Hållbarhet och tillväxt i Norrbotten : En innehållsanalys av LIS-planer i Piteå och Kiruna kommun

Planning in coastal areas is often viewed as a possibility for municipalities to enable the construction of housing in attractive places, and thereby encourage growth in the region both locally and for the municipality in its entirety. A growing need for housing and workers in the northernmost region of Sweden, as well as a historical trend of centralization to larger cities, has led municipal planners in Sweden to make use of therural coastal areas to attract migrants and as a place to help safeguard sustainable long term growth in the region. This study explores the approaches of two municipalities, Piteå and Kiruna, towards rural growth in coastal areas. Mainly focusing on sustainability and wordings of problematizations as well as wordings of motivations and goals. The aim is to conduct a content analysis of the selected municipalities' planning documents and thematic additions to their comprehensive plans regarding rural coastal areas, examining how these areas are addressed in planning strategies. The analysis also investigates the municipalities' strategies for promoting sustainability and growth within these areas. The results highlight a prioritization of economic growth over social justice and ecological balance. While economic considerations are emphasized, the study reveals variations in rationales for land use and the objectives municipalities associate with the selected locations. Additionally, the analysis underscores a lack of comprehensive investigations and justifications regarding the anticipated effects of designating theseareas. This study sheds light on the complexities of integrating sustainability goals into local planning processes and provides insights into the challenges and priorities faced by municipalities in Sweden.

The Sustainable City Year Program Public Scholarship for Community Development

By 2050, an estimated 6.3 billion people or 66% of the world population will live in cities. Therefore, cities are in a high impact position regarding sustainability. The question is, how do we increase awareness of the sustainability challenge among these populations and gain citywide buy-in and multi-stakeholder collaboration to address this challenge? The Sustainable City Year Program (SCYP) at the University of Oregon offers one approach to tackle this issue by matching higher education institutions (HEI’s), with local and regional cities to address their sustainability related needs through publicly engaged scholarship. The objective of this research was to examine how SCYP contributes to strategic sustainable development (SSD). Our research methods included a peer-reviewed literature review, semi-structured interviews, surveys and further document review. Our sources included SCYP co-founders, partner city program managers, strategic sustainable development experts, and municipal planners from around the world. Our research suggests that SCYP creates a subtle paradigm shift towards sustainability among partner city staff and community members while accelerating practical implementation of sustainability related projects. Furthermore, the added layer of SSD concepts can increase the efficacy of this approach and allow the model to embrace a larger systems level perspective over time.

I allmänhetens tjänst? : en fallstudie över intressekonflikter mellan kommuners fysiska planering och riksintressen för totalförsvarets militära del.

Abstract The aim of this study is to gain a deeper understanding of the conflicts of interests that may arise between the differing land use needs of a municipal planning agency and The Swedish Armed Forces. The study is based on three distinct cases located in the municipalities of Umeå, Luleå and the region of Gotland; each respective case presents unique contextual factors at the local level and these also serves to exemplify the issue at a national level. The work has been carried out as a case study and the methods employed were research interviews, document-based research and literature studies. The results indicate that there are significant differences in the planning practice used by the respective municipal planning agencies and that employed by The Swedish Armed Forces in terms of differing aims, methods and outcomes. The study also highlighted how the outcome of each case was dependent upon a combination of contextual factors and the impact of external factors such as national politics, changing security policy, urban development and progression of the environmental legislation. In short, The Swedish Armed Forces is a land use agency that has had significant impact on the municipal planning in each of the locations that has been studied. In a Swedish context, their land use needs are classified as being of national interest and thusly have precedence over competing land use claims. These factors have combined to create conditions in which municipal planning is, to some extent, often restricted by the land use needs of The Swedish Armed Forces.

