Magistro baigiamajame darbe nagrinėjamas karjeros planavimas ir karjeros realizavimo galimybės viešajame sektoriuje – savivaldybės administracijoje, pateikiamos rekomendacijos, kaip sumažinti personalo kaitą, kad darbuotojai nepereitų dirbti į privatų sektorių siekdami patenkinti savo karjeros tikslus. Pirmoje darbo dalyje analizuojama karjeros samprata ir rūšys, jos planavimo ir realizavimo teoriniai aspektai vadybos moksluose. Antra dalis skirta teisės aktų, reglamentuojančių personalo valdymą savivaldybių administracijose, nagrinėjimui. Joje pateikiamos esamos problemos, nagrinėjamos viešojo sektoriaus žmogiškųjų išteklių valdymo kaitos tendencijos. Trečiojoje dalyje analizuojamas Visagino savivaldybės administracijos darbuotojų karjeros planavimas bei individualios karjeros realizavimo galimybės, pateikiami kokybinio ir kiekybinio tyrimų rezultatai. / In this Master‘s final paper the following topics are covered – career planning and career realization opportunities in the public sector – municipality administration. Recommendation on how to decrease personnel turnover and how to keep employees from leaving to the private sector looking for career opportunities are also set out in the present work. First part of the paper deals with notions of career and its types; theoretical aspects of its planning and realization as presented in the management studies. Second part is dedicated to the review of regulatory laws and norms applicable to the personnel management in municipality administration. It also addresses current problems and turnover tendencies of public sector human resources‘ management. Third part analyzes career planning of Visaginas municipality administration employees and individual opportunities for career realization complete with qualitative and quantitative research results.

Kennzahlen sind Maßstabszahlen zur Verdichtung von Informationen. Indem Relationen
zwischen Rohdaten hergestellt werden, werden interpretierbare Aussagen abgeleitet.
Typischerweise werden Kennzahlen daher als Quote oder Verhältnis erhoben.
Vergleichsmöglichkeiten ergeben sich des Weitern über die Erfassung einer Entwicklung im
Zeitverlauf. Zu Steuerungszwecken bieten sich die Formulierung von Planvorgaben und der
Vergleich mit diesen an (Soll‐Ist‐Vergleich). Insbesondere da für kommunale Dienstleistungen
häufig keine Marktpreise bestehen, ist das Benchmarking mit Vergleichskommunen sinnvoll.
Aufgrund unterschiedlicher Rahmenbedingungen und regulatorischer Standards ergeben sich
jedoch Herausforderungen bei der Vergleichbarkeit der kommunal erhobenen Kennzahlen. Um
diese aussagekräftig vergleichen zu können, müssen deshalb die unterschiedlichen
Ausgangsbedingungen Berücksichtigung finden.

The Naledi Local Municipality department of financial services case study on implementing strategy in a developmentally orientated municipalityCarstens, Jacques 03 1900 (has links)
Thesis (MBA) -- Stellenbosch University, 2007. / ENGLISH ABSTRACT: This research report is about the implementation of strategy in a developmental
orientated municipality. It demonstrates through a case study how the Department of
Financial Services implements the long-term goals and objectives of the Naledi Local
Municipality. It also demonstrates how the strategic integrated development plan and
the budget of the municipality direct the service delivery and budget implementation
action plans of the municipality and its departments. A departmental scorecard for the
Department of Financial Services and an individual scorecard for the Manager:
Financial Services was developed, based on the municipality's corporate scorecard.
The Balanced Scorecard as a tool to focus and align resources towards the
municipality's strategy was used as implementation model. Key performance areas,
key performance indicators and targets were also developed to ensure that strategy
to be implemented can be measured. The case study clearly indicates that the
municipality is on the right track with regard to the implementation of strategy in
theory and in practice. However, certain issues are highlighted as hindrances that will
undoubtedly impact on the successful implementation of the municipality's long-term
goals and objectives. / AFRIKAANSE OPSOMMING: Hierdie navorsingverslag handel oor 'n gevallestudie van strategie implimentering in
'n ontwikkelingsgerigte munisipaliteij. Die gevaliestudie demonstreer hoe die
Departement van Finansiele Dienste die langtermyn doelwilte en doelstellings van
die Naledi Plaaslike Munisipaliteit implimenteer. Die gevallestudie demonstreer
verder ook hoe die strategiese geIntegreerde ontwikkelingsplan en begroting van die
munisipaliteit die dienslewering en begroting-implimenteringsaksieplanne van die
munisipaliteit en sy departemente rig. 'n Departementele telkaart vir die Department
van Finansiele Dienste en 'n individuele telkaart vir die Bestuurder: Finansiele
Dienste, gebaseer op die korporatiewe telkaart, is ook ontwikkei. Die Gebalanseerde

S6 strategie. Sleutelprestasie-areas, sleutelprestasie-indikatore en -teikens is
ontwikkel om te verseker dat die implimentering van strategie gemeet kan word. Die

