Title: The Principles of Funding of the Public and Voluntary Formalised Solidarity in the Social Care Services in the Czech Republic Abstract: The social care services are a specific system within the social protection system. Opposed to the public benefit systems they allow the coexistence of public and voluntary solidarity. There are many welfare state models and systems of cooperation of the public and NGOs in Europe. These models offer differently formed relationships of their entities. This thesis raises the question of finding a more convenient organisation of the whole system of the social care services in the Czech Republic where the problem is currently being discussed The objective of the thesis is to find possibilities of public and voluntary solidarity in the social care services settings and to suggest ways for their cooperation. The research is mainly based on qualitative methods. Firstly, the causal links of statistical nature from the fields of demography, social relations and economics are introduced. In the next step a combination of methods of in depth interviews and expert discussions is used. They focus on public solidarity and regulation in the system. The main objective is to investigation the learning of active citizenship occurred in these space non-formal education, from the partnership with local government and co-manager experience of the farmers of this municipality, discussing the achievements and teaching the conflicts that permeate the experience of social management of public goods, available to the APRAM by the municipally city hall. The work will cover the structure and functioning of APRAM and CMDR and yours joints, with the municipal, state and federal spheres, trying to reflect the scale socioeducative of the political participation as it occurs in various public institutions and local government bodies. / O presente estudo apresenta uma reflexão sobre a educação política e a gestão dos saberes populares que garantiram o exercício da cidadania ativa ocorrida, no planejamento e implementação do Programa Nacional da Agricultura Familiar PRONAF/ Infraestrutura e Serviços Municipais, implantado em Alfredo Marcondes, Estado de São Paulo, tendo como partícipes os produtores familiares organizados no Conselho Municipal de Desenvolvimento Rural CMDR e na Associação dos Produtores Rurais de Alfredo Marcondes APRAM. O objetivo central foi investigar o aprendizado para o exercício da cidadania ativa ocorrido nesses espaços de educação não formal, a partir da relação de parceria estabelecida com o governo local e com a experiência cogestora dos agricultores familiares deste município, discutindo as conquistas e pedagogizando os conflitos que permeiam a experiência da gestão social dos bens públicos, colocados à disposição da APRAM pela Prefeitura Municipal. O trabalho percorreu a estrutura e o funcionamento da APRAM e do CMDR e suas articulações, com as esferas do governo municipal, estadual e federal, tentando refletir a dimensão sócio-educativa da participação política enquanto ela ocorre nas diversas instituições públicas e instâncias do poder local. Trata-se de pesquisa qualitativa cujos resultados apontam para a positividade educativa do processo de gestão participativa que engendra o cidadão ativo. Para a educação formal, caracterizada por práticas escolares e relações sociais hierarquizadas e formatadas, essa é a real contribuição dessa pesquisa.

