Merkel med NSA på andra sidan luren. / Merkel with NSA on the telephone

Title: Merkel with NSA on the telephone The aim of this essay is to study how Angela Merkel is being portrayed in context of NSAs surveillance in the Swedish newspapers Dagens Nyheter and Aftonbladet. The time period for the study is from the 24th of October to the 7th of November in the autumn of 2013. To concretize the aim three questions was formulated, how Angela Merkel was being portrayed in the material, how NSAs surveillance of Angela Merkel was being portrayed in the material and how different statements for various individuals in the material could affect the truth about the surveillance. The method chosen to study these questions was a discourse analysis, which also would contain parts of a linguistic analysis. The theories to support the method were Laclau & Mouffes discourse theory and Michel Foucault’s genealogical discourse analysis. The results of the analysis points to that Angela Merkel are being portrayed with titles, which represent her position in a democratic society. Words such as “head of government” “Bundeskansler” and “Kansler” are all frequently used to describe Angela Merkel’s position. Other findings points to that Angela Merkel’s position in the material is defined trough relationships with other political actors and leaders. The surveillance itself had in the material mostly negative effects on the relationships between the USA/Obama and EU/Germany/Merkel and was also pointed out as a problem for the on going talks of the FTA. More findings include the battle of the truth surrounding the surveillance, where at one side the USA with representative leaders from agencies like NSA and resides and on the other side journalists and leaders from EU resides. Both parties produce new knowledge with which they attempt to make a claim at the truth. Many conclusions that can be drawn from this essay the first is the way journalists use elites to verify and strengthen its articles. The second is the synoptic power that the media posses with which the members of societies can watch its leaders. And third, the way, in these case, the politicians gets there power and position verified due to different relationships with other political leaders of powerful individuals. / Titel: Merkel med NSA på andra sidan luren Syftet med den undersökning var att studera hur Angela Merkel blir framställd i en kontext av NSAs övervakning i de svenska tidningarna Dagens Nyheter och Aftonbladet. Tidsperioden som studeras är mellan den 24 oktober till och med den 7:e november 2013. Syftet konkretiserades genom tre frågor, hur Angela Merkel framställdes i materialet, hur NSAs övervakning av Angela Merkel framställdes samt hur olika uttalanden från olika personer i materialet kunde påverka sanningen om övervakningen. Metoden som användes för undersökningen var en diskursanalys, vilken även innehöll delar av en lingvistiskanalys. De teorier som valdes för att stötta metoden var Laclau & Mouffes diskursteori samt Michel Foucaults genealogiska diskursanalys. Undersökningens resultat pekar på att Angela Merkel blev framställd genom titlar, vilka representerar hennes position i ett demokratiskt samhälle. Ord som ”regeringschef, ”Bundeskansler” och Kansler var frekvent använda för att beskriva Angela Merkels position. Andra analysresultat pekar på att Angela Merkels position ofta blir definierad genom relationer med andra politiska aktörer och ledare. Själva övervakningen hade för det mesta negativa effekter på relationerna mellan USA/Obama och Eu/Tyskland/Merkel. Övervakningen pekades också ut som ett problem i de pågående förhandlingarna om frihandelsavtalet mellan EU och USA. Vidare framkom det en kamp om sanningen mellan aktörerna i materialet. På ena sidan fanns USA med representativa ledare från institutioner som NSA. På andra sidan fanns journalister och ledare från EU. Båda sidorna producerade ny kunskap om vad som hade skett, med vilken kunskap de försökte göra anspråk på sanningen. Många slutsatser går att dra från denna undersökning, den första är hur journalister använder ”eliter” för att verifiera och stärka sina artiklar. Den handlar om den synoptiska makten som medier innehar, genom vilken medlemmar av samhället kan övervaka sina ledare. Den tredje är på vilket sätt politiker kan få sina positioner och makt bekräftade genom olika relationer de har till andra politiskaledare eller mäktiga individer.