Este trabalho apresenta um método de mapeamento geológico-geotécnico baseado no método da Escola de Engenharia de São Carlos/USP, porém modificado para incorporação dos aspectos considerados positivos do método utilizado pelo Instituto de Pesquisas Tecnológicas do Estado de São Paulo e do detalhamento progressivo, utilizado pela UNESP-Rio Claro. O método proposto é adequado para trabalhos de diagnóstico das características geológico-geotécnicas de interesse para o gerenciamento do uso do solo, principalmente para o planejamento municipal e elaboração de planos diretores. O método foi aplicado ao município de Analândia - SP e permitiu a proposição de diretrizes para o gerenciamento do uso do solo no município como um todo, que foi mapeado na escala 1:50.000, e na área de expansão urbana, mapeada na escala 1:10.000, por ter sido identificada como a região do município onde os processos geológicos, notadamente erosão acelerada, apresentam maior tendência de crescimento. / This essay presents an engineering geological mapping method based on the method used by the Escola de Engenharia de São Carlos (EESC) of the São Paulo University (USP), which also incorporates the positive aspects of two other methods currently used in São Paulo state: the one used by Instituto de Pesquisas Tecnológicas (IPT) and the so called progressive detailing method, used by the UNESP-Rio Claro. This method aims at composing a diagnosis of the geological and geotechnical aspects of the natural environment and providing the information on it in a way that planners find of value for planning land use in urban and rural areas. It has been used in the municipality of Analândia-SP and it allowed the formulation of the directions for land use in the whole municipality, which has been mapped in a regional scale (1:50.000), and in the urban area, which has been mapped in a more detailed scale (1:10.000), once it has been identified as the area where geological processes, remarkably soil erosion, have increased most in recent years.

Syftet med denna uppsats är att analysera fyra statliga offentliga dokument för att se vad problemen är representerade att vara som leder politiken mot en riktning där den kommunala planeringen, i form av den fysiska planeringen och bostadsförsörjningsplaneringen, i större utsträckning ska ordnas i- och ta hänsyn till ett regionalt perspektiv. Syftet med denna uppsats blir således också att analysera villkoren för det kommunala självstyret när en av dess grundbultar, den kommunala planeringen, i ökad utsträckning ska ordnas i- och ta hänsyn till den regionala nivån. Den här uppsatsen teoretiska- och metodologiska ansats bygger på ett vetenskaplig paket av Carol Bacchi. Hennes ansats studerar problemrepresentationer och för att besvara den här uppsatsen övergripande frågeställningar använder jag mig av ett diskursanalysverktyg som är inspirerad utifrån hennes ansats. Den empiriska analysen visar att en av problemrepresentationerna är att det pågår en regionförstoring med växande funktionella regioner. En annan problemrepresenation som framträder i de undersökta dokumenten är att det anses vara betydande av en ökad samordning av den kommunala planeringen. Det kommunala planmonopolet, som är en del av det kommunala självstyret, problematiseras att vara av stor vikt i de undersökta dokumenten, men att det finns brister i tillämpningen m.m. Alla dessa problematiseringar ovan som funnits i de undersökta dokumenten kan spåras till en diskurs där hållbar utveckling, konkurrenskraft och tillväxt är det självklara och eftersträvansvärda. Villkoren för kommunalt självstyre kan förstås på det sättet att en av dess grundbultar, den kommunala planeringen, i större utsträckning ska ordnas i- och ta hänsyn till en nyregional logik som bygger på en viss typ av politik med en konsensustradition. / The purpose of this essay is to analyze four public document published by the Swedish state to see what the problems is represented to be, which makes the politics move to a certain direction where municipal planning, more specifically spatial and social planning and housing planning, should take into account regional perspectives. Also, the purpose of this essay is to analyze the terms of the local self-government in a context where the municipal planning is increasingly to be arranged in a regional perspective. This essays theoretical- and methodological approach contains of a scientific package created by Carol Bacchi. Her theoretical- and methodological approach studies problem representations and to answer this essay overall questions I use a discourse analysis tool inspired of Bacchis approach. The empirical analysis shows that there is a problem representation about an ongoing regional expansion, thus expanding functional regions. Another problem representation is that it is considered necessary to have a greater coordination of the municipal planning. The municipal monopoly, which is a part of the local self-government, is problematized in the examined document to be of great importance, but there are some shortcomings in the application. All of these problem representations and problematisations can be traced to a discourse in which sustainable development, competitiveness and growth is desirable. The terms of the local self-government can be understood in the sense that one of its cornerstones, the municipal planning, greater will be arranged in a new regional logic, which builds upon a certain kind of politics with a consensus tradition

Effektiv tillsyn av pågående verksamheter i Piteå kommun med MIFO fas 1 som verktyg : Underlag för strategival

