The role of the Namibia national teachers' union in the development of the staffing norms policy in NamibiaLukubwe, Rosco Misika 11 1900 (has links)
21 March 1990 marked the turning point in the Ministry of Education's policy processes in Namibia when a culture of open debate in policy making commenced. Against this background, this study focused on the role of stakeholders in the policy process with particular reference to the role played by the Namibia National Teachers' Union (NANTU) in the formulation of the staffing norms policy in Namibia. The topic was investigated by means of a literature study and an empirical investigation using a qualitative approach. Data was collected by semi-structured interviews from a small sample of Union and Ministry officials. Findings supported the role of NANTU in what was traditionally perceived a management area of jurisdiction. The role of the teachers' union in policy making is more widely accepted due to professionalism. Findings stressed the significance of stakeholder involvement in policy processes and provided a better understanding of the complex nature of policy. / Educational Studies / M. Ed. Author abstract In my thesis I pursued verify the effectiveness of Ladislav Daniel's "Bridge book for 2nd Primary School" in practise. This textbook had the task to compare the dificiencies and gaps in the music skills of students 2nd Primary School, which become from the music lessons at 1st Primary school. I realized my exploration in the 6th classes of one Prague school, where I have been this year teach music. The status of the music skills induced me to try Daniel's "Bridge book for 2nd Primary School" and return the music lessons between "living subject". Before my exploration I had to realized the initial review in the experimental group and in the control group too, read up Daniel's methodology of music education, textbooks with its methodological guide and analyzed Bridge book for 2nd Primary School with its methodological guide. Pursuant these books I worked out the studing plan of each lesson with methodological steps. At the beginning of the experimental teaching students accesed the lessons very critical. But in a short time they became very active. They carried away new skills and knowledge from each lesson, which they could used and repeat in the next lesson and learn some new. They accept the Bridge book and work with it. After five months of teaching with Daniel's Bridge book I can say,...

