The management of potable water supply in Mogwase Township, Moses Kotane Local Municipality / Daniel Kagiso Mosime

The continuous population growth and the notable development of the mining industry have resulted in challenges for potable water supply in South Africa. The ever-increasing number of people migrating to urban areas has resulted in the demand of potable water supply in South Africa. Water is regarded as a human basic right which is promulgated by the recent amendment of the potable water service provisioning Water Services Act 108 of 1997 and the National Water Act 36 of 1998. The afore-mentioned Acts started a process to address the imbalance that existed during the apartheid regime. (The apartheid regime essentially had one objective initially, namely the control of (black, coloured and Indian) people in order to protect white privilege). It was meant to separate people of different races).The Acts were formulated to address the equal distribution of national resource for all South Africans. Mogwase Township in Moses Kotane Local Municipality is undergoing continuous growth with several mining areas being developed. Consequently, the supply of potable water has been a challenge in the area. It is, therefore, in the interest of the researcher to investigate the management of potable water supply in Mogwase Township with the aim of suggesting improved service delivery by the Moses Kotane Local Municipality. Water is now recognised as a scarce resource that belongs to all South Africans. The provision of potable water by the water services authorities (WSAs) is an important basic service that faces a number of challenges, such as the use of outdated infrastructure, namely: pipelines from the Vaalkop Dam, the lack of skilled and knowledgeable people, improper planning, and the booming population that place overt pressure on the demand for effective and efficient service delivery. This research was undertaken to investigate how Moses Kotane Local Municipality which obtains its potable water supply from Vaalkop Dam can improve the supply of water in a more effective, efficient, equitable, economic and sustainable manner through improved co-operative governance and integrated water resource management (IWRM). The qualitative and quantitative research designs were used to conduct the research, which included a literature review, semi-structured interviews, data sampling and scientific analysis of the responses. The researcher arrived at logical conclusions and S.M.A.R.T. Knowledge of God in Philo of Alexandria with special reference to the Allegorical Commentary

This thesis is a context-sensitive study of key epistemological commitments and concerns presented in Philo’s two series of exegetical writings. The major conclusion advanced in this thesis is that two theological epistemologies, distinct yet related, can be detected among these writings. The first epistemology is specific to the Allegorical Commentary. The second epistemology is specific to the ‘Exposition of the Law.’ The epistemology of the Allegorical Commentary reflects a threefold conviction: the sovereignty of God, the creaturely contingency of the human mind and its inescapable limitations. In conversation with key epistemological notions of his day, Philo develops this threefold conviction in exegetical discourses that are grounded in Pentateuchal texts portraying the God of Moses as both possessing epistemic authority and aiding the aspiring mind to gain purification and perfection in the knowledge of God. Guided by this threefold conviction, Philo enlists key metaphors of his day – initiation into divine mysteries and divine inspiration, among others –in order to capture something of the essence of Moses’ twofold way of ascending to the divine, an approach which requires at times the enhancement of human reason and at other times the eviction of human reason. The epistemology of the ‘Exposition’ reflects Philo’s understanding of the Pentateuch as a perfect whole partitioned into three distinct yet inseverable parts. Philo’s knowledge discourses in the ‘creation’ part of the ‘Exposition’ reflect two primary movements of thought. The first is heavily invested with a Platonic reading of Genesis 1.27 while the second invests Genesis 2.7 with a mixture of Platonic and Stoic notions of human transformation and well-being. Philo’s discourses in the ‘patriarchs’ segment reflect an interest in portraying the three great patriarchs as exemplars of the virtues of instruction (Abraham), nature (Isaac), and practice (Jacob) which featured prominently in Greek models of education. In the ‘Moses’ segment of the ‘Exposition,’ many of Philo’s discourses on knowledge are marked by an interest in presenting Moses as the ideal king, lawgiver, prophet and priest who surpasses Plato’s paradigm of the philosopher-king. In keeping with this view, Philo insists that the written laws of Moses represent the perfect counterpart to the unwritten law of nature. The life and laws of Moses serve as the paradigm for Philo to understand his own experiences of noetic ascent and exhort readers to cultivate similar aspirational notions and practices.