The evolution of digital media has provided a data flow never before seen in human history, which eventually expanded the role of information as a bargaining chip in the power relations of the current international scenario. One of the changes observed from this process was the strengthening of surveillance – which gains new tools in the cyber environment – as a mechanism of monitoring, law enforcement, control and acquisition of information that makes international actors relevant in the new cyberpower relations. Thus, this dissertation analyzes this phenomenon from two main lines that complement each other: the evolution of surveillance as a key dimension of (cyber)security through a panoptic and post-panoptic approach and how these perspectives influence the current cyber surveillance phenomena. To do so, we present Foucault's studies of disciplinary society and its developments that have given rise to an information society of control, and Bauman’s analysis on liquid modernity and how its characteristics can influence contemporary surveillance. The second line of analysis, drawn from the data collected so far, deals with a vision of cyber surveillance as a tool of cyberspace securitization process. Following this logic, studies of the Copenhagen School, based on the constructivist theory of International Relations, point out a favorable path to understanding the role of cyber surveillance within the cybersecurity issues. As an example case, we examine how this process took place within NSA programs of global surveillance revealed in mid-2013 by Edward Snowden. In order to achieve these objectives, classical authors of surveillance and security studies will be reviewed, as well as new approaches; for the presentation and analysis of the proposed case, documentary analysis, reports and speeches relating to international responses in the face of revelations of the NSA programs will be used. / O crescente uso do ciberespaço nas Relações Internacionais vem propiciando um novo cenário para a política mundial. A evolução dos meios digitais proporcionou um fluxo de dados nunca antes visto na história da humanidade, o que acabou ampliando o papel da informação enquanto moeda de troca nas relações de poder do cenário internacional atual. Uma das transformações observadas a partir deste processo foi o fortalecimento da vigilância – que ganha novas ferramentas no ambiente cibernético – enquanto mecanismo de monitoramento, manutenção da ordem, controle e aquisição de informações que tornem os atores internacionais relevantes nas novas relações de poder cibernéticas. Sendo assim, a presente dissertação analisa este fenômeno a partir de duas linhas principais que se complementam: a evolução da vigilância enquanto dimensão-chave da (ciber)segurança, através de uma abordagem panóptica e pós-panóptica e como estas perspectivas influenciam nos fenômenos atuais de vigilância cibernética. Para tanto, apresentam-se os estudos de Foucault acerca da sociedade disciplinar e os seus desdobramentos que deram lugar a uma sociedade de controle informacional, e as análises de Bauman sobre a modernidade líquida e como tais características podem influenciar a vigilância contemporânea. A segunda linha de análise, elaborada a partir dos dados levantados até então, aborda uma visão da vigilância cibernética enquanto ferramenta do processo de securitização do ciberespaço. Seguindo esta lógica, os estudos da Escola de Copenhague, baseados na teoria construtivista das Relações Internacionais, apontam um caminho propício para a compreensão do papel da vigilância cibernética dentro das questões de cibersegurança. L'administration Truman et l'émergence d'une communauté du renseignement aux Etats-Unis (1945-1953) / The Truman Administration and the Emergence of an Intelligence Community in the U.S. (1945-1953)

Au lendemain de la Seconde Guerre mondiale, l'administration Truman initia plusieurs réformes structurelles d'envergure, parmi lesquelles la réorganisation de ses capacités de renseignement. En créant la CIA en 1947 et la NSA en 1952, le président Harry S. Truman posa les fondations d'une communauté du renseignement qui ne cesserait de se développer à la faveur de la Guerre froide et au-delà. L'institutionnalisation de cette activité protéiforme, impliquant une multitude d'acteurs bureaucratiques, civils et militaires, se heurta à de nombreux obstacles, révélateurs du fonctionnement de l'État américain et de ses traditions démocratiques. À partir d'une vaste quantité d'archives récemment déclassifiées, cette thèse vise à identifier les acteurs et dynamiques intervenus dans la réorganisation du renseignement opérée par l'administration Truman. En corollaire, elle cherche à analyser leur impact sur la constitution d'un appareil de renseignement et sur son fonctionnement entre 1945 et 1953. Tout d'abord, cette étude examine comment la réorganisation du renseignement, qu'il soit stratégique ou électromagnétique, a été influencée par le processus d'unification des forces armées qui a abouti, en 1947, à l'émergence du concept de sécurité nationale. Ensuite, elle démontre comment les principes de coordination et de collégialité, dont est empreint le National Security Act, ont entravé le développement d'un appareil de renseignement intégré et cohérent. Enfin, cette thèse explique en quoi la dégradation de la situation internationale, symbolisée par le déclenchement de la guerre de Corée en 1950, a favorisé une ébauche de rationalisation de la gestion des activités de renseignement. / In the wake of World War II, the Truman Administration initiated several high-scale institutional reforms which included an overhaul of its intelligence capabilities. By establishing the CIA in 1947 and the NSA in 1952, President Harry S. Truman laid the foundations of an intelligence community that would grow throughout the Cold War and beyond. The institutionalization of intelligence, which involved many bureaucratic players, both civilian and military, faced numerous hurddles highlighting the inner workings of the U.S. state apparatus as well as American democratic traditions. Based on a large amount of recently declassified archival material, this dissertation aims to identify the players and dynamics involved in the reorganization carried out by the Truman Administration. It also seeks to assess their impact on the formation of an intelligence apparatus and on how it operated from 1945 to 1953. Firstly, this study illustrates how the intelligence overhaul was influenced by the unification of the armed forces which lead to the emergence of the national security concept in 1947. It then shows how the principles of coordination and collective decision-making implied by the National Security Act hampered the development of an integrated intelligence apparatus. Lastly, it explains how the deteriorating international situation, symbolized by the start of the Korean War in 1950, prompted an uneven streamlining of intelligence activities.

