The Social City : Middle-way approaches to housing and sub-urban golvernmentality in southern Stockholm, 1900-1945

<p>This dissertation deals with the period bridging the era of extreme housing shortages in Stockholm on the eve of industrialisation and the much admired programmes of housing provision that followed after the second world war, when Stockholm district Vällingby became an example for underground railway-serviced ”new towns”. It is argued that important changes were made in the housing and town planning policy in Stockholm in this period that paved the way for the successful ensuing period. Foremost among these changes was the uniquely developed practice of municipal leaseholding with the help of site leasehold rights (<i>Erbbaurecht</i>).</p><p>The study is informed by recent developments in Foucauldian social research, which go under the heading ’governmentality’. Developments within urban planning are understood as different solutions to the problem of urban order. To a large extent, urban and housing policies changed during the period from direct interventions into the lives of inhabitants connected to a liberal understanding of housing provision, to the building of a disciplinary city, and the conduct of ’governmental’ power, building on increased activity on behalf of the local state to provide housing and the integration and co-operation of large collectives. Municipal leaseholding was a fundamental means for the implementation of this policy.</p><p>When the new policies were introduced, they were limited to the outer parts of the city and administered by special administrative bodies. This administrative and spatial separation was largely upheld throughout the period, and represented as the parallel building of a ’social’ outer city, while things in the inner ’mercantile’ city proceeded more or less as before. This separation was founded in a radical difference in land holding policy: while sites in the inner city were privatised and sold at market values, land in the outer city was mostly leasehold land, distributed according to administrative – and thus politically decided – priorities.</p><p>These differences were also understood and acknowledged by the inhabitants. Thorough studies of the local press and the organisational life of the southern parts of the outer city reveals that the local identity was tightly connected with the representations connected to the different land holding systems. Inhabitants in the south-western parts of the city, which in this period was still largely built on private sites, displayed a spatial understanding built on the contradictions between centre and periphery. The inhabitants living on leaseholding sites, however, showed a clear understanding of their position as members of model communities, tightly connected to the policy of the municipal administration. The organisations on leaseholding sites also displayed a deep co-operation with the administration. As the analyses of election results show, the inhabitants also seemed to have felt a greater degree of integration with the society at large, than people living in other parts of the city. The leaseholding system in Stockholm has persisted until today and has been one of the strongest in the world, although the local neo-liberal politicians are currently disposing it off.</p>

La Commission administrative et la modernisation des structures politiques et administratives de Montréal, 1918-1921

Ce mémoire revient sur la première tutelle de la Ville de Montréal, imposée par le gouvernement provincial de 1918 à 1921. Pour l’occasion, le Lieutenant-gouverneur du Québec nomme cinq administrateurs afin de gérer les affaires courantes de la municipalité. Peu connu des historiens et du public, cet événement suscite des changements profonds dans les structures politiques et administratives de la Ville qui laissent des empreintes dans la vie quotidienne actuelle des Montréalais. Puisqu’ils ne sont pas redevables devant la population, les commissaires mettent en œuvre plusieurs réformes souvent impopulaires qui permettent de rétablir l’équilibre budgétaire de la Ville. Au passage, ils tentent de moderniser l’administration municipale dont le fonctionnement est jusque-là incompatible avec les réalités d’une population grandissante et d’un espace urbain accru par les nombreuses annexions. Notre étude souligne les réformes implantées par la Commission administrative au niveau de la fiscalité, de l’organisation des services municipaux et des politiques d'urbanisme. Elles s’inspirent de réformes mises en œuvre dans plusieurs villes nord-américaines de grande taille. Durant leur mandat, les nouveaux administrateurs cherchent à imposer un modèle d’administration s’inspirant de grandes entreprises privées et réussissent à réduire de manière substantielle le déficit de la Ville. Enfin, une attention particulière est accordée à la fin du mandat de la Commission administrative et au régime administratif qui lui fait suite. / This thesis is related to the first supervision of the City of Montreal enforced by the Provincial government from 1918 to 1921. The City was put under the strict control of five overseers appointed by the Quebec Lieutenant Governor. Few historians analyzed the Administrative Commission and it is largely unknown by the public even if it brought up profound changes in the political and administrative structures of the City. Since the overseers were not accountable to the people, they implemented unpopular reforms in order to balance city budget. At the same time, they took advantage of their power to modernize the administration since it was becoming incompatible with the needs of a growing population that requires all kinds of public services. Four chapters highlight the improvements raised by the Administrative Commission from three perspectives: taxation, organization of municipal services and public by-laws. The City of Montreal is stimulated by administrative reforms carried out in American cities at the same time. In order to reduce the deficit they tried to dictate a management model based on large private companies. Particular attention is given to the transition between the Administrative Commission and the new regime of the Executive Committee that followed.