Os sistemas B-WIM a partir de uma simples instrumentação permitem determinar as cargas por eixo de veículos em movimento, eliminando o efeito dinâmico. Foram implementados os algoritmos para a determinação dos valores referentes a geometria do trem e das cargas, que foi validado a partir de um exemplo teórico, onde se simulou a passagem de um trem de características conhecidas sobre a ponte e as cargas por eixos foram determinadas com 100% de exatidão. Além disso, foi feito um exemplo numérico em elementos finitos, de um viaduto em concreto armado para aplicação do método, onde foi feita a determinação das cargas por eixo para diferentes velocidades de passagem do trem. A fim de reduzir o tempo de processamento nas análises do exemplo numérico, foi desenvolvido um algoritmo para a geração de cargas nodais no modelo numérico que reduziram o tempo de processamento em até 96% quando comparado com a análise de múltiplos passos (“Multi-Step”), que simula automaticamente a passagem do trem sobre a estrutura. Finalmente, o método foi testado em um caso real a partir de monitorações realizadas em um viaduto de concreto armado da Estrada de Ferro Carajás. Apesar de não ter sido possível a determinação das cargas por eixo da locomotiva, foi possível medir precisamente o peso bruto total da locomotiva quando se utilizou o modelo constitutivo de Collins & Mitchell (1991) para o concreto. / This Master’s Thesis presents the development of algorithms for application of Bridge- Weigh In Motion (B-WIM) for weighing moving trains and method for the characterization of rail traffic, allowing up to obtain information about the speed of passage of trains , number and axle spacing. The B-WIM systems from a simple instrumentation for determining the axle loads of moving vehicles, eliminating the dynamic effect. The algorithms for determining the values related the geometry of the train and axle loads were implemented, which was validated from a theoretical example, where we simulated the passage of a train of known characteristics over the bridge and axle loads were determined 100% accuracy. In addition, a numerical example was done in finite element method, of a reinforced concrete viaduct for application of the method, where was determine axle loads for different speeds of train passage. In order to reduce the processing time of the analysis in the numerical example, an algorithm for generating the numerical model nodal loads was implemented that have reduced processing time by 96% compared to the analysis of multi-step, which automatically simulates the passage of the train over the structure. Finally, the method was tested on a real case from monitoring tests realized on a reinforced concrete viaduct in the Carajás Railroad. Although it was not possible to determine the axle load locomotive, it was possible to measure accurately the gross weight of the locomotive when using the constitutive model of Collins and Mitchell (1991) for concrete.

Truth and Tradition in Plato and the Cambridge Platonists

Both Plato and the Cambridge Platonists hold the view that moral knowledge depends primarily on cognitive resources which are innate to the mind. There is, nevertheless, a need for our minds to be prompted through experience in order for knowledge to occur. The following study is an attempt to reconstruct and compare the accounts in Plato and the Cambridge Platonists of the empirical conditions that are required for knowledge. For Plato, these conditions are a result of a decline in political and psychological constitutions, through which the intellect is increasingly developed. Dialectical analysis of received customs, laws, opinions, and language may then reveal the moral ideas upon which the polity was initially based and which remain implicit in common sense throughout the historical decline. Philosophical knowledge consists of a recollection of the ancient wisdom which was revealed to the original lawgiver by the gods. In the Cambridge Platonists, philosophical knowledge likewise consists of a recollection of revealed knowledge that stood at the foundation of a form of life, namely, Judaism. The revival of ancient Greek and Jewish philosophical theories in modern times heralds the end of history, in which the complete system of knowledge is both attainable and necessary for salvation. From the perspective of humanity as a whole, knowledge is initially granted through revelation, then generally forgotten, and finally recollected in a highly intellectual age of deteriorating morality and stability. The esoteric traditions of knowledge, coupled with recent developments in science and philosophy, act as the prompts for knowledge, given an intuitive basis that has been formed through the spread of Christianity. This intuitive basis serves as the concrete way in which the natural anticipations of the mind are gradually shaped in order to recognize the truth when it appears in a shrouded manner in modern philosophy. Traditional medicine, unlike western medicine, is not merely concerned with physical illness, but it is used for various purposes. For instance: It can be used for lkuthwala' (the process whereby a person consults a traditional doctor for the medicine that will make a person very rich). The practice of 'ukuthwala' has numerous disavantages, especially because of the price that is paid in return of the wealth accumulated. The price is usually a human sacrifice, depending on what version of Ukuthwala' a person has opted for. Traditional medicine can also be used for witchcraft (ukuthakatha),for protection against evil spirits (ukuqinisa) , for making someone love you, for job opportunities, and for inspiration of the army. It can be either used for good or evil purposes. The dissertation looks at both versions by strongly drawing examples from Zulu novels. Other issues raised in this study is the importance of religion and cosmology, culture, magic, as well as spiritual healing, in association with traditional medicine. The Africans believe in the spirit world. They believed that for people to communicate with 'Mvelinqangi ' (God) there should be 'amadlozi' (the ancestors), who should intercede with God on their behalf. Usually, they call a sangoma' (medium) or 'inyanga' (medicine-man) to perform the religious ritual, or he would just instruct the elder person in the family how to carry out the procedure of communicating with the ancestors (Canonici, 1996). The work deals with exegetic-ethical analysis of sexual motives in the Pentateuch. It aims to analyse as well as to systematize the issue of human sexuality in the Five Books of Moses, and to create a compact illustration of the problem. The major part of the work includes an analysis of sexual motives in significant legal regulations - the Ten Commandments, the Covenant Code, the Holiness Code and the Deuteronomic Code. However, the other parts of the Pentateuch must not be left out of consideration and are covered in a separate chapter. The final part tries to synthesize the obtained findings and evaluate systematically the basic sexual questions appearing in the Five Books of Moses.

