發展援助議題一直是國際社會相當重要的議題,臺灣在面臨外交困境之際,仍致力於從事國際援助。然而,國際新興援助國的興起,加上發展中國家的轉變,對外援助趨勢逐漸朝向以受援國為主要核心價值的發展。近年來,緬甸逐漸對外開放,不但成為國際發展合作的新焦點,亦成為臺灣接觸的對象。本研究歸納整理國際發展援助的趨勢,並以緬甸為案例,利用文獻分析與深度訪談來分析當代援助模式。此外,為使本研究更具全球意義,將其他國家與國際組織對緬甸的發展合作策略納入分析,探討目前新興國家與緬甸的發展合作模式,並指出目前我國所面臨的援助有效性問題。 在全球化下的今日,僅是透過援助難以使一國持續向上發展,唯有結合投資才能促進發展。研究結果發現,相對於私部門因我國公部門受國際政治限制,使得援助效益不如預期。為此,本研究認為若能利用官方對外援助鼓勵我國私人企業對外投資,不僅能提升政府援助效率,亦可強化我國與受援國之經濟,進而帶動其他發展,對於我國與東南亞國家而言,為雙贏局面。 / Even under diplomatic plight, Taiwan, for long, has been committed to development assistance due to its importance to international community. During the past decade, with the rise of newly emerging donors and certain shifts within developing countries, rule of game has quickly changed. The need of recipients has become the focus of foreign aid, and this research intends to study if Taiwan’s assistance follows such emerging rules. Due to its ascending degree of opening-up, Myanmar has stepped into the spotlight of international and Taiwanese development cooperation in the past few years. To explore Taiwan’s foreign aid efficiency, the author will use Myanmar as a case, summarizing the trends in international development assistance, examining the strategies of different countries and international organizations, and comparing Taiwan’s development methods in this country. In the era of globalization, it is difficult to promote a country’s development without investment. The result of this study indicate that Taiwan’s foreign aid is ineffective due to (domestic)political restriction, therefore, if Taiwan can use official assistance to encourage private sectors to invest abroad, it will not only improve the efficiency of government assistance but also strengthen the economic link between Taiwan and recipient countries. Therefore creates a mutual-benefit situation for Taiwan and Southeast Asian countries.

International development aid is one of the main elements of international relations and politics. It has taken place since the 1950's through great international organisations and institutions. Nevertheless, the international approach towards development has been considerably criticized. Critics have pointed out the generality of methods of development and the "one size fits all" paradigm. These programmes did not reflect and adapt enough to the conditions of specific areas, and preferred centralised approaches. At the same time a range of regional and local development initiatives has emerged. Despite the great success of local forms of aid, the international aid is still widely in demand and not decreasing. The aim of this thesis is to demonstrate the advantages of international presence in developing education programmes, with the following research question: What benefits do international organisations or institutions bring to national education programmes? Based on participatory observation of education systems in the Philippines and Myanmar, the thesis assesses the main advantages of international development programmes and the benefits for their participants. Cette recherche de maîtrise s’intéresse au processus de périurbanisation à Yangon, métropole du Myanmar, dans un contexte de métropolisation et de libéralisation de la gestion des ressources foncières. Dans ce mémoire, je défends l’idée que la périurbanisation doit être considérée comme un processus de reconfiguration des espaces politiques et des dynamiques foncières marchandes alimentées par l’ensemble des acteurs des espaces périphériques de Yangon. Une approche de la périurbanisation par la géographie politique et une perspective relationnelle du concept de marchandisation permet de comprendre la complexité des relations de pouvoir et des dynamiques foncières marchandes qui contribuent à façonner les espaces périurbains de Yangon. Cette recherche s’appuie sur une étude des pratiques et stratégies foncières des acteurs locaux à Thanlyin, township périurbain de Yangon, dans un contexte de développement accéléré de son territoire. L’analyse produite dans cette recherche démontre que la périurbanisation est un processus complexe de territorialisation de la tension entre la formalité et l’informalité foncières, de formation d’agencements fonciers favorisant la marchandisation de la terre et de production de nouveaux espaces politiques multiscalaires. / This master’s research focuses on the process of peri-urbanization in Yangon, Myanmar’s metropolis, in a context of metropolization and liberalization of land resource management. In this thesis, I defend the idea that peri-urbanization must be considered as a process of reconfiguring political spaces and land commodification dynamics fueled by the actors of the peripheral areas of Yangon. An approach to peri-urbanization through political geography and a relational perspective of the concept of commodification allows us to understand the complexity of power relations and market land dynamics that help shape the peri-urban spaces of Yangon. This research is based on a study of land practices and strategies of local actors in Thanlyin, a peri-urban township of Yangon, in a context of accelerated development of its territory. The analysis produced in this research demonstrates that peri-urbanization is a complex process of territorialization of the tension between land formality and informality, of formation of land assemblage favoring land commodification and of new multi-scale political space production.

