Can Good Institutions Avert the Resource Curse?

To establish the economic impact of petroleum in the UK, this paper uses the synthetic control method. By constructing an artificial UK economy without oil, from the donor pool of OECD economies, it establishes the counterfactual time path of capital stock the UK would have had if it lacked the petroleum endowment. Comparing the observed time path of capital stock with its counterfactual, one can witness that the petroleum extraction has reduced the UK’s capital stock with an average of 17 % since 1970, despite the UK having arguably the best quality of institutions. Dose-response tests suggest that it is possible to attribute the impact to the petroleum production. Performed robustness and sensitivity tests together with several falsification tests show that the result is robust to alternations in the donor pool, the predictor variables and alternative explanations. The finding raises a question regarding the quality of institutions, advanced by Mehlum, Moene and Torvik and claimed that the resource curse only occurs in economies with low quality of institutions.

Nations Within a State and the Emerging Hydrocarbons Industry in Uganda

This research investigates the shifting political settlements between the Ugandan state and the Bunyoro and Buganda kingdoms after the discovery of oil between 2007 and 2018. It seeks to answer the following questions using a historically, theoretically, and empirically grounded investigation: What accounts for the Bunyoro kingdom’s failure to benefit substantially from the discovery of oil on its territory? What lessons can be learnt from the Buganda kingdom’s relative success in negotiating with the central government and developing its own political and economic capacity independently of the state? The Bunyoro kingdom, located in the oil-rich Albertine Graben region of western Uganda, has failed to access significant economic benefits from the country’s emerging oil sector despite its historical ownership of the land on which the resource is found. This dissertation combines political settlements theory and the concept of extraversion to explain this empirical puzzle. It finds that the ruling National Resistance Movement (NRM)’s imposition of an exclusive political settlement in Uganda, coupled with the Bunyoro kingdom’s limited holding power, accounts for the kingdom’s failure to derive financial benefits from the oil sector. The relative marginalisation of the Bunyoro from Uganda’s oil sector results from the NRM’s historical strategy of limiting the power of sub-state groups who are subsequently excluded from the governing coalition. The main beneficiaries of the oil industry in Uganda are political elites within the ruling NRM coalition and their close associates. The Buganda kingdom serves as a control case study and reveals the potential strategies and structural changes the Bunyoro kingdom could pursue to potentially bypass Uganda’s exclusive settlement and therefore benefit from the country’s nascent oil sector. This dissertation also engages with broader debates on the struggles between the state and traditional kingdoms since independence in sub-Saharan Africa and how this intersects with the politics of natural resource governance. Since the inception of the modern state in the colonial era, kingdoms have engaged in a complex and dialogic relationship of indifference, cooperation, and contention with successive governing regimes. Some of the kingdoms challenged and resisted, albeit unsuccessfully the colonial imposition of a central state primarily because it led to their loss of political and economic power. Ultimately, the state and the kingdoms represent dual forms of nationality forced to co-exist in the post-colonial era, and this produces a complex mix of cooperation, contestation and strategic coexistence. The management and exploitation of natural resources, including oil, is embedded in this political context, and is often associated with adverse outcomes, such as rent-seeking, authoritarian governance, and sectarian violence. Some of these dynamics have accompanied the emergence of Uganda’s new oil industry, with political contestation occurring between the state and the Bunyoro kingdom which has unsuccessfully attempted to capture a share of oil revenue.

Venezuelan Oil and Political Instability : A Case Study of Venezuela and its Oil Dependency

The natural resource curse is a widely debated phenomenon usually proposing a connection between large extractive resource wealth and substandard economic performance. This paper concerns the connection between large extractive resource wealth and the potential for its effects on long term political stability. Using Venezuela as a case study, this paper delves into the political history of Venezuela, plagued by endemic political instability, and attempts to test the political aspect of the resource curse, analysing history with a focus on the oil industry. The conclusion is that there is a clear connection between oil price volatility and political instability, but only evident starting in the latter half of the 20th -century. Further research into specific regimes, eras, as well as comparative analyses between Venezuela and other states is required to provide additional answers in regard to specific causes for political instability in the early 20th -century and the pre-oil period.