A educação profissional no Brasil esteve marcada, desde os seus primeiros registros, em administrar os efeitos da exclusão por meio da inserção, primeiramente, dos órfãos e desvalidos e, depois, dos menores infratores em instituições disciplinares e correcionais. Processo que forjou subjetividades em um registro da falta e do desvio com aprisionamento de corpos, bem como dos modos de produzir vida. No presente, os agora denominados adolescentes em conflito com a lei também estão inseridos em práticas específicas de educação para o trabalho, dentre as quais aquelas protagonizadas por organizações não governamentais. Esta pesquisa volta-se para essa prática educativa específica, pois objetiva investigar como os cursos de qualificação profissional básica de uma OSCIP habitam o campo de forças da Fundação CASA. Os subsídios teóricos e conceituais que compõem com essa problematização localizam-se nas contribuições de: Foucault, Spinoza, da esquizoanálise e da análise institucional. Subsídios estes que se articulam permitindo pensar o sujeito não como essência e sim como produção, a partir de relações de saber e poder por meio e entre instituições. Forjado pelo encontro com os diferentes campos em jogo (teórico-metodológico, de pesquisa e de forças), este estudo tem como hipótese que a complexidade da realidade, da subjetividade e dos encontros vida a fora produzem uma diversidade de modos de existir, educar e trabalhar não submetida exclusivamente a formas instituídas. Buscou-se, assim, compreender as relações institucionais em jogo e suas repercussões no referido trabalho educativo, a partir da implicação do pesquisador com o campo. Deste modo, foi empreendida uma pesquisa-intervenção com os educadores de qualificação profissional de uma OSCIP por meio da técnica do grupo focal. O encontro com os diferentes campos teceu relações de sentido, o que viabilizou entrever, entre as formas instituídas, modos de educar potentes em desestabilizar aprisionamentos subjetivos. Tal desestabilização, todavia, só ganha força em condições de produção peculiares. Dito de outra forma, esta pesquisa reconheceu que os cursos ora estudados são operados por modos de ser educador, que ganham ou perdem força de agir e compreender a partir das relações produzidas por meio e entre instituições. As conexões tecidas e desencadeadas pelo educador e pela OSCIP são forças que delineiam uma posição política de manutenção ou ruptura de modos de educar para o trabalho adolescentes em conflito com a lei. Nesse campo de forças, as práticas de educação profissional ganham intensidade quando aliadas a uma formação de educadores que os afete, mantendo o campo problemático e intensivo de derivas potentes em desestabilizar modos aprisionados de produzir vida / Professional education in Brazil has been marked, from the beginning, by the intention of dealing with the effects of social exclusion by means of adopting social inclusion, firstly of the orphans and the underprivileged and, later on, of the juvenile lawbreakers from disciplinary and corrective institutions. This process has forged subjectivities into a register of failure and of deviance, with the imprisonment of the bodies and of the ways lives are constructed. At present, the so-called teenagers in conflict with the law are also involved with specific practices of education geared to work, amongst which are those enforced by Non-Governmental Organizations (NGO). This research work focus on such educational practices, for it aims at investigating how the beginners professional qualifying courses held by a Public Interest Civil Society Organization (OSCIP, in the initials in Portuguese) inhabit the field of strengths of CASA Foundation. The theoretical and conceptual subsidies which support this problematization are based on the contributions by Foucault, Spinoza, as well as on schizoanalysis and institutional analysis. These subsidies articulate between them to allow thinking about the subject not as essence, but as production, from the perspective of the relations between knowledge and power by means of and between institutions. Undertaken in the coming together with the different fields at play (theoretical-methodological, of research and of strengths), this study offers as hypotheses that the complexity of reality, of subjectivity and of encounters throughout life, creates a diversity of ways of living, educating and working which are not submitted exclusively to institutionalized patterns. One has sought, therefore, to understand the institutional relations at play and their repercussion on the mentioned educational work, from the perspective of the researcher as she is implicated into the field. Thus, an intervention-research was carried out with the application of the focal group technique and which involved the professional qualifying course educators from an OSCIP. Coming in touch with the different fields allowed for the construction of meaning relations, what made possible to understand, amongst the institutionalized patterns, ways of educating with the potential of destabilizing subjective imprisonments. Such destabilizing, however, acquires strength only in unique conditions of production. In other words, it has been recognized that the courses surveyed in this study are operated by ways of being an educator, which acquire or lose strength for acting and comprehend on the basis of relations created by means of or between institutions. The connections woven and unleashed by the educators and by OSCIP are strengths which outline a political stand of either maintenance or rupture of the ways the teenagers in conflict with the law are educated for work. Within this field, the professional educational practices gain intensity when combined with a meaningful teacher formation, one which keeps the field problematic and adrift, powerful in destabilizing imprisoned ways of creating life

The Struggle for Preventative and Early Detection Networking: The ‘Asabiyya-Driven Structuration of Women’s Breast Cancer in the Arab Region

By 2020, cancer mortality rates are estimated to increase by 180% in Arab countries, where breast cancer is the most common type of cancer. This thesis explores and evaluates the ‘asabiyya-driven structuration (the cohesive force of the group that gives it strength in facing its struggles for progressive reproduction) of cancer agents, government agents, and the World Health Organization agents for breast cancer prevention and early detection in the Arab region. The layers of the philosophical standing from Ibn Khaldûn’s concept of ‘asabiyya and the theoretical foundation of social systems theory, structuration theory, social network analysis, and social capital theory are peeled in order to explore and evaluate the context, constraints, social networks, autopoiesis, and social capital. Utilizing a qualitative research design, this thesis employs content analysis and in-depth interviews, as well as NVivo as a tool for analysis. Data is collected from 122 publications and knowledgeable informants employed by cancer agencies, ministries of health, and World Health Organization offices in Egypt, Jordan, Morocco, and Oman. The findings are divided into the contextual scope of responsibility and resources, the progressive and hierarchal constraining structure, the optimal and weak social networks, the strong and vulnerable shields of autopoiesis, and the presence and absence of social capital momentum, followed by a discussion on the the struggle for structuration against breast cancer. The findings demonstrate that countries with a national cancer control program witness local strengthening ‘asabiyya and ‘asabiyya-driven structuration, while those without a national cancer control program witness weakening local ‘asabiyya. Ultimately, this thesis proposes strategic recommendations to accelerate the regional ‘asabiyya-driven structuration of breast cancer.

The work deals with the effects of the external environment and the internal resources, which are available for the organization. There was used PEST analysis for analysis of the micro-environment. I have identified all the factors that affect the firm's ability to satisfy customer needs in section related to the micro-environment. These are members in the sector of social services for elderly. They form competition or support for the organization. The important part is also the synthesis of the results of the strategic analysis. There are listed strengths, weaknesses, opportunities and threats. The conclusion summarizes the most important information. There are suggested recommendations to management for improving.

