Magistro darbe “Nevyriausybinių organizacijų dalyvavimas viešojo administravimo institucijų sprendimų priėmimo procesuose Lietuvoje” nagrinėjamas nevyriausybinių organizacijų ir viešojo administravimo institucijų bendradarbiavimas Lietuvoje. Santykiai tarp valdžios institucijų ir trečiojo sektoriaus analizuojami lyginant empirinius duomenis, surinktus iš pirminių ir antrinių šaltinių analizės bei atlikto kiekybinio ir kokybinio tyrimo, su institucionalizmo teorijos ir tinklų modeliais. Pagrindinis darbo tikslas – išanalizuoti teorines ir praktines Lietuvos nevyriausybinių organizacijų galimybes atstovauti piliečių interesams ir bendradarbiauti su centrinės valdžios bei vietos savivaldybių institucijomis. Darbo hipotezė – viešojo administravimo institucijų santykiai su nevyriausybinėmis organizacijomis yra fragmentiški, todėl tai nesukuria palankių sąlygų efektyviam bendradarbiavimui ir neskatina demokratinio sprendimų priėmimo proceso susiformavimo. Darbe analizuojamas institucionalizmo teorijos idėjos ir institucijų vaidmuo viešosios politikos erdvėje, aiškinantis kokie individų ir institucijų santykiai ir kaip apibrėžiamos bei taikomos tokių santykių taisyklės. [toliau žr. visą tekstą] / Thesis “The Participation of the Lithuanian Non-Governmental Organisations in the Decision Making Processes of Public Administration Institutions” analyzes the collaboration between non governmental organizations and public administration institutions. Government and third sector relationship is analyzed comparing empirical data which is collected form primary and secondary resources, fulfilled quantitative and qualitative research, theories of a method of institutional analysis and network models. The main aim of this thesis – to analyze theoretical and practical non-governmental organizations’ possibilities to represent citizens’ interests and collaborate with central governments’ and local municipalities’ institutions. This thesis analyzes the idea of institutional analysis theories and the part of institutions in the area of public policy, explaining relationships between individuals’ and institutions’ while analyzing how the rules of such relationships are defined and applied. In the first part of this thesis the formal groups’ – non-governmental organizations’ possibilities to participate in the decision making processes and public policy forming is analyzed. Darbe keliama problema: yra tai, kad neretai vietos savivaldos institucijų ilgalaikiai planai tėra tik formalūs, samdomų ekspertų paruošti, dokumentai, neatspindintys tikrosios institucijos veiklos. Mokslinės problemos esmė – vietos savivaldos institucijos strateginio plano kokybė. Jo rengimo ir įgyvendinimo poveikis miesto plėtrai. Darbo objektas – Kauno miesto savivaldybės strateginis veiklos planavimas. Darbo tikslas – numatyti Kauno miesto savivaldybės veiklos strateginio planavimo tobulinimo gaires. Siekiant užsibrėžto tikslo, darbui keliami tokie uždaviniai: 1. išanalizuoti veiklos strateginio planavimo teorinius pagrindus; 2. aptarti savivaldos institucijų veiklos strateginio planavimo ypatumus, lyginant juos su verslo organizacijomis; 3. peržvelgti Lietuvos ir užsienio valstybių strateginio planavimo patirtį; 4. parengti Kauno miesto savivaldybės strateginio planavimo vertinimo metodiką; 5. atlikti Kauno miesto veiklos, grindžiamos strateginiu planavimu, analizę. Operative feedback between authors of publications and readers as well as between readers themselves determines considerable growth of portals with commenting functions. Unfortunately, the advantages of commenting are not used in the portals of public institutions. Therefore, this paper surveys internet commenting influence in the e-democracy development, involving the communities into decision making processes. The paper investigates, if the electronic discussions can support realization of principles of publicity, society interests importance and community involvement into the public management, mainly highlighted in theory of public administration and new public management. The main problem, why commenting functions are not being deployed in the portals of institutions, is inefficiency of commenting process regulation. So far used methods of comments regulation – simple moderation and automoderation – are inefficient (slow, subjective) when there are huge amount of users, consequently, these methods do not fit to the portals of public institutions. This paper surveys new method of commenting regulation – comoderation – which is based on user self-regulation and comment rating, consequently, more efficient. So, adopting of comoderation in the portals could provide a powerful tool for fast and purposeful changing of ideas between officials and citizens.