The purpose of the study was to investigate how inventories of suspected polluted areas as a part of the planned control of existing companies cab be designed in order to achieve as great effect as possible. The study was conducted in cooperation with Piteå municipality. An analysis of regional inventory projects, local municipal strategies and a pilot study in Piteå was conducted. The experience from both the regional projects and the pilot study was that in order to achieve an effective control a number of factors were inportant: an efficient selection of companies, a good dialogue between the controlling agency and the companies, sufficient resources, education of municipal inspectors and guidance for decisionmaking. Another inportant result was that the municipal planning can prevent an efficient inventory if the control of city development projects is allowed to take time from the planned control. The conclusion was that the unit for health an environmental care in Piteå municipality should try to achieve these factors in their work and start a cooperation with the municipal planners in order to create an efficient organization for treating polluted areas. Suggested future studies was to investigate how the planning process and the work of the municipal controlling agency can be synchronized in order to achieve a common goal.

Examining the relationship between climate change risk perceptions and the implementation of climate-related policies

Climate change is a global problem that will have local impacts on regions and municipalities. Many parts of Canada are already experiencing severe weather events such as extreme levels of rainfall, severe flooding, and increased frequency of storms. Local planning officials have the capacity to respond to climate change through mitigation and adaptation strategies, but before asking the question of whether any action is being taken on the local level, there needs to be an understanding of how local planning officials view climate change and whether the issue reaches policy attention. For the general public, literature tells us that most people perceive climate change to be a temporally and geographically distant issue. This absence of personal relevance renders that people fail to take responsive action. Some authors have also noted that there is an absence of municipal action on climate change because it is also not viewed as a local concern. At the same time, climate change is but one of the many issues that municipal councils must consider and address on a daily basis, often leaving the matter to be pushed aside, in place of other more pressing issues. The main objectives of this thesis were to understand how local planning officials view climate change, assess whether climate change is recognized as an issue requiring policy attention, and perform a policy review to assess the current state of local action in the Regional Municipality of Waterloo. In total, 21 professionals working in the Region took part in the study, and came from a diverse range of backgrounds including planning, environment, emergency management, public health and economic development, among others. With respect to the main research question, ???what is the relationship between climate change risk perceptions and implementation of climate-related policies???, this study found there to be four guiding frameworks. These were 1) the need for collaboration: perceptions indicated a need, while policy demonstrated feasibility; 2) the need for leadership: perceptions suggested that leadership is critical, but somewhat limited in practice, while policy suggested it already exists; 3) the need for integration of climate change in the planning context and other planning issues: perceptions suggested disconnect, while policy also suggested disconnect; and 4) the need for presenting climate change as a local issue: perceptions demonstrated a need, while policy can provide the supporting document.

Os estudos empíricos sobre práticas de planejamento municipal encontrados na literatura brasileira, nos últimos dez anos são incipientes, o que demanda mais pesquisas sobre o tema. Este estudo tem como objetivo analisar o processo de formulação e o Plano Municipal de Saúde de Cuiabá 2010-2013. Trata-se de um estudo de caso, que utilizou como técnicas de produção de dados análise documental, grupo focal e entrevistas semiestruturadas com dirigentes, técnicos e representantes do Conselho Municipal de Saúde participantes do processo. A análise das informações produzidas acerca do processo de elaboração do PMS tomou como referencial teórico o modelo proposto por Teixeira (2010, p. 41), adaptado do “ciclo da política” (Kingdon, 1984), e a análise do plano em si, produto deste processo, baseou-se na metodologia proposta para o planejamento no âmbito do SUS por Teixeira, Vilasbôas e Abreu de Jesus (2010). Os resultados apontam que, apesar do contexto político e institucional apresentar elementos desfavoráveis, os atores envolvidos na condução do processo conseguiram formular o Plano Municipal de Saúde de Cuiabá 2010-2013, adotando metodologias de caráter participativo, inspiradas no planejamento situacional, organizando o processo de forma coerente com essa perspectiva. Desse modo, pode-se constatar que o planejamento configurou-se numa prática estruturada, ainda que se ressalte a necessidade de sua ampliação e aperfeiçoamento, tendo em vista a efetiva institucionalização do planejamento no âmbito da Secretaria Municipal de Saúde de Cuiabá. / Salvador

