personnel, which caused the entry of large materials or other external factors to deteriorate the structure of the WWTP, affecting its performance and functionality. In addition, it was detected that the channel that transports water from the WWTP outlet does not support this amount of water. Therefore, alternatives will be designed to meet the correct flow conditions, which are economical and sustainable. All proposals will be evaluated and those with the best results will be chosen to combine them into a joint contribution that will comply the proposed objectives and provide the best integral solution to the problem. For the above, it was proposed to contemplate operational management, cleaning and maintenance plans, adding the implementation of designs, techniques and methodologies that improve the productivity and efficiency of treated water. Finally, by solving the points already addressed, it is expected that the treated water leaving the WWTP will comply with the parameters established by the standard for its correct risk use and thus be able to reduce the environmental pollution emitted by the plant. / Tesis

An evaluation of the phase-out management system of an ozone depleting substance HCFC-22 and its environmental and socioeconomic implications in Botswana

Climate change and ozone depletion are topical challenges the world over and are both attributed mainly to human activities, particularly emissions of ozone depleting substances (ODSs). One such substance is chlorodifluoromethane (HCFC-22), a cheap, widely used refrigerant with a high global warming potential of 1780. Botswana is a signatory to the Montreal Protocol (MP), which guides international efforts to phase-out HCFC-22 and requires signatories to develop and implement a country-level Hydrochlorofluorocarbon Phase-out Management Plan (HPMP). This study, which used a mixed methods approach, was conducted to evaluate the phase-out of HCFC-22 management strategies and their environmental and socioeconomic implications in Botswana. A census of nine HCFC-22 importing companies was conducted and probability sampling proportional to size was used to select a sample of 159 respondents from the Department of Meteorological Services, HCFC-22 importers, customs officers from 20 purposively selected Botswana entry ports and HCFC-22 consumers from the importing companies. Category-specific respondent questionnaires and interview guides, site visits and assessment of records were used to gather data. Of particular interest were the annual HCFC-22 importation figures for each company, the Botswana Unified Revenue Services and the National Ozone Unit, as well as the level of compliance of the companies’ HCFC-22 phase-out management practices with relevant national regulations, the Botswana HPMP and the MP resolutions. Botswana’s HCFC-22 importers were found to be moderately to highly compliant to nonregulatory elements rather than regulatory elements. Overall, HCFC-22 consumption decreased from the baseline to 10.5% for the first stage (2013-2015), which was slightly more than the 10% reduction expected. A steady decrease in HCFC-22 consumption was noted towards the 35% target for 2020, largely due to awareness-raising initiatives directed at the surveyed stakeholders. Absolute HCFC-22 consumption dropped by approximately 510400 kgs from 2011-2017 or 28072 ozone depleting potential saved. On the downside, gaps were identified in the industry-wide quota-system, data reporting, prevention of illegal ODS trade, service technician training, user knowledge of alternatives and disposal of ODS equipment. The study recommends the use of a planning, policy formulation and implementation framework that integrates and balances three fundamentals, namely, stakeholder involvement, the process and the plan enablers.

[pt] As crises climática e de biodiversidade que afetam o planeta requerem mudanças profundas nos modelos socioeconômicos que têm sido apontados como uma das causas da degradação ambiental recente. Valores e comportamentos adotados pela sociedade moderna são uma das maiores ameaças à integridade dos processos naturais. A interação da humanidade com o meio ambiente é parte de um sistema socioecológico no qual é possível intervir para reverter ou mitigar seus efeitos negativos na natureza. O conceito de pontos de alavancagem propõe a identificação de componentes de um sistema complexo nos quais se pode intervir com grande potencial de mudança nos seus resultados. A conexão das pessoas com a natureza representa um ponto de alavancagem de alto impacto dentro desse sistema, pois tem o potencial de gerar uma nova mentalidade, criar valores e estimular comportamentos favoráveis à causa da sustentabilidade. O contato direto com ambientes naturais preservados, as atividades ao ar livre, a observação da vida selvagem e o conhecimento da história e culturas de determinadas regiões estimulam a conexão das pessoas com o mundo natural, que tem se perdido com o modelo de vida moderno, concentrado em ambientes urbanos e afastado da natureza. A criação de unidades de conservação públicas ou privadas que possam ser acessadas pela população é um importante vetor de conexão das pessoas com a natureza e, portanto, um importante elemento na mudança de valores e comportamentos danosos ao meio ambiente. A partir da apresentação e discussão das bases conceituais da conexão das pessoas com a natureza, este trabalho articula o tema como base para o plano de manejo de uma unidade de conservação privada (RPPN) cujo foco principal é a conexão das pessoas com a natureza, reforçando valores e comportamentos de respeito à vida e ao meio ambiente. / [en] The climate and biodiversity crises affecting the planet require profound changes in socioeconomic models that have been identified as one of the root causes of recent environmental degradation. The values and behaviours adopted by contemporary society stand as a formidable menace to the integrity of natural processes. Human interaction with the environment is a component of a socio ecological system in which it is possible to intervene to reverse or mitigate its negative effects on nature. The concept of leverage points proposes the identification of components of a complex system in which it is possible to intervene with great potential for changing its outcomes. Human-nature connectedness represents a high-impact leverage point within this system, as it has the potential to generate a new mindset, create values and stimulate behaviours favourable to the cause of sustainability. Direct contact with preserved natural environments, outdoor activities, wildlife observation and knowledge of the history and cultures of certain regions stimulate people s connection with the natural world, which has been lost with the modern urban-centric lifestyle. Establishing easily accessible public or private conservation areas plays a crucial role in rekindling this connection between people and nature, consequently serving as a pivotal element in reshaping values and behaviours that harm the environment. This work not only presents but also delves into the foundational concepts underpinning the connection between people and nature. It weaves this theme into the foundation of a management plan for a private reserve (RPPN) that centres around fostering the connection between individuals and the natural world. This endeavour aims to reinforce values and behaviours that revere life and champion nature conservation.