During the Thirty Years War the life of the inhabitants of Central Bohemian Town Slaný was (like the life in other central European towns in this period) mainly influenced by soldiers and various war events. Nevertheless, many changes in their lives were brought by the pawn and subsequent sale of the town to nobleman Jaroslav Bořita z Martinic. This thesis is mainly focused on the municipal administration, especially on war events impacts on the town government and also on the new elements in municipal administration related to the change of its legal status, respectively on encroachment of the new manorial lords on the municipal administration. It also deals with mechanisms used by municipal officials (authorities) to protect the lives and property of town's inhabitant against the rampage soldiery. It is not omitted the interactions occurred between the townspeople and soldiers including self-preserving mechanisms and adaptation strategies that allow them cope with soldiers presence as well.

Cette thèse de doctorat s’intéresse à une question peu étudiée par l’historiographie de la Chine moderne et pourtant fondamentale pour la compréhension de l’impérialisme dans l’histoire de la Chine moderne. En s’inscrivant à la croisée de trois chantiers historiographiques, connexes, mais distincts, l’histoire urbaine, l’histoire des empires et l’histoire des forces de l’ordre, elle cherche à mettre en lumière la circulation des techniques et des savoirs de l’État moderne comme « statecraft » au niveau de la ville entre les empires européens et l’État chinois. Son objet central est la question de la défense et du maintien de l’ordre public dans la Concession française comme révélateur à la fois des relations entre les autorités françaises et locales, des tensions éventuelles entre les empires, de la hiérarchisation administrative de l’Empire français sur place, et la répartition du pouvoir de commandement militaire entre autorités civiles et militaires, dans le but d’éclairer la mise en place de l’administration municipale de Shanghai avant l’installation de la municipalité de Kuomintang en 1927 à trois niveaux. Enfin, comment cette administration de la sécurité répond-elle aux défis de la guerre et du conflit militaire ? / This doctoral thesis focuses on a question that has been little studied by the historiography of modern China but that is nevertheless fundamental to the understanding of imperialism in the modern history of this nation. By positioning itself at the intersection of three historiographical camps that are connected and yet distinct—urban history, the history of empires, and the history of the forces of law and order—this thesis will seek to emphasise the idea that the circulation of the skills and knowledge-base of a modern state were an example of “statecraft” within the city of Shanghai, which occupied an intermediary position between the European empires and the Chinese state. The primary focus of the thesis is the issue of defence and the maintenance of public order in the French Concession of Shanghai as being indicative of the relations that existed between the French and local authorities, the possible tensions between the empires, the administrative hierarchy of the French Empire on the ground, and the distribution of the power of military command between the civil and military authorities. The objective is to shed light on the shaping of the municipal administration of Shanghai before the establishment of the Kuomintang municipal authority in 1927 on three levels: what form did relations between the three municipalities within the city take? How did the French authorities build a security administration on the ground? Lastly, how did this security administration respond to the challenges of war and military conflict?