A Educação a Distância tem significativa importância no contexto educacional brasileiro, sendo uma das apostas do Ministério da Educação para democratizar o acesso ao ensino superior, pela possibilidade de contribuir sensivelmente com a ampliação e, sobretudo, com a interiorização da oferta de educação em nosso país. A graduação a distância registrou em 2007, conforme último censo, crescimento de 80,7% em relação a 2006, contra 5,4% da educação presencial no mesmo período. É crescente o número de organizações educacionais interessadas em obter credenciamento para a oferta de ensino superior nesta modalidade. No entanto, esses números não garantem sobrevivência a todas as organizações envolvidas neste setor. Como em qualquer outro segmento, as instituições de ensino superior também sofrem com as mudanças que ocorrem no ambiente e precisam enfrentá-las desenvolvendo novas competências organizacionais que lhes confiram vantagens competitivas. Assim, torna-se essencial para as organizações educacionais o desenvolvimento e o aprimoramento de competências próprias que as diferenciem no processo concorrencial, possibilitando que elas se posicionem estrategicamente em diferentes momentos de sua trajetória. Para tanto, a necessidade de aprendizagem torna-se vital como um diferencial competitivo, frente à dinâmica movimentação concorrencial. O processo de aprendizagem, nessa realidade, significa o repensar das ações estratégicas da organização. O estudo teve por objetivos identificar quais foram as competências agregadas, como as organizações as desenvolveram; e quais dessas competências podem ser caracterizadas como distintivas, capazes de conferir vantagens competitivas às instituições e um benefício superior para os alunos. / Distance Learning has a paramount importance within the Brazilian educational context, and it is considered one of the main tools of the Ministry of Education to promote the democratization of access to higher education in the country, for it may help disseminate learning opportunities, particularly in the inland of Brazil. According to the latest census in 2007, distance graduation has shown an increase of 80.7% in relation to 2006, compared to 5.4% of presence learning during the same period. A growing number of educational institutions are applying for distance learning accreditation. However, the above figures do not ensure the survival of these institutions because, like any other segment, education is also affected by environmental changes, and must develop new organizational competencies, in order to become more competitive. Therefore, it is essential that the educational organizations develop and improve their own competencies, in order to distinguish themselves amongst their competitors and strategically position themselves in a changing market. Learning can make all the difference when it comes to face competition. The process of learning means rethinking the strategic actions of the organization. Two private higher education institutions that faced the new challenges of providing distance education were selected. among other aspects of the social process of cultural production, that enabled a group of
young Brazilian architects, coordinated by Lucio Costa and with the consultancy of
Le Corbusier, to plan and construct a ministerial building in accordance with the
principles of modern European architecture inspired by Corbusier as they existed in the
1930s. Based on a historiography of architecture oriented toward the technical and
aesthetic aspects of architectural debate during those years, we intend to historicize this
stimulating debate in both its architectural and political dimensions at a moment in
which the government was proposing a project for the (re)construction of the Brazilian
nation-state.
To reconstruct the political-architectural drama that unfolded during the
selection process for the headquarters building of the Ministry of Education and Public
Health (MESP) between March 1935 and April 1937, we have reconstituted not only
the political and professional careers of the various actors in the mid-1930s but also the
relations among them and the political and intellectual events that had taken place in
Brazil since the preceding decade. Our analysis of the competition to select the project
for MESP, as well its subsequent developments, emerges from a reflection on what was
revolutionary, modern and Brazilian about a government that styled itself revolutionary,
even after the promulgation of a new constitutional document in 1934. Lucio Costa and
Gustavo Capanema, the architect and the visionary minister, did not act alone, but were
the active proponents of a scheme that involved politicians and intellectuals both
Brazilian and foreign. These years, called the heroic years, were years of intense debate
between Art and Politics in Brazil. From this perspective, the process of selecting a
project for MESP represent an exceptional moment not only for purpooses of
reevaluating the landmarks of modern architecture in Brazil but also in order to reflect
on the policies of the constitutional government of President Getulio Vargas, and more
specifically on the political and intellectual maneuverings that made possible the coup
of November 10, 1937, which gave birth to the Estado Novo / Neste trabalho propomos uma reflexão sobre os meios materiais de produção
cultural, dentre outros aspectos presentes nos processos sociais de produção cultural,
que possibilitaram a um grupo de jovens arquitetos brasileiros, sob a coordenação de
Lucio Costa e a consultoria de Le Corbusier, projetarem e construírem um edifício
ministerial de acordo com os preceitos da arquitetura moderna européia de inspiração
corbusiana, tal como ela se apresentava nos anos 1930. Frente a uma historiografia da
arquitetura voltada aos aspectos técnico-estéticos do debate arquitetônico travado
naqueles anos, visamos historicizar esse debate mobilizador tanto do campo
arquitetônico quanto do político, em um momento no qual o governo dispunha de um
projeto de (re)construção do Estado-nação brasileiro.
Para tecermos a trama político-arquitetônica desenrolada ao longo do processo
de escolha do projeto do edifício-sede do Ministério da Educação e Saúde Pública
(MESP), desde março de 1935 até abril de 1937, recuperamos não apenas a trajetória
político-profissional dos diversos atores em cena, em meados dos anos 1930, como
também as relações existentes entre eles e os acontecimentos políticos e os intelectuais
ocorridos no Brasil desde a década anterior. A análise do concurso para a escolha do
projeto do edifício-sede do MESP, bem como seus desdobramentos posteriores, emerge
após refletirmos sobre o que era ser revolucionário, moderno e brasileiro num governo
que se autodenominava revolucionário, mesmo após a promulgação de uma nova carta
constitucional em 1934. Lúcio Costa e Gustavo Capanema, o arquiteto e o ministro
clarividente, não agiram sozinhos, mas foram os hábeis articuladores de uma trama que
envolveu políticos e intelectuais, brasileiros e estrangeiros. Os anos, ditos heróicos,
foram anos nos quais houve um intenso debate entre a Arte e a Política no Brasil. Nessa
perspectiva, o processo de escolha do projeto do edifício-sede do MESP representa um
momento excepcional não apenas para reavaliarmos os marcos balizadores da
arquitetura moderna no Brasil, como também para refletirmos sobre a política do
governo constitucional do presidente Getúlio Vargas e, em especial, as articulações
político-intelectuais que possibilitaram o golpe de 10 de novembro de 1937, dando
início ao Estado-Novo

Durante a gestão de Gustavo Capanema, ergueu-se o edifício-sede do Ministério da Educação e Saúde (MES). Visando atribuir à construção de orientação \"moderna\" caráter nacional, foram encomendadas várias obras de arte, entre elas um conjunto de esculturas, produzido entre 1937 e 1941, por Celso Antônio de Menezes, Adriana Janacópulos e Bruno Giorgi. Por meio da análise dessas esculturas, esta dissertação investiga as tentativas de figurar o ideal do \"homem novo\" empreendidas por políticos, intelectuais e artistas ligados ao MES. Buscamos compreender o que essas obras, como fontes, podem revelar acerca dos discursos sobre raça, gênero e nação do período. / During the administration of Gustavo Capanema, arose the headquarters of the Ministry of Education and Health (MES). Aiming to assign the construction of guidance \"modern\" national character, it was commissioned various works of art, including a collection of sculptures, produced between 1937 and 1941, by Celso Antônio de Menezes, Adriana Janacópulos and Bruno Giorgi. By analyzing these sculptures, this work investigates the attempts to figure the ideal of the \"new man\" undertaken by politicians, intellectuals and artists connected to the Ministry. We seek to understand what that works, as sources, might reveal about the discourses about race, gender and nation in the period.