This transfonnation is, amongst others, due to the international global tendencies and the historic backlog of education in South Africa It is therefore imperative that institutions, such as the East Rand Campus of the Vaal Triangle Technikon, should incorporate strategic planning in its managerial activities. This study has strategic management as a central theme with components in the Philosophical Anthropology and in Business Management. In this study strategic management has been investigated as dialectic strategic management with characteristics of a bi-polar, dualistic and contention nature. It is from this departure that dialectic strategic management can be funded in the categories of being human, namely openness to being, dialogue, futurity, pathic-dynamic relatedness, imagination, self consciousness, values and freedom and decision making. It can thus be stated that dialectic strategic management is a human activity funded in the Philosophical Anthropology and in the Axiology. An investigation has also been done pertaining factors which can influence and/or determine the future strategic position of the East Rand Campus of the Vaal Triangle Technikon. International and national educational factors have been investigated and a non-empirical survey was made among stafl: students and employers as to obtain infonnation that can be used in strategic management. The conclusion of the study is presented in the form of strategic intents and a probable management plan that can be used as a point of departure in a strategic management plan for the East Rand Campus of the Vaal Triangle Technikon. / Educational Studies / D. Gestion hospitalière en situation d'exception : optimisation des ressources critiques / Hospital disaster management : optimization of critical resources

Selon le rapport annuel de la croix rouge et du croissant rouge pour l’année 2006, le nombre de catastrophes, d’origine naturelle et humaine, a augmenté ces dernières décennies dans des proportions importantes. Ces catastrophes engendrent souvent un nombre de victimes important nécessitant des interventions urgentes. Face à une telle situation, les moyens sanitaires classiques et de routines se trouvent souvent dépassés, et par conséquent inefficaces pour absorber cet afflux massif de victimes. Ainsi, la mise en œuvre d’un système de gestion hospitalier conditionné par une optimisation des différentes ressources médicales est indispensable pour sauver le maximum de vies humaines. Dans ce contexte, nous proposons dans cette thèse, d’étudier le problème d’optimisation des ressources humaines et matérielles critiques à savoir, les chirurgiens et les salles opératoires en situation de crise. L’objectif est de traiter le maximum de victimes, autrement dit sauver le maximum de vies humaines. Notre étude comprend deux niveaux : (1) un niveau préparatoire qui consiste à dimensionner les ressources dans le cadre des exercices de simulation du plan blanc, et (2) un niveau opérationnel permettant d’optimiser l’ordonnancement des interventions dans les salles opératoires. Aussi, nous étudions l’impact de la mutualisation des ressources sur le nombre de victimes traitées. L’un des défis posés à la programmation opératoire en situation d’exception est l’aptitude à faire face aux perturbations. Dans ce cadre, nous abordons le problème réactif d’optimisation de l’ordonnancement des interventions dans les salles opératoires. Nous considérons diverses perturbations possibles telles : une durée opératoire qui dépasse la durée estimée, l’insertion d’une nouvelle victime dans le programme opératoire, et l’évolution du degré d’urgence d’une victime. Cette thèse est menée avec la collaboration de plusieurs structures sanitaires publiques en France et en Tunisie. Les résultats expérimentaux mettent en exergue l’apport de ces approches pour l’aide à la décision. / Disaster like terrorist attack, earthquake, and hurricane, often cause a high degree of damage. Thousands of people might be affected. The 2006’s annual report of the International Federation of Red Cross and Red Crescent Societies proves that the number of disasters increased during these last decades. In such situations, hospitals must be able to receive injured persons for medical and surgical treatments. For these reasons medical resources optimization of different is fundamental in human life save.In this context, we propose in this thesis, to study the optimization of human and material resources in relation with hospital management. We focus more precisely on critical resources: operating rooms and surgeons. The goal is to handle the maximum of victims and then to save the maximum of human lives. Our research consists of two phases: (1) Sizing critical resources during the preparedness phase of disaster management plan so called white plan. (2) Operational phase that provides the optimization of surgical acts scheduling in the operating rooms. Also, we study the impact of sharing resources on the number of treated victims. A disaster situation is characterized by different disruptions. In this setting, we approach a reactive problem for optimization of surgical acts scheduling in the operating rooms. We consider various possible disruptions: the overflow of assessed surgical care duration, the insertion of a new victim in the scheduling program, and the evolution of victim’s emergency level.This work is achieved with the collaboration of several public health institutions (hospitals, ministry, etc.) both in France and Tunisia. Empirical study shows that a substantial aid is proposed by using the proposed approaches.