O desenvolvimento municipal sustentável é um fenômeno complexo. Para que seja possível entender tal fenômeno, é necessário levar em consideração como se comportam as diversas variáveis de dimensões distintas e a interação de uma grande quantidade de atores envolvidos em um processo dinâmico, transformando constantemente o sistema social de uma determinada região. Esta dissertação tem em sua essência, ser um trabalho que está de acordo com o novo paradigma da ciência, descartando explicações simples e prontas sobre o desenvolvimento. Busca agregar toda a complexidade, instabilidade e intersubjetividade que o assunto compreende. Assim, o principal objetivo deste trabalho é desenvolver e diagnosticar o sistema de administração das prefeituras municipais para o desenvolvimento sustentável, tendo como base os objetivos de desenvolvimento sustentável (ODS), utilizando como métodos o Viable System Model (VSM) em prefeituras municipais e a criação de Indicador Sistêmico-Cibernético de Desenvolvimento Sustentável (ISCDS) por meio da análise fatorial (AF) para os municípios do estado de São Paulo. Os objetivos específicos também são desenvolvidos de maneira a contribuir ao objetivo principal. Dentre eles estão: diferenciar os diversos conceitos de desenvolvimento, identificar e delimitar o sistema onde acontece o desenvolvimento local, verificar como os ODS podem ser uma forma de promover o desenvolvimento sistêmico, identificar as principais variáveis secundárias que podem compor o desenvolvimento local e que estejam ligadas a cada um dos objetivos de desenvolvimento sustentável da ONU, desenvolver um indicador capaz de medir o desenvolvimento sistêmico utilizando os ODS e, por fim, identificar as diferenças entre os municípios do estado de São Paulo criando agrupamentos de municípios semelhantes. Para tanto, este é um trabalho sistêmico tanto em sua filosofia quanto estrutura, adotando métodos e técnicas tanto quantitativas como qualitativas para se chegar aos resultados das perguntas de pesquisa. Para que fosse possível obter conhecimento suficiente acerca dos temas tratados e propor uma base metodológica sólida de modo a mostrar os resultados esperados, optou-se por realizar um amplo referencial teórico, envolvendo três itens: desenvolvimento, abordagens sistêmico-cibernéticas e objetivos de desenvolvimento sustentável. Os resultados mostraram que é possível aplicar o VSM no sistema administrativo das prefeituras municipais, sendo uma poderosa ferramenta para administrar o a prefeitura de maneira eficiente e também útil para identificar diversas falhas sistêmicas, conforme são expostas nas considerações finais deste trabalho. Por meio da análise fatorial, tendo como base os ODS, foi possível desenvolver um modelo para se medir o desenvolvimento sustentável sistêmico municipal: o ISCDS para os 645 municípios do estado de São Paulo. A partir da obtenção do ISCDS, foram encontrados sete clusters com características diferentes, indicando a necessidade de tratativas administrativas diferentes que visem o desenvolvimento sustentável para cada agrupamento encontrado. / Sustainable municipal development is a complex phenomenon. To understand this phenomenon, it is necessary to take into account not only the way of huge number variables of different dimensions behave, but also how the large number of actors are involved in a dynamic process, constantly transforming the social system of a given region. This dissertation has in its essence, to be a work that is in accordance with the new paradigm of science, discarding simple and ready explanations about development. It seeks to add all the complexity, instability and intersubjectivity that the subject comprehends. Thus, the main objective of this work is to develop and diagnose the municipal town hall administration system for the sustainable development, based on the sustainable development goals (SDG). The methods used are the Viable System Model (VSM) for the municipal town hall management, and the factor analysis to model the Systemic-Cybernetic Indicator of Sustainable Development (SCISD) for the municipalities of the state of São Paulo. Specific objectives are also developed in order to contribute to the main objective. These include: a) to differentiate the various development concepts, b) to identify the system where local development takes place, b) to check how the SDGs can promote systemic development, c) to identify the main variables that could be used to measure sustainable development, and which of them are connected to each of the UN\'s SDGs and, finally, d) to identify the differences between the municipalities of the state of São Paulo, creating clusters of similar municipalities according to the SCISD developed. To do so, this is a systemic work both in its philosophy and structure. It was adopted methods and techniques both quantitative and qualitative to explore to the results of the research questions. In order to obtain sufficient knowledge about the topics addressed and to propose a solid methodological basis to show the expected results, it was decided to make a broad theoretical reference, involving three items: development, systems thinking and cybernetics approaches and sustainable development goals. The results showed that it is possible to apply the VSM in the administrative system of the city halls, being a powerful tool not only to manage the city in an efficient way, but also useful to identify several systemic failures, as they are exposed in the final considerations of this work. Through the factorial analysis, based on the SDGs, it was also possible to develop a model to measure the level of municipal sustainable development: the SCISD for the 645 municipalities of the state of São Paulo. Also, from the SCISD, seven clusters with different characteristics were found, indicating the need for different administrative approaches according to the different at sustainable development characteristics found in each cluster.

The main purpose of this diploma thesis is a critical edition of the manuscript of Book of Varied Antique Sights Trhova Brtnice 1728-1768. It is a commemorative book that was created in 18th century in the environment of a dependant town. The edition is conceived in the way that enables preservation of all formal signs of a modern text. The next part of the thesis briefly summarises the historical development of the town of Brtnice. The emphasis is placed on 17th and 18th century, especially on the function of the patrimonial control and the dependant self-control. The nub of the additional text is an analysis of the resource from the point of view of outer and inner signs; furthermore, its interpretation and possible usage in the historical research.
