Becoming a non-immigration country with immigrants : the institutional regime of Japanese immigration policy towards economic migrants

How can one detect and understand change in the face of apparent continuity? This is the question which has been asked by some scholars of institutionalism. One way of answering this is to make analytical room for incremental change as an endogenous source of institutional transformation. Put bluntly, one does not always need spectacular exogenous events, such as wars and revolutions, to explain institutional change. The present thesis is a qualitative case study of Japan’s immigration policy towards economic migrants since the 1980s. Its aim is to uncover a causal mechanism behind the policy development by drawing on a model of institutional change put forward by James Mahoney, Wolfgang Streeck and Kathleen Thelen. At first, the inquiry may seem ill-founded for Japan is neither an immigration country nor an immigrant-receiving country. Indeed, the country still lacks an immigration policy to speak of, and immigrants continue to be called gaikokujin (foreigners) as opposed to imin (immigrants). A closer examination of the recent policy development, however, shows that the content and practice of Japanese immigration policy simply belie its self-description. Since 2012 the Japanese government has admitted highly-skilled migrants as potential permanent residents using a points-based system and has incorporated foreigners into the resident register system for Japanese citizens in order to facilitate their integration into Japanese society. The central claim of the present research is that Japanese immigration policy has become increasingly settlement-oriented as an unexpected consequence of earlier policy decisions and that the change has been endogenously effected without dismantling the pre-existing institution of immigration management. In making this claim, I particularly draw attention to the way in which a cumulative effect of minor changes eventually transformed the basic nature of the policy institution.

No Homo? : Heteronormativity and LGBTQ content in London Art Museums / No Homo? : Heteronormativitet och HBTQ på konstmuseer i London

Purpose - This thesis investigates how London art museums work to deconstruct heteronormative filters. The aim is to study how museums relate to LGBTQ content, and the influence of internal power structures. I have chosen to focus on the Victoria & Albert Museum, the Wallace Collection, and the British Museum.  Method - To answer my questions, I interview eight individuals who work with LGBTQ content in museums. I am also doing some activity-based observations during several LGBT History month events. Analysis - The qualitative data collected through interviews and observations will be analyzed and presented in case studies. I apply an intersectional perspective, and a critical theoretical method, encompassing queer theory. Findings - The findings show that museums are slowly incorporating more LGBTQ content and perspectives. This may be due to changing social norms as well as a conscious effort to address various target audiences to diversify visitor demographics. The current focus is on visibility. Ideally, this will encourage updating terminol- ogy in databases and galleries, staff training, policies explicitly supporting LGBTQ content and LGBTQ staff, increased online presence, publications, and community co-creation, to name some aspects. Museums still think of LGBTQ interpretation as optional. People often work with these efforts in their spare time. Increasingly, the legacy of these events is being evaluated, as well as how museum terminology can become more inclusive. There are no coordinated efforts shared by the museums, but they often look to each other for inspiration.  Originality/value - Previous research on LGBTQ museum projects has not evaluated their legacy. There hasn't been any particular focus on LGBTQ perspectives in art museums. I am taking into account aspects of gender and queer theory, discussing the act of labelling as a means to exercise power through language. Målet är att observera hur olika museum jobbar med HBTQ som tema och innehåll. Jag studerar vem det är som initierar normkritiska projekt på museerna, samt de maktstrukturer som projekten anpassar sig efter. Metod - Jag intervjuar åtta individer som på olika sätt jobbar med HBTQ på museum. Därtill företar jag mig ett antal aktivitetsbaserade observationer. Analys - De kvalitativa data som insamlats genom intervjuer och observationer analyseras utifrån ett intersek- tionellt perspektiv. Teori och metod inspireras även av kritisk kulturteori samt queerteori. Resultat - Resultaten visar bland annat att samhälleliga förändringar och besökarfokus öppnar upp för HBTQ- teman på museer. Synlighet ligger för närvarande i fokus. Detta kan utvecklas till arbete med t.ex. normkritisk personalutbildning, uppdaterade museipolicydokument som inkluderar HBTQ-fokus och skyddar HBTQ- personal, mer inklusiva etiketter och databaser, samt medskapande i dialog med olika sociokulturella grupper.  Värde - Tidigare forskning fokuserar på teoretiska utgångspunkter, och har sällan utvärderat existerande HBTQ- museumprojekt. Konstmuseum och HBTQ har inte heller specifikt utvärderats utifrån ett normkri- tiskt/intersektionellt perspektiv som involverar kritisk teori och queerteoretiska aspekter. Representation Yesterday and Today: The Changing Link between Public Opinion and Policy Outcomes over Time