The theoretical part focuses on the description of the structure of the festival, the specifics of non-profit organizations and also characterizes the selected strategic analysis procedures. In the practical part I analyze the festival through the steps of strategic analysis and also use informal talks with members of the organizing staff and my own experience with executive positions at the festival and outline the current status of activities and further direction for the festival.

The aim of this Master thesis is to identify the specifics of non-governmental organization Doctors Without Borders (Médecins Sans Frontières) as an actor of international relations, mainly through the presentation and activities of the organization during the implementation of its programs in the early 1990s, when the process of internationalization was consolidated. The thesis also covers the issue of respecting the commitment to shared values for which Doctors Without Borders claim responsibility, and which also represents the principles of their activities. Based on the theoretical framework of actorness, it is possible to compare three missions of Doctors Without Borders implemented during the internal state conflicts in Somalia, Rwanda and Bosnia and Herzegovina. The analysis shows that during this period, Doctors Without Borders is characterized by a strong national identity of particular sections, in that we can see the strong national features of the French, Belgian and Dutch sections, which often behaved contradictorily and incoherently. The commitment to respect the shared values is fulfilled with one exception, namely the obligation to respect the neutral status.

This dissertation covers the impact of changes in the transition of the financing system of social services from the Ministry of Social Affairs to local regions. This phase of the transition is assested from the point of view of the current state of cooperation between non governmental organizations (NGO)s and governmnetal institutions. The sample region selected for this work is Stredocesky region and the evaluation of this change was done in the context of providing social services aimed on integration of Roma into the society. The theoretical part of this dissertation is concerned with the relationship of the state with the NGOs. Further financing of social services, the history up until the current situation of the state of the process of integration of Romes into Czech Republic is outlined in this work. This work evaluates a case study of Romodrom o. p. s., an organization providing social services for individuals, who are on the edge of exclusion from the society or are impacted by an unfortunate life situation. The primary data was collected using semi-structured interviews with employees of this organization. The secondary data was gathered using the content analysis of relevant sources. Zwischen Sühne und Frieden: Eine NGO im Konflikt in Israel

Die vorliegende Studie konzentriert sich auf die deutsch-israelischen Beziehungen im Feld des humanitären und friedensstiftenden Vor-Ort-Einsatzes. Dabei nimmt die Arbeit die verwickelten und konflikthaften Beziehungen im Bemühen der Politik um Normalität des deutsch-israelischen Verhältnisses in den Blick, ein Bemühen, das durch die historische Einzigartigkeit der Shoa immer schon unmöglich ist. Bestimmt wird die Perspektive der Untersuchung nicht von den vorherrschenden Paradigmen des Forschungsfeldes Internationale Beziehungen, sondern anhand zivilgesellschaftlichen Engagements, das sich u.a. in der Aktion Sühnezeichen Friedensdienste ausdrückt. Dabei wird eine dezidiert akteurzentrierte Position eingenommen und mit Hilfe der Analysen von Makro-, Meso- und Mikroebenen, welche aufeinander bezogen werden, historische Darstellung, politiktheoretische Perspektiven mit kulturwissenschaftlichen Dimensionen verknüpft und für die transdisziplinäre Darstellung fruchtbar gemacht. Dargelegt wird, in welchem Spannungsfeld von unterschiedlichen politischen Interessen, sozialen Prozessen und historischen Diskursen sich die Aktivitäten deutscher NGOs in Israel bewegen und wie diese Spannungen auch das Selbstverständnis und die angestrebten Ziele einzelner Akteure maßgeblich beeinflussen. Dabei wird deutlich, dass die vielseitigen Interessenkonflikte zwischen der NGO Aktion Sühnezeichen Friedensdienste und ihren israelischen Partnern in teilweise dominierenden bipolar ausgerichteten Diskursen gründen, welche neben den ethnischen, religiösen, sozialen und politischen Dimensionen auch immer eine übergreifende moralische Dimension inkludieren. Diese Aushandlungsprozesse im lokalen Einsatz der hier thematisierten NGO sind daher unweigerlich von der kollektiven historischen Erinnerung an die Shoah geprägt, die sich sowohl auf die Handlungsspielräume der deutschen NGO als auch auf die gesamten zwischenstaatlichen deutsch-israelischen Beziehungen auswirkt und daher die erhoffte Normalisierung im Sinne rein politischer Raison nicht realisierbar erscheinen lässt. Die Problematik der Auseinandersetzungen um Universalismus und Partikularismus der Shoah-Rezeption lassen sich somit auf staatlicher sowie zivilgesellschaftlicher Ebene nicht gänzlich auflösen. Die aus diesen unterschiedlichen Rezeptionen zu ziehenden Rückschlüsse ermöglichen es den Akteuren gänzlich unterschiedliche Perspektiven in der Arbeit vor Ort einzunehmen. Die Streitigkeiten zwischen „Sühne“ und „Frieden“ dominieren daher immer noch die Diskurse in- und außerhalb der Organisation.