Leadership styles employed by heads of departments at a TVET college in the Lejweleputswa District, Free State ProvinceMvimbe, Priscilla Hadiyo 23 July 2020 (has links)
Heads of departments (HoDs) in TVET colleges perform a variety of tasks which include curriculum changes, conducting lecturer evaluation, recommending employment of new lecturers and staff, maintaining proper records about staff and students, organising departmental meetings and social gatherings, etc. Their responsibilities are also further compounded by some of the delegated duties from senior management of the college. In this regard, an HoD leadership style becomes an important factor that contributes to effective leadership of the department. Therefore, this study explores leadership styles exhibited by HoDs, as leaders in their own space in the TVET colleges. This qualitative study involved eight lecturers and four HoDs. The participants were purposively selected from two campuses in one TVET college in the Free State province.
Research questions focused on how the HoDs perceive their leadership styles, how do lecturers perceive the leadership styles of HoDs, and what kinds of strategies are recommended to advance effective leadership styles of HoDs in TVET colleges. The findings indicate that HoDs at this particular TVET college need proper induction and intensive training on four management functions, namely Planning, Leading, Organising and Controlling. Although the majority of HoDs seem to be using democratic leadership styles, lecturers reporting to them are not entirely satisfied as they feel that they are not included in the decisions that affect them in class. Educator participation in the implementation of a total quality management strategy : a case studyTlhapi, Petrus Makganye 06 1900 (has links)
The principles of Total Quality Management (TQM), initially designed to effect continuous improvement in the business sector, have been successfully applied in educational settings. Hence, this study was undertaken to explore educator participation in the implementation of a TQM Strategy at selected academically underperforming secondary schools in the Moses Kotane Area to address shortfalls. A literature review on TQM provided a conceptual framework for the empirical inquiry. Special attention was given to the role of educators in TQM implementation. The empirical study used qualitative research methods to explore the use of TQM in fifteen schools selected by purposive sampling. Observation, document analysis and focus group interviews were used to gather data. The findings indicate that educators regard TQM as an improvement tool; however, they hold negative and positive views about TQM. Parental involvement in their children's education in the Vhembe District, LimpopoMaluleke, S. G. 15 December 2014 (has links)
This research is undertaken in Vhembe region in Limpopo Province. Many researchers, on the subject of ‘parent involvement’, have conducted in-depth research; this means parental involvement is not a new term. According to St John and Griffith (1997:48-52), there are important benefits that teachers, learners and parents derive from parents’ participation in school programmes and activities such as healthy communication, generation of interest and building positive self-esteem and confidence, to mention but a few while their children attending school during pre-primary, primary and secondary level. The purpose of this study was to investigate whether parents in Vhembe District involved themselves in the education of their children.
The population of a study included three schools in Vhembe, six parents from each sampled schools, six teachers from sampled schools and each principal from sampled schools. The purposeful sampling technique was used to select the participants. The findings are briefly that:
-Few parents indicated their appreciation of parental involvement by suggesting ways in which they could become involved, it was clear that a developmental programme should be introduced to motivate parental involvement;
-It also came to the attention of the researcher that most of the parents did not attend school meetings because of lack of proper communication;
-Parents were silent about the monitoring and supervision of their children’s work
while they are at home, which can result in better academic performance. Parents should have high expectations for their children’s future and academic achievement.
-It emerged from the interviews that many factors present barriers to parental involvement; like parents’ limited education, economic status, lack of a school policy, poor communication and teachers’ attitude towards parents.
Recommendations
-From the conclusions drawn above, it is recommended that parental involvement workshops be organised for school managers, school teachers and parents.
-To improve parents’ attendance of school meetings, teachers should provide them with an opportunity to communicate their expectations and concerns.
-In relation to parents’ role in their children’s education, parents should be motivated to ensure that their children accomplish their goals.
-Parents should be empowered with skills of self-confidence, so that they will realise that their children have potential.

Clinical psychologists' perceived barriers to the provision of psychological services for people with first-episode schizophrenia in urban public health care settingsBarnwell, Garret Christopher Unknown Date (has links)
This study explored and described the perception of clinical psychologists regarding thebarriers to the provision of psychological services in urban public health settings for people with first-episode schizophrenia. The qualitative research study utilised an explorative, descriptive interpretive research design. Purposive sampling was utilised to gain access to clinical psychologists, who had at least two years of public health experience working with people recently diagnosed with schizophrenia. Data was gathered from 11 participants from the Nelson Mandela Bay Health District of the Eastern Cape by means of in-depth interviews that were conducted in English by the researcher until data saturation had occurred. A computer-assisted qualitative thematic analysis of the collected data was conducted using NVIVO software. The findings have been categorised according to three broad domains: 1)contextual barriers 2)health care system-related barriers and 3)first-episode schizophrenia syndrome-related barriers. Several specific sub-themes were identified for each of these main domains allowing for recommendations and suggestions to be provided for attending to and overcoming these perceived barriers.