Who gets represented in America? How does representation change over time? This thesis attempts to answer both questions, which are necessarily linked to one another. I investigate long-term trends in representation and temporary fluctuations in group influence by using a probit model to examine the link between socioeconomic groups’ policy preferences and outcomes in year-groups roughly corresponding to presidential terms. I find evidence for the suggestion in the literature that American policymaking contains a strong bias in favor of the status quo, but I depart from the literature in finding little evidence for a suggested link between income and political influence. I find evidence of declining policy activity in the 1990s and 2000s relative to the 1980s but little evidence of a long-term trend towards less policy output. In general, I find little evidence of long-term trends in representation, including the idea that our policy outcomes are becoming more correlated with the views of minority groups such as African-Americans and Hispanics.

The few existing models or theories of this kind (i e pluralism, consociationalism, corporatism, personalism/integral federalism) are either too vague or too incomplete to operationalise effectively. Examining the sociocultural impacts of consanguinity and implications for healthcare : a case study of Pakistanis in Luton

This thesis aims to understand the sociocultural aspects of the practice of consanguinity and the implications for healthcare. Consanguinity refers to intra-familial marriage and is commonly used to refer to cousin marriage. While consanguinity remains a global phenomenon, in the recent past, it has mostly been associated with non-Western populations, and has become a taboo in Western culture. Consanguinity is linked with negative health outcomes, mostly due to genetic disorders, although the extent of this link remains debatable. In the UK, consanguinity is linked mostly with the Pakistani community, which also have an overrepresentation of children with genetic disorders. In Luton, local health reports have suggested that consanguinity in the large Pakistani community plays a role in increased infant deaths. This makes Luton and the local Pakistani community, ideally placed for understanding the practice of consanguinity and the implications for healthcare. This thesis is conceptually grounded within a constructionist approach to understanding consanguinity with a critical analysis based on theories of discourse and power and knowledge. A qualitative research design was employed using an instrumental case study approach which focused on understanding consanguinity through Luton’s Pakistani community. Three main sample groups were selected, members of the Pakistani community who are not married to their cousins and are defined as lay members in this research, members of the Pakistani community in consanguineous marriages, and local service providers (primary and secondary care).

Minding the Gap: Understanding the Experiences of Racialized/Minoritized Bodies in Special Education

The issue of special education in the United States has been a contentious issue, at best, for the past 40 years. In Ontario, to a lesser extent, there have been issues of equal access to education for minoritized and racialized students. Special education in the Toronto area has not been without its issues surrounding parental advocacy, the use of assessments, and disproportionate number of English Language Learners in special education. This project examines how racialized and minoritized families understand special education practices and policies, specifically within the Toronto, York, Peel, and Halton Regions. The investigation is informed by nine interviews with students in grades 7 to 12, their respective mothers, and five special education administrators and educators. Students and parents identified themselves as Black, Latino/a, and South Asian. Within these categories, parents identified themselves as Somali, Trinidadian, Jamaican, and Punjabi-Sikh. Students were identified with a range of disabilities including learning, behavioural, and/or intellectual. This research focuses on ways to interrogate and examine the experiences of minoritized students and their parents by bringing forward otherwise silenced voices and understanding what it means to “speak out” against the process of identification and placement in special education. The findings of this investigation suggest a disconnect how policies and practices are implemented, and how, parents’ rights are understood. In particular, policies are inconsistently applied and are subject to the interpretation of educators and administrators, especially in relation to parental involvement and how much information should be released to families. The issue of language acquisition being read as a disability was also a noted concern. This investigation points to implications for teacher education programs, gaps in parental advocacy and notions of parental participation within schools, and re-examining special education assessments, practices, and policies.