Paul and the vocation of Israel : how Paul's Jewish identity informs his apostolic ministry : with special reference to Romans

This dissertation argues that Paul’s apostolic mission to the Gentiles was the definitive expression of his divine vocation as an Israelite, and thus of his Jewish identity. For many of Paul’s Jewish contemporaries, Israel’s divine vocation was to keep and to teach the precepts of the Law of Moses as an exemplary witness to God’s power and wisdom. For Paul, however, Jewish identity was expressed primarily by preaching the gospel of Christ, as the fulfilment of the Law of Moses, to the Gentiles. This is seen most clearly in Paul’s letter to the Romans. In chapter 1, we summarize our methodology: we are seeking to examine Paul’s Jewish identity by reading Paul’s letters (especially Romans), in light of other second-temple Jewish texts, using certain insights from social identity theory. We show that the concept of vocation is an important dimension of Jewish identity, especially in Paul’s letters. We also discuss some prior approaches to the question of Paul’s Jewishness, demonstrating both their value and also their limitations for our purposes. In chapter 2, we survey three key aspects of Paul’s explicit language of Jewish identity in his letters: Jewish distinctiveness, divine revelation and divine vocation. In chapter 3, we demonstrate that Paul deliberately frames his letter to the Romans (Rom 1:1–15, 15:14–33) by presenting his apostolic ministry as the fulfilment of positive scripturally-based eschatological expectations concerning Israel’s divine vocation with respect to the nations. We also compare Paul’s self-presentation in the outer frame of Romans with other first-century expressions of Jewish vocation. In chapter 4, we concentrate on Rom 2:17–29. Contrary to most interpretations which read this passage as a discussion about the nature of (Jewish or Christian) salvation, we argue that Paul deliberately sets this passage in the context of the mainstream Jewish synagogue, in order to contest the nature of Jewish vocation. In chapter 5, we examine Rom 9–11 from the perspective of Jewish vocation. We demonstrate that in Rom 9–11, Paul presents his own apostolic vocation, in various ways, as a contrast to, a fulfilment of, and a means of hope for Israel’s place and role in God’s worldwide purposes.

A prova disso está na sua tentativa, explícita, de construir um conceito de raça humana a partir do critério da cor da pele / Abstract: The main purpose of this dissertation is to show how ideal characters were constructed by major German philosophers and writers during the second half of the eighteenth century. Chapter One (¿Lessing¿) is concerned with establishing and clarifying the relation between Enlightenment philosophy and literature in the German-speaking world. G. E. Lessing is certainly the most critical author in this respect, as he was both a major creative artist and a theoretician to boot. To fully appreciate this powerful combination, it is necessary to study his plays in light of his aesthetic, political and educational ideas and vice versa. It is especially interesting to see the tense coexistence between concerns for national German political and linguistic unity on the one hand, and, on the other hand, a yearning for cosmopolitan, abstract, humanity (the so-called Mensch). Although not exhaustive, my examination covers several texts which are crucial to an adequate understanding of Lessing¿s Enlightenment project: the play, written in his youth, The Jews, the Masonic dialogue Ernest and Falk, the philosophical and theological theses in The education of humanity, and his masterpiece Nathan, the wise, whose title character was inspired by Moses Mendelssohn. Chapter Two (¿Moses Mendelssohn as Nathan¿) reviews, among other writings, the essay Jerusalem, in which Moses Mendelssohn attacks church and state authority, claims a monotheist mission for Judaism and argues for Jewish rights. It is particularly enlightening to compare Lessing¿s fictional Nathan to Mendelssohn himself. Chapter Three (¿Mozart and The magic flute¿) is an attempt to show the philosophical relevance of W. A. Mozart¿s The magic flute, while focussing on characters such as Papageno, Tamino, Pamina, Papagena, Monostatos and Sarastro. For some reason, this Singspiel raises several controversial issues of modernity such as male chauvinism, racism and homosexuality, despite its apparent lack of narrative coherence. I acknowledge the esoteric character of the narrative but follow the literal expression of these conflicts as the characters interact throughout the play. Chapter Four (¿Kant and the Mensch¿) deals with I. Kant¿s pre-critical anthropology and relates it to his concept of the enlightened Mensch. Contrary to the previous authors, however, who were concerned with an aesthetic construction of characters, in Kant¿s case, the construction of anthropological types is, properly understood, theoretical, even if it relies on data gleaned from the then popular travel book literature.