Fondamentalement inscrite dans une réflexion sur ce que signifient enseigner une langue – de scolarisation- apprendre une langue, apprendre en langue, et, enfin, écrire, cette thèse a l’ambition de contribuer aux recherches en didactique des langues. La perspective adoptée, qui insiste sur le rôle primordial du langage dans le processus de compréhension, situe l’inscription de cette thèse en sciences du langage, tandis que le contexte scolaire dans lequel ce travail a été mené, et les développements qui en sont issus, le situent au coeur de perspectives (émancipation, appropriation) partagées par les sciences de l’éducation. L’objectif de ce travail est d’articuler les dispositions scolaires sur l’écrit (textes cadres, dispositifs, culture) à la diversité et à la singularité des rapports à l’écriture et au savoir d’élèves réputés faiblement littératiés, pour apporter une contribution à la didactique de l’écriture / This PHD dissertation is fundamentally rooted in a reflection on what it means to teach a language – of instruction – to learn a language, to learn in a language and finally, to write. It seeks to contribute to the research in the area of language teaching. The approach chosen stresses on the primacy of language in the interpretation process and therefore categorizes this dissertation in the field of Language sciences; while the school context in which the investigation was carried out and the developments of that research places it in the very heart of Educational sciences perspectives (emancipation, appropriation). The aim of this work is to study the measures taken by the educational system towards writing (through framework texts, programs, culture) in order to articulate them to the diverse and singular ways students relate to writing and knowledge. This research, which involved students considered with low literacy skills, schooled in CLA-NSA (classes for students with no or little prior education) and SEGPA (sections of adapted general education and professional training), seeks to contribute to the didactics of writing field

Studie užití těžkých zbraní nestátními aktéry v konfliktu v Sýrii / The Study of Use of Heavy Armoured Vehicles by Non-State Actors in Syria Conflict

The use of heavy weaponry - such as tanks - in recent and current military conflicts has been overlooked, as were the principles of conventional warfare in general. With relation to armed conflict, attention has been given especially to the questions of conflict prevention and deconfliction. The thesis focuses on the ongoing conventional conflict in Syria, with the emphasis on the tactics of use of heavy armoured vehicles by non-state actors. The thesis takes advantage of volume of accessible primary sources concerning the topic to establish distinct modes of use of heavy weapons - the patterns of deployment, to analyse how the heavy weapons itself and the environment affecting their usage. On the two chosen case studies, these patterns of deployment are operationalised into an independent variable to assess whether the use of heavy armoured vehicles by insurgents in north-western Syria could be causally link with the outcome of military operations.

The USA PATRIOT Act and Punctuated Equilibrium

Currently, Title II of the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism (USA PATRIOT Act) Act of 2001 appears to be stalled as a result of controversy over the intent and meaning of the law. Proponents of the title advocate the necessity of the act to combat modern terrorism, whereas opponents warn of circumventions of the Fourth Amendment of the U.S. Constitution. Using punctuated equilibrium as the theoretical foundation, the purpose of this case study was to explore the dialogue and legal exchanges between the American Civil Liberties Union and the Department of Justice related to the National Security Agency's metadata collection program. In specific, the study sought to explore the nature of resistance to changes needed to mollify the controversies associated with Title II. Data for this study were acquired through publicly available documents and artifacts including transcripts of Congressional hearings, legal documents, and briefing statements from the US Department of Justice and the American Civil Liberties Union. These data were deductively coded according to the elements of PET and then subjected to thematic analysis. Findings indicate that supporters and opponents of the law are locked in a consistent ideological polarization, with supporters of the law touting the necessity of the authorizations in combatting terrorism and opponents arguing the law violates civil liberties. Neither side of the debate displayed a willingness to compromise or acknowledge the legitimacy of the other viewpoint. Legislators who accept the legitimacy of both researched viewpoints could create positive social change by refining the law to meet national security needs while preserving constitutional protections.

Land of freedom or land of surveillance? Right to privacy in the U.S. after 9/11 Abstract The United States of America has been always perceived as a land of freedom. The U.S. citizens are very proud of their Constitution that became model for other constitutions in the world. The terrorist attacks of September 11, 2001 not only brought a change in the U.S. foreign policy as the war on terror was launched, but also influenced the domestic political development and caused creation of a complex network of security legislative. These antiterrorism measures have been criticized, as the programs arising especially from the Patriot Act are controversial, challenging the civil rights and especially the right to privacy. In 2013, Edward Snowden revealed secret spying programs of the National Security Agency. This thesis examines the discrepancies between the proclaimed freedom and the reality, in which the United States is ranked among endemic surveillance societies.