Quantifying panarchy of lake systems: implication for resilience and management (Case study)

Liming has been used extensively in Sweden, but the management success has been only partial, mostly mitigating the impact of acidification rather than restoring the ecological communities to a self-maintaining pre-acidified state. Rather than a sound restoration tool, liming is a form of command-and-control management that comprises a significant disturbance in the system, which manifests in the form of profound alterations of biophysical settings of lakes. This thesis aims to assess biological responses to liming with a special focus on resilience by looking at the cross-scale interaction aspects of littoral invertebrate communities in limed lakes within the framework of panarchy theory. The thesis is based on multivariate time series modeling (AEM-RDA) to extract hierarchical temporal fluctuations patterns (temporal scales) in littoral invertebrate communities. This analysis tested for the premise of panarchy theory that complex systems are hierarchically structured. Time series analyses were followed by Spearman rank correlation analysis to test another premise of panarchy theory; namely, that “information” (e.g., management interventions) flows between these hierarchical scales. Specifically, Ca:Mg ratios were used as a surrogate of liming, and correlated with each temporal pattern identified by the AEM-RDA. The result showed the distinct temporal scales in littoral invertebrate communities in limed lakes, fitting the premises of panarchy theory and agreeing with previous studies that found hierarchical temporal organizations in other lake communities. The correlation analyses indicated weak cross-scale manifestation of Ca:Mg ratios in the littoral invertebrate communities, suggesting a weak information flow of liming in managed lakes. This “dilution” of management may provide one mechanism that could explain why liming is not effective in creating a self-organizing, resilient system. The results of this study allow shedding further light on liming as a coerced regime (degraded complex systems forced into a state of desired conditions (e.g., ecosystem service provisioning) through constant management). Most research has so far focused on the evaluation of traditional metrics of biodiversity, which have shown that community structure is substantially altered in limed lakes, deviating from those in circumneutral reference lakes and degraded acidified lakes. This thesis, therefore, concludes that integration of traditional ecological approaches and complexity studies may provide complementary insight into the organization of ecosystems and sustainable resource management.

Modeling Atlantic salmon (Salmo salar) and brown trout (Salmo trutta) responses to river habitat alteration

Half the world’s river volume is affected by flow alterations and/or fragmentation, a figure that is likely to increase with the current global surge in hydropower development. At the same time, freshwater biodiversity is in rapid decline. In fluvial ecosystems, streamflow is a master variable, shaping riverine species’ habitat over space and time. Atlantic salmon (Salmo salar) and brown trout (S. trutta) are examples of species that need fluvial habitats for reproduction and juvenile rearing, and whose flow needs can come in conflict with hydropower production objectives. This necessitates tools for predicting the effect of fluvial habitat alteration on fish production. In this thesis, I applied the individual-based model inSTREAM to simulate salmon and trout in the Gullspång Rapids, a residual flow stretch of the Gullspång River, Sweden, over a ten-year period. InSTREAM uses sub-daily time steps to simulate individual fish interacting with their biotic and physical environment, and tracks the fitness consequences of their main actions: habitat and activity selection. For inSTREAM input, I had to describe key habitat features, create a 2D hydraulic model of the rapids, model river temperature, and gather data on salmon and trout eco-physiology and life history characteristics in the Gullspång River. I ran simulation experiments varying either flow input, the number of spawners, spawning gravel, shelter and boulder availability, or temperature. Flow alterations had limited benefit. Only the scenario where the current minimum flow was set three times higher yielded increased production, and only for trout. Trout dominated salmon in competition, and production was density dependent. The model predicted that the only way to increase production of both species at current spawner numbers was to add instream structures offering more energetically profitable feeding positions. / Half the world’s river volume is affected by flow alterations and/or fragmentation –a figure that is likely to increase with the current global surge in hydropower development. U.S. Corporate Energy Productivity, Greenhouse Gas Productivity, and Return on Equity

Corporate leaders are expected to engage in corporate social responsibility by some stakeholders, but there is no consistent evidence that corporate social performance relates to financial performance. Grounded in instrumental stakeholder theory, the purpose of this correlational study was to examine the relationship among energy productivity, greenhouse gas productivity, and return on equity. The 2016 Newsweek Green Ranking U.S. 500 was the population for this study, which consisted of the largest companies in the United States with the highest corporate social performance scores. The secondary data were collected from Newsweek.com and Morningstar.com for this study. The multiple linear regression was used in the data analysis for the study. This study's model was F(2,104) = 1.028, p = .361, Adjusted R2 = .001 and represented that there was not a statistically significant relationship among energy productivity, greenhouse gas productivity, and return on equity. The implications for positive social change include the potential to provide corporate leaders with additional evidence to inform fact-based decisions related to the strategic allocation of resources to manage corporate energy productivity and greenhouse productivity. Effectively managing energy productivity and greenhouse gas productivity could contribute to reducing global warming, which would improve the quality of lives of U.S residents.