[pt] O presente trabalho tem como objetivo analisar a
contribuição dos impressos pedagógicos como instrumentos de
legitimação institucional na área de educação.
Especificamente, neste estudo, examinar o papel da Revista
Brasileira de Estudos Pedagógicos, da Revista Educação e
Ciências Sociais e do Boletim Mensal do Centro Brasileiro de
Pesquisas Educacionais na tentativa de legitimação do Centro
Brasileiro de Pesquisas Educacionais (CBPE) no âmbito do
Ministério da Educação Cultura (MEC) e sob o comando do
Instituto Nacional de Estudos Pedagógicos (INEP) no período
de 1952 a 1964. Parto do pressuposto que foi colocada em
jogo uma rede de impressos para tal processo de legitimação
que possibilitou o acionamento de três estratégias para a
consubstanciação deste projeto: a estratégia de articulação,
por serem os impressos veículos de informação de uma
instituição que almejou o máximo envolvimento de todos os
atores; a estratégia de intervenção, haja vista a
possibilidade de pensar os impressos enquanto vozes oficiais
da instituição que buscou organizar a sua representação
institucional nos planos internacional, nacional e regional
e, por fim, a estratégia de legitimação em que os impressos
são escrituras que buscaram imprimir e erigir a memória de
um determinado grupo de poder como hegemônica e
paradigmática no campo educacional e, no caso do CBPE,
também no campo das Ciências Sociais. Deste modo, insere-se
esta pesquisa no bojo da história cultural e da história
política e procura estabelecer possibilidades de compreensão
do período em tela para a historiografia da educação
brasileira, lançando luzes nas trincheiras da guerra pelo
controle da educação nacional que aparece como espaço
privilegiado nas páginas dos impressos da rede montada pelo
Centro Brasileiro de Pesquisas Educacionais sob a direção de

pedagogical printed matters as tools of institutional
legitimacy in the field of education. More specifically,
this study aims to examine the role of Revista Brasileira de
Estudos Pedagógicos (Brazilian Magazine of Pedagogical
Studies), Revista Educação e Ciências Sociais (Education and
Social Science Magazine) and the Boletim Mensal do Centro
Brasileiro de Pesquisas Educacionais (Monthly Bulletin of
the Educational Research Brazilian Center) in the attempt to
legitimate CBPE - the Educational Research Brazilian Center-
within the scope of MEC- the Ministry of Education and

Studies) from 1952 to 1964. I assume that a network of
printed matter was created for the legitimation process,
which enabled the activation of three strategies for the

institution that has always aspired to achieve the total
engagement of all actors; the intervention strategy, since
there is a possibility of considering the printed matters as
the official voice of the institution that strove to
organize its institutional representation in the
international, national and regional spheres; and, finally,
the legitimation strategy, in which the printed matter
sought to print and build up the memory of a certain power
group as hegemonic and paradigmatic in the field of
education, and, as far as CBPE is concerned, in the field of
Social Sciences, as well. Therefore, this research is set
into the core of the political and cultural history, and it
attempts to create possibilities of understanding the period
in question for the Brazilian education historiography,
enlightening the trenches in the fight for the control of
the national education, which holds a privileged space on
the pages of the printed matter of the network built up by
the Educational Research Brazilian Center, directed by
Anísio Teixeira and his collaborators.

Opodstatněnost programů primární prevence rizikového chování na základních školách v ČR / The merits of primary prevention of high-risk behavior in primary schools in the Czech RepublicŠTORKOVÁ, Andrea January 2013 (has links)
The final thesis deals with the substantiation of primary prevention programmes in primary schools in the Czech Republic, which are carried out by external employees in non-profit organizations. The first part is characterized by contemporary youth in the context of the society. The second part is devoted to high-risk behavior. This section describes the different forms of high-risk behaviour and factors that affect its origin. The third section describes the historical context of primary prevention, principles of effective primary prevention and the implementation of primary prevention programmes in Czech schools. The fourth section examines the ethical issues. The individual interests of persons involved into primary prevention are described here. The last part deals with the individual principles of effective primary prevention and evaluate the real level of fulfillment of these principles. The effectiveness and conclusion of this work is based on the results of evaluating these programmes. The conclusion applies to the evaluation, importance and relevance of the identified aspects of primary prevention programmes in schools.

Historically, fundamental rights have not been perceived in their totality with the same degree of enforceability. However, with the contributionsof both the doctrine and the jurisprudence, todayall fundamental rights, including those with social character, are considered to impose real obligations on the State.In this article, the author shows how the decentralization process has influenced in this phenomenon, with emphasis on the right to education, and presents an analysis regarding the actual situation of this right in our country based on the positive actions that are under the responsibility of the Ministry of Education and the decentralized organisms. / Históricamente, los derechos fundamentales no han sido percibidos en su totalidad con el mismogrado de exigibilidad. No obstante, con los aportesde la doctrina y la jurisprudencia, hoy se consideraque todos los derechos fundamentales, inclusive aquellos de carácter social, imponen obligaciones reales al Estado.En el presente artículo, la autora muestra cómo el proceso de descentralización ha influido en este fenómeno, con énfasis en el derecho a la educación, y plantea un análisis respecto de la situación actual de este derecho en nuestro país a partir de las acciones positivas a cargo del Ministerio de Educación y de los organismos descentralizados.