O Brasil já acumula certa experiência em termos de planejamento urbano. Um expressivo número de cidades, de todos os portes, elabora planos e implementa ações que, de maneira explícita ou não, visam planejar a realidade urbana local. Entretanto, de uma parte, tais planos e ações apresentam enorme diversidade e, de outra, em cada um deles o planejamento urbano tem sido objeto de interpretações conceituais divergentes. Do ponto de vista da pesquisa, os problemas conceituais que envolvem a noção de planejamento urbano em nosso país, bem como a identificação e crítica das práticas a ele associadas, têm sido abordados quase sempre a partir do estudo de experiências realizadas em cidades grandes e médias. O foco deste trabalho é compreender como esta problemática se apresenta em pequenas cidades, através da análise da experiência de quadro municipalidades do sul do Brasil, localizadas na região do Vale do Jaguari. / The theme of this dissertation is the practice of planning in small towns. Brazil has accumulated some experience in terms of urban planning. A significant number of cities, large, medium or small, develops and implements action plans that, explicitly or not, are to local urban planning reality. However, it appears that such plans and actions are diverse, and also that the very notion of urban planning has been subject to different conceptual interpretations. The conceptual problems surrounding the notion of urban planning in our country, as well as the identification and critique of the practices associated with it, have been approached mainly from the study of experiences in large and medium cities. The focus of this work is to understand how this problem arises in our small towns.

The municipal planning depends on the monitoring, permanent modernization and efficient administration of information about the quality of the ambiance, what can be accomplished through Geographical Information Systems -GIS - appropriately structured and implemented. The municipal district request a study that comes to lift, to analyze and to predict possible problems could make a monitoring with the objective of to modernize information and to support physical-environmental planning, because it is of great importance in the measure in that detects the disordered use that it causes deterioration in the atmosphere, seeking to decrease the impact of the action human. This way, the present work proposes the use of the geotecnologias for the planning of the Municipal district of Nova Palma/RS, generating a geographical database, in the intention of obtaining a municipal thematic mapping, proposing new adapted forms of use and occupation, objectifying larger effectiveness and speed in the implementing of restoring actions and, consequently, the improvement in the life quality. The elaboration of the thematic maps was good to trace a diagnosis of the municipal district, facilitating the visualization of the areas affected by environmental conflicts and, more susceptible areas the erosion, due to its relief with accentuated declivous and, mainly, the action negative antrópica verified in the practice of the agriculture, where most of the municipal districts with high sustentabilidade, coming of the rural section, as it is the case of the municipal district of Nova Palma, they disrespect the maintainable practices, seeking the high productivity, the immediate profit and, not the environmental preservation. / O planejamento municipal depende do monitoramento, atualização permanente e gestão eficiente de informações sobre a qualidade da ambiência, o que pode ser realizado através de Sistemas de Informações Geográficas (SIGs)- adequadamente estruturados e implementados. O município requer um estudo que venha a levantar, analisar e prognosticar possíveis problemas podendo efetuar um monitoramento com o objetivo de atualizar informações e apoiar planejamentos físico-ambientais, pois é de grande importância na medida em que detecta o uso desordenado que causa deterioração no ambiente, visando diminuir o impacto da ação antrópica. Desta forma, o presente trabalho propõe a utilização das geotecnologias para o planejamento do Município de Nova Palma/RS, gerando um banco de dados geográfico, no intuito de obter um mapeamento temático municipal, propondo novas formas, mais adequadas de uso e ocupação, objetivando maior eficácia e rapidez na implementação de ações restauradoras e, conseqüentemente, a melhoria na qualidade de vida. A elaboração das cartas temáticas serviram para traçar um diagnóstico do município, facilitando a visualização das áreas afetadas por conflitos ambientais e, áreas mais suscetíveis a erosão, devido ao seu relevo com declividades acentuadas e, principalmente, a ação antrópica negativa verificada na prática da agricultura, onde a maioria dos municípios com alta sustentabilidade, proveniente do setor rural, como é o caso do município de Nova Palma, desconsideram as práticas sustentáveis, visando a alta produtividade, o lucro imediato e, não a preservação ambiental.