Measuring Natural Resource Scarcity Under Common Property Environment and Uncertainty: An Interpretive Analysis

The issue of natural resource scarcity has so far been addressed in the literature on the basis of various measures such as the unit cost of production, the relative market price, and the shadow price of a resource. Although it has been recognized that there exists some kind of jointness (sometimes inseparable) between an extractible resource and its surrounding environment, none of the measures, either theoretically or empirically, have included this concern. In order to extract and use a natural resource (e.g., coal) the environment (air, water, etc.) must also be used as a repository of the discharged wastes (e.g., sulphur oxides, nitrous oxides, particulates, etc.) . Moreover, if there is a mandated level of the environmental resource (e. g., clean air) that has to be maintained, then certain additional costs must be borne by society (firms utilizing the resource). Thus, in evaluating the scarcity of an extractible resource, the relative position of the environmental resource also must be evaluated. The present study has incorporated such jointness in the evaluation of the measure of resource scarcity. The theoretical model has been developed in an optimal control framework. It has been analytically shown that this new measure of resource scarcity would indicate a different trend compared to earlier ones. The measure of resource scarcity developed in this study captures previous measures as special cases. In an uncertain world, when the impacts of use of an extractible resource on the environment is not known the stock size of the environmental resource becomes uncertain. It has been analytically shown that in a situation of uncertain environmental stock the scarcity indicator would indicate a relatively slower extraction compared to that of a deterministic world. Empirical investigations in this study suggest that coal in use might be becoming relatively scarce if one considers the use of it in the electricity industry as the major use, compared to a situation where no environmental concerns are in effect.

Application of Resiliency Theory and Adaptive Cycles as a Framework for Evaluating Change in Amenity-Transition Communities

In recent decades, many rural, natural resource-dependent communities have experienced ubiquitous and oftentimes substantial economic decline due to downturns in their commodity-oriented industries. In spite of this, communities with access to varying forms of natural capital have experienced an upsurge in activities such as recreation,tourism, second home growth, and retirement in-migration. If managed properly, amenity-oriented development has potential to reverse economic decline by attracting tourists, entrepreneurs, younger and more educated workers, and retirees, and may ultimately generate economic diversification, local growth, and an improved quality of life for residents. While there are literally thousands of potential measures of well-being, this study aimed to identify potential indicators of amenity-transition by examining community social and economic capital. To examine such a complex social and economic transition, these indicators were coupled with indicators from the tourism and amenity-development literature, and linked to concepts from Resiliency Theory from the ecosystem science literature, in a longitudinal study of amenity transition communities in the Pacific Northwest. Results focus on measures of social organization and economic sustainability in three study communities: McCall, ID; Leavenworth, WA; and Prineville, OR. Key informant interviews and historical documents were used to develop adaptive curves for each community, and to help evaluate the concepts and indicator variables that contribute to community resilience and adaptability. Secondary indicator data serve as a quantitative linkage between Social Capital and Resiliency Theories and the adaptive phases communities may experience throughout this transition. The results identify key historical periods for each community as residents adapt to economic and social change. Using key informant interviews coupled with secondary data provided a clearer picture of how each community has transformed and redefined itself throughout transition.

Who Wins and Who Loses? A Community Approach to Understanding the Well-being of Boomtown Residents

The purpose of this thesis is to accurately identify residents of a boomtown who are either experiencing a higher level of well-being, or lower level of well-being. By definition, we consider the former to be winning, and the latter to be losing. Multivariate ordinary least squares regression analyses help to distinguish between winners and losers by generating statistical coefficients which will show both strength and direction of the relationship between individuals and various indicators of social well-being. The data used in this thesis are from a community impact study issued in the spring of 2009, to residents of Uintah County, UT. Uintah County is a modern-day boomtown that is dependent on natural resources, particularly oil and natural gas, as a large part of the economy and social make-up of the community. The key independent variables used in this study are age, length of residence, and income, and are regressed against a variety of well-being indicators including community satisfaction, closeness with neighbors, satisfaction with law enforcement, satisfaction with local schools, and satisfaction with medical and health services. The results indicate that the older a resident is, the longer they have lived in the community, and the less money they have, the more satisfied with well-being indicators they will be. Income had little significant effect on the well-being indicators, though age and length of residence are positively statistically significant in every model. As a result, there remains much to discover for the future of boomtown research, including the effects income has on well-being, as well as the indications boomtowns have on communities in the early parts of the twenty-first century.