No / Discoverability or visibility is a challenge that faces all researchers worldwide – with an ever increasing supply of good research entering the scholarly marketplace; this challenge is only becoming intensified as time passes. The global language of scholarly research is English and so the obstacle of getting noticed is magnified manyfold when the article is not written in the English language. Indeed, despite rapid advances in technology, the “tyranny of language” creates a segmentation inhibiting scholarly research and innovation generally. Mass translation of non-English language articles is neither feasible nor desirable. Our paper proposes a strategy for remedying this segmentation – such that, the work of non-English language scholars become more discoverable. The core piece of this strategy is a “reverse-engineering” [RE] application of Faff’s (2015, 2017) “pitching research” template. United States counter-narcotics policies towards Burma, and how the illegal myanmar regime is manipulating those policies to commit ethnic genocide.

US counter-narcotic policies towards Burma have possessed a singular-focus. In other words, they have been based on the traditional bilateral triumvirate strategies of eradication, education, and interdiction. Eradicate the crops used to produce illicit narcotics, interdict the flow of illicit drug traffickers, and educate the general population on the dangers of continual drug usage. In the country of Burma though, there are other US policies which also have a singular focus, which have undermined the effectiveness of these policies. Since the Burmese military regime's brutal suppression of the pro-democracy movement in 1988, the US has severed all economic relations with the country. The Burmese economy, which was already far from stable, fell into a downward spiral as a result of these US-led policies. This did not result in a democratic transition. Over seventeen years since these economic sanctions have been in place, the US has not achieved a peaceful regime change in Burma. Furthermore, the attempts to remove the significant flow of illicit narcotics from the country have failed as well. The reason these two singular-oriented policies have failed is that they are targeted at a country much more complex than these strategies have been designed to handle. First of all, there are 135 ethnicities in Burma, while only a small portion of the Burman population maintains political and economic control. Although this would result in ineffective policies with little collateral impact, the ruling Tatmadaw regime has manipulated these policies to commit ethnic genocide upon the ethnic minorities within their territory. Unless a re-assessment of these policies is undertaken by the US and its allies, the only result of their policies will be the elimination of millions of ethnic minorities in this totalitarian state. Therefore, the US must re-assess its position of isolating the Myanmar regime, and focus on a policy of engagement. Only if a structured and progressive incentive policy of economic development is created in conjunction with the regime, can the separate triumvirate policies of counter-narcotics against the ethnic minorities in Burma become effective. / US Navy (USN) author.

The Gender Problem of Buddhist Nationalism in Myanmar: The 969 Movement and Theravada Nuns

This thesis uses transnational and Black feminist frameworks to analyze Buddhist nationalist discourses of gender and violence against religious and ethnic minorities in Myanmar. Burmese Buddhist nationalists’ marginalization of the Muslim Rohingya ethnic minority is inextricably linked to their attempts to control Buddhist women. Research includes interviews with U Ashin Wirathu, the leader of the monastic-led nationalist group, the 969 Movement, and with other monks of the organization, as well as with non-nationalist monks, nuns and laywomen. I also analyze Theravada textual discourse as read by my subjects in light of the history of Myanmar to understand the ways the local Theravada tradition has marginalized women and non-Buddhists. By connecting the lack of bhikkhuni ordination and laws hindering Buddhist women from marrying non-Buddhist men with the portrayal of the Rohingya as a threat to the nation, I show how Buddhist nationalists attempt to consolidate power and forestall the democratization process.
